    The main objective of this paper is to present the main tasks included in the development of strategies (for local communities) and their further implementation. The study is empirically-oriented, since it is based on surveys carried out in selected communities in the Lower Silesia region. This paper is focused mainly on aspects which are important for the improvement of living conditions of local communities. It examines the level of awareness about the strategy among the inhabitants of examined communities, as well as the inhabitants’ assessment of its implementation. A preliminary analysis of our results has shown that the preparation and implementation of strategies in Lower Silesian communities should be improved. It has been suggested that the residents’ participation designing the strategy is also essential. Noteworthy, in the surveyed communities the activities which are carried out lead to positive changes. However, the directions of those strategies have not been discussed with the residents of the communities. It has also been observed that their realization is not consistent with the studies and developmental plans.

    The subject of the article is the analysis of the situation of elderly people functioning in their local environment, on the example of Żabia Wola. Presentation of the results of own research is preceded by a review of important theories regarding old age, including the characteristics of styles of functioning of seniors and the presentation of the most important studies regarding their situation. In the empirical part, a diagnosis of the local community of Żabia Wola was carried out. The research was aimed at finding out about friendly places and offers addressed to seniors, identifying barriers in accessing them, looking for resources and recognizing attitudes and styles of functioning in old age, presented by elderly in the studied environment. Triangulation was used for the purposes of the research, i.e. a combination of research methods: analysis of existing data, participant observation, interviews and questionnaires. The research hypotheses were confirmed only partially: the hypothesis that seniors are passive was not confirmed and that the attitude of dependence on the family and immediate environment prevails among them. The research shows that elderly people are rarely included in offers and services addressed to all residents. The studied elderly people, however, have a lot of potential that they could use, taking part in events prepared specially for them and using dedicated offers that currently do not always meet their expectations and needs. The conclusion from the research, which is also a recommendation for local authorities, is the need for intergenerational integration in order to sensitize the entire local community to the needs of older people.

    The paper is aimed at outlining the concept of local social citizenship within the theory of social policy. The paradox of social citizenship concept is that it may serve to both identify and disguise inequalities in access to welfare state benefits and services. Thus, those aspects of local social citizenship construct thanks to which it may serve the former objective are discussed in the paper. In the first section of the paper, the importance of entitlements in the concept of local social citizenship is considered, proving that viewing them from formal and legal angles exclusively is too restrictive in regard to social policy. The second section contains considerations on differences between understanding them in the liberal manner and the one proposed within local social citizenship. In the last section, hypotheses concerning the more significant transformations of local social citizenship in Poland are outlined. It is argued that entitlements at the local level are becoming stronger related to certain obligations of the citizens.
    Celem artykułu jest próba zarysowania w teorii polityki społecznej autorskiej koncepcji lokalnego obywatelstwa społecznego. Paradoks koncepcji obywatelstwa społecznego polega na tym, że może ono służyć zarówno rozpoznawaniu, jak i skrywaniu nierówności w dostępie do świadczeń i usług oferowanych przez państwo opiekuńcze. W artykule przeanalizowane są te aspekty konstrukcji lokalnego obywatelstwa społecznego, dzięki którym może ono służyć temu pierwszemu celowi. W pierwszej części tekstu omówione jest znaczenie uprawnień w koncepcji lokalnego obywatelstwa społecznego – ukazane jest, że wyłącznie formalno-prawne ich rozumienie jest w polityce społecznej zbyt zawężające. W drugiej części przedstawione są różnice między liberalnym ich rozumieniem a proponowanym w ramach lokalnego obywatelstwa społecznego. W części ostatniej zaproponowane są hipotezy dotyczące ważniejszych przemian lokalnego obywatelstwa społecznego w Polsce – m.in. wskazane jest, że do czynienia mamy z silniejszym powiązaniem uprawnień z realizacją określonych obowiązków na poziomie lokalnym.

