Based on the declassified archive materials of the Ministry of Foreign Affairs of the Republic of Belarus and the modern historiography of the problem the entry of the Belarusian SSR and the Polish People’s Republic into UNESCO, their participation in the division of labor between the socialist countries delegations (through the example of coordination meetings of representatives of national commissions and other forums), as well as the results and the general problems of membership in the Organization during the Khrushchev’s „thaw” period have been considered in the article. The publication complements the history of UNESCO on the eve of its 70th anniversary.

This article is dedicated to detection of family traditions among the Afghans in modern Belarusian environment. The research is based on results of a field work conducted mainly in Belarus in 2009-2012 (it covered 93 informants). It consisted from a series of structured interviews with Afghans who arrived in Belarus and was able to speak Russian. Afghans who failed to learn the language passed a survey. Also I made a series of interviews with a number of Belarusian citizens who are in close cooperation with Afghans. Family traditions include a wide range of wedding, maternity and funeral traditions, the idea of choosing a spouse, an organization of family life and raising of children. In accordance to the results of survey 52% of Afghans perform traditional rituals of family cycle (mostly positive answer was given by a woman). Within the Belarusian society traditional family rituals are passed significant simplification in comparison with those described in ethnographic research made in Afghanistan

Private sector of culture of the Republic of Belarus: formation and development (1991–2008)In the given research the author on the basis of the historical and genetic analysis, methods of typology and deduction represents the basic segments of sphere of culture of the Belarus in which private subjects of culture have arisen and developed. The analysis of achievements and lacks of the given phenomenon is carried out, the factors influencing development are marked.The private sector in sphere of culture of Belarus in 1991–2008 could not create appreciable enough competition to official bodies. In cultural aspect only some projects became really platforms for experiment. First of all it concerns theatrical creativity, motion picture arts and painting.Development of a competition was not promoted by a state policy creating unequal conditions for development (tax privileges, rent decrease, etc.). Negative influence on formation of private noncommercial sector has rendered absence of the developed legislation on sponsorship and patronage of arts.Private establishments in culture sphere were created both the commercial organizations and individual businessmen, and the private persons far from business. The aspiration to profit not always was the main thing for businessmen. Private theatre in Gomel, a museum‑drugstore in Grodno, picture galleries were created by businessmen for the purposes more likely aesthetic, for confirmation of the status. The satisfaction of personal ambitions, the aspiration to be more available to public was the main thing for noncommercial projects. Most brightly it is appreciable in museum business (A. Bely, J. Gil’s museum).The projects arisen and developing on a wave of political disagreements in the country are present at a private sector of culture of the Belarus (cinéma vérité, museums).It is necessary to ascertain full absence in the country of private cinemas and film studios of game cinema, the organizations of national crafts, circuses.

Belarusian Self-determination process of 1917-1920 included several attempts resulting in different levels of success. This process was reflected in the adoption of several constituent acts of different shapes, which declared state sovereignty. The historical and legal analysis of constituent acts of Belarusian People’s Republic (1918) and of the first soviet Belarusian republic (1919) is presented in this article. The structure and the contents of this acts are analyzed, features are revealed. The historical and legal assessment of the acts is given. The Bolsheviks replaced the slogan of national self-determination by the slogan of „self-determination of working people”. They opposed attempts of self-determination by the nations of the former Russian Empire. This was done through the proclamation of Soviet national republics. An integral part of this policy was the declaration of the Soviet republic of Belarus on 1 I 1919. This political tactic allowed the Bolsheviks to justify the invasion of the Red Army troops in the regions of national self-determination.

