Opis:
The approach of environmental competitiveness evaluation of certain territory, which is based on the waste management as an example, is considered in the context of the international experience of the development and the improving of local environmental policies. The authors emphasize that the creating of special mechanisms of environmental policy in conditions of deepening decentralization is expedient. Such mechanisms should include: the creation of local programs of sustainable development and environmental policy to solve urgent local problems, the growth of ecological competitiveness of territories, the provision of advisory and educational services for strengthening of personnel potential in the environmental protection and the territorial development spheres. The ways of implementation of the positive experience of the European Union for Ukraine are established. Its connections to applications of environmental impact assessment and strategic environmental assessment in the creation processes of local policies, projects and programs are demonstrated. In addition, the need to introduce of indicators of the financial efficiency instruments in the framework of environmental protection activity and rationalization of nature using is substantiated. The particular indicators are proposed to use: the indicator of industrial revitalization founding by the enterprise’s sales volume, the indicator of environmental sanctions share’s by the sales volume, the indicator of environmental expenses of production by the sales volume.

The purpose of the article – the use of combinatorial methods in the design of children’s Grushki. Based on the analysis of modern toys can say that a child’s toy has several features structurally composite solutions and external form. These features are associated with a certain range of children’s toys, with stylistic decision. For design of modern children’s toys characteristic eclectic mix of different and opposite styles of content, that is in the process of design engineering is possible to use methods of combinatorics to create new forms. Analysis of the most pressing and typical for a specific product model features a composite solution is a prerequisite for creating a compact plural basic elements in order to achieve high aesthetic benefits of artistic expression while creating new design projects.Morphological matrix obtained basic elements space – spatial forms of children’s toys in the future can be taken into account for the design of new models according to the needs of the customer requirements without additional effort.

In this paper we consider a system of work with a literary text, based on the effective methods of teaching speaking skills to foreign students. Taking into account the importance of literature in the training process of the foreign students-philologists at advanced level as well as its role in the individual development and improvement of communicative skills, we should use not only textbooks, but also adapted additional texts (with a block of tasks and exercises on communication), that belong to different styles of speech, typical for the literary works, and give an opportunity to solve not only the purely linguistic problems of teaching the Russian language on the curriculum, but also affect the intellect, stimulate creative thinking, influence feelings, arouse emotions, improve memory and thus facilitate language learning.

The paper presents the results of the development of diagnostic quality systems intracylinder process of marine Diesel. Diagnostic system is designed based on software product Excel, which greatly simplifies its use on vessels and reduces the cost of its acquisition. Целью исследований было определение условии устойчивости нелинейных обектов управления процессом. В работе подробно описывается механизм моделирования и идентификации существенно нелинейных динамических характеристик объекта, а также оптимизация полученной математической модели на основе составленного интегрального квадратичного критерия качества, целью которой является определение оптимальных значений управляющих переменных. Обьект имеет две входные переменные y0(t), g0(t); две выходные y1(t), g1(t) и две управляющие переменные u1(t), u2(t). Также описан процесс аппроксимации значений управляющих переменных рядами Фурье и вывода условий, при использовании которых можно определить границы устойчивости рассматриваемого объекта. Аппроксы мацию выходных переменных проводились с использованием ряда Вольтера. Для определения области устойчивости был использован критерий устойчивости систем по Ляпунову. Был описан механизм определения функции Ляпунова, область определения которой и является областью устойчивости исследуемого объекта управления.
Celem badań było określenie warunków stateczności nieliniowego obiektu sterowania. W związku z tym opracowano: matematyczny model obiektu opisującego z dostateczną, dla przemysłowej eksploatacji, dokładnością charakterystyki sterowanego obiektu, struktury kryteriów jakości identyfikacji dynamicznych charakterystyk, aby w procesie minimalizacji otrzymać wyrażenia do obliczenia optymalnych wartości kontrolowanych zmiennych. Na bazie teorii optymalizacji z wykorzystaniem szeregów Furiera określono granice występowania optymalnych charakterystyk dynamicznych, w przedziale których system będzie zachowywał się statecznie. Model obiektu sterowania składa się z dwu zmiennych wejściowych y0(t), g0(t), dwu zmiennych wyjściowych y1(t), g1(t) i dwu zmiennych sterowania u1(t), u2(t). Na podstawie informacji o badanym obiekcie sterowania przytoczono przykład budowy modelu na podstawie teorii szeregów Woltera. Na etapie optymalizacji sformułowano integralne kryteria jakości do określenia wartości optymalnych kontrolowanych zmiennych. Algorytm obliczania optymalnych wartości zbudowano w oparciu o teorię rachunku wariacyjnego. Zastosowanie tej teorii uzupełnia badanie systemu pod kątem stateczności. Do określenia obszaru stateczności wykorzystano kryteria stateczności Lapunowa. Opisano mechanizm wyznaczania funkcji Lapunowa, obszar której jest przestrzenią stateczności sterowanego obiektu.
The aim of the study was to determine the conditions of stability of a nonlinear object control. For this purpose, by the mathematical model of the object was compiled describing with sufficient precision for industrial production of characteristics of the controlled object, the structure of the quality criteria for the identification of dynamic characteristics to obtain in the process of minimization expressions for the optimal values of the controlled variables. On the basis of optimization theory with the use of Fourier ranks defined the boundaries of the occurrence of optimal dynamic characteristics, between which the system will behave sedately. Object Model Control consists of two input variables y0(t), g0(t); two output variables y1(t), g1(t) and two control variables u1(t), u2(t). On the basis of information about the examined object control quoted example of the construction of a model based on the theory of Voltaire ranks. At the stage of the optimization formulated integral quality criteria to determine optimal values of controlled variables. The algorithm for calculating the optimal values was constructed on the basis of the theory of variational calculus. Application of this theory complements the study of the system for stability. Lyapunov stability criteria was used to determine the space stability. A mechanism for determining the Lyapunov function was described, the area which is the space stability of the controlled object.

