The technological, economic and political advances of the 20th and 21st centuries have established new conditions for the development of civilization. The world economy has simultaneously expanded (the number of states/organization participating in world trade or the volume of heterogeneous transactions) and shrunk (close interrelations between transactions, no matter their geographic origins). Economic policy has gained an indispensable role in the creation of order in international relations and foreign policy. The tendency to prioritize foreign policy aims towards economic policy aims has resulted in ‘reverse flow’, i.e. foreign policy has become a central part of national economic policy. The engagement of external action services and public budget in economic promotion and investments triggers (inter alia) the ethics dilemma. The mentioned ethical aspect is often omitted when discussing ‘the economic foreign policy’. For instance, the ethics dilemma can appear when development and humanitarian aid are taken into account or when it comes to assessing the results (and membership) of economic missions. In this context, the author analyses the Polish foreign policy example and attempts to answer two questions. First, are the economic activities performed by external action services effective? Second, are the mentioned activities in accordance with the social ethical code of conduct? The author focuses on three elements – development and humanitarian aid, the participation of Polish diplomats in economic promotion, and economic missions.

Japanese economy is one of the largest economies in the world, but its share in the global GDP is decreasing steadily. Relative weakness is caused by both internal and external factors. Internal factors derive from a socio-economic model that was successful after World War II, but became less effective in the 21st century. On the other hand, external factors include: the growing competition from China and South Korea (the countries that initially emulated the Japanese model) and also the impact of natural disasters, which after several decades of relative seismic calm, have increasingly begun to affect the weakened economy of the Land of the Rising Sun. In addition, companies of the Silicon Valley have emerged on the market. When the software era arrived, Japan was still stuck to the production of hardware. In the face of the aforementioned challenges, successive governments in Tokyo have tried to break the unfavorable trend, which usually ended up with growing the public debt only. At the turn of 2012 and 2013 Shinzō Abe, an experienced politician, became the head of the Japanese government and announced a reform program named after his name – abenomics. The purpose of this article is the attempt to evaluate this program from the perspective of over four years from the time of its announcement.

Opis:
The article presents the outcomes of the research concerned the issue of the European Union’s foreign economic policy, as well as its models and instruments. The EU applies various approaches in relations with third countries, that is determined by differences in aims it intends to achieve in every specific case. The EU acquis constitutes only general framework of the European Union’s foreign economic policy, that results in disorderliness and incoherence of European Union in relations with third countries. The Author identified key determinants, that actually shape current models of the European Union’s foreign economic policy towards various groups of states. Significant problems and failures have been found. Analysis carried out in the article leads to the conclusion that current models and instruments of foreign economic policy, used by the EU, are not sufficiently efficient and often do not allow to meet new challenges effectively. New approaches and solutions have been proposed by the Author can help to improve the foreign economic policy of the EU and to adjust it to the contemporary global challenges.

Opis:
This article analyzes various aspects of the development of political institutions and processes that play an important role in the geopolitical development of modern Ukraine. It proves that consistent and effective implementation of European standards (as the Polish example shows) can become an effective mechanism for further sustainable economic development and modernization of our state, an updated strategy for reforming all key areas of government policy in order to really improve the living standards of Ukraine and implement our strategic goal of gaining full membership in the European Union.
W artykule zostały przeanalizowane różny aspekty instytucji politycznych i procesów, które odgrywają ważną rolę w geopolitycznym rozwoju nowoczesnej Ukrainy. Udowadnia się w nim, że stopniowe i efektywne wdrażanie standardów europejskich ( jak pokazuje doświadczenie Polski) może stać się skutecznym mechanizmem dalszego ciągłego rozwoju i modernizacji naszego kraju, nową strategią reformowania kluczowych kierunków polityki państwowej w celu podniesienia poziomu życia i realizacji naszego najważniejszego marzenia: zdobycia równoprawnego członkowstwa w Unii Europejskiej.

Taxation on businesses, which makes up two thirds of local authorities' revenues, urges them to widen the range of their economic interventions. The communauté d'agglomération Plaine Commune is one of the most dynamic in the Parisian metropolis and has had considerable expertise at their disposal for 10 years. In order to ensure their economic influence, they now endeavour to stimulate and even structure some economic industries. Unfortunately, a local tax reform in progress may well jeopardise the pattern of development which is presented in this article.

Former industrial suburbs, which are now the object of economic and functional transformations almost everywhere in Europe, are suitable testing grounds for implementing a more sustainable urban development. The case of the northern suburbs of Paris, which we will look at here, shows that there is no lack of political will or regulatory tools for imagining and planning this sustainable city. However, the social problems that affect these suburbs are a definite impediment to its realization.

The Author of the article sets as a research goal the diagnosis of the role of the ideological factor and objective structural conditions in the evolution of regulated capitalism on the European continent. In the text the European social model was characterized, the influence of globalisation on the regulated European capitalism was analyzed, the challenges of demography which are posed for the social structures, the job market and social security in Europe were discussed. The Author analysed the changes happening on the European job market since the 1980s in the field of institutional solutions, position of the employee, policy tools for the job market. The convergence and divergence dynamic in the development of the European social policy and the role of the EU institutions in managing the problems of modern Europe were analysed. Finally the influence of the Eurozone’s economic crisis on the EU social policy was diagnosed. In order to operationalise the research, historical and comparative methods will be used as well as institutional analysis and social index analysis.
