Opis:
The public policy is a modern concept of political science which has appeared in the middle of the XX century and there is in a condition of continuous updating that specifications. In search of the universal definition of public policy authors are guided generally by philosophical and axiological, spatial and functional options of a scientific explanation of this phenomenon. Philosophical and axiological definition of public policy since Renaissance defined key problems which became the subject of the analysis for modern researchers of this direction. Philosophical reflections on a concept of the fact what is "public", "private", "sphere" and so on. have laid the foundation of a meta-analysis of studying of public policy and have defined conceptual borders for further theoretical searches. Functional interpretation of category "public policy" is rather wide and versatile it is provided in works of researchers of many methodological approaches and theories which connect it with the decision-making process and political and managerial processes. Managerial measurement of public policy allows determining intuitional and technological capabilities of actors of the political process in making public decisions. Close connection of a policy and the state conformable with the ideas of representatives of institutional and neoinstitutional approaches that considered a public policy both as dependent and as independent variable at the same time at the center of scientific research permanently there was an analysis of communication of institutes and society. The criticism of neoinstitutionalism led to a defensive line of authors of this direction and, as a result, before the appearance of new theories in 90's of the XX century, which explain a concept of a public policy taking into account the current trends. First of all, it concerned a study of new institutes and a new role of traditional political institutes in formation of a public policy. The system theory has brought adjustments in essence of the characteristic of public policy. According to the logic of system approach, the modern public policy is complete, dynamic system which is independently updates, organizes and develops. It consists of the interconnected and interacting elements which unite in steady unity with the external environment by means of many factors and conditions of interaction with external. Inclusion by scientists of different schools in the analysis of public policy of such actors as groups of interests, civil society, expert-analytical communities, political parties, has allowed to detail the considered concept. Display in a concept of public policy of not hierarchical communications and structures has become possible because of coalition approach and the theory of political networks. The public policy by means of the theory of networks is considered as concrete types of mediation of interests of different actors (state і non-state) and as the specific form of government. Use of reality of public policy by means of a spatial concept gives the chance to analyse different types of interactions of the individual and collective actors both institutionalized, and not institutionalized in the course of implementation of the power and influence on it in specific political environment which is a complicated developing system with it's ow laws and borders. The public space at all levels (global, regional, national) is constantly changeable structure which is formalized and filled with meanings under the influence of actors. As a result of the retrospective analysis of approaches which operationalize public policy was provided the author's vision of this phenomenon. Public policy is understood as the reasonable interaction of the public actors (institutionalized and not institutionalized, formal and informal) which by means of own resources, functional mechanisms, cultural and valuable and precepts of law, have an opportunity to reveal, implement, analyze and control valid socio-political problems. Since 90's of the XX century, scientists adapt conceptual sense of public policy of the national contexts on the basis of that experience of the state and cultural and valuable changes. The main problem, in this case, is that the above-stated categories not always answer the contents, especially in the conditions of transitional systems. For formation of idea of essence of public policy in the transformed countries it is necessary to use such explanations of these categories which would consider absence of full-fledged civil society and communication between all actors of political process. Specification of categories according to political reality can be the way out. So, the concept public policy is permanently transformed because of changeable political reality that puts representatives of different schools of sciences before a problem of fixed search of new explanations of its content. For the objective reasons, the methodology of political science appeared incapable of giving the answer to a question independently: what is public policy? This opportunity appears only on condition of participation of such sciences as economy, sociology, managing sciences, state administration, systemology, etc.

In the article the toolkit public opinion in modern Ukraine. Directions strengthening social solidarity and new forms of influence on public opinion in modern Ukraine. Characterized the main task of political analysis of public opinion. Comments on the specifics influence public opinion and its functions. It is concluded that the tool is inherent in public opinion is unsystematic. The necessity consistency in use of formation solidary society and promote the idea of Ukrainian national solidarity. The attention on the need to track sentiment of society. The need for attention to the content of media market. The article also describes the main indicators of public opinion. Contact politician or political force, which would be formed through such interactive forms, while almost absent. Communication state and society leads to a distortion of reality and the possibility to influence the coverage of certain events. In light of the obvious failure of state intervention in the sphere of public interests, policies, practices, scientists searching for new meaning social interaction, which is based on the following social processes, association, recognition, communication, understanding and trust. These processes are important components of the idea of solidarity. The policy takes the highest percentage discussion ordinary citizens of our country together.

