Opis:
В статье проанализированы последствия планетарной катастрофы на Черно-быльской АЭС для Украины с позиций современной стратегии цивилизации. Показано, что Украина до и после Чернобыля - это история и практика совокупных экологических противоречий колониализма и псевдо технократическoй политики как в советской экономике в Украине в 70–80 годы, так и их трагическую роль в современных реалиях ми- ра. Авария – это результат советской колониальной экологической политики. Показано доминирующую роль политических факторов, реальные источники катастрофы на Чернобыльской АЭС в конце социальноэкологического развития тоталитарной политики. Проанализирован период после Чернобыльской катастрофы в контексте исторического опыта, тенденции и перспективы озеленения глобальной энергетической политики, развитие сбалансированного и комплексного подхода к окружающей среде и устойчивому развитию. Урок Чернобыля показал, что преодоление такой трагедии требует больших средств и ресурсов, значительного времени. Приобретенный опыт обязательно должен быть учтен при планировании действий по минимизации последствий всех возможных аварий техногенного и природного характера.
The paper analyzes the effects of global Chernobyl nuclear accident in Ukraine from the standpoint of current development strategy of the whole civilization. It is shown that the Ukraine before and after the Chernobyl accident – it’s the history and practice of cumulative ecological contradictions of colonialism and pseudotechnocratic policy in the Soviet economy in Ukraine in 1970–1980 years, as well as their role in the tragic realities of the modern world. This accident – is the result of Soviet colonial environmental policy. Demonstrated the dominant role of political factors, the real sources of the Chernobyl disaster at the end of the social and environmental development of totalitarian policy. The period after the Chernobyl accident was analyzed in the context of historical experience, trends and prospects for the “greening” of global energy policy, development of a balanced and integrated approach to environment and sustainable development. The lesson we have taken from the Chernobyl accident has shown that to overcome such a tragedy society require considerable amount of financial and time recourses. Opis:
Kazakhstan takes confident steps in the direction of integration into world information space. For example, in 2017 the state program "Digital Kazakhstan" whose implementation will allow development on the basis of experience of the developed countries various digital services, including health care and education was adopted. Therefore, the adopted and realized state programs of strategic nature reflecting both economic and social policy of the state have to be under construction for the development of cross-cultural communications and the international integration that in turn, will give the forward growth of the human capital quality. Purpose. Based on the experience of the developed European countries, the article aims at introducing proposals for the educational and health services quality improvement as this will contribute to the qualitative development of human capital in Kazakhstan. Methods. For the descriptive procedures at the abstract’s theoretical part logical method has been applied; when determining the index of human development dynamics in Kazakhstan, other countries of the Commonwealth of Independent States (CIS), certain European states the comparative analysis has been carried out; synthesis of foreign experience in formation of social and economic policy of the state has been performed. Results. The level of development of human capital, combining such components as literacy, health, longevity and the very quality of life, is an indicator of the welfare and prosperity of the country. Kazakhstan's rating on the human development index shows positive growth dynamics, which indicates the available opportunities to enter the group of countries with a very high HDI level. Growth can be ensured by improving education indicators and the health status of the population. For the qualitative growth of human capital in Kazakhstan, along with the implementation of a number of adopted state programs in the field of educational and medical services, it has been proposed to continue strengthening of international educational and scientific ties as forms of intercultural communication that facilitate the exchange of information, traditions, technologies, research; to provide digital literacy to the population of remote villages and settlements; to focus on increasing of the population's literacy in health issues for the effective use of the health system.

The methodological, organizational and managerial problems concerning the global environmental policy were represented in the paper. The peculiarities of implementation of global environmental policy in the European Union and Ukraine were analyzed and on the basis of this analysis the content and structure of the policy were structured. The attention was focused on institutional characteristics and factors of development of global environmental policy and its innovative potential in the framework of implementing the green economy and sustainable regional development priorities. Threats and opportunities of global environmental policy in the context of regional nature management and protection of natural resources and corporate responsibility and corporate governance were researched. The wide range of international organizations as part of global environmental policy was reviewed. Thesis about institutional imperfection of international environmental policy in Ukraine (the so-called "vacuum of institutions") was grounded. The ways of the organizational and managerial solutions to the identified problems were represented.

Opis:
Industrial policy plays a great role in modern strategies of economic development due to global challenges and increasing world competition. The goal of the paper is the determination of institutional factors of industrial policy implementation and groups of countries with the similar institutional environment using cluster analysis. The institutional determinants defining industrial development include cultural values (indulgence vs restraint, long-term orientation vs short-term orientation), prevalence of Putnam’s social groups, governance effectiveness and democracy regime, low level of corruption, efficient legislation, liberal base of economy, and high level of property rights protection. These determinants can be represented in 8 world indicators calculated by international organizations and G. Hofstede: 1) the level of society liberalization score; 2) society long-term orientation score; 3) Democracy Index; 4) Corruption Perception Index; 5) Property Rights Index; 6) Ease of Doing Business Rank; 7) Institutions index as a component of Global Index of Competitiveness; 8) Government Effectiveness (WGI). On the appropriate data of 76 countries of the world we obtained 9 clusters of countries with similar institutional parameters for industrial policy implementation. 2 groups contain highly developed countries; 4 groups contain predominantly transformation economies, and 3 groups consist of developing countries with low and low-middle income. As it turned out these countries have also similar macroeconomic indicators and some other institutional aspects like religion and trust in government. The distinction of countries on their institutional indicators is a base for development of the certain type of industrial policy (technological modernization, innovative, protectionism etc.), which is aimed on the dynamic industrial development.
