    This paper discusses the causes of speculative bubbles. For a better understanding of this phenomenon, it presents some famous speculative bubbles in the history of economics, it is enough to mention the South Sea Bubble and the Dot-com Bubble. As an economic starting point for analysis, this paper applies George Soros’s reflexivity theory. His Boom-Bust Model is supplemented by a description of psychological aspects of speculative bubbles.

    Decision making under uncertainty (DMU) occurs when the decision maker (DM) has to choose an appropriate alternative on the basis of a set of decisions and a set of scenarios (with an unknown probability distribution). The author suggests two modifications of the maximin joy criterion (MJC) - one of the classical decision rules used in DMU by pessimists searching for an optimal pure strategy. The goal of the alterations for MJC is to accentuate more effectively the position of particular outcomes in comparison with other outcomes connected with a given scenario.

    Unię Europejską można opisać jako szczególną hybrydową strukturę integracyjną, która łączy w sobie cechy państwa i organizacji międzyrządowej.     There is an ongoing investigation by scholars of ethics and economics into whether human decision making and the resultant acts should be guided by rules and procedures or by judgment and discretion. Although each of these modes offers advantages and disadvantages to decision makers, they are by no means neutral in their effect on professional development. The paper presents an in-depth view of discretionary decisions using an Aristotelian-Thomistic framework. This is the first of the series of papers which focus on the application of realistic philosophical principles to ethical professional behaviour and decision making in daily practice. Results indicate that classical philosophical theories which use virtues and truth as indispensable components still may give rise to desirable and moral conduct among individuals who apply them.

    The paper is concerned with multi-criteria decision-making under uncertainty with scenario planning. This topic has been explored by many researchers since almost all real-world decision problems contain multiple conflicting criteria and a deterministic evaluation of criteria is often impossible. We propose a procedure for uncertain multi-objective optimization which can be applied when seeking a pure strategy. A pure strategy, as opposed to a mixed strategy, allows the decision-maker to select and perform only one accessible alternative. The new approach takes into account the decision-maker’s preference structure (importance of particular goals) and nature (pessimistic, moderate or optimistic attitude towards a given problem). It is designed for one-shot decisions made under uncertainty with unknown probabilities (frequencies), see decision-making under complete uncertainty or decision-making under strategic uncertainty. The novel approach can be used in the case of totally independent payoff matrices for particular targets.

    Various scholars of ethics and economics conduct research on the best modes of decision making which guarantee good outcome and moral behaviour of the individuals involved. Either of the modes considered, rules with regulations or discretion and judgment, find applicability in diversified professional circumstances. The paper investigates how discretion can be used in professional activity by using the Aristotelic-Thomistic framework. Results indicate that such a framework can be used by engineers in their working environments and by other working professionals with the main proposition that only in discretionary decision making is the person able to take full responsibility for the outcomes and to premeditate their moral worth in conscience before resolving to commit the act itself.

    Jednym z ważniejszych wyzwań stojących przed studiami europejskimi jest wyjaśnienie procesu podejmowania decyzji w Unii Europejskiej, w tym zwłaszcza w jednej z jej głównych instytucji, jaką jest Rada UE. Zastosowanie do tej problematyki podejścia konstruktywistycznego zwraca uwagę na czynniki niematerialne, takie jak idee, normy nieformalne czy tożsamości. Konstruktywiści kładą szczególny nacisk na znaczenie socjalizacji, czyli przyjmowania przez aktorów funkcjonujących w (międzynarodowym) otoczeniu instytucjonalnym pewnych wspólnych wartości, reguł postępowania itp. Podstawowym celem badawczym omawianej tu rozprawy jest weryfikacja tego stanowiska, poprzez zbadanie wpływu socjalizacji na przebieg i rezultaty podejmowania decyzji w Radzie. Przyczyni się ona również do określenia na ile użyteczne może być podejście konstruktywistyczne w studiach nad Unią Europejską.

