Opis:
Since coming to power in 1994 successive ANC-governments have engaged in a series of attempts at national spatial development planning in South Africa. These engagements have received scant treatment in the planning literature. In this paper a broad overview of these initiatives is provided, with an emphasis on the different instruments; the context in which they were developed; the institutions that were proposed and/or created in support of the instruments; and the extent to which the instruments were implemented and what their levels of success were. The paper concludes with a call for comparative research, including South Africa, in this arena.

Richard III in Russian Theatre at the Twilight of the "Thaw"

Opis:
Richard III was very rarely staged in Russian theatre in tsarist and Stalin’s times, because the story of inhuman tyranny provoked associations with Russian political reality. In the period of the so-called “Thaw” (1954ß1964) the play became very popular in the USSR and several scenic productions of it were real events in Russian (and Soviet) theatrical life. In the essay three most original and successful performances (in Kujbyshev, Gorkij and Erevan) are discussed and compared.

Opis:
This essay examines the appearance of distrust, disinterest and aversion to politics and political participation in today’s democracies by taking the Kantian concept of a republican state into account. The goal is to find out reasons for the lack of interest in politics by investigating certain aspects in today’s democracies that might be not in compliance with the Kantian understanding of republicanism. The essay will start with an examination of the republican state and why it is mostly referred to as being much as the parliamentary democracy we know today. Then, these results will be compared with modern democracies (USA, Switzerland and Germany) in order to find the underlying reasons for the lack of interest in politics and how it might be possible to overcome it.

Opis:
Latour’s Black Box is a dynamic gateway that segregates the continuum of scientific processes into those that occur before and after a certain critical point: the shift from ‘science in the making’ to ‘ready made science’. For reasons that will be explored in this paper, the field of data science does not appear to follow a unidirectional heuristic in the way that technologies transition from ‘in the making’ to ‘ready made’. This paper is a theoretical analysis of the extent to which the fundamental technologies of data science either violate or adhere to this heuristic. If data science does not follow a unidirectional heuristic, is there any evidence as to the causes of this dynamic and, furthermore, are the limitations, as they may exist, a function of technological advancement or a function of the theoretical limits of the field of data science itself?

Opis:
In the 1780s a multilingual dictionary was issued in Saint Petersburg, edited by the Ger- man Peter Simon Pallas (1741–1811). It was a comparative dictionary, containing almost 300 words in Russian and their equivalents in 200 languages and dialects from all over the world. Amongst those to be found within is Scottish Gaelic. This dictionary thus offers a brief snapshot of Scottish Gaelic from the 1700s seen through the prism of Cyrillic and this article aims to present some background history of the dictionary itself, and to show how Scottish Gaelic is presented in the text.

Opis:
The article explores the threats posed to metropolitan viability and resilience in South Africa which is faced by continued spatial and economic concentration and duality - a trend also evident in a number of Central European countries. Examples are provided of trends and challenges impacting the resilience of South Africa's metropolitan regions, as identified in recent empirical studies conducted by the authors.1 The paper argues that the agglomeration challenges facing South Africa's metropolitan regions and complications brought about by intra-metropolitan inequality are key aspects underlying the resilience of these regions. The article also suggests that there might be value in greater collaboration in research and knowledge-production and sharing in metropolitan planning, development and governance, between South African metropolitan regions and those in Central European countries.
