The author presents the de-classified preliminary findings of the European Commission funded FP7 research project PRIME, dealing with extremism, radicalization and lone-actor terrorism (also known as “lone wolf terrorism”). The article provides partial results of the research consisting of a context analysis of the lone actor threat, that is a description of a range of identified contextual elements which may affect the relevance, adoption, implementation or exploitation of the PRIME Project’s final deliverables (counter- and communication measures requirements portfolios), including differences in culture and legislation across Europe, as well as operational (law-enforcement-related and stakeholder-identified) constraints. The article presents a host of definitional issues related to “lone wolf terrorism”, provides results of the surveys/questionnaires performed in Poland and India and ends with a summary of the problems, constraints and obstacles to the successful and efficient use of operational procedures available for the law-enforcement and security agencies and institutions, based on data gathered through engagement activities with security practitioners.

Since the appearance of the so-called Islamic State, the world is encountering a terrorist organization with an outreach and operational model never before witnessed. With its unprecedented financial power, the theme of state-sponsored terrorism is resurfacing taking into consideration its possible correlation to the inexplicable domination of IS to the theatre of modern terrorism. In light of the existing threat posed by IS, and its expected proliferation in the foreseeable future, discussions on means to combat this phenomenon should attract more attention on academic, political, and social levels, with the hope of finding a comprehensive long-lasting remedy for this highly contagious plague.

Opis:
Current terrorism is one of the most important problems. It appears that Poland is less threatened by terroristic attacks than Great Britain, France or Germany. However, recent calls to global jihad and terroristic attacks show that it is not possibile to exclude any risk of attack. There are many different intepretations and explanations of terrorism and much less practical solutions. Many theories seem uneffective. This paper shows some significant features of current terrorism, especially suicide terrorism, and potential solutions for anti-terroristic prevention. The author refers to approach of Scott Atran who underlines the role played by the concept of „sacred value” in genesis of terrorism, as well as a significance of symbolic reconciliation for anti-terroristic prevention.

Fundamentalism characterizes all religions in the world, but in the case of Islam – in recent times – it most often causes the use of terrorist methods. The dogmas of that religion defines the Koran, according to which Islam is based on five pillars of faith, which are also fundamental duties of every Muslim. A feature of Islamic fundamentalism is the introduction of the principles of life, based on traditional patterns recorded in the Koran, regulating social and political spheres, as well as the separation of the Western way of life. Its causes are frustration and social discontent, combined with the rejection of modernity and the changes proposed by the West. The proclamation of position of fight against injustice and demoralization in the name of creating a “better world”, in conjunction with its own interpretation of the provisions of the Koran, results in promoting activities generally considered unacceptable.

One of the main issues connected with terrorism – a “crime without borders”, a complex phenomenon the definition of which has proven elusive, is terrorism financing and money laundering. The Polish legislator – in the Polish Banking Law – imposes on banks (within the scope of their legal definition) a duty of counteracting money laundering and terrorism financing, which corresponds with the significant role of banks and other financial institutions when it comes to the prevention of terrorist crimes. On the basis of the Act on Counteracting Money Laundering and Terrorism Financing, a special system was created – the aim of the regulations is to facilitate successful performance by banks of their duties. In the Act, the office of the General Inspector of Financial Information was created, with an important task of controlling the realization of banks’ duties, as well as cooperation with relevant services and improvement of international antiterrorist activity. Beyond any doubt, the functioning of the Polish system could be guaranteed by broader legal and institutional frameworks on an international level, the achievement of which is contingent upon the activity of the European Union and the United Nations. A significant element in the fight against terrorism financing crimes is also proper training of the banking sector employees and officers, as well as ensuring proper communication and cooperation between them.

The article discusses the way of functioning of an atomic bomb in Jacek Dukaj’s works. A lot of attention is particularly paid to the analysis of the functions the A-bomb fulfils in this writer’s contemporary novel – Xavras Wyżryn. It is indicated that Dukaj used mainly symbolic power of atomic weapons in this work. The system of negative associations and emotions relating to these weapons clashed with the Polish messianic tradition of struggle for independence, which served as a basis for reflection on the issue of terrorism. In Dukaj’s novel, an atomic bomb is not the part of a coherent futurological vision or the basis for a deeper reflection concerning the civilization threats. In the writer’s later works, in which the reflection is clearly present, nuclear weapons no longer play a significant role. The threats presented are of different nature: they are connected with genetic, memetic or ecological experiments. The example of Dukaj’s works – the way in which the atomic weapons are present and absent in it – is a starting point for a hypothesis on the reduced attractiveness of nuclear weapons as a motif of the fantasy literature. Although they still carry a huge emotional load, at present the civilization concerns, which expressed themselves as the fear of nuclear weapons – e.g. the fear of excessive power of the mankind, the fear of selfdestruction or the changes taking place in the human species, to a great extent have shifted elsewhere.

