Opis:
In this text I will briefly consider the issues which form its framework. I will explain the choice of the tag: Parents-Education-Democracy, and present the circumstances in which this particular network of concepts seems to have current relevance. First, I will describe the chosen approach to the issue of the relationship between education, democracy, and the school as positioned within this interdependence. This issue has been extensively studied in social pedagogy, both in the past (see, e.g., the works by Radlińska or Wroczyński) as well as currently (see, e.g., the works by Tadeusz Plich, Mikołaj Winiarski, and many others). Next, following the lines of the aforementioned relationships and viewing parents as important for their shaping, I will show three ontologies of parent engagement which can frame the discourse on this volume’s subject matter - the parent-education-democracy triad - from multiple perspectives.

After over twenty years of experiences with rebuilding the values of democracy and democratic organizations in Poland, the time has come to undertake scholarly reflection on the past of the democracy as an ideological project and social practice in the era of real socialism. During the first decade of the second post-war period, the model of people’s democracy and then until 1956 the model of social democracy was realized. The two models were typical examples of pseudo-democratic solutions that had a facade character of totalitarian and authoritarian political regimes. There were, indeed, various democratic institutions e.g. representative institutions, but political competition was impossible. Only political entities that were penetrated by the members of the government took part in the elections and the society could not choose between alternative programmes. There was also no rule of rotation in the government. Parliamentary and local elections served only as the reinforcement of the position of the ruling elite in the country. Thus, Poland’s negative experiences confirm the necessity of continuous concern for maintaining the proper state of democracy that is possible to achieve only through its real practicing and ensuring firm social and economic fundaments.

The aim of this paper is to present the presumptions of democracy and liberalism, and then to show the possible existence of liberal democracy. The paper consists of three parts. In the first part the author presents democracy as a political system, where power is exercised by all people directly or indirectly. Four main principles of democracy are discussed: participation of all citizens in the exercise of power, equality, freedom of individuals and a majority stake in decision-making. The author also mentions many of its advantages: human freedom, protection of minorities, development of each individual, the individuals’ possibility to participate in power and influence on lawmaking. In the second part the author presents liberalism, which can be understood in different ways (e.g. spiritual attitude, set of rules, institutions, philosophical system). He presents the main features of contemporary liberalism and distinguishes its different types (political, social and economic; individualistic and community; American and European). He emphasizes its advantages (civil society) and defects (lack of a coherent conception of the state and solid intellectual base). In the third part the author shows liberal democracy as an initially problematic phenomenon. He pays attention to its characteristics (emphasis on the role of the individual, human rights, sovereignty of the people, representative system, neutral character of the state, focus on the technical issues of the functioning of the political mechanism and consensus as the basis of functioning of the state).

This essay discusses the main perspectives in the contemporary debate on university. In recent years the university became one of the most problematic institutions of our society. Debate on the future of the university began in the moment of transition from the industrial societies to the post-industrial societies. In the second half of the 20th century we witnessed a long process of replacing the old form of university by the institution of multiversity or a university governed by the rule of excellence. The process of transformation of university is still discussed within the academic milieu and we can observe a constant proliferation of critical approaches which tend to undermine conviction that the ongoing process of subjugation of the university to the economic rules is inevitable.

The French thinker offers an original and, well, controversial definition of democracy, obviously divergent from its common understanding. His writings allow for an interpretation of democracy as not just a way of a government or a form of social organization but first of all as a form of consciousness or (generally) a state of mind.

The aim of the article is to present possible scenarios on maintaining democracy in the EU, while assuming different hypothetical directions in which it could develop as a federation, empire and Europe à la carte. Selected mechanisms, norms and values of the EU system that are crucial for the functioning of democracy in the European Union are the subject of this research. The abovementioned objective of scenario development is achieved through distinguishing the notions of policy, politics and polity in the research. In the analysis of the state of democracy in the European Union both the process (politics) and the normative approach (policy) have been adopted. The characterised norms, structures, values and democratic procedures in force in the EU will become a reference point for the projected scenarios. The projection refers to a situation when the existing polity transforms into a federation, empire or Europe à la carte. The article is to serve as a projection and is a part of a wider discussion on the future of the basis on which the European Union is build.

There have been a few historical turning points in modern European history. The turning points of 1648, 1815, 1919 and 1945 had great impact on the developments of Europe. The last turning point of 1991 is not an exception to such record. The collapse of the Soviet Union in 1991 and the liberalization and transition of the former Eastern Europe changed the balance of power and the European landscape. This article stresses the new role of the EU as a norm-provider in determining the future outlook of Europe. Such a new role led to the big bang enlargement in May 2004, which indicated that the Cold War was sent to the historical dustbin. It also shed light on the new role of the EU as the most important hegemonic actor in European politics.

