The author of this article hope to show the essential meaning of the Japanese perspective on law, order and security. Since the 1950s in the USA and European countries we have been witnessing the global expansion and popularity of Budō (Far- Eastern martial arts). Those martial arts positively influence the improvement of security culture. The authors want to show that it is worthwhile to study the achievements of Japanese culture, not only because of their different characteristics, but mainly because they emphasize honor and tradition, which are the specificities of uniformed and public services. The purpose of the creation of “The Seventeen-Article Constitution” was the implementation of ethical principles, which would ensure the security of the state and its residents. This document was based not only on Buddhism, already firmly rooted in Japan, but also on Confucianism. In this work we read that “the Constitution” included the principle stating that each person is part of a particular group, and should live in harmony with other members. Thus, it means to show respect toward all people and to rid oneself of negative thoughts, emotions and actions. “The Seventeen-Article Constitution” also includes the foundations of central management. Moreover, it is considered to be the initial Constitution of Japan.

In this explorative study, we investigate the relationship between dynamic capabilities and innovation capabilities. Dynamic capabilities are at the core of strategic management in terms of how firms can ensure adaptation to changing environments over time. Our paper follows two paths of argumentation. First, we review and discuss some major contributions to the theories on ordinary capabilities, dynamic capabilities, and innovation capabilities. We seek to identify different understandings of the concepts in question, in order to clarify the distinctions and relationships between dynamic capabilities and innovation capabilities. Second, we present a case study of the ’Innovation Clinic’ at a major university hospital, including four innovation projects. We use this case study to explore and discuss how dynamic capabilities can be extended, as well as to what extent innovation capabilities can be said to be dynamic. In our conclusion, we discuss the conditions for nurturing ‘dynamic innovation capabilities’ in organizations.

Most empirical research investigating open innovation has focused on the development of new physical products in manufacturing industries, whereas open service innovation has not been researched correspondingly. Services have some characteristics that distinguish them from physical products, which may affect the types of open innovation practice utilised during service innovation processes. Tourism services comprise a subset of services that is particularly distant from tangible products. Therefore, the exploration of how tourism firms utilise different types of open innovation practice offers a valuable opportunity to learn about the nature of open service innovation practices. Thus, this paper addresses the following research question: what types of open innovation practice are utilised during the development of new tourism services? A qualitative case study approach was used to answer the research question. The findings suggest that pecuniary and non-pecuniary inflows of knowledge are utilised during service innovation processes in tourism. However, the stage of the innovation process at which inflows of knowledge are utilised varies systematically with respect to whether the innovation is perceived to be incremental or more radical. The findings also indicate that tourism firms reveal knowledge to other tourism firms in non-pecuniary outbound open innovation processes. However, no example of a pecuniary outbound open innovation practice was identified in this study. Implications for management and further research are discussed in the paper.

The article describes essential observations and research analysis which resulted from joint actions between educators of penitentiary training centers in Poland and Norway. This is a summary of the report The effects of bilateral cooperation between Polish and Norwegian penitentiary education centers (Andersen et al., 2015). Training schemes in the prison services touch very peculiar areas of education, where there are not many researches describing this subject, and even fewer comparisons describing tasks and training models of two penitentiary systems. Thus this paper presents the research which is probably being the only one joint attempt of examining two systems of trainings for prison service in Poland and Norway. The general conclusion resulting from the researched material is that the use of e-learning in Norwegian penitentiary system trainings is backed up by greater experience which is obviously noticeable, while the respondents of both penitentiary institutions have the same and decent views about blended-learning.

Changes in the global economy observed in the last decade are, to a significant extent, the result of the globalization of markets and the liberalization of international service-oriented turnover. The progressive globalization changes the conditions for the operation for the business entities of an international character. These companies, adapting to new market conditions, are seeking solutions which would allow them to maintain their competitiveness. One of the tools that companies use to improve their competitiveness is offshoring (BPO). This is a process related to the transfer of the implementation of production and service processes to the territory of another country. Location choice in the BPO decisions has become an important strand of the international business literature with a number of scholars examining the influence of host country variables such as property rights, intellectual property protection, public trust in politicians, government factors and others. Poland is the Central and Eastern European leader in the sector of modern business services. This country has many business service centers with foreign capital, which employ thousands of employees. Additionally, employment in this sector is systematically growing by 20% each year. Poland's attractiveness on the map of offshoring investment projects results mainly from a very well qualified and cheap workforce. Offshoring Centers located here offer both BPO and KPO services.

