Opis:
Goal – the article proves the importance of study of rhetoric and rhetorical competence forming for administrative specialties students. The experience of public speech training for students on “Public administration” and “Management” specialties in Odessa Regional Institute for Public Administration of the National Academy for Public Administration under the President of Ukraine is presented. Research methodology – the methodological basis of the work consists in comprehensive, interdisciplinary and systemic approaches to the analysis of forming rhetorical competence for administrative specialties students and important components of the system of training in this direction. Synthesis, generalization, comparison, observation, retrospective analysis as well as other general scientific methods were used while research conducting. Score/results – in this article we analyze methods and techniques of forming skills of public speaking for students within the framework of discipline “Rhetoric and business communication”. Originality/value – the originality and novelty of the scientific paper lies in the represented exercises and practical recommendations on forming and perfection of public speech for students of administrative specialties. В статье рассматривается проблема государственной поддержки крупных общественно значимых инвестиционных проектов в контексте организации государственночастного партнерства для их реализации. Характеризуется система индивидуальной государственной поддержки, существующая в Республике Беларусь в настоящее время, обосновывается необходимость ее совершенствования, указываются перспективные направления ее развития. Излагается концепция государственной поддержки крупных общественно значимых инвестиционных проектов, предполагающая дифференцированный подход к ее оказанию, указывается методическая основа для проведения экономических обоснований.
The problem of state support for large investment projects of public interest is discussed in the article in the context of public-private partnerships arrangements for their implementation. The article deals with the system of individual state support that exists in the Republic of Belarus at the moment, the necessity to improve it, indicates forward-looking directions of its development. Introduces the concept of state support for large investment projects of public interest, which implies a differentiated approach to provide support, indicates a methodical basis for feasibility studies.

Проблемы сбалансированного экономического развития касаются также и городского транспорта. Европейский Союз настаивает на создании устойчивой транспортной системы, в которой будет более эффективно функционировать общественный городской транспорт. В настоящее время в общественном городском транспорте не используются все возможные транспортные средства. Попытки введения водных транспортных средств в общественный транспорт не всегда заканчиваются успехом. Используемые решения не отвечают в полной мере требованиям, поставленным к пассажирским перевозкам. В статье проанализированы основные технические и финансовые условия и приведены предложения, необходимые для функционирования водного общественного транспорта. Особое внимание в этих предложениях уделено щецинской агломерации.
Problems of sustainable economic development also apply to urban transport. The European Union emphasizes the creation of a sustainable transport system in which public transport will function more efficiently. Currently not all possible means of transport are used in public transport. Attempt to introduce transport water means in public transport does not always have a successful result. Existing solutions do not fully meet the postulates requested in passenger transport. The article analyzes the main technical and financial conditions and makes proposals necessary for the implementation of water public transport. Special attention in these proposals is paid to Szczecin agglomeration.

Autor podkreśla zarządzanie public relations w sądownictwie ukraińskim jako wieloaspektowy złożony proces, który obejmuje organizację jednostki komunikacyjnej i rozwój umiejętności jej pracowników, identyfikację potrzeb grup docelowych społeczeństwa na podstawie profilu wartości, strategiczne planowanie działań komunikacyjnych, stosowanie programów informacyjnych i metodologii kart raportowanie cywilne. Artykuł formułuje definicję pojęcia public relations w sądownictwie z uwzględnieniem specyfiki wymiaru sprawiedliwości, diagnozuje problemy w zakresie organizacji public relations w sądownictwie, podaje rekomendacje dotyczące stworzenia skutecznego systemu public relations w organach publicznych.
The article explores the theoretical and practical foundations of public relations management in courts of Ukraine, courts which need to increase the level of trust among citizens and become more transparent in the context of reforms. The author deals with public relations management in the Ukrainian judiciary as a multifaceted complex process which includes the setting up of a communication unit and training of its employees, identifying the needs of target groups of the public on the basis of a value profile design, strategic planning of communication activities, the use of relevant programs and methodologies of civil reporting. The article defines the concept of public relations in the judiciary taking into account the specific features of the judicial system. It diagnoses problems in the field of public relations in the judicial system and provides recommendations for creating an effective system of public relations in the public administration.
В статье исследованы теоретические и практические основы управления связями с общественностью в судах Украины, нуждающихся в повышении уровня доверия граждан, более прозрачного освещения своей деятельности в условиях реформ. Автор освещает управление связями с общественностью в органах правосудия Украины как многоаспектный комплексный процесс, который включает в себя организацию коммуникационного подразделения и повышение квалификации его работников, определение потребностей целевых групп общественности на основе составления профиля ценностей, стратегическое планирование коммуникативной деятельности, применение программ охвата и методологии карточек гражданского отчетности. В статье сформулировано определение понятия связей с общественностью в органах правосудия с учетом специфики судебной системы, диагностированы проблемы в сфере организации связей с общественностью в судебной системе, даны рекомендации для создания действенной системы связей с общественностью в органах публичного управления.