Opis:
The issues of civic participation in configurations of movements, associations, organizations and associations as a potential catalyst of democratic transformation of democratic processes in modern Ukraine are examined in the article. Civic participation is understood as the methods and means of communication in the form of exchanges outlined by institutional and value ordering system. It is studied that an important incentive for a citizen’s participation in social and political life is trust/distrust, which acts as a catalyst, a specific type of communication links that makes development of socio-political sphere more dynamic. Distrust is the special type of communication links, which creates political control and demand of accountability from institutions of political power. It was investigated that civic participation through displays of communication capacity, has an ability to implement the national practice of the three-phase model of socio-political transformation, liberalization, democratization, democratic consolidation. Unfortunately, in modern terms this process is reduced to the functions of «mass suggestion ritual», which aims to «convince citizens in their involvement» in the political process.

The paper characterizes the reflections of Russian historians, journalists and publicists regarding the election of Ferdinand Coburg as Prince of Bulgaria. These reflections are part of the socio-political discourse of the Russian Empire in 1887–1917. The concept of “socio-political and scientific discourse” is understood by us as a complex of texts – articles, monographs, news reports, cartoons, journalism, as well as the result of social, political, international, cultural, pragmatic, cognitive and philosophical factors characteristic of the Russian Empire in the late 19th and early 20th centuries. The reflection of the election to the Bulgarian throne of Ferdinand Coburg in the socio-political and scientific discourse of Russia has not previously been the subject of specific historical research. The public interest of the Russian Empire in the election of Ferdinand to the Bulgarian throne in 1887 was determined by the great importance of this Balkan country in the geopolitical plans of the empire. The assessments of the Russian public of this event depended on its perception by the official Russian government. The autocratic government had a decisive influence on the opinion of intellectuals, and the imperial narrative, even after the 1905 Revolution, continued to largely determine the evaluative approaches of both liberal and conservative authors. We can trace the differences in the perception of the fact of the election of Coburg to the Bulgarian throne by representatives of the liberal and conservative trends

Opis:
One of the most important indicators of democratization and openness of a country is holding of free and democratic election. Conducting honest and open elections has an important meaning for creating a positive image of Ukraine on the international scene, as well as evidence that the country fulfills its obligations to protect human rights and freedoms. One of the means of controlling elections is participation of official observers and community. To a large extent from their conclusions about legitimacy of elections or, conversely, violation of the electoral law depends on the international community's recognition of legitimacy of the newly elected authorities. Organization of election observation by public organizations is one of the most significant dimensions of democratic development around the world. Non-party election observation and control by NGOs are also aimed at ensuring the integrity of election through deterrence and disclosure of violations and falsifications, prevention and mitigation of electoral violence and provision of recommendations for improvement of electoral processes. There are two main criteria for classification of public observers – by country of origin (internal and external (international)) and time (long-term and short-term). Internal official observers are representatives of candidates for deputies, political parties (blocs) or non-governmental organizations. International observers are observers representing foreign states and international non-governmental organizations. Long-term observers, as a rule, are involved in monitoring electoral process at all (or most) stages, and short-term observers, as a rule, focus on monitoring activities on an election day, that is, they are primarily interested in voting and counting procedures. The right of official observers from non-governmental organizations, from foreign states and international organizations to officially monitor the course of the election process is determined in the Law of Ukraine "On Elections of People's Deputies of Ukraine". In particular, Article 78 of the Law states that the permission to have official observers during election of deputies has only a public organization whose statutory activities include election process and its monitoring and which is registered in accordance with the procedure established by law, not later than sixty days before a voting day. Analyzing the quantitative characteristics, activities and reports of official observers from international organizations and public organizations on monitoring the progress of the parliamentary elections in Ukraine in 2002-2014, we observe the growth of their participation in elections which promotes democracy, openness of elections and recognition of legitimacy of their results. It is worth noting that the reports of official observers noted that despite some violations of the electoral law, the elections of people's deputies of Ukraine in 2002-2014 were conducted in accordance with the national electoral law, international obligations and standards of democratic elections. The reports witnessed democratic, transparent and legitimate Ukrainian elections, ensuring basic civil rights and freedoms. Among the series of recommendations it was proposed to codify the electoral legislation of Ukraine. Recommendations provided to the election process participants following election observation campaigns in Ukraine, their consideration by state institutions in the preparation of election legislation and holding of further elections will contribute to the improvement of the electoral process.

