Opis:
The aim of the article is to present the major issues related to the protection of the Polish border from the perspective of the tasks and functions of the Border Guard and border checkpoints. The present analysis is a result of research conducted with use of theoretical research methods used in the social sciences. The aforementioned research was carried out with the purpose of diagnosing the functioning of the state border protection and traffic control system. The result of the research leads to the conclusion that the Polish border protection and traffic control system is being gradually improved, which is a result of changes in the security environment, primarily related to the emergence of new threats and increasing levels of existing threats. This leads to the expansion of the range of functions performed not by the Border Guard in general, but specifically by border checkpoints, which are closely related to field government and local authority administration bodies. These bodies have a definitive influence on local security, and thus on the security of areas controlled by the Border Guard.

Trafficking in human beings is a phenomenon of rapid and profound changes. They are caused by, inter alia, globalization, the development of social ills and the gains brought by the growth of organized crime at dawn. Crime of this type, because of its low detection and disproportionate profits it brings, is becoming more popular than the trade in weapons or drugs. Human trafficking is a massive crime against humanity and respect for human rights is very important in the life of every individual and the country. We are born with rights, develop, and later with the rules die. Sometimes, however, this is how the acts of trafficking, that our rights are limited and broken. It is therefore necessary to detect all the operations and monitoring, which have as their primary objective to prevent crime.

Hybrid war represents one of the most used terms in the area of military and security affairs in the last years, especially after the outbreak of conflict in Ukraine. It appears still more frequently not only in scientific or specialized military or security publications, studies or articles, but also in various journals, news, reports or debates out of military or security community. It might be seemed that it is a new term or even new type of conflict, but it is not. Hybrid war is really no new phenomenon, it is known for many years; however, after the Russian annexation of Crimea, it is much more popular and used. On the other hand, the majority of wider public do not know what the mentioned term exactly represents, and that is the reason why an author of the article deals with this topic and, through gained results of the research, tries to explain the essence of examined problem.

Intelligence may be defined as a sum of deliberately covert gathering and processing of foreign covert information. This involves both information “originating abroad” and also covert information gathered inside a state from its opponent, e.g. a mafia clan or an extremist organization jeopardizing the constitutional order in one’s own state, i.e. information which is foreign in a sense. The article presented here is focused on information obtained from inside terrorist groups. Intelligence information is such information which has been obtained, processed and focused on (limited to) the “necessity to know” by the entity making decisions. Such information, however, may differ in some other aspects as well.

Opis:
Target processes of institutions management (from the enterprise, through the administration, to the alliances) are dependent on the provision and reliability of information and knowledge. Total digitization and “cybernation” of most of the processes require durability and protection against attacks and incidents of a new type. To anticipate timely the new risks is more difficult than to react flexibly to new socially pathological and criminal attacks. Reactive approach can’t avoid the initial losses, but this approach is pragmatic. The paper deals with some cyber threats and trends of attacks in an environment of the security management of the organization.

From 1 January 1999, in force in Poland a three–tier structure of local government : municipal government , county government , the provincial government . Tasks that perform individual units of local government are divided into their own tasks and commissioned . Local government is a separate territorial units in the structure of the state, created by law relationship of the local population. Association any, appointed to exercise public administration is equipped with the material means for the implementation of the tasks imposed on them. Article will present safety level administrative unit, which is the municipality. Analysis of literature as well as explore the statutory provisions relating to the widely known security will be a key objective set out the issues . Public safety as an important element of the local community . The tasks of the municipality as well as the possibility of taking appropriate decisions during the occurrence of hazards . Preparation of municipalities to take action and secure material and financial . Municipality in order to perform the task can create organizational units or enter into agreements with other entities that will be shown and described in the article. There are many dangerous situations for adult development related to the progress of new information technologies. The article presents a new approach to the issue of disability in the context of the changing ITC technologies and the phenomenon of aging populations. Polish society, like many European societies, is subject to the process of aging. People in late adulthood find it more difficult to learn to use new technologies more easily. This means that an increasing number of people may have problems in full-fledged functioning in society. They will become disabled in the light of the WHO definition. Appropriate education is the way to counteract this phenomenon.

