Opis:
Analysis of the causes of homelessness and attempts to change their situation among homeless people with higher education are the purpose of the presented article. Losing home among people with higher education is not a common topic of research and analysis. In society, a homeless person is associated rather with an uneducated person. In order to analyze the reasons, the general situation and actions taken to overcome homelessness, five individual in-depth interviews with homeless men from the Mazovia region were carried out. All respondents completed university studies. Among the respondents, the main causes of homelessness are addictions and conflicts in marriage. The respondents admit that it is difficult for them to improve their situation, especially in terms of raising professional qualifications. They have education, so they mostly wonder what other actions they could take. Completed studies show that leaving homelessness, even with a university degree, is not easy. There is no effective system of help for homeless people in this group of people – they are offered jobs or courses and training definitely not corresponding to their possibilities and education.

Homelessness is a global challenge and represents the most extreme form of poverty in the 21st century. The existing literature does not offer any methods which could be used to measure this phenomenon. The goal of the authors of this publication was to develop an instrument to measure the depth of public homelessness which allows evaluation of the effectiveness of the social work in that specific group.

The article is a reflection on the participatory research conducted by me among the homeless living in the streets of a large city outside the system of institutional aid (2005–2008) and in the environment of homeless people staying in the hostel created within the framework of one of the associations (from 2007 to 2013). The location of these studies within the interpretative orientation ensures an opportunity to get to know the perspective of the Respondents (in this particular case – the homeless). Work on self-presentation is based on the assumption of symbolic interactionism, according to which the basis of interaction is defining the situation, proceeding through interpretation, so reading the meaning of the partner's action and definition, informing the partner about the intentions of action. Therefore, work on self-presentation is an attempt to read the meaning of a partner's activity, based on a specific way of imagining a partner, and thus – the way of treating him and the mechanisms accompanying work on self-presentation.

The article shows how a scientist, an experiencedsocial and streetworker perceives the space resided by the homeless. Beginner researcher and experienced social worker tries to recreate the reality of the homeless people and describe their world. The article shows how the home(less) do not perceive themselves as entirely homeless as actually they have home which they can arrange at any given moment. The text presents the world of the homeless as the world of the “homeful” people; it attempts to reconstruct the fragments of their everyday life and rituals that they create within the space arranged into their “homefullness”. Thanks to this article, the Reader may, experience the life of homeless people from another perspective. They can see that every homeless person has their own space and defined limits. The article present two different perspectives of homelessness; one belonging to the homeless people and the other to the society. The world that is unreal to one person can be a real home to another.

Using newspaper articles, government and charity reports and other secondary sources, this paper looks at the new problem of widespread homelessness brought about by the UK austerity economic policy after 2010. It assesse the growth of the problem due in particular to the re-engineering of welfare benefits. Looking at those who have fallen through the net, the paper focuses on the ability of local authorities to use the law to decline to support those presenting as homeless, including those released from prison. Addressing punitive measures taken by local authorities and law enforcement agencies, it highlights the difficulties faced by those targeted by such agencies. In the final section I look at two contrasting models of policy vis-à-vis homeless people – those in use in the United States and in Finland. The UK neither officially countenances homeless camps, as in the US, nor offers housing as a right, as in Finland. Drawing on an accusation made by Chris Glover in a December 2018 academic paper, I conclude that Friedrich Engels 1844 concept of social murder has been committed against thousands of people in an act of a term I coin as ‘Classism’. This act of class war against the most vulnerable has made many thousands more homeless and in precarious housing.

The article is an attempt to systematise the extremely rich literature dealing with the phenomenon of homelessness, to which a key has been reading out of the rationale underlying the proposed definitions of homelessness, along with various ways of understanding the causes of it. It is a trial to find the common factors of the proposed perspectives and to grasp the accents exposed in them allowed for the grouping of the phenomenon in three areas: homelessness as a state of “having”/“not having”, homelessness as minimisation of social participation, and “becoming” homeless as a process of negotiating the identity in symbolic-interactive terms. The motivation for taking up the attempt to theoretically systematise the examined phenomenon was my participative research conducted among homeless men staying on the streets of a big city (2005–2008) and at a hostel created as part of one of the associations (2007–2013). On the one hand, I was guided by the need to know the current research achievements in the area which is in the focus of my interests, and on the other hand, the material collected during the study revealed the need for a different approach than the current perspective on homelessness.

The article is devoted to the legal situation of people in a crisis of homelessness from the perspective of the implementation of human and citizen rights. To this end, the law was reviewed in the scope of satisfying housing needs, the possibility of obtaining an ID card, employment, active voting rights and health care. These are, of course, only selected areas in which the particular situation of homeless people is reflected. Attempts have been made to indicate that the legislator, as a rule, takes into account the specific conditions of existence of homeless people by introducing regulations that allow them to use the full catalogue of human rights and freedoms while respecting the principle of non-discrimination due to the lack of housing or residence. Despite this, there are still areas where the welfare of homeless people is not properly protected. The reason for this situation are difficulties in the practical implementation of solutions contained in normative acts, imprecise legal provisions, as well as the very diverse situation of people experiencing homelessness.

The article examines interpretations of freedom of movement and access to social assistance within the EU Directive 2004/38. Examples of EU migrants’ homelessness are shown to demonstrate the confusing circularity in the regulations. The paper goes on to the development of local governments’ and voluntary organizations’ practice of limiting support to EU migrants in homelessness. Narrower interpretations of the right to reside are a basis for refusing access to benefits or even shelter. Repressive public space practices lead sometimes even to deportations. These interpretations, practices and public discourse are shown on the examples of the Netherlands, the UK and Sweden. Interpretations of the European law, practices and public debate are tools that limit exercising the right to free movement by socially defining and categorising homeless EU migrants as persons whose rights are dependent on their position on the labour market.
