    Purpose Investigation of the current state and determination of the role of information systems and technologies in the management of the enterprise to increase the effi ciency of making managerial decisions. Results Th e introduction and use of information systems and technologies is an indispensable condition for the activities of a modern enterprise. It facilitates the adoption of sound management decisions: increasing the competitiveness of an enterprise and enhancing economic security. Th is will not only ensure the eff ectiveness of making managerial decisions in the activities of the enterprise, and as a consequence will be a guarantee of the development of the country’s economy. Discussion Th e development of the world economy is greatly infl uenced by the dynamic development of the world market of information systems and technologies, as the introduction of new information systems and technologies makes it possible to increase the effi ciency of using enterprise resources, optimize business processes of production, facilitate the exchange of information, and much more. Th e use of information systems and technologies by enterprises in their work allows solving tasks from operational management to improving the eff ectiveness of making managerial decisions.

    The paper is devoted to the issue of communication processes at enterprise, the quality of which is largely determined by the organizational information culture. The phenomenon of information culture is considered as a component of mankind culture, which has peculiarities at the level of personality, society and enterprise staff as a local community. The essence of information culture is a set of material and spiritual values of person or community in the field of information activity. Information culture of enterprise is a part of its organizational (corporate) culture and interacts with it, as well as its development is influenced by the interaction of subcultures in the organization. Study of information culture at this level is important not only due to the fact that the comfort of staff, formal and informal communication depend on it, but also due to the fact that effectiveness of communication affects quality and efficiency of the of production tasks and enterprise mission implementation. Purpose. The purpose of the paper is to determine the place of organizational information culture in the system of objects of personnel management and the possibilities of managerial influence on its development. Methods. The following methods have been used in the article: critical analysis of scientific sources and results of practical experience, structural-functional analysis (used to determine the structure of the information culture in relation to its functions), modeling (to specify the methods of managerial influence on the development of information culture), systematization (for the analysis of existing definitions of the "information culture" concept), generalization (in the formation of intermediate conclusions and final conclusions). Results. Organizational information culture is understood in the author's conception as the unity of three components: 1) a set of tools and technologies for searching, producing, storing and transmission of information; 2) competencies of the staff to work with information and to implement the communication process; 3) basic principles, norms, ideas (both official and informal) about organization of communications at enterprise. It is at the enterprise level that system purposeful management of the information culture development has the greatest potential. The main ways of managing the organizational information culture development are: organizing of trainings, master classes, other forms of intensive training as a part of information work; software and office equipment upgrading; providing clear transparent system of requirements for the communication establishing, their promotion and encouragement of the staff to comply with them.

    Проанализирована динамика развития сектора информационных технологий, который непосредственно влияет на становление информационного бизнеса. Предложено определение понятий «слияние», «поглощение», «концентрация и консолидация капитала». Определены и исследованы подходы управления процессом концентрации и консолидации капитала. Значительное внимание уделено способам повышения эффективности концентрации капитала в области международного информационного бизнеса, поскольку применение классического ориентированного подхода является нецелесообразным. Подробно описан целевой подход эффективного управления капиталом в случае его концентрации и консолидации. Проанализирована схема организационно-экономического механизма процесса концентрации и консолидации управления капиталом
    The last decade of the 20th century and the beginning of the 21st century are characterized by an unprecedented intensification of the processes of mergers and acquisitions of the companies both in the developed and the developing countries. The companies working in information business underwent changes. The question arises of the expediency of the processes of mergers and acquisitions, of the efficiency of consolidation and concentration of capital in the field of information business. The aim of the research is the development of a methodological approach and the formation, based on it, of the mechanism of organizational and economic concentration and consolidation in the management of information business in modern global economy. The main research methods are dialectical method of scientific knowledge, general scientific methods of analysis and synthesis, comparative analysis and generalization of data. The conducted research into the volumes of mergers and acquisitions in the sector of information technologies, which directly affects the formation of the information business, has allowed revealing that the creation of new business models through the merger of capital caused bankruptcies. It is proven that 70% of profitable agreements were not implemented because of the not properly elaborated system of integration of the companies. We made a conclusion that due to the absence of an efficient mechanism for mergers and acquisitions of capital, after the processes of integration many companies in the information business did not have the opportunity to function efficiently. It was revealed that to ensure management of the concentration of capital it is necessary to identify and study related processes; to establish a set of conditions and parameters that characterize each process; to assign a manager who would manage and monitor a single simple process. The scientific novelty of the obtained results is the substantiation of the necessity of the application of organizational–economic mechanism during consolidation and concentration of capital in the information business based on the analysis of the dynamics of mergers and acquisitions in the sector of information technologies. The practical significance of the obtained results is the possibility of application of organizational–economic mechanism during mergers and acquisitions of capital in the information business. The application of this mechanism will improve the process of consolidation and provide the ability to control the capital and make the necessary changes on the consistent and regular basis. The processes of managing the concentration and consolidation of the capital are new for the economies of the world, so the trends of their occurrence define the directions of further research.
