    The importance of the autonomy of science is generally assumed to be good for the proper functioning of science. Yet, when we examine the notion more closely, various difficulties present themselves and cloud our understanding of this important concept. One such complication presents itself when we examine the relationship between science and the state. When examining the relationship between science and the state, there is an area of overlap that is called by Alvin Weinberg as trans-science. This concept contains within it an axiology of science that has bearing upon the scientific process itself. This leads us to ask, who determines the values in this axiology of science? In this paper I will argue that the state takes precedence in determining these values in the axiology of science which impacts science’s autonomy. To do this, I will first present an outline of what the concept of trans-science is. Next I will present the axiology of science and ways of determining it. Finally I will present the State’s role in determining these values.

    Artykuł stanowi omówienie rozmaitych modeli podejścia czytelnika do tekstu literackiego w procesie nauczania języka obcego. Akcent zostaje położony na strategie pozostawiające czytelnikowi większą swobodę interpretacyjną czy nawet podnoszące go do rangi współtwórcy, jako że stanowią one bodziec do budowania własnych wypowiedzi w języku docelowym. Przeanalizowano najważniejsze czynniki wpływające na recepcję tekstu przez indywidualnego odbiorcę i poruszono problem konkretyzacji dzieła, a także jego otwartości. Postulowaną metodą pracy z tekstem literackim na zajęciach języka obcego jest jego nadinterpretacja. Mowa tu także o znaczeniu odpowiedniej motywacji studenta–czytelnika.
    This article is a review of various approaches readers can take toward a literary text in a foreign language. Of all the many and varied ways of reading a text, some critics put special emphasis on the reader’s autonomy (sometimes even more than the author’s autonomy) in defining what a text means. They stress the context of the reader’s literary experiences. It is Bredella’s interactive model of interpreting a text which seems to be the most valuable one in the glottodidactic process. Considering a text an open form (U. Eco), which contains the so-called “areas of blindness”, also seems to be a valuable approach. We also refer to J. Culler’s and R. Rorty’s demand to use the text in order to say something interesting, giving up the in-depth analysis. We mention the question of motivating through reading a literary text in the process of learning a foreign/second language.

    We współczesnej Europie łatwo dostrzec powszechność tendencji separatystycznych. Pojawiają się one w różnych regionach kontynentu, w tym na Półwyspie Iberyjskim, a konkretnie w Hiszpanii. Autorzy tekstu pragną przybliżyć problematykę jednego z największych ruchów separatystycznych, który w tym kraju rozwija się od kilkudziesięciu lat w Katalonii. Autorzy wymieniają racje zwolenników niepodległości regionu, które wywodzone są z historii. Podnoszona jest również kwestia innego języka, którym posługują się Katalończycy. Spór ten nabrał już charakteru politycznego. W ostatnich wyborach przeprowadzonych w Katalonii większość mandatów uzyskały ugrupowania otwarcie opowiadające się za niepodległością tego regionu. Tekst porusza również problematykę aktualnej sytuacji prawnej i politycznej Katalonii, która obecnie cieszy się znacznym zakresem autonomii, co ma wpływ na wolność mieszkających tam osób. Autorzy zauważają, że nie wszyscy Katalończycy chcą zmiany obecnej sytuacji. Mają oni przecież prawo do posługiwania się odrębnym językiem, mogą z niego korzystać w szkołach czy urzędach. Mogą też posługiwać się własną flagą, promować swą własną, niezależną kulturę.
    Nowadays, in Europe it is easy to see commonness of separatist tendency. It appears in different parts of the continent, including the Iberian Peninsula, Spain exactly. The authors of the article desire to thoroughly present one of the biggest separatist groups which has been developing for many years in Catalonia. The authors explain ideas of independence of the region supporters which are connected with the history. Another problem is a different language being used by the inhabitants of Catalonia. The conflict is already on political level since in previous elections majority was taken by political parties which are declaring independence of this region. The article also shows problems related with legal and political situation of Catalonia currently gaining wide range of autonomy which translates into liberty of its inhabitants. The authors also indicate that not all Catalonians opt for a change of this situation. They have a right to use different language also at schools or in public institutions. They may use their own flag and can promote their own independent culture.

    The aim of this article is to present the problem of Italian national identity on the example of Padania. Particular attention was paid to the context of the Venetian and Lombard referendum for greater autonomy which took place on 22 October 2017. The analysis is aimed at verifying the research hypothesis assuming a weakening of the sense of the Italian national identity in favor of regional identity. To explain the research problems was applied a historical-comparative method which would allow to attempt to answer if Northern Italy, often identified with Padania could aspire to be a new independent state. There is analyzed the evolution of separatist tendencies in Italy. Celem niniejszego artykułu jest przedstawienie problemu włoskiej tożsamości narodowej na przykładzie Padanii. Szczególna uwaga została zwrócona na kontekst referendów w sprawie zwiększenia autonomii regionów: Wenecji Euganejskiej oraz Lombardii, które odbyły się 22 października 2017 roku. Analiza ma na celu zweryfikowanie przyjętej hipotezy badawczej, zakładającej osłabienie poczucia włoskiej tożsamości narodowej na rzecz (padańskiej) tożsamości regionalnej. Dla wyjaśnienia problemów badawczych zastosowano metodę historyczno-porównawczą, która pomoże odpowiedzieć na pytanie, czy Północne Włochy, często utożsamiane z Padanią, mogą pretendować do miana nowego „północnowłoskiego” państwa. Wzięte zostają pod uwagę zarówno projekt utworzenia niezależnego państwa Padanii, jak i program obecnie działających na Północy Włoch regionalnych ruchów dążących do uzyskania większej autonomii od państwa centralnego.