International terrorism and the challenges and risks that are the main theme of this article. International terrorism have been referring to the instability of the banking sector, cyber-terrorism, organized crime, and above all to asymmetric methods of combat, which are characterized by high ruthlessness and cruelty. Actually we can see the changes in the strategy of used armed forces in the war against terrorists organization. In addition we will notice new alliances and coalitions between states which didn’t cooperate too close in the aim of political and diplomatic issues, before. Unfortunately, acts of terrorism increase and becoming stronger and brutal in the use of asymmetric methods and combat. Now we know that asymmetric methods are effective and cause real fear and sense of social threat around the world. I claimed that today we can see a new dimension of use of the armed forces in the fight against terrorism and we can see that this war encompasses a large area. This article contains information regarding the use of armed forces against the threat that is international terrorism.

Currently, the concept of terrorism, which in recent years has intensified so much, it is still difficult to define, there are huge inconsistencies in both its defining and application. For many years, terrorism was linked with geographically and culturally distant countries, but the 20th and 21st centuries changed the face of this phenomenon, which did not resist globalization and has become one of the major problems that befits to face the modern world. The issue of terrorism, although investigated by many eminent scientists, and even though there are a great many scientific achievements in this subject, it is still a difficult problem and raises a lot of confusion of a legal-dogmatic nature, which the Author tried to highlight herein. The article presents the analysis of the concept of terrorism and illustrates the problems associated with the broad catalogue of definitions of this term. The main problems preventing continued unification of definition are presented. Furthermore, the text assumes the analysis of the legal state instrumental for combating terrorism, with particular focus on terrorist crime contained in the Polish Penal Code.

The author presents the de-classified preliminary findings of the European Commission funded FP7 research project PRIME, dealing with the extremism, radicalization and lone-actor terrorism (also known as “lone wolf terrorism”). The Article provides the partial results of the research devoted to the preparation of portfolio of lone actor extremism counter-measures requirements based on the findings of the review of existing counter-measures used to defend against lone actor extremist events. The Article concludes with a list of recommendations, which shall be considered in order to prevent, interdict and mitigate the threat of lone actor extremism and terrorism and to support public security and safety. These recommendations are based on the extensive consultations with law-enforcement and security services practitioners and Subject Matter Experts of the PRIME Project domain, representing a wide range of areas (police, intelligence, border protection, military, government, civil defence, non-governmental organizations, and the academic community) and different jurisdictions and law practices (several countries of Europe, United States, Canada, India, Japan, Georgia, Mexico, Australia and New Zealand).

Trafficking in human beings is a phenomenon of rapid and profound changes. They are caused by, inter alia, globalization, the development of social ills and the gains brought by the growth of organized crime at dawn. Crime of this type, because of its low detection and disproportionate profits it brings, is becoming more popular than the trade in weapons or drugs. Human trafficking is a massive crime against humanity and respect for human rights is very important in the life of every individual and the country. We are born with rights, develop, and later with the rules die. Sometimes, however, this is how the acts of trafficking, that our rights are limited and broken. It is therefore necessary to detect all the operations and monitoring, which have as their primary objective to prevent crime.

Terrorism has become a global issue since the beginnings of the 21st century and it was to have been solved by countries which, at that time, had no experience in dealing with such criminal activity. There has been a very real sense of threat in many countries and, consequently, terrorism has become one of the most important problems for today’s world. It could be seen on many occasions that terrorism is an effective and ruthless way of causing physical damage and non-physical harm. Spreading fear among the general public has become one of the main objectives of terrorists and recent occurrences have clearly demonstrated that this is effective indeed. Taking such circumstances into account, it is hardly surprising that counter-terrorist activities are drawing more and more attention. Undoubtedly, continuous cooperation between countries on an international level for handling both global and regional threats is the most effective way of combating terrorism. As far as this is concerned, creating the relevant institutions over the course of many years is essential. The EU has long been trying to ensure conformity of the legal systems of its member states in order to make it possible to engage in efficient cooperation and to create a zone of safety and stability. However, it should be emphasized that there is still much to be done.

In this article considered was issue of special services, which became particularly interesting after the Second World War. Made was an attempt of characterizing methods used by special services, and of formulating general definitions of terms associated to them, such as: intelligence services, spy, diversion and sabotage. Considered was also an unevident relation of special services to terrorist activity, especially the so called cyberterrorism, which in the article was characterized through indication of most common methods of such actions. Relevant for the article is also issue of security and information protection, particularly legal ways of fighting terrorism and activities of foreign special services.