    Для останнього десятиліття ХХ ст. і початку ХХІ ст. характерна безпрецедентна активізація процесів злиття і поглинання компаній як у розвинених, так і в країнах, що розвиваються. Зазнали змін компанії, які працюють в інформаційному бізнесі. Постає питання доцільності процесів злиття та поглинання, ефективності консолідації і концентрації капіталу в галузі інформаційного бізнесу. Мета дослідження – розробка методичного підходу й формування на його основі механізму організаційної та економічної концентрації і консолідації керування в інформаційному бізнесі в сучасній глобальній економіці. Основні методи дослідження – діалектичний метод наукового пізнання, загальнонаукові методи аналізу і синтезу, порівняльного аналізу й узагальнення даних. Проведене дослідження обсягів злиття і поглинання в секторі інформаційних технологій, який безпосередньо впливає на становлення інформаційного бізнесу, дозволило виявити, що створення нових бізнес-моделей за рахунок злиття капіталів спричинило банкрутства. Доведено, що 70% вигідних угод не було реалізовано через недостатньо продуману систему інтеграції компаній. Зроблено висновок, що внаслідок відсутності розробленого дієвого механізму злиття та поглинання капіталу після процесів інтеграції багато компаній в інформаційному бізнесі не мали можливості ефективно функціонувати. Виявлено, що для забезпечення керування концентрацією капіталу необхідно визначити та вивчити споріднені процеси; сформувати набір умов і параметрів, що характеризують кожен процес; призначити менеджера, який керував би й проводив моніторинг лише одного простого процесу. Наукова новизна одержаних результатів – обґрунтування необхідності застосування організаційно-економічного механізму під час консолідації та концентрації  капіталу в інформаційному бізнесі на основі аналізу динаміки злиття і поглинання в секторі інформаційних технологій. Практичне значення одержаних результатів полягає в можливості застосування організаційно-економічного механізму в ході злиття та поглинання капіталу в інформаційному бізнесі. Застосування цього механізму дозволить удосконалити процес об’єднання та надасть можливість контролювати капітал і здійснювати необхідні зміни на постійній і регулярній основі. Процеси керування концентрацією та консолідацією капіталу нові для економік світу, тому тенденції їх проходження визначають напрямки подальших досліджень. Рис. 2. Бібл. 9.

    The topic’s urgency is due to the need to improve the mechanisms of information security of fire safety in terms of management of a unified state system of civil protection, the need to give priority to the processes of informatization of management in ensuring civil protection of Ukraine. The Constitution of Ukraine recognizes man, his life and health, honour and dignity, inviolability and security as the highest social value. The establishment and protection of human rights and freedoms is the main duty of the state. In view of this, one of the priorities of state policy is to protect the population from fires and ensure appropriate fire safety measures. Information activities are considered as a necessary component of the organization of public administration in the field of civil protection and the work of management and specialists, the implementation of tasks directly related to the regulation of security processes. The focus on the issues of information support of civil protection, in particular fire safety, is determined by the fact that in modern conditions the need to strengthen the effectiveness of state control measures in this area is of particular importance. The main approaches to solving the problems of improving the management of the unified state system of civil protection, its information and legal support are outlined. It is emphasized that the regulation of the social sphere is one of the main functions of the state. In the social sphere of the state, civil protection has such functions as political and legal. Emphasis is placed on the use of positive experience of European countries, which have implemented preventive measures based on a risk-oriented approach that is directly related to information security of fire safety. The need to improve the information and legal support of the processes of implementation of strategic objectives of protection of national interests of Ukraine in the field of civil protection is taken into account. It is emphasized that in modern conditions the implementation of an effective information policy during emergencies of man-made, social and natural nature is of particular importance. It is recognized that it is impossible to ignore threats in the field of national security of Ukraine, the need to monitor emergencies, which due to the causes and scale of spread are not limited to the borders of one state. Emphasis is placed on the mechanisms of information response of Ukraine to emergencies of this scale, as well as the fact that the mechanism of crisis response and management should be supported by various institutional and procedural mechanisms within unified information system, Crisis Platform, which may be activated during threats, and provide an immediate response to them. Fire safety information is related to the problem of timely response to threats arising from crises (civil and military) outside it.
