The relevance of the study is due to the especially sharp of late issue of the competition in world markets, which requires strengthening of innovation component from the economy of any country, including Ukraine. Ukrainian enterprises with innovation activity are able to maintain high growth rate in the long term. The main component in the effectiveness and efficiency of carrying out innovative processes at an enterprise is its innovation potential, including professional staff that is quite difficult to estimate given the rapid changes of the fulfilled tasks. The purpose of writing this article is the analysis of existing approaches to the evaluation of the innovative potential of enterprises and their improvement taking into account the peculiarities of service enterprises, the formulation of the task of innovation management and the main directions of development of innovation potential of an enterprise. We applied system approach, methods of analysis and synthesis and the method of modeling when carrying out research. The task of innovation management of an enterprise was formulated. A methodological approach to the evaluation of the innovation potential of enterprises in the sphere of services is attached. This approach will allow the heads of the enterprises in the sphere of services to monitor creativity and collective intelligence of the employees, to assess an enterprise on innovation and make timely decisions to eliminate the deficiencies. It was stressed that special measurements, quantitative evaluation of the intellectual, professional, educational, and other qualitative characteristics of the potential of employees is quite a difficult task, to perform which the expert methods are used based on interviews, surveys of executives, business owners and prominent managers. The main directions of stimulating the development of the innovation potential of an enterprise were formulated. A conclusion was made that under current conditions, in the absence of perfect methods of evaluation of innovation potential of the services industry, review and comprehensive application of different methods proposed in economic literature will allow obtaining more reliable information for justified management decision–making regarding the management of the innovation potential of an enterprise, introducing relevant changes into the components of the innovation potential to ensure its adequacy to the set innovation goals and increasing a general level of competitiveness in the given industry and in the global market as a whole. The scientific novelty of the research lies in improving the methodological approach to the evaluation of the innovation potential of an enterprise on the basis of the complex of main indicators specific to services and consideration, during the evaluation of personnel, of the innovation potential of an enterprise. The proposed approach allows analyzing the level of innovation potential of enterprises in the different spheres of activity: production, services, state government, commercial and others, where the innovation potential acts not only as a set of available and adequately allocated resources, but also as approved management decision or immaterial object. Since under modern conditions we tackle dynamic market of goods and services and the businesses need to respond quickly to these variable factors of influence, further studies might be directed to determining the capacity and speed of the enterprises to respond to these changes, in particular the ability of the staff to work efficiently and to realize the innovation potential under these conditions.
Актуальність дослідження обумовлено особливо гострим в останній час питанням конкуренції на світових ринках, що потребує від економіки будь-якої країни, в тому числі й України, посилення інноваційного складника. Підприємства України з інноваційною діяльністю здатні забезпечувати високі темпи зростання в довгостроковій перспективі. Основною компонентою в ефективності й результативності проведення інноваційних процесів на підприємстві є його інноваційний потенціал, зокрема професійно-кадровий склад, який досить складно оцінити з урахуванням швидкої зміни сформованих завдань. Мета написання статті – аналіз існуючих підходів до оцінки інноваційного потенціалу підприємства та їх удосконалення з урахуванням особливостей діяльності підприємства сфери послуг, формулювання завдання інноваційного управління й основних напрямків стимулювання розвитку інноваційного потенціалу підприємства. Під час дослідження застосовано системний підхід, методи аналізу та синтезу, метод моделювання. Сформульовано завдання інноваційного управління підприємством. Наведено методичний підхід до оцінки інноваційного потенціалу підприємств сфери послуг. Такий підхід дозволить керівникам підприємств сфери послуг здійснювати моніторинг креативності й колективного інтелекту персоналу, оцінювати підприємства щодо інноваційного розвитку та своєчасно ухвалювати рішення з усунення недоліків. Наголошено, що вимірювання, кількісна оцінка інтелектуального, професійного, освітнього та інших якісних характеристик потенціалу персоналу є досить складне завдання, для виконання якого застосовують експертні методи на основі інтерв’ю, анкетування керівників, власників підприємств та провідних менеджерів. Сформульовано основні напрямки стимулювання розвитку інноваційного потенціалу підприємства. Зроблено висновок, що в сучасних умовах, за відсутності досконалої методики оцінки інноваційного потенціалу сфери послуг, розгляд і комплексне застосування різних методів, запропонованих в економічній літературі, з урахуванням специфіки підприємств дозволить отримати більш достовірну інформацію для обґрунтованого прийняття управлінських рішень щодо управління інноваційним потенціалом підприємства, внесення відповідних змін у складники інноваційного потенціалу для забезпечення його адекватності поставленим інноваційним цілям та підвищення загального рівня конкурентоспроможності у своїй галузі й на світовому ринку в цілому. Наукова