Since the parliamentary elections in 2015, Poland shifted towards an illiberal model of democracy, largely inspired by the Hungarian experience. One of the first and key signs of the shift towards illiberal democracy in Hungary in the era of FIDESZ was undermining the capacities and autonomy of local governments. Taking into account the ideological proximity of the Hungarian and the Polish ruling parties, there were strong grounds to expect similar tendencies in Poland. This paper reviews the legislation adopted since 2015 in order to explore whether the supposed shift towards recentralization occurred. It proves that while a “creeping centralization” is a fact, the foundations of local and regional self-government have not been dismantled. The nature of this “creeping centralization” is sectoral rather than horizontal, i.e. it focuses on limiting the capacities and powers of local and regional governments in selected areas (particularly education and environmental protection) rather than dismantling the fundamental institutional guarantees of local and regional autonomy or enhancing central supervision over them. This may lead to a conclusion that the foundations of local and regional self-government in Poland are not at risk, yet the scope of decentralization is being gradually rolled out. This paper also demonstrates potential explanations for lack of radical shift towards recentralization. The major hypothesis analyzed in this context relates to the massive public support for local governments and decentralization, manifested in the opinion polls showing the highest trust rate to local governments in their history.

The article presents the background of the texts included in this issue of SGEGE that resulted from an experimental workshop on democracy. The didactic innovation implemented during the event consisted in enhancing the traditional forms of teaching philosophy (seminar and lecture) with a practical module based on the Betzavta methodology of democratic education. In the first part of the article, a general description of the project is provided. Then follows a presentation of its topic, the reasons for choosing it and the theoretical problems behind it. Next, the organization and methodology of the project are briefly described. In the end, the results of the project are presented together with a short summary of the texts of this volume of the journal.

In this paper I compare political theories of Carl Schmitt and Chantal Mouffe in three important aspects - the conceptualization of the political, their attitude towards liberal democracy and the conception of political process - and point to significant discrepancies. Schmitt's concept of the political is deeply existential and essentially involves real possibility of death, whereas Mouffe's is more domesticated, centered around the struggle, not physical elimination. Schmitt sees liberal democracy as inherently contradictory, because it is grounded on contradictory principles: democratic equality and particularism, and liberal freedom and universalism. Mouffe perceives this contradiction as a locus of tension with emancipatory potential. I trace these differences to their different perception of history. Schmitt's vision of history is marked with ruptures created by the political emergencies, which correlates with his eventual, decisionistic conception of politics. Mouffe's processual conception of politics corresponds rather with the conception of the end of history.

Na podstawie koncepcji wolności według I. Berlina, można rozróżnić dwa klasyczne mo-dele demokracji: liberalny oraz republikański. Pogłębiona refl eksja nad wolnością w ponowo-czesnych koncepcjach demokracji – radykalnie pluralistycznej oraz deliberacyjnej, pokazuje, że nie są one zdecydowanie różne od teorii tradycyjnych, a raczej stawiają im nowe wyzwania. Ra-dykalna demokracja Ch. Mouff e i E. Laclau, z aprecjacją pluralizmu i wolności negatywnej, jest dekonstrukcją modelu liberalnego, a demokracja deliberacyjna J. Habermasa, ceniąca wspólnotę i wolność pozytywną, pozostaje zakorzeniona w nurcie republikańskim.
Based on the idea of freedom formulated by I. Berlin, we can distinguish two classical models of democracy: liberal and republican. Reflections on postmodern theories of democracy—radically plural and deliberative— show that the two concurrent theories—postmodern and traditional ones—are not as divergent as one would have thought. Still, the postmodern theories of democracy challenge the traditional ones. Radical democracy in Ch. Mouffe’s and E. Laclau’s rendition, extolling pluralism and negative freedom, aims at deconstructing the liberal model, while J. Habermas’s deliberative project, favouring community and negative freedom, is grounded in the republican tradition.

For long, the military was a cog in the wheel of democratic governance in Nigeria. Its intrusion into the politics of the nation resulted to its domination of the political space and imposition of arbitrary rule for an aggregate period of 29 years out of the nation’s 47 years of existence. The last disengagement of the military from politics was effected on 29, May 1999. The Fourth Republic was thus inaugurated, heralding yet another phase in the nation’s quest for democratic governance. The restoration of democratic rule was not achieved on a platter of gold. The military junta was subjected to intense domestic and international pressure. Along with myriad civil society groups, the church added its voice to the clamour for democracy. But inspite of its visible role in this struggle, the efforts of the church remain unsung. This study is intended partly as a redress for the marginal attention paid to the patriotic struggle of the church, but more significantly, it is an attempt to illuminate the increasing concern of the church with the secular welfare of its flock.