    Актуальність дослідження зумовлена потребою вдосконалення механізмів інформаційного забезпечення пожежної безпеки в аспекті управління єдиною державною системою цивільного захисту, необхідністю надання пріоритетності процесам інформатизації управління у забезпеченні цивільного захисту України. Конституцією України людина, її життя і здоров’я, честь і гідність, недоторканність і безпека визнаються найвищою соціальною цінністю. Утвердження і забезпечення прав і свобод людини є головним обов›язком держави. З огляду на це одним з пріоритетних напрямів державної політики є захист населення від пожеж і забезпечення належних заходів пожежної безпеки. Інформаційну діяльність розглянуто як необхідну складову організації державного управління у сфері цивільного захисту й роботи керівного складу та фахівців, виконання завдань, які пов’язані безпосередньо з регулюванням процесів безпеки. Концентрація уваги на проблематиці інформаційного забезпечення цивільного захисту, зокрема пожежної безпеки, визначається тим, що особливого значення в сучасних умовах набуває необхідність посилення ефективності заходів державного контролю у цій сфері. Окреслено основні підходи до розв’язання проблем підвищення ефективності управління єдиною державною системою цивільного захисту, її інформаційно-правового забезпечення. Наголошено, що регулювання соціальної сфери є однією з головних функцій держави. У соціальній сфері держави цивільний захист має такі функції, як політична і правова. Зроблено наголос на використанні позитивного досвіду країн Європи, в яких впроваджено превентивні заходи на основі ризик-орієнтованого підходу, що безпосередньо пов›язаний з інформаційним забезпеченням пожежної безпеки. Враховано потребу вдосконалення інформаційно-правового забезпечення процесів реалізації стратегічних завдань захисту національних інтересів Україні у сфері цивільного захисту. Наголошено, що в сучасних умовах особливе значення має здійснення ефективної інформаційної політики під час надзвичайних ситуацій техногенного, соціального та природного характеру. Визнано неможливість ігнорування загроз у сфері національної безпеки України, потреби моніторингу надзвичайних ситуацій, які за причинами виникнення та масштабами поширення не обмежуються кордонами однієї держави. Акцентовано увагу на механізмах інформаційного реагування України на надзвичайні ситуації такого масштабу, а також на тому, що механізм реагування на кризи та управління ними повинен бути підкріплений різними інституційними та процесуальними механізмами в рамках єдиної інформаційної системи, Кризової платформи, які можуть активізуватись під час виникнення загрози й забезпечувати негайну реакцію на них. Інформаційне забезпечення пожежної безпеки пов’язано з проблемою своєчасної реакції на загрози, що виникають унаслідок криз (цивільного та воєнного характеру) поза його межами.

    Opis:
    Здійснено періодизацію розвитку електронного діловодства в Україні на проміжку 1991–2020 років. Використовуючи історичний підхід, виділено п’ять основних періодів формування та становлення електронного діловодства в Україні на означеному проміжку часу. Виявлено характерні ознаки автоматизації діловодних процесів, притаманні кожному з виокремлених періодів. З’ясовано пріоритети держави 2015–2021 років у сфері електронного діловодства, якими є надання електронних послуг та впровадження системи електронної взаємодії органів виконавчої влади у діяльності організацій. Наведено дані щодо стану підключень організацій України до системи електронної взаємодії органів виконавчої влади. На основі наведених даних зроблено висновок про зростання частки впроваджень інформаційних автоматизованих систем, зокрема, систем електронного документообігу в діяльності організацій в останні два роки та їхньої інтеграції з системою електронної взаємодії органів виконавчої влади.
    The article presents the periodization of the development of electronic records management in Ukraine between 1991–2020. Based on a historical approach, there are five main periods of formation of electronic records management in Ukraine singled out. The main сharacteristics of automation of records management processes, appropriate to each of the selected periods, are delineated. The priorities of the government of 2015–2021 in the field of electronic records management are also clarified, the main of which are the provision of electronic services and the implementation of a system of electronic interaction of executive authorities. The article presents data on the state of connections of Ukrainian organizations to the system of electronic interaction of executive authorities. Based on the above data, it is concluded that the part of implementation of automated information systems, in particular, electronic records management systems in the activities of organizations and their integration with the system of electronic interaction of executive authorities increased in the last two years.
    W artykule przeprowadzono periodyzację rozwoju elektronicznego zarządzania dokumentacją w Ukrainie w latach 1991–2020. Wykorzystując podejście historyczne, wydzielono pięć głównych okresów kształtowania się i formowania się elektronicznego zarządzania dokumentacją w Ukrainie w analizowanym okresie. Przedstawiono cechy charakterystyczne automatyzacji procesów elektronicznego zarządzania dokumentacją właściwe dla każdego z wydzielonych okresów. Wyznaczono również priorytety państwa w latach 2015–2021 w zakresie elektronicznego zarządzania dokumentacją, na które się składa świadczenie usług elektronicznych oraz wdrożenie systemu elektronicznej interakcji organów władzy wykonawczej w działalności organizacji. W artykule przytoczono dane dotyczące stanu podłączeń ukraińskich organizacji do systemu elektronicznej interakcji organów władzy wykonawczej. Na podstawie przedstawionych danych stwierdzono wzrost udziału wdrożeń zautomatyzowanych systemów informacyjnych, w szczególności elektronicznych systemów obiegu dokumentów w działalności organizacji w ostatnich dwóch latach oraz ich integracji z systemem elektronicznej interakcji organów władzy wykonawczej.