The article describes the basic forms and methods of forming cross-cultural competence of future professionals in public relations. The author presents a description of educational activities carried out during the experimental work. Organizational and methodical aspects of forming cross-cultural competence of future professionals in public relations are viewed in teaching students two special disciplines, conducting training programs and didactic games. The four-semester long special course “English in professional activities” is planned to enable students to communicate professionally. One-semester long special course “Intercultural communication” is organized to assist future specialist in culture knowledge. Training programs are offered to form the system of values and measure the actual level of cross-cultural competence. Role play envisages practicing professional communication.

The article describes the new words that appeared in the Russian language public discourse. They are connected with three political events that caused a wide public outcry: the All-Russian vote on the approval of amendments to the Constitution of the Russian Federation, protests in support of Sergei Furgal, the detained governor of the Khabarovsk Krai, and the poisoning of opposition leader Alexei Navalny. The research material was collected from online media from January 2020 to September 2021. It includes neologisms, neosemantisms, and new phrases, many of which are occasional. In the collected material there are innovations formed according to standard derivational models and words and phrases representing the product of wordplay, including lexical blends. The considered innovations, being a manifestation of democratization and carnivalization of public communication, perform not only a nominative function. Due to their novelty, unusualness, and expressiveness, they have an evaluative potential. These innovations often become a linguistic means of speech aggression. In addition, they reflect the current social and political events of concern to the society and the attitude of the linguistic community to what is happening.The considered innovations, being a manifestation of democratization and carnivalization of public communication, perform not only a nominative function. Due to their novelty, unusualness, and expressiveness, they have an evaluative potential. These innovations often become a linguistic means of speech aggression. In addition, they reflect the current social and political events of concern to the society and the attitude of the linguistic community to what is happening.