The article is focused on the scientific and practical research of the problem of distinction of administrative and other legal relations arising during the implementation of anticorruption policy of the modern legal state. Purpose. The objective of the article is to determine theoretical and practical principles of delimitation between administrative and other legal relations that arise during the implementation of anti-corruption policy in Ukraine. Methods. The author of the research has applied formal and legal, historical and legal, logical and method of system and structural analysis. Results. The author has considered the most important features of administrative and legal relations as the main form of the implementation of anticorruption measures. The author has analyzed the major doctrinal approaches to determining legal content and value of the distinction of different types of legal relations in the anticorruption field to find the best practical ways of counteracting corruption as a negative social phenomena and overcoming corruption in society. It has been noted that the basic form of the practical implementation of anticorruption regulations is administrative and legal relations, as they occur in the sphere of public administration, cover all major types of anticorruption measures, are spread to the actions of state officials and are implemented, especially by the executive state authorities through regulative, prescribing, everyday actions and decisions on combating corruption as an extremely dangerous negative social phenomena for normal functioning of the society.

Opis:
The situation in the east of Ukraine actualized issues of the state security. The attempts to identify subjects of public policy, who influenced on reduce level of national security of Ukraine, are made in this article. The author considered different approaches to the definition of public policy, kinds of its subjects. Scientists understand public policy as a state policy; as society policy, which protects the society interests; associate it with transparent policy; define it as statements and activities of politicians who were promulgated. Different definitions of the public policy research showed that it depends on scientific interests of the researcher. For example, specialists of administrative law usually identify public policy with state policy, and therefore understand it as a program and activities of the state authorities. In the same time political scientists consider public policy widely, as programs, activities, power struggle of different political and social actors, whose ideas are promulgated and it can become part of state policy. Public policy is a very dynamic phenomenon in the modern world and has many features in each country. Transformation processes in different spheres of social life are still occurring in Ukraine. There are still no established mechanisms through which state policy can be formed and realized. Social and political forces use different ways of influence on decision-making by state authorities. Thus public policy in Ukraine do not need to be identified only with the state policy («American tradition»), but it need to be understood as a purposeful activity of active representatives of state authorities, social and political forces that have a clear goal, spread their ideas in society and try to implement it through legislation («European tradition»). The author offers subjects of public policy to divide into external and internal. Representatives of power of another state (states) and international political and social forces are external subjects of public policy. Representatives of state power, political and social forces of the same state (or one political union) are internal subjects of public policy. Expressions, statements, activities of representatives of Russian Federation (external subjects of public policy), which influenced on reducing level of national security of Ukraine, are given in this article. Also there are showed the list of subjects, who according to Ukrainian legislation, should detect and prevent threats to national security. Instead of this internal subjects of public policy made statements and accepted the legal acts that contained threats to the national security of Ukraine. The author noted the problems that became public reasons for conflicts in Ukraine. External and internal subjects of public policy mostly used the ethnic, linguistic and religious contradictions of Ukrainian society to reduce the security of t he state. Influence external and internal subjects of public policy on Ukraine security were powerful. Deliberate and well organized their activity was conducted in several directions and contained different ways: 1) forming of anti-Ukrainian ideology; 2) creating organizational structures which must spread this ideology (political parties, associations, and even religious organizations); 3) searching supporters of this ideology among representatives of state authorities; 4) implementation of main provisions of ideology in state policy; 5) adoption of legislation corresponding to this policy. This practice, according to the author, suggests that public policy is neutral notion. It doesn’t mean that this policy is created and implemented for benefit of society. This qualitative characteristic can be used only for some kinds of public policy, when its aim really is provide interests of society.

