In the last decade on Polish roads has been recorded every year, at least 70,000 driving under the influence. Such statistics put Poland ahead of EU countries with the highest number of intoxicated drivers. There is also no doubt that the risk of road accidents is increasing along with the number of drivers with are drunk. Although there are numerous publications addressing issues of offences relating to driving under the influence, this publication containing the analysis of court cases with this range. This work also presents consideration for actually meted sanctions and measures against people who committed offences relating to driving under the influence. Article consist an introduction, codex regulation of art. 178a § 1 and 4 of the Polish Criminal Code, statistical considerations and conclusion.

Our perception of reality is subjective. Each person perceives reality in a different way, experiencing only a fraction of it. And yet we believe, or rather we want to believe, that there is an objective reality. Today one needs an extensive knowledge so as not to get lost in the hotchpotch of information provided by the modern media, and to find the information essential for us. Subconsciously, we are looking for an authority to provide us with an interpretation of reality, explanation, personal opinions and even instructions on how to understand it. Mass media have taken up this role in the modern, technologically developed society. The belief in the omniscient media drives people to perceive the media-generated images and news as more real than their own life experiences. Not without a reason the media consciously resort to manipulation. There is a conviction that one can rule over people by gaining power over their imagination. An average receiver of the 21st century media is a perfect target for the modern television, Internet, video games, etc; overworked, tired and stressed, s/he will trust the media and the information they provide. And again we come back to the question of whether it is the media that create the world, or is it the world that shapes the mass media? Whatever the answer, we arrive at further questions: the question of responsibility in the communication process, responsibility for spreading honest and reliable information, and responsibility for creating social relationships.

Opis:
The author of the article sheds light on the most important aspects of the approach to the study of the biblical texts based on tradition, that is the history of the influence of the text – Wirkungsgeschichte. In the first part he shows the philosophical foundations (H-G. Gadamer) and the historical-theological origin of the method that is one more response to the shortcomings of historical-critical studies. In the next point various definitions and formulations of Wirkungsgeschichte are discussed that can be encountered in academic publications, especially written by German exegetes. The article is concluded with a critical evaluation of the approach from the point of view of Catholic hermeneutics and the theological-dogmatic principles formulated in the documents of the Catholic Church (cf. Dei Verbum 12).

Opis:
The article analyses the influence of a particular name on the individual's life and the development of his script. It contains the examples taken from psychotherapeutic practice and the results of the study conducted on a group of students, which reveal that most of them believe that their name have been chosen purposefully (56,4%). Thus, it can be assumed that when parents chose names for their children, they have a concrete intention in mind, which may include the performance of certain tasks, the pressure to adopt certain roles or the expectations of certain behaviours. All this leads to the development of a particular life script.

Opis:
The following article examines a variety of elements concerning the influence of the English language on the vocabulary and spelling of the IRC chats in Polish and Russian. After a short presentation of the IRC service itself and the conversations made through it, a number of examples of the jargon, the youth slang, the play with spelling, and the transcription of the Cyrillic alphabet, which appear in the medium, are presented. Most of the examples serve to illustrate the influence of the English upon the Polish and the Russian languages of the IRC users. Additionally, the examples prove the author’s assumption that IRC is a medium which stimulates linguistic creativity

This paper is concerned with the methodological, practical and analytical dimension of creative writing training. Lectures and seminars for first year students „Literary masterpieces of XX–XXI Century”, have been dedicated to the education of close reading skills, which is an introduction to the skills of creative writing, understood as re-writing, or re-formulation of canonical literary texts. Creative writing students have been instructed how to find their own voice on the margins of famous texts. This approach for creative writing education is presented by Nicholas Delbanco, author of The Sincerest Form. Writing Fiction by Imitation. Close reading and creative re-writing of canonical literary works is a significant exercise of stylization, pastiche, narrative modes, point-of-view technique, focalization and world and character building processes. Exercises like these are not only creative writing training but also a workout of critical thinking, based on influential paradigms like post-colonialism, feminism, cultural studies, due to the subversive potential of re-written literature. This is an interesting challenge for both sides of the education process: for students and for academic teachers. This paper is a review of analytical procedures, practical exercises, questions and issues which were given to students during a course on „Literary masterpieces of XX–XXI Century” (dedicated to Lord Jim by J. Conrad, The Death in Venice by T. Mann; The Stranger by A. Camus) and an opportunity to present students’ short stories and exam task fragments.

