    Opis:
    At the present stage of changes in the management of preschool education, the issue of conducting a perfect system of control actions aimed at the activities of preschool education is becoming increasingly important. It is quite difficult for a modern director of a preschool institution to achieve a high level of educational activity without carrying out certain control actions. Control over the management of a preschool institution requires an examination of the educational environment, the educational process and the results of the educational process. Accordingly, an inexperienced director needs additional knowledge and skills that he can acquire within higher education. The purpose of the article is to characterize and analyze the peculiarities of forming the ability of the future director of preschool education to carry out internal monitoring at the present stage of development of higher education in Ukraine. The article analyzes the issue of control in the management of preschool education and finds that the formation of a perfect system of internal quality assurance of preschool education directly depends on internal control through which you can monitor the level of educational services in preschool education and prepare for external control; types of control in the theory and practice of preschool education management are characterized; the author’s definition of the term «ability of the future director of the preschool institution to carry out internal monitoring» is given; educational and methodological support was analyzed, namely several special courses that help increase the level of ability of directors of preschool education institutions to carry out internal monitoring; It was clarified that the future director of a preschool institution should be knowledgeable both in the field of management and in various specific areas and be able to apply their knowledge, skills and abilities in practice; the interpretation of the definition of “monitoring” is generalized and defined as a system of measures, which includes: control, observation, forecasting, collection, processing, storage and dissemination of information on the educational process of preschool education. It is established that for effective management the future director of preschool education must be able to organize the teaching staff, parents and children, be able to conduct internal control, perfectly select the latest, specific information, be able to creatively, quickly and thoughtfully make non-standard management decisions. management activities, the ability to encourage the teaching staff, etc. During the analysis of information sources it was found that the priority of the director is the formation of the internal quality assurance system of preschool education and stated that internal inspections are no less important than external, and study the level of training of teachers, analysis of internal violations and their elimination is a prerequisite for preparation for external control.
    На сучасному етапі змін в управлінні закладом дошкільної освіти усе більшої актуальності набуває питання проведення досконалої системи контролювальних дій, що спрямована на діяльність закладу дошкільної освіти. Сучасному директору закладу дошкільної освіти (ЗДО) досить складно досягти високого рівня освітньої діяльності без проведення певних контролювальних дій. Контроль в управління закладом дошкільної освіти потребує перевірки освітнього середовища, освітнього процесу та результатів освітнього процесу. Відповідно, недосвідчений директор потребує додаткових знань та умінь, які він може здобути в межах вищої освіти. Мета статті – схарактеризувати та проаналізувати особливості формування здатності майбутнього директора ЗДО до здійснення внутрішнього моніторингу на сучасному етапі розвитку вищої освіти України. В статті проаналізовано питання контролю в управління закладом дошкільної освіти та з’ясовано, що становлення досконалої системи внутрішнього забезпечення якості дошкільної освіти безпосередньо залежить від внутрішнього контролю за допомогою якого можна відстежити рівень надання освітніх послуг в закладі дошкільної освіти та попередньо підготуватися до зовнішнього контролю; схарактеризовано типи контролю в теорії та практиці управління дошкільною освітою; подано авторське визначення терміносполуки «здатність майбутнього директора закладу дошкільної освіти до здійснення внутрішнього моніторингу»; проаналізовано навчально-методичне забезпечення, а саме декілька спецкурсів, що сприяють підвищенню рівня сформованості здатності директорів ЗДО до здійснення внутрішнього моніторингу; з’ясовано, що майбутній директор закладу дошкільної освіти має бути обізнаним як у галузі управління, так і в різних специфічних галузях та вміти на практиці застосовувати свої знання, уміння й навички; узагальнено тлумачення дефініції «моніторинг» та визначено його як систему заходів, що містить у собі: контроль, спостереження, прогнозування, збір, оброблення, зберігання й поширення інформації щодо освітнього процесу закладу дошкільної освіти. Встановлено, що для ефективної управлінської діяльності майбутній директор закладу дошкільної освіти повинен уміти організовувати педагогічний колектив, колектив батьків та дітей, уміти проводити внутрішній контроль, досконало добирати новітню, конкретну інформацію, мати здатність творчо, швидко та обдумано приймати нестандартні управлінські рішення, виявляти ініціативу в управлінській діяльності, спроможність заохочувати педагогічний колектив тощо. В ході аналізу інформаційних джерел з’ясовано, що пріоритетним напрямом роботи директора є формування внутрішньої системи забезпечення якості освіти ЗДО та констатовано, що внутрішні перевірки є не менш важливими ніж зовнішні, а вивчення рівня підготовки педагогічних працівників, аналіз внутрішніх порушень та їхнє усунення становить обов’язкову умову підготовки до зовнішнього контролю.

