Opis:
From 20 to 27 August 2018, the International Slavic Congress took place in Belgrade. The pro-gram of the Commission held meetings that are accredited (affiliated) at the International Committee of Slavists. The congress of researches on emigration provided an opportunity to discuss the current state of research and their prospects for further development. The author of the article discusses the specifics of emigration research, paying particular attention to the achievements of Polish stud-ies, and points out the most important tasks facing the Board and the Bureau of the Commission. An important stage in the activities of the commission is the decision to move its headquarters to Olsztyn, which strengthens the Institute of Eastern Slavic studies as one of the Leading centers of emigration research, not only in Poland, but also in European science.

The article examines the historical origins and characteristics of Great Britain’s European policy from the Middle Ages to the II World War in the context of general trends of development international relations in Europe. Special attention is paid to the analysis of theoretical concepts of leading European political integration. Views of the European (continental) and English (British) thinkers and politicians on the problem of European political unity are presented. According the author’s conclusions we may confirm about the specific British model of European integration and participation the country in processes of regional political association. The imperial strategy of “splendid isolation” in XVIIIth – XIXth centuries was embodied in the main principle of the Britain’s European policy and formulated in 1930 by Winston Churchill: “We are with Europe but don’t belong to it.” At the same time, the political thought of UK was developed in line with European trends. William Penn, John Bellers, Jeremy Bentham, James Lorimer put forward their own vision of European political unity. During the II World War the idea of European integration has gained popularity. The originality of British culture, great practical historical experience of European policy, supported by theoretical projects of European political unity formed the necessary basis for the start process of practical implementation idea of European political integration during the second half of the ХХth century.

The article analyzes anti-Turkish Media-campaign broken out by major Russian TV channels after the November 24, 2015 incident when Russian bomber Su-24 while carrying out its task in the northern part of Syria was shot down by Turkish F-16. The author shows methods of creating enemy image and considers aims and results of respective propaganda campaign. The article tries to estimate consequences of cooling in Russian-Turkish relations including the effectiveness of admitted retaliatory military and economic sanctions against Turkey. It is concluded that there are very serious misunderstandings between countries regarding the future of Syria and their positions in the Middle East region. It might lead to a repeat of crisis such the world faced with after the Su-24 incident, though Russian and Turkish governments have learned their lessons and have become more cautious. They will try not to push the matter through and launch straight-line collision.
В статье анализируется антитурецкая кампания, которую ведут главные российские телеканалы после инцидента 24 ноября 2015 года, когда российский бомбардировщик Су-24 был сбит ракетой с турецкого истребителя F-16 во время выполнения задания в северной части Сирии. Показана техника создания образа врага, а также цель и результаты этой пропагадистской кампании. Автор поста- рался оценить результаты охлаждения российско-турецких отношений, а также эффективность введения политических и экономических санкций относительно Турции. Он пришел к выводу, что между странами существуют серйозные про- тиворечия в понимании их позиции на Ближнем Востоке и будущего Сирии. Это грозит повторением кризисных ситуаций, похожих на инцидент с Су-24, не смот-ря на то, что правительства России и Турции сделали выводы после этого случая, стали более осторожными и будут стараться не перейти к прямой конфронтации.

The article describes in detail some derivational elements involved in the process of agglutination occurring in word-formation system of modern Russian, analyzing semantic and functional characteristics of these word-building elements. The comprehensive analysis of the collected hybrid derivatives shows that globalization and the Anglo-American ‘linguistic hegemony’ increased the productivity of international morphemes, penetrating into the Russian word formation system through the mass media. Modern Russian language has been undergoing noticeable changes in word-formation models and in the inventory of actively productive derivational affixes. The following processes are noticeable: 1) resemantization and activation of international affixes; 2) development of new hybrid derivative models; 3) creation with the help of morphemes abstracted from composites new formally and semantically condensed nouns, which allows to notice an agglutination’s tendency.