Artykuł porusza tematykę prezentowanych w literaturze przedmiotu definicji wiedzy. Ze względu na różne ujęcia przez badaczy tego pojęcia trudno jest znaleźć i opracować jedną płaszczyznę jej rozumienia. W celu uporządkowania wielości stanowisk niektórzy uczeni podjęli próbę systematyzacji terminu wiedza. W artykule zostały przedstawione typologie opracowane przez: B. Mikułę, J. Beliczyńskiego, Cz. Mesjasza, A. Stabryłę, I. Tuomi, M. Alavi, D. E. Leider. Konsekwencją niejednolitego rozumienia pojęcia wiedzy są różne perspektywy zarządzania wiedzą. Zbadanie tych perspektyw pozwala na zdiagnozowanie rozumienia i stosowania terminu wiedza w praktyce. Celem artykułu jest zaprezentowanie teoretycznych ujęć pojęcia wiedzy oraz wyników badań na temat perspektywy pojmowania wiedzy w kontekście wpływu na zarządzanie wiedzą.
The purpose of this article is to present the theoretical approaches to the concept of the knowledge and results of research which were focused on understanding the knowledge in the context of the knowledge management. The article refers to the definitions of knowledge which are presented in the literature. Due to the different approach to this term it is difficult to find and develop a platform of understanding it. To organize a plurality of positions some scientists have attempted to systematize the term of the knowledge. The article presents typologies developed by B. Mikula, J. Beliczyński, Cz. Mesjasz, A. Stabryła, I. Tuomi, M. Alavi, D. E. Leider. The consequence of various understanding of the term of knowledge are different perspectives of the knowledge management. Examination of these perspectives allows to understand and use the term of the knowledge in practice.

Opis:
The metaphor of the sun, in which Plato (Republic 509b) compares the idea of the Good to the sun that dwells above the earth yet affects the phenomena occurring on it, was an inspiration for both heretical and orthodox theology in the first Christian centuries. The Gnostics, Clement of Alexandria and Origen all believed that God, like the Platonic idea of the Good, is radically transcendent in relation to the world, but at the same time is the cause of everything that exists in it. Unlike Plato, who believed that the idea of the Good is knowable and can be the subject of science, the Christian theologians of the first centuries believed that God was like a blinding light. This means that God, according to them, though intelligible, is unknowable in His essence. Therefore, God cannot be the subject of science. Another modification of the Platonic metaphor was the introduction of the element of sunlight, to which the philosopher from Athens did not refer. For the Gnostics, the rays of the sun were “eons” – spiritual beings that existed in the space between the first principle of all things and the material world. For Clement and Origen, the light that comes from the sun was the Son – the power and wisdom of God. In contrast to the Gnostics, who believed in the progressive degradation of the spiritual world through successive emanations, the Alexandrian Fathers believed that the Son possessed all the knowledge of God and therefore revealed to man the true God. Yet the revelation of God by the Son, and even the grace that assists human beings in the process of learning about God, do not give man complete knowledge of the essence of God. Thus the Gnostics, Clement and Origen, despite some doctrinal differences, all accepted the concept of the radical transcendence of God on the ontological and epistemological levels.

