Grabia, a small still close to natural conditions lowland river, has been an object of special interest for Łódź hydrobiologists for more than 50 years. Over 100 scientific papers and over 100 master theses were produced in the Faculty of Biology and Environmental Protection University of Łódź. The initiator was Prof.L.K. Pawłowski who spent many years conducting research into the river. The ground and the first research objective was to recognize the fauna diversity. The checklist encompass almost 1000 invertebrate and 24 fish species. Taxonomy, biology and ecology of various taxa have made for many decades an essential trend of scientific activity. Special attention was dedicated to rotifers, leeches, branchiobdellids, snails and bivalves, gammarids and copepods as well as aquatic insects, fish and also diatoms. Some aspects of zoobenthos and Zooplankton communities ecology was the subject of 13 Ph.D.theses. The river with its rich animal and plant communities was also the subject of dynamics of river ecosystem research. The study on the structure of invertebrate assemblages on the background of habitat diversity has been recently conducted. The model may be treealed as a reference to the restoration of Europaean rivers and their valleys.

This article treats about legal nature of compensation right to which people evacuated from former territory of Poland after 2nd World War are entitled. By citing regulations defining forms of fulfilling repatriates claims, author indicates multiplicity of views and discrepancies in assessments of compensation right law nature, which in effect leads to lack of unified position on this matter by both representatives of doctrine and judicature.

Zarządzanie zagrożeniem powodziowym to nowa metodologia zmniejszania niebezpieczeństw dla przestrzeni miejskiej. Jednym z ważnych aspektów zagrożenia powodziowego jest ekspozycja na zalanie spowodowana niewłaściwą lokalizacją zabudowań. Planowanie przestrzenne i ocena zagrożenia powodziowego mogą być dokonane na podstawie właściwej informacji o ekstremalnych powodziach. W niniejszym artykule dokonano analizy studium przypadku powodzi Wisły w Warszawie w różnych okresach historycznych, biorąc pod uwagę trzy metodologie oceny wielkości powodzi ekstremalnych w miastach.

Opis:
Rivers used to serve important functions in the development of cities, and river valleys are a part of the urban space. Regardless of several centuries of anthropogenic influences large rivers and their valleys have remained the dominant elements of the cityscape. In the case of small rivers and valleys the situation has been different. The expansion of urban infrastructure often led to an elimination of rivers and their valleys from the developed area. In many cases rivers were directed down straightened concrete ditches and sometimes the locations of their channels were changed altogether. In the city centre, rivers were locked in underground channels, i.e. they vanished from the cityscape. Urban floods, so annoying for the inhabitants, usually occur within river sections which have been utilized intensively and covered with impermeable surface. Even though a river was hidden in underground interceptor pipes, a valley dip remains still accumulating rainfall. The aim of this article is to present the extent of transformation of small rivers and valleys within two large cities located on watersheds: Łódź and Lviv, and the contemporary utilization and the possibility of renaturalising them.

The article deals with the issue of the Zabużanie people’s claims. The Zabużanie people were persons who lost their assets as a result of relocation from the Eastern Borderlands (also known as Kresy) of the Second Republic of Poland caused by a revision of territorial borders after the Second World War. The Author describes the genesis and legal nature of the so-called Republican Accords regulating the principles of assistance for displaced persons and forms of realisation of the Zabużanie people’s claims in the statutory law of the Third Republic of Poland. Then, the author discusses the case law of the Constitution Tribunal and the European Court of Human Rights related to that legislation. He indicates a shift in the case law with reference to the scope of discretion accorded to the legislator in respect of adopting compensatory mechanisms. The author underlines the special role that was played by the principle of trust of citizens towards the state and the law enacted thereby in the Tribunal’s assessment of the adopted legislative solutions. At the same time, the author indicates that the potential of the constitutional idea of solidarity was not fully used when solving the issue of the Zabużanie people’s claims. In the opinion of the author, the idea of solidarity could be an axiological foundation for a policy of transitional justice.