Миграционные процессы обрели со второй половины двадцатого столетия поистине глобальные масштабы, охватив все континенты планеты, социальные слои и группы общества, различные сферы общественной жизнедеятельности. Демократические ценности, распространяемые на сферу производства, торговли и финансов привели к активному движению миграционных процессов из стран с низким уровнем жизни насе-ления в более комфортабельную Европу. По мнению экспертов ООН, общая численность тех, кто обратится за убежищем в странах ЕС в 2015–2016 годах, превысит несколько мил-лионов человек. Особую озабоченность вызывает незаконная миграция. Негативные по-следствия незаконной миграции потенциально представляют высокую угрозу националь-ной безопасности государства и обеспечения общественного порядка. Незаконные мигран-ты, при отсутствии государственного механизма защиты их прав и свобод на территории страны пребывания, лишены мер социальной и правовой защиты. Что заставляет их быть неразборчивыми в поиске источников дохода, поэтому большинство нелегальных мигран-тов уходит в теневой криминальный сектор экономики. Особую опасность для обществен-ной безопасности представляет «уличные преступления» совершаемые нелегальными ми-грантами. В борьбе с ней существенную помощь могут оказать члены общественных объ-единений правоохранительной направленности. Легализованное участие, под руководством органов внутренних дел, граждан в охране общественного порядка является примером формирования развитого гражданского общества.
Migration processes have gained in the second half of the twentieth century a truly global scale, covering all continents of the planet, social strata and groups in society, the vari-ous spheres of public life. Democratic values distributed on the sphere of production, trade and finance led to active movement of migration from countries with low living standards in Europe more comfortable. According to UN experts, the total number of those who applied for asylum in the EU countries in 2015-2016 to exceed several million people. Of particular concern is the illegal migration. The negative effects of illegal migration of potentially pose a high threat to national security and public order. Illegal migrants, in the absence of state pro-tection mechanism for their rights and freedoms on the territory of the host country, lack of measures of social and legal protection. What causes them to be hard to find sources of in-come, so the majority of illegal migrants into the shadow criminal economy. Of particular danger to public safety is "street crimes" committed by illegal immigrants. In the struggle with it substantial aid could have members of public associations of law enforcement focus. Legalized part, under the leadership of law-enforcement bodies, citizens in the maintenance of public order is an example of the formation of a developed civil society.

The article presents the results of a comparative study of two types of public speech communication – of the official (media texts) and informal (social network) – in identifying their cultural and stylistic originality, and describes a set of linguistic and non-linguistic factors which are shaping the stylistic tone of the conflicting verbal interaction of participants of social networks. The object of study is the set (or sequence) of speech acts participants communications which was embodied in the text, allowing to trace the process of verbal interaction and its stages, favour or impede successful communication, i.e. implementation of authorial intention. As a tool of stylistic analysis the category of the “usual-style complex” is used. It is seen as a stylistic mechanism of selection, which allows us to describe the “real language of real era” with the given extra linguistic factors – namely, the context of the situation in which the interaction of participants of public communication occurs. The study concluded: despite the fact that the texts of formal and informal communication (media and social networks) have much in common, evaluation comments in social media are more specific, opponents are expressing their point of view and their promptings designed for the addressee: anger, accusations, refusal communication, etc. in the straightforward way. There are a lot of varieties of means and ways of expression – both verbal and nonverbal. Cultural and social skills of verbal communication play an important role in conditions of formal and informal public communication.

In the study we pay attention to the interactive stylistics, with emphasis on the monitoring of language use by people, who are viewed from an interdisciplinary perspective in order to maximally understand their communication practices (including understanding of language). We are interested in how such a science relates with practical rhetoric as the art of good and convincing verbal communication across the three modes of persuasion (logos, ethos and pathos), as well as in the fact which particularities repose in any of the disciplines. The background for such exploration is represented by the real argumentations of common people in internet discussions about refugees in the Slovak mass media in 2015.

Celem artykułu jest prezentacja wyników badań opinii publicznej, realizowanych na przestrzeni lat 1995–2015 w odniesieniu do wpływu pieriestrojki na nastroje społeczne w Rosji. Pieriestrojka, mimo upływu 30 lat od jej rozpoczęcia, wciąż znacząco oddziałuje na nastroje społeczne zarówno w Rosji, jak i w pozostałych państwach obszaru poradzieckiego. Większość mieszkańców tego kraju przyjmuje, że pieriestrojka była nieudanym eksperymentem, kosztownym przedsięwzięciem, które przyniosło Rosji więcej szkód niż pożytku. Zdecydowanie mniej osób deklaruje odmienne stanowisko – pieriestrojka była przełomowym wydarzeniem, niezakończonym eksperymentem, okresem duchowego odrodzenia społeczeństwa.
Author present results of the sociological researches conducted between years 1995 and 2015, concerning Russian society’s attitude toward Perestroika. Perestroika era not only fundamentally transformed Russian history, but also drastically changed vector of its development at the end of XXth century. Perestroika was unprecedented experience that constantly affects public in Russia and in other post-soviet states. The majority of Russian citizens believe perestroika was a mistake, the experiment that failed, expensive endeavors, bringing Russian state more harm than good. Very few shares different view i.e. perestroika was a breakthrough, decisive moment in Russian history, but not fully exploited, period of spiritual renewal of Russian society.