    The author analyses a problem of the genesis and evolution of the Faroe Islands’ aspiration for broadening the scope of the given autonomy. The Faroe Islands are dependent territory of the Kingdom of Denmark. The autonomy has had a long parliamentary tradition, as well as homogenous society aspiring to be recognised as a separate nation. Increasing the scope of a given autonomy was done in evolutionary and peaceful way with full respect to democracy and the rule of law. The Faroe Islands indicates the aspirations towards gaining the independence. Tendencies connected with Europeanisation and globalisation play a special role in the process. Still an unsolved issue, which may be an obstacle on the way to gain independence, remains the financial independence of the autonomy.

    Biobanks for research purposes legal regulation is currently under debate. An important issue discussed is protection of the personal data collected in the biobank, including genetic data and other health data. This subject is extremely important given the current development of information technologies that allow for mass aggregation and analysis of personal information. This article describes the constitutional requirements for the discussed regulation, in particular regarding the privacy and informational autonomy of the individuals. The author refers in particular to the application of the proportionality principle.

    The aim of this paper is to discuss non-discrimination rules concerning tax matters on the example of Polish case analysis. Author wishes to conduct research work in broader context. In this regard it is necessary to outline the current globalized world in which tax systems of states operate, discuss the concept of state’s tax autonomy and examine how the role of a state on tax matters has recently changed. Subsequently the non-discrimination rules from an international perspective shall be presented. It is also important to answer the question about the impact of those rules on state’s tax autonomy and about the role which they could play in reconciling political goals in the current globalized world. All of this contexts enables to examine non-discrimination rules from Polish perspective. Author introduces all of non-discrimination rules concerning taxation in Polish legal order, accordingly presents and studies Polish case law regarding those rules. Finally, overall conclusions of the research work are introduced which are intended to discuss the role, significance and the future of non-discrimination rules in contemporary globalized world, both from international and Polish perspective.

    In the Muslim Religious Union there is a dispute over the establishment of the Mufti office. From 2016, a schism has arisen in this religious community. This situation is a source of challenges for the authorities of the state administration and the courts in the application of a number of principles of the 1997 Constitution of the Republic of Poland. There are principles: autonomy and independence of religious associations in their scope, legalism, legal certainty or confidence of citizens in the state and their rights. The legal status of the Union is based on anachronistic legislation: the Act of April 21, 1936, on the relationship of the State to the Muslim Religious Union in the Republic of Poland and the statute approved by the Council of Ministers by way of an ordinance of August 26, 1936. In practice, the Muslim Religious Association applies the 2009 internal statute. Religious authorities and courts try to remain neutral and not interfere in the internal dispute in the Muslim Religious Union. This is in line with the standards stemming from the judgments of the European Court of Human Rights and the constitutional principle of autonomy and independence of religious associations in their own rig However, there is a state of legal uncertainty. It is urgent to repeal the Act and the Statute of 1936. This can be done either by a Constitutional Court decision or by passing a new law on the basis of the Muslim Religious Union Agreement with the Council of Ministers.

    Opis:
    Resorting to the principles of an ecological approach in doing research (cf. D. Larsen Freeman 1997; C. Kramsch 2002), the sociocultural perspective in understanding language acquisition and the status of English in the present times as well as the recommendations of the Council of Europe regarding autonomization of the process of language teaching, I intend to accentuate problems pertaining to the conceptualization of success in language learning. A crucial element of my considerations is highlighting learner related factors (M. Smuk 2015), including attitudes towards learning a foreign language (W. Wilczyńska 2002) and aspects of critical language awareness (H. Lankiewicz 2015). A theoretical reflection is supported with research offering an insight into the complexity of the notion of success in language learning and its discursive construction conditioned equally by individual attitudes and dominant educational policy. Ultimately, it is demonstrated that personal perception of success is expressed by three narrative modes with the dominating voice expressed via economic language.

    Opis:
    Proces wychowania dziecka jest niezwykle odpowiedzialny i nierzadko stwarza różnorodne dylematy. Określone relacje rodzinne podlegają konstytucyjnej ochronie, zwłaszcza w zakresie sfery prywatności rodziny, z podkreśleniem poszanowania prawa rodziców do wychowania dzieci zgodnie z własnymi poglądami i przekonaniami. Z drugiej strony przepisy tej samej rangi gwarantują poszanowanie praw i wolności samego dziecka, zobowiązując do ich przestrzegania wszystkie osoby odpowiedzialne za dziecko. Niekiedy pojawia się więc problem z zachowaniem odpowiednich relacji pomiędzy uprawnieniami rodziców a uprawnieniami dzieci oraz innych osób mających wpływ na dziecko. Celem opracowania jest analiza zakresu praw rodziców wynikająca z wykonywania władzy rodzicielskiej, ze szczególnym uwzględnieniem poszanowania autonomii dorastającego dziecka oraz wskazanie zalecanych zasad kształtowania właściwych relacji pozwalających na bezkolizyjne stosowanie praw zarówno rodziców, jak i dzieci poddanych władzy rodzicielskiej.
    Summing up normative conceptions and doctrinal arguments on the relations between parental right to bring up their children and the rights of the children and their progressive autonomy as the child grows up, I believe the advisable thesis is that a child should participate and be a partner in a family life, as well as their school life, and treating them subjectively should be a starting point for their whole education and upbringing. The child’s development stimulated by exchanging experiences and mutual dialogue seems to be the most optimal pattern. Accordingly, constitutional and statutory parents’ rights and child’s freedom prove that they are not antagonistic, but aim at the best for the child’s own good. Both parties of these specific family relations ought to strive for mutual understanding and harmonized family life. Shaping such educative actions requires thus profound knowledge on mutual relationships of managing a child’s development in normatively defined limits.