The objectives of the pricing poi icy are expanded due to two new go ais that arise in the system of using transfer prices: maximizing added value and focusing on the growth of the interna I competitive advantages of the enterprise due to cost leadership.
W artykule przedstawiono analizę koncepcji i metodologii cen transferowych. Przeprowadzana jest porównawcza ocena ram prawnych regulujących system cen transferowych Unii Europejskiej i Ukrainy. Metody ustalania cen transferowych są usystematyzowane i sklasyfikowane. Cele polityki cenowej zostały rozszerzone z powodu dwóch nowych celów, które pojawiają się w systemie stosowania cen transferowych: maksymalizacji wartości dodanej i koncentracji na wzroście wewnętrznych przewag konkurencyjnych przedsiębiorstwa dzięki przywództwu kosztowemu.

The rapid development of renewable energy sources in the EU over the past decade is associated with a number of aspects, among which are economic: the development of new technologies and the reduction of dependence on energy imports; the positive economic effect of using renewable energy sources, caused by the improvement of the environment.Increase in competitiveness of economy, ensuring energy security and power independence due to increase in energy efficiency and increase in use of own TER, including RES, is the priority direction of development of the countries.There are determined economic problems in the way of development and use of renewable energy sources in the world, including the EU. The most significant among them are high initial investments in their development and implementation, as well as the difficulty in determining the additional financial-economic effect from the use of renewable energy (for example, the effect of saving traditional energy resources in the bowels, real economic investment to social-economic development, etc.).The analysis is carried out and an assessment of influence of digital transformation on world power is given. Also negative sides of this process are studied positive.The authors prove that it is necessary to implement, based on government support, administrative and economic stimulation: 1) tax mechanisms (tax holidays, reduction of taxation for alternative energy facilities at the level of their design and initial periods of exploitation, at the level of permission to embed local tariffs for such objects of generating energy, etc.), 2) mechanisms of indirect stimulation (through the provision of preferences for the allocation of land plots to build such objects, through the simplification of administration procedures of project construction and operational cycles, through the creation of a positive companies image which implement projects on renewable energy).

Ethno-cultural stereotypes are the result of comparing one´s own culture, customs, traditions with that of strangers, identifying and fixing differences between the cultures of ethnic groups. Stereotypical images of different peoples exist even in the minds of those people who had no experience in communication with representatives of these ethnic groups. However, the results of the study of ethnic stereotypes of people who are in direct contact with this ethnic group and see it up close in comparison to people who evaluate it from a distance, often raises more questions than gives clear answers. The solution of these questions raises before the researcher a whole complex of methodological problems. The article will introduce a new methodological approach to reveal ethno-cultural stereotypes in the text culture and in our contemporaries’ common sense perception. To distinguish between people’s individual perception of a particular ethnos and collective stereotypes, the following qualitative and quantitative criteria are suggested: 1) bipolar orthonormal core axes of parameter distribution; 2) the significance of the axis; 3) the degree of consistency of parameters distributed on the axis; 4) the weighting coefficient of testee’s reaction.

Article is devoted to the solution of social tasks in Moscow and Berlin by introduction of industrial methods of construction and correction of architectural concepts. Authors consider standard series of industrial housing stock in Moscow and Berlin of the period of the end the 1950th – the beginning of the 1970th years. Parallels between the solution of housing tasks are drawn; similarities and differences in approaches to solving the problem are revealed.

The article discusses one of the peculiarities of the Russian seminary versifying – the practice of borrowing from other poems. Based on the materials of printed editions and manuscripts of the Tver Theological Seminary, the author of the article shows that in the second half of the 18th century, when composing occasional poetry, seminarians regularly turned to borrowing from earlier school essays and gives examples of various borrowing methods.
В статье рассматривается одна из особенностей русского семинарского стихотворства – практика заимствований из других стихотворений. На основе материалов печатных изданий и рукописей Тверской духовной семинарии (и дополнительно – Ярославской духовной семинарии) автор статьи показывает, что во второй половине XVIII века при сочинении окказиональной поэзии семинаристы регулярно обращались к заимствованию из более ранних школьных сочинений и приводит примеры различных методов заимствования.