Krajowy System Ratowniczo-Gaśniczy (KSRG) powstał w odpowiedzi na nasilające się zapotrzebowanie skoordynowania i określenia ram współpracy części służb i formacji ratowniczych współdziałających podczas zdarzeń zagrażających zdrowiu i życiu obywateli. Obecnie funkcjonuje on w Polsce jako jeden z trzech głównych systemowych elementów ratownictwa. W opracowaniu przedstawiono ramy funkcjonowania KSRG ze wskazaniem zależności współdziałania z systemem Państwowego Ratownictwa Medycznego oraz Systemem Powiadamiania Ratunkowego. Artykuł obejmuje następujące aspekty organizacji KSRG: • zadania realizowane przez system, • poziomy funkcjonowania systemu, • odpowiedzialność za jego organizację i nadzór nad systemem, • potencjał systemu ze szczególnym uwzględnieniem jednostek do niego włączonych oraz z nim współpracujących, • rolę stanowisk kierowania PSP, • kierowanie działaniem ratowniczym, • plany ratownicze, • odwód operacyjny. W publikacji odniesiono się również do wymagań i kryteriów dla jednostek aspirujących do włączenia w jego strukturę. W podsumowaniu dostrzeżono, że obecny kształt systemu to wynik dwudziestu lat jego rozwoju, a fakt, że funkcjonuje on równolegle z innymi systemowymi rozwiązaniami mającymi za priorytet organizację ratownictwa i niesienia pomocy w sytuacji zagrożeń, powoduje, że należy dążyć do scalania rozwiązań i doskonalenia współdziałania podmiotów powołanych do niesienia pomocy obywatelom państwa.
The National Fire and Rescue Service (KSRG) was founded as a response to a growing need to coordinate and define the cooperation frameworks between different rescue services working together during life-threatening interventions. Currently it operates in Poland as one of the three main rescue schemes. KSRG functioning has been described in this article, highlighting the mutual dependence between it and National Ambulance Service and Emergency Alert System. The article covers the following aspects of ksrg organization: • actions carried out by the service, • different levels of the service operation, • managing and monitoring, • capability of the system with particular stress on many different incorporated rescue units and those cooperating with it, • the importance of the PSP management positions, • management of rescue operations, • rescue plans, • operational resources support. A reference is also made to the incorporation requirements and the criteria for the aspiring rescue units. It is highlighted in the conclusion of the article that the current shape of the system is a result of 20 years of its development and the fact that it operates together with other rescue organisations focused on helping out in life-threatening situations means that all rescue units should strive for unity and cooperation improvement.

Zwiększająca się sukcesywnie po 1989 r. reprezentacja kobiet w formacjach mundurowych (militarnych i niemilitarnych) stworzyła potrzebę powołania organów zajmujących się kreowaniem w nich działalności emancypacyjnej na rzecz kobiet. Obowiązek taki wynikał z regulacji prawa międzynarodowego i unijnego. Na tle innych formacji Służba Więzienna wyróżniła się szczególną aktywnością w tym zakresie, powołując w 2010 r. Radę do Spraw Kobiet Służby Więziennej. Obszarem działania Rada objęła m.in.: współdziałanie z instytucjami rządowymi (w tym m.in. Biurem Pełnomocnika Rządu do Spraw Równego Traktowania, Ministerstwem Spraw Wewnętrznych i Administracji, Ministerstwem Obrony Narodowej, Ministerstwem Edukacji Narodowej, Ministerstwem Pracy i Polityki Społecznej) i pozarządowymi w realizacji programów i projektów działających na rzecz kobiet; podejmowanie działań edukacyjnych, mających na celu zmianę stereotypowych postaw wobec kobiet w służbie, prowadzenie działań informacyjnych skierowanych do kobiet doświadczających przemocy lub mobbingu, stworzenie warunków prawnych i organizacyjnych mających na celu dostosowanie umundurowania do potrzeb kobiet. Celem artykułu będzie przedstawienie działalności Rady na rzecz równego traktowania kobiet w służbie na tle podobnej działalności w innych służbach mundurowych.
Increasing steadily since 1989, the representation of women in uniformed (military and non-military) forces has created the need to establish bodies responsible for creating emancipatory activities for women. This obligation resulted from the regulation of international and EU law. Against the background of other formations, the Prison Service has been particularly active in this area, setting up the Prison Service Women’s Council in 2010. The activities undertaken by the Council include the following: cooperation with governmental institutions (including the Office of Plenipotentiary for Equal Treatment, the Ministry of Interior and Administration, the Ministry of National Defense, the Ministry of National Education, the Ministry of Labor and Social Policy) and non-governmental organizations in the implementation of programs and projects for women; undertaking educational activities aimed at changing the stereotypical image of women in this service, providing information to women experiencing violence or harassment, creating suitable legal and organizational conditions allowing for an adaptation of uniforms to the needs of women. This empirical paper examines a process, starting with the managerial decision to make service design an organizational capability, and follows it as it unfolds over time within one organization. Service design has become an established business practice of how firms create new products and services to promote differentiation in an increasingly uncertain business landscape. Implicit in the literature on service design are assumptions about strategic implications of adopting the prescribed innovation methods and tools. However, little is known about how service design evolves into an organizational capability enabling firms to transform their existing businesses and sustain competitiveness. Through a longitudinal, exploratory case study of service design practices in one of the world’s largest telecommunications companies, we explicate mechanisms through which service design evolves into an organizational capability by exploring the research question: what are the mechanisms through which service design develops into an organizational capability? Our study reveals the effect of an initial introduction of service design tools, identification of boundary-spanning actors and co-alignment of dedicated resources between internal functions, as well as through co-creation with customers. Over time, these activities lead to the adoption of service design practices, and subsequently these practices spark incremental learning throughout the organization, alter managerial decisions and influence multiple paths for the development of new capabilities. Reporting on this process, we are able to describe how service design practices were disseminated and institutionalized within the organization we observed. This study thus contributes by informing how service design can evolve into an organizational capability, as well as by bridging the emerging literature on service design and design thinking with established strategy theory. Further research will have to be conducted to confirm if the same mechanisms are observable across contexts and in other firms, and several future research directions are identified. In addition, the study also has implications for practice as it demonstrates how service design methodology can be implemented and has strategic implications for organizations.