The article continues the deliberations regarding the strategy design and assumptions of the national security system of the Republic of Poland, with particular emphasis on the organization of the security system of the Republic of Poland. On this basis, the place, role and meaning of its components were determined. Omówiona została szczegółowo charakterystyka działania fundacji. Przedstawiono ideę edukacji dla bezpieczeństwa jako upowszechniania świadomości i wiedzy o źródłach, charakterze i skutkach zagrożeń dnia codziennego i w sytuacjach nadzwyczajnych oraz opanowania umiejętności rozpoznawania, zapobiegania i przeciwstawienia się tym zagrożeniom.
The focus of this article is on the notion of foundation as an organizational unit with legal personality, which is an independent entity of rights and obligations, as well as its essential role played in education in the field of safety and public order. Detailed characteristics of the activities undertaken by the Foundation have been highlighted. The idea of education for security has been presented as the dissemination of awareness and knowledge about the sources, nature and results of everyday threats and those occurring in emergency situations as well as mastering the skills to recognize, prevent and counteract these threats.

This paper offers a critical study of the concept and issues of human security. Its usage, definition and applicability may differ since different authors explain issues related to security differently. Although there is still no common definition on what human security is, most authors agree that human security is related to individuals in terms of theirwellbeing. For too long, human security has been focused on the protection of state territory, regarded as the traditional perception of security. This kind of interpretation refers to a narrow security concept, not well constructed and incapable of addressing most of the important issues related to the security of the individual. The issue of security for a nation is quite different to the issue of security for individuals, because the first tends to protect the boundaries of the state where people live while the second aims to protect all human being from insecurities. Human security is a new challenge in today’s world; it presents new threats which are far away from the threats generated by the traditional concept of human security. The new concept of human security should be analysed in people’s daily lives, not in a country’s guns and weapons. To protect people’s lives means respecting all human rights prescribed in domestic law and international conventions; violating them means causing human insecurities and the failure of the state to fulfil its own responsibilities towards the law. Therefore, the protection and the welfare of the people should become first goal of the government. In cooperation with international organizations and NGOs, governments should find and promote appropriate policies to establish a political, economic and social security environment for all the people as citizens of that country.

Zaprezentowano sylwetkę miasta, m.in. położenie, klimat, strukturę ludności, infrastrukturę miejską i największe zakłady pracy, a także potencjalne niebezpieczeństwa, jakie mogą mu zagrażać. Omówiono również podstawowe pojęcia z zakresu zarządzania kryzysowego i jego organizacji w Polsce. Wskazano struktury i podmioty właściwe w zakresie zarządzania, ich zadania i zasady działania.
The focus of this article is on the Crisis Management Center for the city of Legnica, i.e. the range of its activities, organisation, competence and location in the structure of the crisis management system in the city. The author also describes the most common features of the city, such as its location, climate, population structure, urban infrastructure and major employers as well as some potential dangers that it faces.

The contemporary ideology and the practice of transhumanism are carrying a lot of improvements of the human life with themselves, both in the individual dimension, like social. It can, however, also become a cause of objectifying, incapacitating or even annihilating individual people or entire populations. The applying of GRIN technologies are threatening of manipulation on the level of mental and physical structure of the organism. In the face of progressing technological changes the permanent philosophical discussion about norms of bioethics and social ethics is necessary. In the article an applicability of hedonistic and personalistic philosophies is being discussed. There is pointing on personalism as the appropriate basis of ethics in the era transhumanism.

The aim of the paper is to present the need for action concerning cultural safety in terms of its present threats. The author defines cultural safety and identifies threats related to it, paying attention to multiculturalism and subsequent globalization, migration, the notion of exile, economic differentiation of societies, climate changes, plundering, thefts and illegal turnover of cultural assets. In conclusion, the author stresses the necessity for taking action both by states and governmental organizations to protect cultural heritage and safety as well as active support for non-governmental organizations and international actions in this respect (particularly the ones under the auspices of the United Nations).

The aim of this paper is to map the issue of environmental protection of outer space from the perspective of regulations of existing corpus iuris spatialis. The issue of the environmental protection of outer space has been a subject of considerable discourse which leaves many questions unanswered from the present corpus iuris spatialis perspective. There is no doubt that environmental concerns are an issue for the outer space legal regime and that the human activities in outer space pose a serious threat to future generations and uses of space. The article consists of five parts. In Parts I and II, the author deals with the problems of definitions of the environment of outer space and the environmental threats connected with human activity in the outer space; Parts III and IV present an overview of corpus iuris spatialis from an environmental protection perspective, and principles of international environmental law from the perspective of the future regulation iuris spatialis. Part V presents some final remarks.