The notion of Kresy Wschodnie till nowadays remains one of the most arguable matter and is not clearly determined among historians and politicians, that's why has a reflection in present and influences public and political life in modern countries. In the article the meaning of this territory is analised as well as its perception in collective conscience, use of Kresy Wschodnie in political plans by Polish parties, also in Polish public and political opinion in times of World War I and at the beginning of formation of independent Poland. Polish socio-political opinion during the World War I and at the beginning of formation of independent Poland, namely Second Polish Republic, reflected main views, concepts, plans of Polish parties and had practical value for determination of Polish borders. Kresy Wschodnie was considered by Poles as ancient Poland and according to them this native land was full of strong-willed, talented people, who glorified Poland. The Poles who lived on eastern lands and belonged to Russia after the division of Poland kept trying to restore the Polish state system. November and January uprisings in XIX century, intense work and formed political parties implied to join these lands to the future state of Poland. World War I gave hope to Poles for gaining autonomy and independence. Authority appeals to the Polish nation in Russia, Germany and Austria-Hungary were referred to Poles to support ruling establishment. Different foreign policy: pro-Russia and pro-Austria-Hungary; different ideological attitudes and directions did not stop Polish political forces from joining for creating their own state after Germany and Austria-Hungary made a Declaration of Independence for Kingdom of Poland in November 5, 1916, as well as Russian Provisional Government Appeal of acknowledgement of independent united Poland in March 1917. The appearence of independent Poland after World War I forced topical issues to be solved: to define eastern borders, status of Kresy Wschodnie, political attitude towards people on these lands. This matter had two main directions. Endecja was pro-Russia and considered Russia to be an ally in future war with Germany. The National Democracy programme meant restoration of Polish lands from 1772. This included western Ukrainian lands (Kiev region, Volyn, Podil, Galicia), some part of Lithuania and Belarus. However, proclamation of new rules of international life by American President Woodrow Wilson, which were supported by Entente countries, the policy of Left governments put conditions that Endecja agreed to the part of eastern territory defined by Treaty of Riga. The policy of land incorporation was aimed at making a country nationally similar and could become an ally to Russia. This explains why Endecja did not suggest maximum territorial programmer at the east and could compromise with Russia. Lots of scientists a political figure explained such position for negotiation at international level. According to Lefts forces regarding Kresy Wschodnie, namely Polish Socialist Party, and thier leader J. Pilsudski, Ukrainians, Belarusians and Lithuanians could form their own independent states, which would become a buffer between Poland and Russia. This would make an utmost interest of Poland. One more acceptable variant would work for Lefts if Poland created a federation with Ukraine, Lithuania and Belarus. Although, in theory it implied work within political parties. In practice first Left government wanted to preserve Polish state interests and provide rights for national minorities on eastern lands. Right forces that came to rule in 1923, changed the policy according to their point of view.

Opis:
The phenomenon of the “soft power” as one of the effective means of improving the efficiency of influence of the state has been considered. The attractiveness of the soft power, the arsenal of its instruments, such as economic projects supporting and new promising markets opening, questions of energy and food security, cooperation in the sphere of science and technology, cultural and humanitarian relations, has been analyzed. The attention is paid to the effectiveness of the public diplomacy, especially in the long-term perspective, importance of the particular country presence in the world media space, which is brightly seen in the terms of conflict or crisis situations. The examples of absence of the “soft power” explicit policy of Ukraine in the sphere of information and communication are adduced, and the evidence of that was coverage of events related to the Russian-Georgian war. The emphasis is made on the urgent need of intensifying of the “soft power” policy in Ukraine in conditions of inability of achieving success through the use of “hard power”. It has been proposed to use the “soft power” also for the purposes of internal policy and supplement of the communication model strategy “from government to government” by the means of new principle - “from country to country”, “from society to society”, “from region to region”, “from people to people”. The main approaches, which are the prerequisites for the formation of such policy, in particular the idea of a weak but steady influence; the concept of “cultural and ideological hegemony” and the idea of “ethical state”; the concept of power of T. Parsons; views of Ukrainian scientist Vyacheslav Lypynskiy, has been considered. The examples of the soft power in EU and France policies has been demonstrated; on the basis of analysis of the ‘soft power’ creation experience in Ukraine has been shown the main directions of its practical application.