    Cele aktywnej polityki społecznej, zwłaszcza wdrażanie zasady pomocniczości, rosnące znaczenie oddolnych inicjatyw społecznych, promowanie wspólnej pracy społecznej mają być realizowane w latach 2008–2015, w ramach systemowych projektów aktywnej integracji Programów Aktywności Lokalnej. Usługi społeczne na rzecz społeczności zagrożonych wykluczeniem społecznym winny skutkować upodmiotowieniem lokalnych społeczności i rozwojem współpracy opierającej się na zasadzie subsydiarności pomiędzy władzami a lokalnymi podmiotami (instytucjami?). Po kilku latach, okazuje się jednak, że Programy Aktywności Lokalnej były dotychczas realizowane w niewielkiej liczbie ośrodków pomocy społecznej a prowadzone w nich działania nie charakteryzowały się wartościami i metodologią charakterystyczną dla pracy socjalnej. Brak wypracowanej tradycji współpracy między ośrodkami pomocy społecznej a innymi lokalnymi podmiotami polityki społecznej, jak i współpraca w oparciu o relacje paternalistyczne zamiast partnerstwa między sektorem publicznym a sektorem obywatelskim nie wspierają środowiskowej pracy socjalnej opartej na zasadzie subsydiarności.
    The goals for active social policy, especially implementing subsidiarity principle, increasing relevance of social grassroots initiatives, promoting social community work are supposed to be accomplished in years 2008 – 2015, under systemic projects by means of active integration tool of Local Activation Programs. Social services’ activities for communities endangered by social exclusion should result in empowerment of local community and developing its subsidiary cooperation with authorities and local government institutions. After a few years, however, it has turned out that Local Activation Programs are carried out in a small number of social welfare centres, and the activities conducted there frequently do not meet the values and methodology of social work. Lack of partnership tradition between public social welfare organizational units and other local entities as well as deeply rooted paternalism instead of partnership relations between civic and public sector do not foster community organizing in accordance with subsidiarity principle.

    W próbach wyjaśnienia podwójnego sukcesu wyborczego Zjednoczonej Prawicy z 2015 roku pomijany był aspekt szerokiej współpracy prawicowej koalicji, ze wskazaniem na Prawo i S prawiedliwość, z organizacjami przynależącymi do sfery społeczeństwa obywatelskiego. Celem niniejszego artykułu jest wypełnienie tej luki w literaturze. Artykuł ukazuje przenikanie się działalności partii Jarosława Kaczyńskiego z organizacjami o charakterze stowarzyszeniowym i dowodzi istotności tego zjawiska dla działalności ugrupowania, które jako dominująca część koalicji przejęło władzę w Polsce w 2015 roku. Na przykładzie analizy działalności klubów „Gazety Polskiej” w latach 2005–2015 omówiona zostanie współpraca PiS przy organizacji między innymi manifestacji i miesięcznic smoleńskich z organizacjami ze sfery społeczeństwa obywatelskiego. W artykule zaprezentowano także historię udziału liderów klubów w wyborach samorządowych i parlamentarnych, ukazującą silny związek wielu z nich z PiS.
    The explanations of the electoral success of the United Right in 2015, with an emphasis on the role played in it by the Law and Justice party, have largely omitted the aspect of the cooperation of the right-wing coalition with organisations pertaining to the sphere of civil society. The goal of this article is to fill this gap in the literature presenting the way in which Jarosław Kaczyński’s party, constituting the majority of the coalition, and various voluntary associations closely cooperated in many activities. On the example of the analysis of the activities of the Gazeta Polska clubs from 2005–2015, this article presents the way in which Law and Justice collaborated with civil socjety actors in the organisation of, among others, demonstrations and monthly commemorations of the Smoleńsk catastrophe. This paper also focuses on the political biographies of the club leaders, which reveal the strong connection of many of them with the Law and Justice party (taking part in elections, serving in political institutions), especially at the local level.

    The article discusses the sense of community of contemporary residents of the north-eastern Polish borderland. The process of individualisation and the contemporary direction of interpreting the concept of community constitute the background of the analyses. The adopted pedagogical perspective of narration has set out both the theoretical foundations of the presented research results, as well as their interpretation, stressing the importance of the local environment and its cultural nature as factors determining an individual’s consciousness of belonging to a community and taking responsibility for it. The article presents selected aspects of the statistical analysis of the sense of community and their interpretation.