новизна дослідження полягає в удосконаленні методичного підходу до оцінки інноваційного потенціалу підприємства на підставі комплексу основних показників, специфічних для сфери послуг, та врахування під час оцінки впливу персоналу на інноваційний потенціал підприємства. Запропонований підхід дає змогу аналізувати рівень інноваційного потенціалу підприємств різних сфер діяльності: виробничої, сфери послуг, державного урядування, комерційної та інших, де інноваційний потенціал виступає не тільки як набір наявних та правильно розміщених ресурсів, а і як ухвалене управлінське рішення або нематеріальний об’єкт. Оскільки за сучасних умов ми маємо справу з динамічним ринком товарів та послуг і підприємствам необхідно швидко реагувати на такі змінні фактори впливу, подальші дослідження можуть спрямовуватися на визначення здатності й швидкості підприємств реагувати на ці зміни, зокрема здатності персоналу продуктивно працювати та реалізовувати інноваційний потенціал у цих умовах. The relevance of the research is predetermined by the need, during the evaluation of innovation development of the region, to comprehensively consider the conditions, capacities, performance of this development. System research of the innovative development of the region to improve its innovation system is prevented by the lack of method for evaluation the innovation development of the region. In the domestic literature, the innovation development is mainly analyzed at the level of enterprises. The aim of the research was to identify the problems of innovation development of the region (the case of Kemerovo Region, Russian Federation) by clarifying the structure of the regional innovation system and improving the methods of its assessment. We applied the following methods of scientific knowledge: analysis, generalization, analogy, classification, comparison. The paper considers the concept of the innovative development of the region and the notion of regional innovation system; the three components of the regional innovation system were identified: innovation potential, innovation climate, innovative susceptibility. We attach the method of evaluation of innovative development of the region, the results of its testing on the example of Kemerovo Region. Based on the received results, the problems of innovative development of the region were highlighted (inconsistency in the actions of the authorities, businesses and science, limited demand and proposals of innovation, lack of qualified staff) and recommendations for enhancing the efficiency of innovative development of Kemerovo Oblast were formulated: the need for the development and implementation of the foresight–project "Innovative development of Kemerovo Region” with working out a roadmap, development of the territory marketing and innovation marketing. It was proven that the developed method of evaluation of innovation development can be used not only for the quantitative analysis of innovation activities in the region, but also to identify existing problems in this activity, the solution of which will help increase the efficiency of the innovative development of the region. The practical significance of the work lies in the fact that the application of the formulated recommendations as a set of actions will help Kemerovo Region follow the way of innovative development and take up stable positions on the market for innovations. The scientific novelty of the research lies in clarifying the concept of regional innovation system, development of methodology for the evaluation of the innovative development of the region, which helps not only the quantitative analysis of innovation activity but qualitative analysis of existing problems of regional development in the region. The prospects of this research are in the application of the developed method in other regions of the Russian Federation to conduct a comparative analysis of their innovative development, and in the identification of common and individual patterns and trends.
Актуальність дослідження полягає в необхідності в ході оцінювання інноваційного розвитку регіону комплексно розглянути умови, можливості, показники цього розвитку. Системному дослідженню інноваційного розвитку регіону для удосконалення його інноваційної системи заважає відсутність методики оцінки інноваційного розвитку регіону. У вітчизняній літературі інноваційний розвиток переважно проаналізовано на рівні підприємств. Мета дослідження полягала у виявленні проблем інноваційного розвитку регіону (на прикладі Кемеровської області РФ) шляхом уточнення структури регіональної інноваційної системи та вдосконалення методики його оцінки. Застосовано прийоми наукового пізнання: аналіз, узагальнення, аналогія, класифікація, порівняння. Розглянуто поняття інноваційного розвитку регіону й уточнено поняття регіональної інноваційної системи, визначено три складники регіональної інноваційної системи: інноваційний потенціал, інноваційний клімат, інноваційна сприйнятливість. Наведено методику оцінки інноваційного розвитку регіону, результати її апробації на прикладі Кемеровської області. На основі отриманих результатів виділено проблеми інноваційного розвитку регіону (неузгодженість дій влади, бізнесу і науки, обмежені попит і пропозиція інновацій, відсутність кваліфікованих кадрів) і сформульовано рекомендації для підвищення ефективності інноваційного розвитку Кемеровської області: необхідність розробки і реалізації форсайт-проекту «Інноваційний розвиток Кемеровської області» із виробленням дорожньої карти, розвиток маркетингу територій і маркетингу інновацій. Доведено, що розроблену методику оцінки інноваційного розвитку можна застосовувати не лише для кількісного аналізу інноваційної діяльності в регіоні, але і виявлення існуючих проблем у цій діяльності, вирішення яких сприятиме підвищенню ефективності інноваційного розвитку регіону. Практична значущість роботи полягає в тому, що застосування сформульованих рекомендацій як комплексу дій допоможе Кемеровській області встати на шлях інноваційного розвитку і зайняти