    This scientific article is devoted to the study and definition of technical control of motor vehicles, with an emphasis on it as an independent specific legal definition and special features. Control is a mandatory procedure for some areas of management, and the transport sector is the most important sector that meets the needs of the population and businesses in transportation, including road transport. In general, the sphere of management is characterized by supervisory and control actions carried out by authorized persons, including public authorities and local governments in order to comply with legislation on standards, quality, compliance, etc. The objects of these actions may be vehicles, including cars, their units, mechanisms, and the procedure is called technical control. It is through technical control that road transport is maintained in good condition and subject to safe use. The economic and legal principles of technical control are that it is carried out in respect of motor vehicles used by economic entities for its implementation and maintenance. Due to the positive conclusions of the technical control, the business entity can carry out transportation, operate a vehicle of proper quality in terms of its technical and technological characteristics. Technical control carried out by specially authorized state bodies is a means of state regulation, the purpose of which is to detect and prevent qualitative and technical violations of the vehicle, which are detected by periodic inspections and documented. Technical control can be mandatory and optional, apply to various types of road transport, be permanent and periodic. Permanent is carried out on a corporate basis, ie before each operation of the vehicle by a specially authorized person of the business entity with mandatory documentation. The prospect of developing technical control is its implementation through the widespread use of the latest modern information and digital technologies that save time and human resources. These technologies allow for technical control with high quality in accordance with current international standards and regulations. This requires constant monitoring of international standards and regulations, in order to further amend the current domestic transport legislation, in particular on road transport, the Laws of Ukraine “On Road Transport”, “On Road Traffic”, “On National Police”, etc.
    Дана наукова стаття присвячена дослідженню і визначенню технічного контролю щодо автомобільних транспортних засобів, з акцентом на його як самостійній певній специфічній правовій дефініції та спеціальних ознаках. Контроль є обов›язковою процедурою для деяких сфер господарювання, а транспортна сфера є найважливішою галуззю, яка задовільняє потреби населення й суб›єктів господарювання в перевезеннях, у тому числі й автомобільним транспортом. Взагалі для сфери господарювання притаманним є наглядово-контрольно дії, які здійснюється уповноваженими особами, у тому числі й органів державної влади і місцевого самоврядування з метою дотримання норм законодавства щодо стандартів, якості, відповідності, тощо. Об›єктами зазначених дій можуть бути транспортні засоби, у тому числі автомобілі, їх агрегати, механізми, а процедура називається технічний контроль. Саме завдяки здійсненню технічного контролю автомобільний транспорт підтримується у належному стані та підлягає безпековому використанню. Господарсько-правові засади технічного контролю полягають у тому, що він здійснюється щодо автомобільних засобів, які використовуються суб›єкти господарської діяльності для її здійснення і забезпечення. Завдяки позитивним висновкам технічного контролю суб›єкт господарювання може здійснювати перевезення, експлуатувати транспортний засіб належної якості з точки зору його технічних і технологічних характеристик. Технічний контроль, який здійснюється спеціально уповноваженими державними органами є засобом державного регулювання, мета якого полягає у виявленні й попередженні якісно-технічних порушень транспортного засобу, які виявляються за допомогою періодичних перевірок та оформлюються належним документом. Технічний контроль може бути обов›язковим та необов›язковим, стосуватися різноманітним видам автомобільного транспорту, бути постійним та періодичним. Постійний здійснюється на корпоративних засадах, тобто перед кожною експлуатацією транспортного засобу спеціально уповноваженою особою суб›єкта господарювання з обов›язковим документальним оформленням. Перспективою розвитку технічного контролю є здійснення його шляхом широкого застосування новітніх сучасних інформаційно-цифрових технологій, які дозволяють економити час й людські ресурси. Зазначені технології дозволяють проводити технічний контроль із забезпеченням високої якості у відповідності із чинними міжнародними стандартами й нормативами. Для цього необхідний постійний моніторинг міжнародних стандартів й нормативів, задля подальшого внесення змін у вітчизняне чинне транспортне законодавство, зокрема щодо автомобільних перевезень, це до Законів України «Про автомобільний транспорт», «Про дорожній рух», «Про національну поліцію», тощо.

    Стаття присвячена одному із важливих аспектів трансформації місцевого управління в напрямку від галузевого підходу до територіального на основі поєднання функціонального і просторового розвитку. Розкрито форми та способи трансформації на базі культури публічного управління та адміністрування, а саме феномену культури, зокрема у сфері самоуправління та самоорганізації населення міста, управління територією та муніципального управління. Проаналізовано та узагальнено перший в Україні досвід впровадження однієї із технологій сучасного управління містом на основі міжнародних стандартів управління якістю ISO 9001:2000 на прикладі курортного міста Бердянськ у Запорізькій області. Розглянуто перспективи поширення практики муніципального управління у пострадянських країнах.
    The article deals with one of the most important aspects of the local control transformation in the direction from sectoral approach to territorial one based on the combination of functional and spatial development. The forms and methods of transformation on the basis of the public management culture and administration are disclosed, namely cultural phenomenon, particularly in the sphere of self-government and self-organization of the population of the city territory and municipal management. The first experience of implementation in Ukraine of one of the modern technologies of city management based on the international quality management standards ISO 9001:2000, for example, the Spa town Berdyansk in the Zaporozhye region is analyzed and summarized. The prospects for the spread of the municipal governance practice in post-Soviet countries are discussed.