However, the social support for reforms and public confidence in reforms and reformers are equally important resources in carrying out reforms. Therefore, public trust is an equally important resource for reform, such as finance or staffing. Instead a lack of public confidence in reform processes can be an invisible barrier, an indicator of their effectiveness or inefficiency. Public trust is not an abstract concept. Public trust is a condition for the integration of society around a number of socially significant problems, the successful reformation of the country. The article analyzes public trust in Ukraine and outlines the consequences of its shortage in the processes of reforming society. For this purpose, the theoretical foundations of the phenomenon of public trust were defined, the notion of «institutionalized trust», «political alienation», «externalization of trust», «social capital» were distinguished; analyzed the state of institutionalized trust in Ukraine; the consequences of a deficit of institutionalized trust for the reform processes in Ukrainian society are analyzed. Such research makes it possible to understand the problems of the development of social capital in Ukraine and, in the light of this knowledge, to adjust the development of social development strategies, that is, the actual processes of reformation. Summing up, the author stated a significant deficit of institutional trust in Ukrainian society. It concerns both the basic organs of state power and the instruments of democracy. The deficit of institutionalized trust in Ukraine is converted into three phenomena: 1) political exclusion (citizens try to distance themselves from the state as much as possible); 2) in the radicalization of society; 3) externalization of trust (hence the popular opinion in the society about the expediency of «external management», faith in the «collective action», in the «collective Saakashvili»). Also, a lack of trust in society exacerbates radical sentiment and radical actions in society. It should be understood that Ukrainian society after EuroMaydan and Ukrainian society during the presidency of L. Kuchma, are qualitatively different societies. This confirms the dynamics of institutionalized trust. That is, EuroMaydan 2014 and Russian military aggression became a kind of «moment of great upheaval», which confirmed the demand for the revitalization of democratic institutions and elementary social justice. This means that in the near future one should expect the growth of civic activity and a surge in the demand for a radical change in the rules of the game - political institutions. Therefore for Ukraine is very important to maintain a balance between intensive political and public participation, but necessarily in a conventional way, and with an adequate response from public authorities to social inquiries.

