Opis:
The article highlights pedagogical, organizational and methodological aspects of independent physical training of students of technical universities. Independent classes develop a more conscious and proactive attitude to the means of physical training, improve physical fitness, form certain methodological skills that can be used by a future specialist in production conditions. The results of the conducted experimental work concerning the control over the dynamics of the physical readiness of students using independent exercise in the regime of the day are displayed. The process of attracting students to independent physical exercises in the process of studying in a higher school is scientifically grounded. Development of initiative and activity of students in training sessions and in the process of independent exercise by physical exercises, the formation of their cognitive interests.

Opis:
Th e article shows the main characteristics and features of the higher professional education of the Republic of Belarus in 20th century, information on number and departmental accountability of universities, information on number of students and the impact of graduates on the socio-economic development of the Republic in 2011–2015. Th is article presents an analysis of the following documents: Socio-Economic Development Program of the Republic of Belarus in 2011–2015. (in the sphere of education), Th e Activities of Belarusian Government on the Fulfi llment of Socio-Economic Development Program of Belarus in 2011–2015, Th e National Strategy of Sustainable Social and Economic Development of Belarus for the period till 2020, Th e State Program of Higher Education Development in 2011–2015, the data of Th e National Statistics Committee of the Republic of Belarus. Th e main achievements and the distinctive features of the Belarusian educational paradigm are identifi ed in the article, some imperfections and their solutions to the mentioned issues are identifi ed.
В статье раскрываются основные черты и функции высшего про- фессионального образования Республики Беларусь в ХХIвеке, сведе- ния о количестве и ведомственной подотчетности вузов, количестве студентов, сведения о влиянии выпускников вузов на социально-э- кономическое развитие Республики в 2011–2015 годах. В статье представлен анализ следующих документов: Программы социаль- но-экономического развития Республики Беларусь на 2011–2015 гг. (в области образования), Мероприятий Правительства Республики Беларусь по выполнению Программы социально-экономического развития Республики Беларусь на 2011–2015 годы, Национальной стратегии устойчивого социально-экономического развития Респу- блики Беларусь на период до 2020 г., Государственной программы развития высшего образования на 2011–2015 годы, данных Наци- онального статистического комитета республики Беларусь. Опре- делены основные достижения, отличительные черты белорусской образовательной парадигмы, отмечены некоторые недостатки и пути решения обозначенных проблем.

Goal – the author analyzes the special provisions of modern migration law of the Russian Federation, which regulate the special procedure for visiting the Kaliningrad region. The attention of the author focuses on the study of Russian migration legislation amendments, which significantly liberalized the migration procedure for foreign citizens visiting the Kaliningrad region on a short-term basis by introducing electronic visas (e-visa) valid merely for a particular subject of the Russian Federation. Research methodology – in this paper, the author uses the traditional methods of scientific research, such as analysis, induction, deduction, as well as logical and historical-legal methods. The author also undertakes a formal legal analysis of relevant provisions of federal law and current issues of legal practice in the Kaliningrad region. Score/results – based on the analysis of the federal migration legislation, which simplifies the legal regime for visiting the Kaliningrad region by e-visas, the author concludes that this legal mechanism of the migration policy of modern Russia plays an important role in the economic development of this region of the Russian Federation. In addition, the author draws attention to the fact that electronic visas can also contribute to the development of scientific and educational cooperation between higher education institutions of the Kaliningrad region and their foreign partners. In particular, this migration mechanism can be actively used in order to improve the cooperation between the Immanuel Kant Baltic Federal University with international partners in the framework of multiple projects, including “The Border University Network” (BUN), “The Baltic Sea Region Universities Network” (BSRUN), and other important international network projects in the field of higher education and science. Originality/value – the article contains original conclusions on improving the legal mechanism of electronic visas used when foreign citizens visit the Kaliningrad Region. Namely, the author expresses his suggestions on permanently maintaining the charge-free nature of these e-visas for visits of the Kaliningrad Region, as well as relaunching small border traffic (SBT) between the Kaliningrad region and the Republic of Poland (with selected Polish border areas (voivodships).