стійкі позиції на ринку інновацій. Наукова новизна дослідження полягає в уточненні поняття регіональної інноваційної системи, розробці методики оцінки інноваційного розвитку регіону, що сприяє не тільки кількісному аналізу інноваційної діяльності, а й якісному аналізу існуючих проблем регіонального розвитку регіону. Перспективи даного дослідження полягають у застосуванні розробленої методики в інших регіонах РФ для проведення порівняльного аналізу їх інноваційного розвитку, виявлення загальних і приватних закономірностей і тенденцій. Opis:: The article highlights the problem of preparing future educators for the use of innovative technologies in the educational process of preschool institutions. The necessity of using innovative technologies in the education of future educators is considered, which increases the level of their professional qualities and professional competence in relation to the emotional development of preschool children. The definition of «innovation», «innovative pedagogical technologies» is given. The importance of using innovative pedagogical technologies is revealed and the possibilities of their introduction into the educational process of higher pedagogical institutions are analyzed, because one of the most important strategic tasks at the current stage of modernization of higher education in Ukraine is to ensure quality training at international standards. The main methodological requirements to be met by pedagogical technology are revealed, as well as the main groups of innovative pedagogical technologies are analyzed. The system of work on preparation of future educators for application of innovative technologies in educational process of establishments to school education is offered. It is proved that the developed system of work on preparation of future educators for the application of innovative technologies in the educational process of preschool institutions is effective. Theoretical analysis of philosophical, pedagogical, psychological literature has shown that the use of innovative technologies in education has deep historical roots. Innovation as a socio-philosophical category reflects the dynamics of modern life in all its diversity, permeates all spheres of society, helps to reveal the logic of its development, promotes the selection and synthesis of worldviews and methodological points, is an integral part of human understanding of life experience and, consequently, acquires ontological significance. A creative educator has ample opportunities and unlimited field for innovation, because in practice he can experiment and see the effectiveness of teaching methods. Innovative technologies are gradually becoming the usual means of learning, the use of which makes classes dynamic, bright and much more effective, because the study of phraseology is necessary for the implementation of the tasks of all educational fields. The teacher as a creative person must improve their professional skills: create new or use readymade, taking into account the characteristics of each child or group. Thus, each child individually learns useful information and finds something new, justifies, thinks and on this basis forms their vital competencies, forms himself as a person as a whole, which in turn contributes to the development of innovative personality culture.
У статті висвітлена проблема підготовки майбутніх вихователів до застосування інноваційних технологій в освітньому процесі закладів дошкільної освіти. Розглядається необхідність використання інноваційних технологій у навчанні майбутніх вихователів, що підвищує рівень їх професійних якостей та професійну компетенцію, щодо емоційного розвитку дітей дошкільного віку. Дається визначення поняття «інновація», «інноваційні педагогічні технології». Розкрито важливість застосування інноваційних педагогічних технологій та проаналізовано можливості їх впровадження у навчальний процес вищих педагогічних закладів освіти, адже одним з найважливіших стратегічних завдань на сьогоднішньому етапі модернізації вищої освіти України є забезпечення якості підготовки спеціалістів на рівні міжнародних стандартів. Розкриваються основні методологічні вимоги, яким повинна відповідати педагогічна технологія, а також аналізуються основні групи інноваційних педагогічних технологій. Запропоновано систему роботи з підготовки майбутніх вихователів до застосування інноваційних технологій в освітньому процесі закладів до шкільної освіти. Доведено, що розроблена система роботи з підготовки майбутніх вихователів до за стосування інноваційних технологій в освітньому процесі закладів дошкільної освіти є ефективною. Теоретичний аналіз філософської, педагогічної, психологічної літератури показав, що використання інноваційних технологій в освіті має глибокі історичні коріння. «Інновація як соціально-філософська категорія відбиває динаміку сучасного життя в усьому різноманітті її взаємозв’язків, пронизує усі сфери життя суспільства, допомагає розкрити логіку його розвитку, сприяє виділенню і синтезу світоглядних і методологічних моментів, є невід’ємною частиною осмислення людиною свого досвіду життя і, отже, набуває онтологічного значення». Креативний вихователь має широкі можливості і необмежене поле для інноваційної діяльності, оскільки на практиці може експериментувати і переконуватися в ефективності методик навчання. Інноваційні технології поступово стають звичними засобами навчання, використання яких роблять заняття динамічними, яскравими і набагато результативнішими, адже вивчення фразеології необхідне для реалізації завдань усіх освітніх галузей. Педагог як творча особистість повинен удосконалювати свою професійну майстерність: створювати нове або використовувати вже готове, враховуючи особливості кожної дитини чи групи. Таким чином, кожна дитина індивідуально пізнає корисну інформацію і знаходить для себе щось нове, обґрунтовує, продумує і на основі цього формує свої життєво необхідні компетенції, формує себе як особистість в цілому, що у свою чергу, сприяє розвиткові інноваційної культури особистості.
