The Internet is a global operating network exceeding therefore national territories. The territoriality principle on which regulation in general is based conflicts consequently with the international character of the Internet. In dealing with global electronic commerce the question has often been raised whether there is a need for a so-called Lex Internet modeled on the Lex Mercatoria to deal with the growing conflicts, and whether this could be realized in practice. However critics has also been raised concerning this concept. What becomes ultimately clear from this concise overview is the perception that states are forced to work more closely together.

Opis:
Systematic analysis based on the assumption of rational behaviour of human being in addition to the mathematical models is based on the inherent factors in quantification of global risks. Decisions are made based on all available information, to act in order to maximize the utility. However, the current state of global quantification of risks based on the probability of economic loss scenarios, rationality of action in emergencies excludes and puts to the forefront scenarios likelihood and severity based on information asymmetry. If all risk takers were fully informed, it would avoid the moral hazard and the amount of individual risks would be stable in the global context.

The article studies the consistency of the global strategy for the EU with the concept of the Union as a normative power. There are concerns, that putting interests above values could compromise the EU’s moral attractiveness. Introduction of “principled pragmatism” as a way of enhancing the resilience of states could question the promotion of democracy as an aim of foreign policy. The comparison of EU global strategy with the NATO Warsaw summit communiqué suggest the latter organisation acquires the features of normative power hitherto associated with the European Union.

The paper evaluates Central and Eastern European countries’ (CEEs) location in global vertical specialization (global value chains, GVCs). To locate each country in global value chains (upstream or downstream segment/market) and to compare them with the selected countries, a very selective methodology was adopted. We concluded that (a) CEE countries differ in the levels of their participation in production linkages. Countries that have stronger links with Western European countries, especially with Germany, are more integrated; (b) a large share of the CEE countries’ gross exports passes through Western European GVCs; (c) most exporters in Central and Eastern Europe are positioned in the downstream segments of production rather than in the upstream markets. As global climate change shifts seasonal patterns, local and uncertain seasons of Australia have global relevance. Australia’s literature tracks extreme local weather events, exploring ‘slow catastrophes’ and ‘endurance.’ Humanists can change public policy in times when stress is a state of life, by reflecting on the psyches of individuals, rather than the patterns of the state. ‘Probable’ futures, generated by mathematical models that predict nature and economics, have little to say about living with extreme weather. Hope is not easily modelled. The frameworks that enable hopeful futures are qualitatively different. They can explore the unimaginable by offering an ‘interior apprehension.’

Globalne zmiany jakie dokonały się w XXI wieku, w tym pojawienie się nowych mocarstw pozaeuropejskich, a szczególnie seria kryzysów, które dotknęły Unię w ostatnim czasie (finansowy, migracyjny, tożsamości) podważają znacząco jej wiarygodność na arenie międzynarodowej. W artykule zostanie podjęta analiza: podstawowych komponentów składających się na atrakcyjność Unii Europejskiej oraz ewolucji jej postrzegania na arenie międzynarodowej oraz najważniejszych wyzwań, którym musi sprostać, aby być ponownie liczącą się potęgą. Zakłada się, że Unia Europejska niewątpliwie utraciła swą atrakcyjność i prestiż w wyniku ostatnich przeobrażeń, które ją dotknęły wewnątrz systemu, ale i wynikających z dynamiki środowiska międzynarodowego.

This paper presents the causes of the global financial crisis and critically discusses the Greek debt crisis. We argue that the crisis is the result of deterioration of Greek macroeconomic characteristics to levels inconsistent with long- term EMU participation. We also argue that without extensive structural reforms the sustainability of the European Monetary Union is in question. We suggest that the European leaders should take initiatives to create mechanisms to address the debt crisis, to improve surveillance for the implementation of fiscal rules and to strengthen economic cooperation between countries in order to raise funds that may cover the short-termneeds of countries facing sovereign debt crisis.

In this paper the configuration of the value chains in the automobile and the textile industries building on a theoretical review of the value chain concept, its different typologies and governance models are analised. At the empirical level these chains are classified according to the most relevant participating actors, their interrelations and their methods of upgrading their competitiveness. In both chains a firm-level analysis of their quantitative indicators for competitiveness was carried out. Regarding the automobile industry assemblers generate significant agglomeration economies by attracting international suppliers. The modular production system of the sector generates great flexibility for the manufacturer but it also represents important opportunities for supplier companies aiming to improve their competitive position in these chains. As for the textile industry, our paper shows the clear leadership of the large distribution chains which have radically changed the sector transforming it into an industry driven by the buyers or distributors. Results indicate that the distribution companies are those that have the potential to generate greater added value when these companies have created integrated structures at the end of the chain.

Global recession of 2007–2009 has had a significant impact on the Eurozone functioning and has aroused much controversy over the monetary union membership of the new countries (including Poland) as well as the legitimacy of the monetary union formation by countries of different development levels and different degrees of fiscal discipline. Should Poland pursue full membership in the Economic and Monetary Union? If the answer is yes, then the question arises “when”? How should economy and the state get prepared for this move? There are no unambiguous answers to these questions. The aim of this paper is to outline possible answers and, first of all, to formulate problems for the discussion. The experience of the Eurozone countries from the period of 2007–2009 indicate that the economies which fulfilled the nominal convergence criteria in an “artificial” way, i.e. without thorough reforms in the area of public finance, markets – including labour market – have incurred high costs of the recession in the situation when they have neither their own currency not monetary policy. Poland’s full membership in the Economic and Monetary Union should be preceded by thorough reforms consisting in market (including the labour market) deregulation and liberalisation and the public finance reform. In the case of public finance the changes which are necessary refer to both reducing expenditure and taxes. The change in the public expenditure structure is also indispensable.

Global development of renewable energy sources (RES) is a global and irreversible trend. The basicfactor contributing to the development of the global renewable energy market are the objectives related toclimate policy and environmental protection. Technological development and the potential of renewable sourcesmean that RES will be the most frequently installed source of energy in the world in the coming years.Renewable energy enables the diversification of energy sources. It promotes increased security and increasedcompetitiveness. The creation of "clean-green" technologies also favors the creation of new industries and newjobs. They are conducive to economic growth, increased exports and the development of specialist knowledge.On the basis of renewable energy sources, new connections between science, investments in infrastructure,production and logistics as well as economic models that allow achieving goals are created.The aim of the article is to present the state of development of the global market for renewable energy sources,taking into account the share of individual technologies, dynamics of changes, employment in RES, investmentand costs. The research material was the reports of international organizations analyzing the renewable energymarket and Eurostat statistical materials. Research methods used in the work include the analysis and synthesisof reports, documents, and normative acts. These analyzes allowed to assess the development of the global RESmarket and the participation of individual regions and countries in it. They allowed to formulate trends, forecastsand trends in the development of the global RES market in the coming years. The analyzes and synthesesperformed prove that the industries related to renewable energy sources have favorable development conditionsin the future.
