The article deals with the condition of German minority in Śląsk Opolski since the political system transformation in 1989 up until today. The author focuses on the most important aspects: coexistence within the voivodeship, legistation aimed at regulating the status of minorities in Poland, the characteristics of political, social, cultural, and educational activity. Culture and education and two pillar areas on which the activity of both the leaders and members of a given minority is built on. The presence of German minority cannot be overlooked. Those above-mentioned types of activity are key issues in characterizing the German minority.

The topic of the article is the influence of the rules and customs of succession on the family structures and life strategies in Southern Transdanubia. At the beginning of the 20th century, scientists and the local administration observed significant differences between the demographical structures of the Hungarian and German inhabitants in both Tolna and Baranya counties. While a significant part of the Hungarian rural population followed the “single-child-policy” (“egyke” in Hungarian), German families in the same area did not have this concept. It was observed, that the villages with families following the singlechild-policy kept losing population and were endangered by a demographical collapse. Seeking the reasons behind the single-child-policy, the rules of succession were identified as the main difference between the Hungarian and German population. The German population practiced the so-called primogeniture (Anerbenrecht), probably brought along from the early 18th century Southern Germany, meaning that one single successor inherits the entire land asset of the family. In contrast, the custom of the Hungarian population was a proportional succession. As all heirs inherited part of the land asset, it fragmented from generation to generation. To avoid this, the rural population developed the singlechild-policy, which, on the one hand, was very effective in preventing the fragmentation of family assets and became an unwritten law in several villages, but on the other hand it caused radical demographical changes. Different measures to prevent the single-child policy didn’t have a markable effect.

Niniejszy artykuł opisuje przesłanki i formy wsparcia udzielanego zagranicznym Niemcom w okresie międzywojennym. Następnie przedstawiono relacje państw środkowoeuropejskich i ich zagranicznych rodaków. Współcześnie aktywną politykę umacniania związków z zagranicznymi rodakami prowadzą Węgry i Federacja Rosyjska. W dalszej części zaproponowano typologię modeli związków z zagranicznymi rodakami (model aktywnego wsparcia, model neutralny, model koncentracyjno-państwowy).
This article describes the conditions and forms of support to foreign Germans in the interwar period. Then it presents relations of Central European states and their foreign compatriots. Currently, an active policy to strengthen relations with foreign compatriots takes place in Hungary and the Russian Federation. Later the author proposes a typology of model relationships with foreign compatriots (proactive support model, neutral model, converging-state model).

What kind of country are we talking about when we speak of Poland from the perspective of the organized Jewish political leadership in Poland? What should the scope and characteristics of the new Polish state in their view be? What kind of relations should Poland have with neighbouring states, as well as within, among its various populations and societies? The paper explores the changing answers given by different political Jewish leadership in a period of liminality – the interval between two stages and two distinct situations: the imperial order (Austrian and Russian) and the Polish national state. It examines Galicia and the Congress Poland from 1914 to 1918 when the territory was disputed among different empires and nations and its fate was far from clear. The article claims that the different visions of Poland presented by the Jewish leadership were grounded in two assumptions. The first was that the Jews as an integral part of society were legitimately entitled to express their own vision of the future state, the second – that the Jews, as an integral part of society, were entitled to equality on all levels of social life. That is the reason, the article claims, behind the demands for a fair distribution of the state’s resources regardless the mother tongue, religion, or ethno-national identification. The efforts the leaders of the Polish Jewry made to include the Jews as a minority group equal to others in the Polish state took place in the framework of the ethno-national ethos as the constitutive principle of state-building. The changing political circumstances and the growing hegemonic discourse based on the nation and nationality brought, claims the article, to the raising of a new Jewish national leadership during World War I. This leadership became convinced that, in the light of the discriminatory policies and growing anti-Jewish violence, only a mechanism of minority rights could guarantee Jewish existence in Poland.
