Opis:
The GI Bill of Rights (The Servicemen’s Readjustment Act of 1944) was a comprehensive program to aid returning veterans in their speedy readjustment to a civilian life. Its role was also to enable the veterans to fit them into the civilian economy. In the first part of the text, the economic and political context of the discussion around the Bill is discussed. The author refers to the popular belief that the end of the war was expected to result in the return of another economic depression. The latter was to be deepened by winding down war production and speeded up by returning servicemen. The text examines how the Bill was to tackle that challenge. The main body of the article is built around the analysis of the provisions of the Act that relate to the benefits for the former soldiers. This includes a mustering-out pay, education benefits, medical care for the disabled in the war, unemployment insurance, an allowance credit and pensions for disabled veterans. The requirements, terms of funding and sum of benefits are presented and discussed. The last part concludes with the general remarks about the significance of the Bill and its contemporary perception in the USA.

Opis:
The paper presents some ethical aspects of the credit rating agencies (CRAs) market in the light of the latest economic crisis of 2008. A historical background is also shown and how the CRA market emerged. It is emphasised how the functioning of CRAs contributed to the outbreak of the crisis and what were the consequences of over- or underestimated rating grades. The downgrading of a country has a significant influence on the deterioration of the economic condition. Simultaneously, it afflicts the citizens, who have to pay for it e.g. with higher tax rates. It is believed that overestimated ratings lead to a speculative bubble, which ends up with the crisis. The paper indicates the problems connected with the way that CRAs operate and how they relate to business ethics. The fact that those institutions are profitprofile entities, which earn their income from clients, whose financial instruments are assessed, may bring about a conflict of interests. Moreover, it is outlined how the governmental policies of countries left CRAs without any particular control, which in the end was a significant factor, too. Finally, some potential solutions are discussed, and how the approach of CRA managers should change in order to prevent the market from similar situations in the future.

Opis:
Since the emergence of the efficiency frontier techniques, a series of comparisons between the methods that led to the resultant efficiency has been presented. In this paper, data from 99 Japanese banks are used in order to prove the applicability of efficiency frontier analysis on the East-Asian financial system and to reveal the differences between inter and intra-regional banks, showing the effect of the present financial crisis on the efficiency of the studied banks. DEA and FDH are used to determine the technical and scale efficiency of the analyzed banks and also it compares fully efficient banks by ranking them through the super-efficiency notion.

Opis:
In this paper, we examine key factors that influence the risks of investment in the development of human capital of a firm in the IT sector and estimate their weight in the overall risk. In particular, we single out the risk of premature voluntary termination of an employee, the risk of ineffective training, and the risk of a firm’s incorrect employee development strategy. Moreover, to support management of the mentioned kinds of risks, we enumerate the factors that influence them and classify those factors into three main groups: related to the employee, related to the firm, and related to the external environment. Based on this division, we build a model for estimating the risks of investing in the development of personnel using the Analytic Hierarchy Process (AHP).

The paper briefly describes the causes of a global rise in obesity and diabetes. In so doing, it establishes links between (1) poverty and obesity, and (2) obesity and diabetes. The paper also presents data from a survey (N=147) conducted in a depressed economy in Texas where cases of obesity and diabetes are among the highest in the US. The paper argues for a paradigm shift in viewing the role of policymakers in regards to food and pharmaceutical industries, both locally and globally.
