    In the recent years, the world economy has undergone an enormous transformation. It can be noted that it is not only based on industry, but also on knowledge. Achieving a competitive advantage by regions is further focused on investing in fixed assets, but, what is also important, in human capital. At present, a factor that is increasingly important in achieving competitiveness is the ability to use intangible resources. Expenditures on education and research, investing in people, their knowledge and skills are an essential precondition of raising competitiveness. In the case of a highly qualified staff, it allows the efficient introduction of new technologies and the creation of new directions for its development. The competitiveness of the regions is influenced, inter alia, by human talents, knowledge, entrepreneurship, initiative and own resources to improve living conditions. Human capital is thus a key determinant of the competitiveness of regions in Poland. Therefore, the priority of this article is to analyze the impact of selected components of human capital on the competitiveness of regions in Poland in the years 2007-2014. The article is both theoretical and empirical. The first part reviews the literature closely related to the topic of the work. The second part includes a statistical analysis and a construction of a panel model estimated by the method of least squares. GRETL program was used for calculations.

    development and education of a financial controller
    Opis:
    The research aim of this article is to look at human capital from the viewpoint of creating value for a company. In the era of the fourth industrial revolution (Industry 4.0), characterised by ever-increasing technological requirements, there is a demand for highlyqualified employees, including financial controllers, hence the key importance of their education and its scope. Knowledge limited to finance is not sufficient any more for future controllers since they will also have to have some orientation in the technology used by the company as well as its organization. As a result it will be necessary to implement a system of measuring the expenditure and the effects of creating intellectual capital in an enterprise. For these purposes it is possible to make use of the hard tools of controlling, such as budget, balanced chart of results, and the appropriate indicators for assessing this process.

    The concept of capital is one of the most noticeable and at the same time the most unclear concepts organizing not only the field of social sciences, but also the public debate in Poland and in the world. The article analyses two ways of conceptualization of the capital rooted in political and neoclassical economy together with their sociological modifications. The aim of this short reconstruction is to present a complex relation between the economic capital and the social capital treated as moral capital. This ambiguity induces us to ask a question about the significance of shifting this concept from the field of economic analyses to the centre of sociological theories in the context of crisis and transformations of late capitalism.

    Celem opracowania jest analiza roli kapitału ludzkiego jako twórczego czynnika w nowoczesnej gospodarce. W szczególności zwrócono uwagę na rolę pracownika kreatywnego w rozwoju przedsiębiorstwa. Podkreślono iż, podstawowym wymogiem dla osoby kreatywnej jest możliwość samorealizacji. Kreatywny pracownik, jak wyjątkowy twórca, znajduje satysfakcję w samym procesie twórczym, powinien otrzymać niezależność w strukturach społeczeństwa, a jego praca powinna być traktowana indywidualnie.
    The aim of the article is analysis of the human capital role as the creative factor in the modern economy. In particular were pointed the role of the creative employee's for the enterprise development. Underlined that, for the creative person a possibility of the self-realization is a primary requirement. The creative employee, as the exceptional author, is finding satisfaction in the creative process, should receive the independence in structures of the society, and his work should be treated individually.

    This paper aims to identify the opportunities for implementation of two economics: world and “haeven”. They can complement each other if they met a man will be guided by the principle of love, and not just tolerance and in the spirit of solidarity, and not just individual gestures taking pity. The article has been divided into three parts: world economic conditions of life, the man at the crossroads of complementary economics and the need for such a quality of love as “divine economy”.

    Actions taken in the area of police officers’ trainings are dysfunctional in many respects. Most of the irregularities have been pinpointed by an audit performed in 2005 by NIK (Supreme Audit Office). It is important to note that many of them still persist, which was borne out by research done within an MA seminar conducted in 2011/2012 by the author. The most apparent weak spots include dysfunctions concerning the analysis of training needs or the evaluation of trainings’ effectiveness, as well as their low quality compared to contemporary standards.

    This paper presents a summary of the methodology of computation and the use of the measure of human development in Poland. The United Nations Development Programme (UNDP) prepared a new measure for the Polish government. The Local Human Development Index was created on the basis of the existing Human Development Index and is used to measure human development at county and voivodeship level. The index is based on data available in the public statistics and administrative records. The article also examines the relationship between the territorial allocation of the cohesion policy funds, Operational Programme Human Capital and social spending and the level of human development. The effect of which is a confirmation of the hypothesis that funds under those public interventions are allocated in regions with lower levels of human development, but also a suggestion for a better strategy of cohesion funds allocation.
    W artykule prezentowane jest podsumowanie metodyki liczenia i wykorzystania miary rozwoju społecznego w Polsce. Program Narodów Zjednoczonych ds. Rozwoju (UNDP) przygotował nową miarę dla polskiego rządu. Lokalny Wskaźnik Rozwoju Społecznego został stworzony na podstawie istniejącego Wskaźnika Rozwoju Społecznego i jest użyty do pomiaru rozwoju społecznego na poziomie powiatu i województwa. Wskaźnik bazuje na danych dostępnych w statystyce publicznej oraz rejestrach administracyjnych. W artykule badano zależność między terytorialną alokacją środków polityki spójności, Programu Operacyjnego Kapitał Ludzki oraz wydatków polityki społecznej z poziomem rozwoju społecznego. Efektem czego jest potwierdzenie hipotezy o wydawaniu środków, w ramach tych interwencji publicznych, do regionów o niższym poziomie rozwoju społecznego, ale także sugestia co do lepszej strategii wydawania środków z polityki spójności.
