The purpose of this article is to analyze the psychological stance of Sarnau, the main character of the novel "Ballad of Love in The Wind" of the Mozambican writer Paulina Chiziane. The writer describes the Mozambique of today, which is divided into tradition and modern life, ancestral and native way of life. The analysis of the novel shows that Paulina Chiziane breaks the stereotyped image of the woman by representing her as a being aware of her inferior social situation and as a being who intends to oppose the sexist and patriarchal society. Sarnau must face up to the cultural clash resulting from the encounter between the Western and African cultures. She lives in a polygamous family and has to find her place within this family and within the society. Chiziane’s protagonist tries to change her situation in order to find her identity as a women, mother and African wife.

O artigo analisa os aspetos que envolveram a migração para o Brasil de 58 mulheres italianas que se casaram com membros da Força Expedicionária Brasileira durante a Segunda Guerra Mundial. Baseado em testemunhos e documentos pessoais (cartas, diários, fotos, artigos de jor-nais) pretende-se entender porque o tema careceu de interesse bibliográfico. Para tanto, são teci-das considerações acerca das motivações pessoais dessa migração como parte de um projeto de família, a interferência do Estado para viabilização do mesmo e o papel que a ausência de redes migratórias teve na adaptação à sociedade de adoção, bem como a relação entre público e priva-do contribuiu para o silenciamento das vozes femininas no contexto da guerra.
This paper analyses the factors involved in the immigration of 58 Italian women to Brazil. They were married to soldiers of the Brazilian Expeditionary Force during the Second World War. Based on biographical research on the interviewees, the analysis intends to determine the reason why this subject has lacked bibliographical interest. For this purpose, there are some considera-tions upon the personal motivation for immigrating as part of a family project, the State interfer-ence to enable it and the role that the inexistence of a migration network played in assimilation into society, as well as how the relation between public and private contributed to muting wom-en’s voices in the context of war.

Este estudo busca promover um debate sobre os Conselhos Municipais dos Direitos da Mulher existentes no estado de Santa Catarina e no Brasil contemporâneo. Sabe-se que os Conselhos de Direitos representam uma possibilidade de participação da comunidade em relação às políticas públicas e ao seu controle social. Os Conselhos de Direitos são órgãos vinculados administrativamente ao Poder Executivo e atuam nas três esferas da federação. Assim, os Conselhos de Direitos são espaços de importante atuação da sociedade civil, que dialoga e atua junto ao poder público no sentido consultivo, deliberador e fiscalizador das políticas públicas. Este órgão é garantido pela Constituição Nacional de 1988 e por legislação própria, de acordo com a especificidade de cada Conselho. Neste contexto, promovemos neste estudo um debate sobre os limites e possibilidades de atuação dos Conselhos dos Direitos da Mulher em nosso país, a partir de sua historicidade e dos desafios em garantir a promoção de políticas públicas que contemplem a população de mulheres. Para tanto, utiliza-se os Estudos Feministas enquanto aporte teórico e metodológico neste estudo, pois a perspectiva ofertada pelos Estudos Feministas permite uma análise crítica sobre uma História que se coloca como universal e monolítica, já que anseia por outros modos de produzir conhecimento.
This study seeks to promote a debate on the Municipal Councils for Woman's Rights of the state of Santa Catarina and contemporary Brazil. It is known that the Rights Councils represent a possibility for community participation concerning public policies and their social control. The Rights Councils are bodies administratively linked to the Executive Branch and operate in the three spheres of the federation. Thus, the Rights Councils are spaces for important action by civil society, which dialogues and works with public authorities in a consultative, deliberative, and supervisory sense of public policies. This body is guaranteed by the 1988 National Constitution and by specific legislation, according to the specificity of each Council. In this context, in this study, we promote a debate on the limits and possibilities of action of Women's Rights Councils in our country, based on their historicity and the challenges in guaranteeing the promotion of public policies that include the female population. To this end, Feminist Studies is used as a theoretical and methodological contribution to this study, as the perspective offered by Feminist Studies allows a critical analysis of a History that is seen as universal and monolithic, as it yearns for other ways of producing knowledge.