One of the most important vectors of Ukraine’s contemporary development is its active policy in bilateral relations with the leading European countries, since such a policy opens the way for recognition of its European identity and forms unlimited opportunities for international cooperation on a mutually beneficial basis. Among the closest partners and the most reliable allies of Ukraine was and remains Poland, because here, hundreds of thousands of Ukrainians live, work and study without any special problems. In addition, the strengthening of strategic partnership with Poland contributes to the practical realization of the European choice of Ukraine. On the other hand, Poles are interested in the territorial integrity, independence and European orientation of Ukraine, seeing it an ally in confronting external threats. In connection with the aforementioned one of the most important directions of the study of the state and prospects of modern Ukrainian-Polish relations is the elucidation of the sources and methodology of their comprehension comprehension. Although any classification is conditional, it is still worth trying to identify the main sources whose potential is intended to strengthen the relations between the two countries and outline the methodological aspects of their use in order to strengthen Ukrainian-Polish cooperation. First of all, such sources should include the following. 1. The ideological and theoretical work of the representatives of Ukraine and Poland, aimed at finding ways to deepen mutual understanding between the two peoples. At the same time, particular attention should be paid to strategic considerations expressed on both sides, as well as reservations about the risks that accompany bilateral relations. Along with this, the important points for studying are the positions of people who are distinguished for their diligence, openness to mutual respect and mutual understanding. The ideological and theoretical potential of Ukrainian and Polish intellectuals, aimed at convergence, the dialogue of the cultures of the two countries, still needs to be properly studied and systematized, and can serve as an important basis for the state-building efforts of Ukraine and Poland in the future. 2. External and domestic legal acts and documents of strategic direction aimed at strengthening of bilateral relations. This vector of relationships was already established at the turn of the 20th - 21st centuries in the relevant international legal and internal documents: the Declaration on the Principles and Main Directions of Ukrainian-Polish Relations (October 13, 1990); Treaty on Good Neighborhood, Friendly Relations and Cooperation (May 18-19, 1992); Agreement on the legal status of the Ukrainian-Polish border (January 12, 1993); Communique on the results of the meeting of the Consultative Committee of the Presidents of Ukraine and the Republic of Poland (September 27-28, 1995); Joint Statement for Understanding and Integration (May 21, 1997); Security Strategies of the Republic of Poland (2000); National Concept of Strategic Partnership Relations with the Republic of Poland (July 27, 2001); in a paper presented by the Polish political experts «The Eastern Policy of the Union in the Perspective of its Expansion through the States of Central and Eastern Europe - the Polish Point of View» (October 2003). Sufficiently strong legal and regulatory framework for bilateral relations between Ukraine and Poland is evidence of a gradual strengthening of political, economic, international legal and cultural cooperation. At the same time, a number of problems remain inadequate. First of all, it concerns border cooperation, common historical heritage, education, labor migration, etc. 3. Institutional system for the provision and coordination of mutual strategic interests of the two states. Today, this coordination is jointly carried out by: the Advisory Committee of the Presidents of Ukraine and the Republic of Poland; Ukrainian-Polish Mixed Commission on Trade and Economic Cooperation; Ukrainian-Polish and Polish-Ukrainian parliamentary groups; Permanent Ukrainian-Polish Conference on European Integration; Polish Institute in Kyiv; Ukrainian-Polish, Polish-Ukrainian forums, Foundation Research Center Poland-Ukraine and others. In addition, there are a number of research structures in each of the countries that are highly specialized in the Polish-Ukrainian and Ukrainian-Polish issues. Accordingly, this direction should be monitored and the current evaluation of the effectiveness of these or other structural units should be carried out on the subject of a real impact on the quality of bilateral relations. At the same time, mutual understanding should be sought on the basis of openness, dialogue, compromise, and the avoidance of the formation of structures focused on unilateral consideration of disputed problems. 4. State-political decisions in the field of security policy, anti-hybrid foreign-policy threats. A real threat to the entire European security system was the aggressive policy of Russia in 2014. Under these conditions, Ukraine was the leading outpost of protecting European values and democratic order. Systemic comprehension of the existing experience in a vital military-strategic sphere will help to optimize the directions of further cooperation, in particular on such important issues as: the final determination by Ukraine of the transition to international standards in the military sphere; exchanging experience of reforming the troops and maintaining their combat readiness at an appropriate level; combining the efforts of all EU countries in combating hybrid threats, as well as conducting a single foreign and security policy; consolidated actions of the European states in relation to the offending state (point of application of sanctions, embargo, etc.); to develop, on the basis of the UN, a common position on the unconditional implementation by all countries of the world of the requirements of international law and the search for ways to improve it in order to resolve non-standard situations; the study of the NATO countries by the unique Ukrainian experience of functioning the state in a hybrid war. 5. The ideological and theoretical potential of public events (scientific conferences, debates, discussions, official meetings) that promote reconciliation with respect to controversial historical events, the dissolution of persistent stereotypes. From time to time, the recurrence of historical hostility between the two neighboring countries is given significant, including at the official level. First of all, these are the negative manifestations of mutual opposition, such as: the war of monuments to the dead Poles and Ukrainians; the dissemination at the level of mass consciousness of outdated stereotypical ideas humiliating national dignity; attempts to politicize the policy of memory through speculation on the tragic events of the past, in which the representatives of both nations suffered; the criticisms of the Polish radicals about the re-establishment of the Commonwealth at the borders of 1939 and the ill-conceived statements of some Ukrainians, which prompted «to forget about Poland for 25 years». The realization by Poland of offensive historical politics in Ukraine creates a reciprocal reaction in the issue of Ukraine’s implementation of its policy of memory and causes various kinds of distortions. Therefore, under the current conditions, monopolization of the policy of memory at the state level, without involving the general public, is extremely dangerous for the future. This remark applies to both Poland and Ukraine. Thus, despite current problems, today we have every reason to state the significant level of Ukrainian-Polish cooperation. At the same time, in the bilateral relations between Ukraine and Poland it is worth looking first and foremost on positive things, consolidating in the mass consciousness what unites the two Eastern European countries, to highlight the views of people who for years build a Polish-Ukrainian understanding: translate books, establish scientific cooperation, restore cemeteries, collect help for soldiers who guarantee European security in eastern Ukraine. The progressive forces of both countries, regardless of the various kinds of provocations, should be abstracted from the insinuations of the marginal environment, reveal wisdom in assessing historical events, and determine common priorities not only for the medium term, but also for the long-term perspective. The level of mutual relations between the two countries depends on the possibility of realizing the needs of national minorities - Ukrainian in Poland and Polish in Ukraine. In addition, the strengthening of intergovernmental cooperation will contribute to establishing closer cooperation between Ukrainian and Polish societies in general, which depends largely on the future of both countries in the European House of Spies.