Idiomatic expressions in Florian Czarnyszewicz’s novels as a linguistic evidence of mutual relations of the Polish community by the Berezina river at the beginning of the 20th centuryThis article is an attempt at analysing collocations chosen from Florian Czarnyszewicz’s novels Nadberezyńcy and Wicik Żywica on the basis of their semantic classification. The subject of the analysis were collocations expressing mutual interpersonal relations: love, relations with family members or neighbours, fighting with somebody / showing hostility, punishment / revenge, killing / dying. The majority of the analysed idioms are used to express emotions, among which negative emotions prevail. The analysed units can be divided in the following way:typical of spoken Polishhaving full semantic, lexical and grammatical equivalents in Belorussianhaving full semantic, lexical and grammatical equivalents in Russianhaving full semantic, lexical and grammatical equivalents in Belorussian and Russian.This division results from the historical and linguistic conditions – the Poles inhabiting ethnic Belarus lived in a multinational environment. Traditional Polish communities were located near Belorussian and Russian (Old-Believers’) villages. The genetic proximity of the Polish, Belorussian (including dialects) and Russian languages gave rise to numerous language interferences. The evidence of this is the vocabulary used in Czarnyszewicz’s novels, especially idioms.

The hail is considered as the dangerous hydrometeorological phenomenon in territory of the Republic of Belarus. The opportunity is analyzed and the technique of agricultural crops loss (hail damage) assessment with use of remote sensing images (RSI) is developed. Error possible sources of agricultural crops loss (hail damage) assessment with use of RSI are considered. Assessment results of agricultural crops loss by hailstorm on Juty, 12th, 2007 in Goretsk District of the Mogilyov Region with use of Landsat TM/ETM+ images are analysed.

Two colours dominated the imagery representing social reality in the press of interwar Belarusian Christian Democracy. Various social phenomena, people, or material objects could be perceived as either “good” (“white”) or “evil” (“black”). In the realm of “good” material objects, phenomena, and people, it was actually pragmatism that mattered in the context of what was perceived as useful for the Belarusian nation. The latter was represented in the press as the “moral community”, which included the authors and editors as well as readers and supporters of BChD in rural areas. The realm of material objects is also of interest, as they likewise could be perceived as either “good” or “evil” from the community’s point of view. On the one hand, the objects were the symbols of this community; however, on the other, they could be viewed as powerful protecting fetishes.

Belarusian harvest holiday "Dozhinki" is held annually since 1996. 15 regional centers already became its "capitals". The main feature of the preparations for this festival is a large-scale renovation of the city centers. Rebuilding can be compared to the transformation of the Belarusian cities after the Magdeburg Law adaptation in XV-XVI ct. or by post-war reconstruction. Transformations includes changes in the traces of central streets, building of the major sporting infrastructure and of course renovation of architectural heritage (demolition of buildings – nearly 2-3 monuments in every city; renaming streets; alterations to historic neighborhoods and reconstruction of the iconic monuments; revitalization of central streets, etc.). The result of transformation was the serious changing of the cultural landscapes of these cities, disappearing of conventional spaces of memory and artificially implantation of the outside ones. The article highlights the question of how these changes reflect the views of local communities on the semantic filling of the local cultural landscape. How the cultural landscape changes affect the traditions of memory, do they really increase prestige of the cities and the quality of life as it is stated in the official media?

In article the problem of formation of a picture of the world as the phenomena of culture and human consciousness which norms can be transferred and acquired as system through various knowledge, samples of fiction is considered; the role of the literature as means of transformation of a picture of the world is marked. On an example of interpretation and the analysis of products of Lithuanian poet J.Baltrushajtisa and the Belarus M.Bogdanovicha and N. Matjash it is shown, how the works of art written by them in Russian, have found in the world literature spiritual, moral and valuable value.

In the article mutual relations between Belarus and the European Union as well as the Russian Federation are analyzed. The author shows that the unwillingness of Belarusian ruling elite to form a civil society makes the relations with the western neighbouring state worse. And Russian imperial ambitions don't promote the strengthening of the east integration vector. In modern conditions Belarus has a self-isolation policy from the neighbouring states that is objectively directed against national interests of the Belarusian society.