The article discusses some problems of public law, contained in the text of hand written document called A Rite of Confession from the collection of library of the nunnery of the Holy Trinity and the Savior in Wojnowo (Poland). Because the Old Believers did not recognize the jurisdiction of state authorities, considering the authorities as the embodiment of the Antichrist, all aspects of social life of the Old Believer’s community were governed by the provisions of ancient Byzantine canon law from Nomocanon and by traditional norms of ethics. The penalty for each offense was determined by confessor and could be defined by dint of the text of A Rite of Confession.

The problem of interpreting local history is relevant to St. Petersburg, as to many other major historical cities. This article examines phenomena united by the concepts of local (spatial) myth and urban narrative, which go beyond official discourse. Alternative images of the city, based on its concealed places of interest contrast with one of the most widespread representations of St. Petersburg – its association with the heritage of imperial culture. The selection of memorable places and stories shifts from recognizable city landmarks to other objects that reveal the history and image of particular St. Petersburg sites, people’s daily lives and peripheral issues of urban life. This approach to the exploration of urban space, a phenomenon called New Local History, is presented and explained in the article as the rediscovery of the historical potential of the city. The examples given in the article also show the possible role of New Local History in encouraging residents to develop an interest in their own history, in the problems of modernity and in participating in socially significant projects. Trends in interaction with urban space and memory practices that offer alternative interpretations of the past have been identified in various socio-cultural initiatives. In the context of Russian memory politics, this approach often becomes oppositional.

A scheme for the formation of state support for projects of public--private partnerships, as well as a scheme for the implementation of projects of public-private partnership in Ukraine, is proposed. There are suggestions regarding the prospects for the development of public-private partnership for Ukraine.

Концепция банкротства суверенных государств берет начало в работах А. Смита, Б. Миллера, которые, так или иначе, указывали и обосновывали необходимость формирования механизма банкротства публично-правовых образований с целью оптимизации экономического климата внутри страны в период кризиса, сохранения государственной конкурентоспособности на мировой арене и устойчивости управления экономическими процессами как на национальном, так и на международном уровнях. Особенно актуальной рассматриваемая проблематика представляется в свете последних событий, имеющих как экономический, так и политико-правовой аспекты: эскалация военных конфликтов, геополитическая напряженность в мировом сообществе, гиперинфляция, рост государственного долга США и пр. Фактическая финансовая неплатежеспособность ряда государств становится важнейшей проблемой, разрешение которой требует не только формирования института государственного банкротства на теоретическом уровне, процедуры которого будут способны эффективно справляться с долговыми кризисами публично-правовых образований, но и реально применимого механизма реструктуризации суверенных долгов на практике.
The concept of sovereign bankruptcy originated in the works of A. Smith, B. Miller, in which the need for the formation of the mechanism of bankruptcy of public law entities was anyhow pointed and justified in order to optimize the economic climates in the countries during the crisis, to keep the state competitiveness in the global stage and the overstability of economic processes at both the national and international levels. The concerned problematics is anxiously actual in light of the recent events: the escalation of military conflicts, geopolitical tensions in the international community, hyperinflation, raising US government debt, etc. The factual financial insolvency of a number of states becomes a major problem. The resolution of this issue requires not only formation of the institution of the state bankruptcy at a theoretical level, but also effective procedures which will be able to cope with a debt crisis of public legal entities in practice. An attempt to present the history of the idea of sovereign bankruptcy, to systematize the most appropriate mechanisms and suggested ways of overcoming the debt crisis in the area of sovereign insolvency was made by the author. The problem of bankruptcy of administrative-territorial units was indicated separately.