Autor sformalizuje instytucjonalne zasady zintegrowanego globalnego systemu regulacyjnego, opartego na instytucjach poziomu krajowego, międzynarodowego i ponadnarodowego w kontekście globalnej konkurencji międzynarodowej na rynkach finansowych. Przeprowadza badania metodologicznych aspek-tów tworzenia globalnych instytucji, polityk i mechanizmów w celu poprawy struktury organizacyjnej i zróżnicowanych form i metod ich pracy, a także poprawy oceny skuteczności funkcjonowania instytucji międzynarodowych.
The study deals with theoretical analysis of the world economic space institutionalization through interaction of the major actors of the global economy. The author formalizes institutional principles of creating the integral global regulatory system on the basis of institutions at national, interstate and supranational levels under the conditions of the global international competition and financial crises; researches methodological aspects of global institutions formation, ways and mechanisms of organizational building improvement and diversification of forms and methods of their activity, evaluation of international institutions efficiency.

Polityka historyczna" weszła do instrumentarium polityczno-ideologicznego w Polsce, została przejęta przez media masowe i środowiska naukowe. Jej zwolennicy pozostają pod silnym wpływem historii nostalgicznej, która nawiązuje do narracji insurekcyjnej i romantycznej. Koegzystują ze sobą dwie na pozór sprzeczne tradycje - martyrologiczna i heroistyczna. Wykraczają one poza pamięć historyczną, dostarczając kryteriów słuszności w polityce, zwłaszcza zagranicznej. Interes narodowy jest definiowany w kategoriach egoistycznych, jako konieczność walki z historycznymi wrogami, którzy grożą polskiej niepodległości. W odniesieniu do stosunków polsko-rosyjskich w Polsce mamy do czynienia z kilkoma rodzajami pamięci historycznej - na poziomie władzy politycznej, na poziomie medialnym, akademickim i edukacyjnym, wspólnot religijnych i opinii potocznej. Zwłaszcza na poziomie politycznym i medialnym, ale chyba i edukacyjnym dokonuje się w polskiej przestrzeni publicznej stygmatyzacja pamięci historycznej wobec Rosjan. Proces ten oznacza naznaczanie, piętnowanie, przypisywanie negatywnych etykiet, odrzucanie czy niszczenie wizerunku. Działania te mają charakter intencjonalny i metodyczny, zorganizowany i celowy, oparty na pewnej polityce, dlatego można orzec, że są prowadzone z namysłem i premedytacją.(abstrakt oryginalny)
Politics of memory' has become a part of the array of political and ideological instruments applied in Poland, and has been accepted by mass media and by the academic circles. Its proponents remain strongly influenced by nostalgic history, connected with uprising and romantic narration. There are two coexisting but seemingly contradictory traditions - the tradition of national martyrdom and the heroic tradition. They go beyond historical remembrance, providing criteria of rightness in politics, and especially in foreign policy. National interest is defined in egoistic terms, as the necessity to fight against historical enemies, who threaten Polish independence. In the context of Polish-Russian relations, we are facing several types of historical remembrance - on the level of the political authorities, on the level of the media, academia and education, religious communities and public opinion. Especially on the political and media level - but possibly in education - we are witnessing ongoing public stigmatisation of historical remembrance towards Russians. This means branding, stigmatising, applying negative labels, rejection or defacing the image. Financial globalization and artificial intelligence increase capital mobility along with risk consideration in cross-border investments. Emerging markets are the most vulnerable to specific risk factors like government regulation, political and macroeconomic stability. International investors require additional returns for a business operating in such locations, and higher risks should be captured appropriately in a valuation context. This paper investigates the nature, measures and ways of incorporating country risk premium as an upward adjustment to the discount rate applied within DCF calculations. It shows how to get to country premium using sovereign ratings, credit default swaps and relevant equity market volatility.

The article deals with of integration processes on the post-sovet space. Consideration of the role of integration projects in the post-Soviet space allows us to make the following generalizations. From the geopolitical point of view, the Eurasian region, which basically coincides with the post-Soviet space, cannot be considered as a heterogeneous complex. In view of this, integration associations, created as region-wide in their development, meet with various kinds of problems of a functional, civilizational nature, etc. Ukraine, proceeding from the peculiarities of the geopolitical position, which is characterized by a unique use of „bridge status”, „buffer zone”, „barrier”, aims to develop an effective model of cooperation with countries of the post-Soviet space in different areas. Such cooperation develops taking into account the need to develop bilateral relations as a foreign policy priority. At the same time, not excluding multilateral cooperation models, Ukraine adheres to the principle of limiting participation in integration structures with supranational authorities. As can be seen from the analysis, integration projects based on the principles of „deep integration” are considered by Ukraine as a kind of forums for the development of mutually bene' cial contacts, usually on a bilateral basis. An alternative can be those regional formations, which are considered by Ukraine as consulting forums for discussion, solving common problems and resolving contradictions. An analysis of the geopolitical and civilizational contradictions between Ukraine and Russia leads to a clash of interests and conceptual approaches to the integration of the post-Soviet space. In this sense, Ukraine’s approaches to integration processes in the post-Soviet space have become a prerequisite for the aggravation of the Russian-Ukrainian confrontation and a factor in the escalation of the Russian-Ukrainian armed conflict. Dynamic changes in the emerging international order allow us to express a judgment about the need for further in-depth theoretical development and modeling of Ukraine’s foreign policy activities in the context of our state’s participation in integration processes at the regional and global levels. At the same time, emphasis should be placed on a comprehensive analysis of the geopolitical aspirations of the countries of the region and actors of global politics.