    Analizie poddano zagadnienia związane z możliwościami wykorzystywania tradycyjnych i nowych źródeł informacji (w tym statystycznych) w podejmowaniu decyzji w warunkach niepewności. Zwrócono uwagę na relację między dostępnością informacji o danej sytuacji decyzyjnej a interpretacją i estymacją prawdopodobieństwa, będącego miarą niepewności. Następnie skoncentrowano się na ocenach wiarygodności i jakości informacji uzyskiwanych z badań statystycznych oraz Big Data wykorzystywanych w podejmowaniu decyzji. Oceny te dają dodatkową perspektywę analizy sytuacji decyzyjnych, zwaną wymiarem wiedzy.
    The opportunities of using traditional and new sources of information, including statistical data, in decision-making under uncertainty were analysed. Special attention was paid to the relationship between the availability of information about the particular decision-making situation and the interpretation as well as estimation of probability as a measure of uncertainty. Subsequently, an assessment of information credibility and quality obtained from statistical research and Big Data used in decision-making was highlighted. This kind of evaluation offers additional perspective on the analysis of decision-making situation, called the knowledge dimension.

    The article presents the background of the texts included in this issue of SGEGE that resulted from an experimental workshop on democracy. The didactic innovation implemented during the event consisted in enhancing the traditional forms of teaching philosophy (seminar and lecture) with a practical module based on the Betzavta methodology of democratic education. In the first part of the article, a general description of the project is provided. Then follows a presentation of its topic, the reasons for choosing it and the theoretical problems behind it. Next, the organization and methodology of the project are briefly described. In the end, the results of the project are presented together with a short summary of the texts of this volume of the journal.

    The subject of this article is the synthesis of results reached in the cycle of publications concerning mechanisms of decision-making in the European Union. The author uses the term “mechanisms of decision-making in the EU” to determine the rules and procedures along with the practice of decision-making in the EU, with a particular reference to the participation of non-state and non-institutional subjects. The main aim of this article is the presentation of functioning of mechanisms of decision-making in the EU based on the analysis of phases of the decision process. In compliance with the author’s concept, the highlighting of phases of the decision process leads to defining factors which have influence on the effectiveness of accepted settlements fostering achieving EU goals. A major research problem is the definition of the influence of the relations and appearing dependences among subjects participating in mechanisms of decision-making in the European Union, and especially the character of these relations and interactions happening in this process. Przedmiotem artykułu jest synteza wyników osiągniętych w jednotematycznym cyklu publikacji dotyczącym mechanizmów podejmowania decyzji w Unii Europejskiej (UE). Celem artykułu jest prezentacja funkcjonowania mechanizmów podejmowania decyzji w Unii Europejskiej w oparciu o analizę faz procesu decyzyjnego. Zabieg wyróżniania faz procesu decyzyjnego, zgodnie z koncepcją autorki, prowadzi do zdefiniowania czynników wpływających na skuteczność przyjmowanych rozstrzygnięć, sprzyjających osiąganiu celów Unii Europejskiej. Głównym problemem badawczym jest określenie wpływu relacji i występujących zależności pomiędzy podmiotami uczestniczącymi w mechanizmach podejmowania decyzji w Unii Europejskiej na przyjmowane rozstrzygnięcia, a zwłaszcza charakter tych relacji i zachodzących w tym procesie interakcji. Artykuł dotyczy głównie rozważań teoretycznych oraz zastosowanych metod badawczych.

    The complex system of decision-making in the Council of the European Union has many specific features which require explanation. This article presents a constructivist approach to this problem and focuses on the influence of socialisation. First, it explains why inquiry into the decision-making in the Council from the constructivist perspective is justified and then proposes the use of process-tracing, a method that allows to trace causal mechanisms linking the effects of socialisation and the characteristics of decision-making in the Council. Second, a typology of socialisation mechanisms and effects is presented. The third section is an attempt to use the inductive variety of process-tracing in order to explain certain qualities of decision-making in the Council. The final section outlines the theory-oriented approach to process-tracing, which could follow from the presented conceptualisation and explains the need to include the constitutive aspects of socialisation within the causal framework of process-tracing research.