Opis:
The article deals with the analysis of mechanisms of public participation in the regional policy and determination of means of dialogue between the regions and community. In the first part of the article, the author defines the essence of the concept of political participation. The author also outlines the concepts of citizen participation and public relations. The next part of the text is devoted to the normative and legal regulation of institute of political participation in the development and implementation of regional policy. It defines the principles of cooperation between the executive power and institutions of civil society and reveals the main forms of citizen participation in the formulation and implementation of public policy. The researcher summarizes the reasons of inefficiency of regional self-government in Ukraine. The author thus asserts that implementation of the policy of partnership, transparency and accountability will help improve the system of self-government, increase the level of local democracy and consolidate the local community. Therefore, the main conclusion of the article is that the effectiveness of forms of political participation is an objective necessity for the development of the state in general, and for strengthening at the regional level.

The article considers the influence of the socio-psychological activities of the teen club by interests on the development of personal identification of teenagers. Personal identification plays an important role in the process of interaction between a psychologist, a teacher and a pupil, thus stimulating psycho-corrective changes. In this paper, we consider it appropriate to highlight and explore the impact of the club forms of work on the development of personal identification in the process of social and psychological activities. It is pointed out that there are hundreds of teen clubs that operate at the national, regional and local levels and implement a large number of different programs of socially significant direction in Ukraine nowadays. It has been proved that an important place in the system of education of the younger generation belongs to clubs. They are the social institutions that are designed to organize leisure time not only for adults and promote the diverse development of the growing individual. Therefore, all the activities of the club by interests consist of two interrelated parts such as purposeful educational, educational and organizational activities of employees and active participants of the club and leisure activities of adolescents. The study of personal identification of adolescents is based on theoretical analysis of existing research, which reveals a field of relevant aspects for further study, namely educational work with adolescents, social and cultural determinism, the connection with the experience of negative affect.
У статті розглянуто вплив соціально-психологічної діяльності підліткового клубу за інтересами на розвиток особистісної ідентифікації підлітків. Особистісна ідентифікація відіграє важливу роль у процесі взаємодії психолога, педагога з вихованцем та стимулює до психокорекційних змін. В роботі ми вважаємо за доцільне висвітлити та дослідити вплив розвивального потенціалу клубних форм роботи на розвиток особистісної ідентифікації підлітків в процесі соціально-психологічної діяльності. Зазначається, що нині в Україні діють сотні підліткових клубів, які функціонують на загальнодержавному, регіональному та місцевому рівнях та реалізують велику кількість різноманітних програм соціально спрямування. Доведено, що важливе місце в системі виховання підростаючого покоління займають гуртки. Це ті соціальні інститути, які покликані організовувати дозвілля не лише дорослих і сприяти різнобічному розвитку особистості, що підростає. Тому вся діяльність клубу за інтересами складається з двох взаємопов’язаних частин, а саме таких, як цілеспрямована виховна, виховна та організаційна діяльність працівників та активу клубу та дозвіллєвої самодіяльності підлітків. Вивчення особистісної ідентифікації підлітків базується на теоретичному аналізі існуючих досліджень, що зосереджуються на таких актуальних аспектах, як виховна робота з підлітками, соціально-культурний детермінізм, зв›язок з досвідом негативного афекту.

Opis:
The possibilities of influence of the Ukrainian and Polish citizens on a decisions and activity of legislators are analysed in this article. The basic legal forms of participation of citizens in law-creation are examined; the policy of law-creation are defined; the possible ways of improvement the dialog between citizens and legislators are determined. The athour analyses the Ukrainian and Polish legal acts, in which rights of citizens on an address, legislative initiative, access to public information, participation in consultations, in activity of public councils, lobbying are described. The different forms of citizens participation in social and political life are described the Ukrainian and Polish legislation, however there is a question about the effectiveness of such participation. Neither deputies nor representatives of government in Ukraine and in Poland are obliged to take into account opinion and suggestion of NGO in their final decisions or laws. They must collect information, work over it and then accept a responsible decision. The objective consideration of public opinion depends on those persons. Now it’s necessary to disseminate information among the citizens about the existent legal forms of their participation in creation of legislation. The dialog between the authority and society is necessary for development of the state. The basis of policy of law-creation must be a benefit for the most people.