The methodological, organizational and managerial problems concerning the global environmental policy were represented in the paper. The peculiarities of implementation of global environmental policy in the European Union and Ukraine were analyzed and on the basis of this analysis the content and structure of the policy were structured. The attention was focused on institutional characteristics and factors of development of global environmental policy and its innovative potential in the framework of implementing the green economy and sustainable regional development priorities. Threats and opportunities of global environmental policy in the context of regional nature management and protection of natural resources and corporate responsibility and corporate governance were researched. The wide range of international organizations as part of global environmental policy was reviewed. Thesis about institutional imperfection of international environmental policy in Ukraine (the so-called "vacuum of institutions") was grounded. The ways of the organizational and managerial solutions to the identified problems were represented.

In this work it characterizes and analyzes the current rules of social behavior of international business and diplomatic protocol. Here are analyzed and resolved errors that entrepreneurs and experts often do. In this work we show different varieties of the rules of social intercourse, behavior in different cultures of the parts of diplomatic protocol in the current diplomatic practice. In the so-called in- ternational relations we are actively involved in solving international peace and security challenges, promoting sustainable development and fostering the development of the right people at international organizations. International organizations how to sub-license international derivative rights in rela- tion to the gospel. Rights and responsibilities international organizations in the sphere and compe- tences of the international negotiations, concluded between interested parties. Innovation in relations between the gov- ernments and international organizations has led to the emergence of sporadic situ- ations, allowing for the adoption of internationally-privileged mechanisms. Sportive situations may be the cause of serious harm to international organizations, such as the international organization of citizenship and legal entities, which are not covered by the convention.

Opis:
The article deals with the problem of genocide of Bosnian Muslims, its main causes and consequences. It analyses international judicial decisions adopted in international practice, specifically the decision of the International Criminal Tribunal for the Former Yugoslavia (1993–2017). The relevance of this topic is associated with the growing aggressiveness of the subjects of international relations, lack of principles for international legal responsibility and a mechanism for resolving such actions. The purpose of this article is to conduct a comprehensive study and analysis of the phenomenon of genocide drawing on the examples of the events in the former Yugoslavia, specifically the problem of genocide of Bosnian Muslims in international legal practice.
В данной статье рассматривается проблема геноцида боснийских мусульман, основные причины и последствия. Анализируются международные судебные решения, принятые в международной практике, в частности решение Международного уголовного трибунала по бывшей Югославии (1993–2017 гг.). Актуальность данной темы связана с ростом агрессивности субъектов международных отношений, отсутствием четкой международно-правовой ответственности и механизма разрешения подобных действий. Целью данной статьи является проведение всестороннего изучения и анализа феномена геноцида на примере событий в бывшей Югославии, в частности проблемы геноцида боснийских мусульман в международно-правовой практике.

The author of the present paper is a performing musician (a basso profondo singer), who gives 30–40 recitals per year and co-operates with many cultural organizations and institutions (including the ones in Grodno, Kaliningrad, Irkutsk and Novosibirsk). He usually prepares his concerts himself at all stages of organization, from writing projects, developing programs, selecting accompanying musicians and formulating opening words, to being a comp`ere of the whole event. This is done with a special purpose in mind, that is to introduce the audience to the music, culture, literature and history of the home country of the composers or authors of lyrics of particular pieces. Therefore, the carefelly prepared concerts are to serve an educational role (especially as regards young audience) and to fulfill certain pedagogical tasks.
