Opis:
Ensuring freedom from threats to security subjects requires the elaboration of a security strategy. The relationship between security strategy and development strategy is the same as that between security and development themselves – one determines the other. For this reason, the purpose of this article is to discuss the essence of security and its basic conceptual categories, as well as the implementation of its provision through strategic efforts. At the beginning, the essence of the phenomenon of security is presented and the most important definitions are quoted. Similarly, the author discusses the concept of strategy and shows the evolution of its understanding. This allows to discuss the typology of security strategies and to mention the most important figures that became part of history thanks to their achievements in the theory of strategy, including Sun Tzu, Thucydides, Alexander the Great, Napoleon Bonaparte. A few of the most important principles formulated by these figures are recalled, which may be important hints for contemporary strategists as well. Finally, the author gives the most important definitions of ideas related to security: the security environment, the interests of the security subject, opportunities, challenges, risks, threats, rules and methods. Their essence is emphasized in the light of the considerations presented above. The author concludes that the strategic categories are superior to the respective political categories and distinguishes three types of contemporary strategic actions. He also recognizes that the biggest challenge in terms of security is the prevention of threats, e.g. by means of stabilization activities whose essence is to maintain and promote the stability of the security environment.

In this article the problem concerning the politics etymology and safety strategy in the conditions of challenges and risks of XXI century is considered by the author. Furthermore the necessity to define the politics and strategy in the subjective and objective areas is justified. At this point the author strictly stresses the significance of these two categories of concepts in respect to the national and global safety strategy. In his considerations, the author does not diminish the significance of the safety strategy in relation to the politics as the science about state, but consciously places the politics at the first position, because the politics generates and defines precisely the perspective aims regarding safety. Strategy specifies the methods, manners and means of realization of these purposes respectively. The special authors attention is paid to the need of scientific analysis of semantic contents of these two categories of terminology and its mutual relations. In order to achieve the goals specified by the politics, the conditions of its realization by the means of safety strategy must exist.

The main objective of this paper is to present the main tasks included in the development of strategies (for local communities) and their further implementation. The study is empirically-oriented, since it is based on surveys carried out in selected communities in the Lower Silesia region. This paper is focused mainly on aspects which are important for the improvement of living conditions of local communities. It examines the level of awareness about the strategy among the inhabitants of examined communities, as well as the inhabitants’ assessment of its implementation. A preliminary analysis of our results has shown that the preparation and implementation of strategies in Lower Silesian communities should be improved. It has been suggested that the residents’ participation designing the strategy is also essential. Noteworthy, in the surveyed communities the activities which are carried out lead to positive changes. However, the directions of those strategies have not been discussed with the residents of the communities. It has also been observed that their realization is not consistent with the studies and developmental plans.

Article presents an approach to the national security in the National Security Strategy developed in Spain in 2013. Indicates the scope of the strategy, which are strategic objectives, complexity and uniqueness of security risks and threats. These are the basic values, which represent a suffix to the strategic lines of action, and the need to reflect the planning and operational rules. To illustrate this situation the strategy presents the environment of strategy - the surrounding area and the position of Spain - relationships - in the world. Risks and threats characteristics is the basis aim for developing an action plan towards respond to diagnosed risk and threat. Summary strategic actions for security action is to establish a National Security System, which will be executed by the Government.

Intelligence may be defined as a sum of deliberately covert gathering and processing of foreign covert information. This involves both information “originating abroad” and also covert information gathered inside a state from its opponent, e.g. a mafia clan or an extremist organization jeopardizing the constitutional order in one’s own state, i.e. information which is foreign in a sense. The article presented here is focused on information obtained from inside terrorist groups. Intelligence information is such information which has been obtained, processed and focused on (limited to) the “necessity to know” by the entity making decisions. Such information, however, may differ in some other aspects as well.

European perspectives on recent migration fl ows are heavily biased towards the Malthusian and evolutionist view of many classical western social thinkers. Although it may serve as a purely descriptive tool to outline the present relations between Europe and the outside world (specifi cally the Middle East and North Africa), it certainly doesnot provide any solid base for designing projects which might free human beings from further subjugation, poverty and entrenched inequality – precisely the reasons behind the recent migration crisis to the EU. We argue here that the way the EU perceives and deals with the recent fl ow of migrants (refugees and others) is based on an outdated perception that does not allow for providing valid solutions to real problems. Therefore we present the undercurrent logic behind the political designs, point out defi ciencies, and illustrate a possible new approach by discussing the EU’s migration policy and border management, as linked to the EU security and defence policy. The current migration crisis would never have emerged if not for the lack of stability in the Middle East and North Africa, which neither the EU nor UN nor NATO was ready or able to remedy. The beginning of putting together a viable EU migration policy and border regime will depend on rethinking the security policy, decision-making and capacity, and abandoning the Malthusian perception of the world is a start.

The article studies the consistency of the global strategy for the EU with the concept of the Union as a normative power. There are concerns, that putting interests above values could compromise the EU’s moral attractiveness. Introduction of “principled pragmatism” as a way of enhancing the resilience of states could question the promotion of democracy as an aim of foreign policy. The comparison of EU global strategy with the NATO Warsaw summit communiqué suggest the latter organisation acquires the features of normative power hitherto associated with the European Union.

Recent years confirm that new media have become one of the basic elements of creating communication strategies for the EU institutions. Officials and main decision-makers are increasingly involved in the realm of social media. It is even more significant when we observe that they make use of this tools in a fully transparent way. Such activities add new dynamics to European communication policy. This paper discusses the real-time nature of the Internet communication sphere of the EU institutions created within the guidelines of the European Commission’s new communication strategy, which makes social media complementary to conventional informational operations.