The article is regarding the mobilization of the elderly people taking place through activity of the University of the Third Age. An occurrence of the old age was described with her significant features including biological, psychological, social and spiritual dimensions of the life of the man. The elderly gradually is backing out of performed roles in society, can feel loneliness, pushing the social life into the background and produced fears with expectation of the death. A fact that seniors have a great development potential was emphasized, need of active activity in different fields of the life and the tendency of developing many interests. A history of the formation of the University of the Third Age was presented as well as their mission, cells, functions and areas and forms of the influence on the elderly were characterised, as well as to the society. These institutions are motivating elderly people in the intellectual, emotional, public, cultural and artistic aspect, as well as enable to include into the course of events general-social. School curricula carried out and forms of the influence contain a lot of contents of the gerontological prevention. University for seniors are counteracting the social exclusion of this group as well as are activating to action and the improvement of the quality of their life.

W niniejszym opracowaniu podjęto próbę szczegółowego, statystycznego opisu przestępczości prowadzenia pojazdów mechanicznych w stanie nietrzeźwości lub pod wpływem środka odurzającego przy wykorzystaniu dostępnych danych o liczbie przestępstw i skazań z art. 178a §1 k.k. oraz liczbie wypadków drogowych i kontroli trzeźwości kierujących. Liczba przestępstw z rozpatrywanego artykułu istotnie spadła od roku 2005 do 2016, podobnie zresztą jak ogólna liczba przestępstw w Polsce. Co oczywiste, mniejsza liczba wykrywanych rokrocznie przestępstw z analizowanego artykułu prowadzi do analogicznych spadków liczby osób osądzanych i skazywanych za to przestępstwo. Ale co ciekawe rośnie liczba warunkowych umorzeń postępowań sądowych z tego artykułu. Zmienia się także struktura orzekanych kar – istotnie spadł udział kary pozbawienia wolności z warunkowych zawieszeniem jej wykonania, a wzrósł udział grzywien i ograniczenia wolności. Wyniki szczegółowych analiz wymiarów poszczególnych orzekanych kar sugerują nieznaczne złagodzenie polityki karania za to przestępstwo. Wzrosła jednak istotnie liczba orzekanych środków karnych przypadających na jednego skazanego, w tym głównie świadczenia pieniężnego. Udział wypadków drogowych spowodowanych przez nietrzeźwych kierujących w ogólnej liczbie wypadków jest stosunkowo niski (ok. 6%) i systematycznie spadał w analizowanym okresie. Fakt ten, łącznie z systematycznie spadającą liczbą przestępstw prowadzenia pojazdu mechanicznego pod wpływem alkoholu lub środka odurzającego (przy ponad dwudziestoczterokrotnym wzroście liczby przeprowadzanych przez policję kontroli trzeźwości kierowców w tym samym czasie), wskazuje na korzystną i bardzo istotną zmianę społeczną w zakresie jazdy samochodem pod wpływem alkoholu. Study provide statistical description of the crime of driving motor vehicles under the influence of drugs or alcohol, number of road accidents and driver's sobriety control. The number of such crimes significantly decreased from 2005 to 2016, as well as the overall number of crimes in Poland. Obviously, the smaller number of crimes detected leads to analogous decreases in the number of people judged and sentenced for this crime. But what's interesting is change in structure of sentenced penalties – the share of the penalty of imprisonment decreased significantly, and the share of fines and community service increased. The number of penal measures imposed per one convict, mainly including cash benefits, increased significantly. The share of road accidents caused by intoxicated drivers in the total number of accidents is relatively low (about 6%) and systematically decreased in the analyzed period. This fact, together with the systematically decreasing number of analyzed crimes and increasing number of police nchecks of drivers' sobriety at the same time, indicates a favorable change in social attitudes towards driving under the influence of alcohol.

The number of such crimes significantly decreased from 2005 to 2016, as well as the overall number of crimes in Poland. Obviously, the smaller number of crimes detected leads to analogous decreases in the number of people judged and sentenced for this crime. Na terenie Śląska już od końca XVIII wieku rozpoczęto wydobywać i przetwarzać bogactwa naturalne, takie jak węgiel kamienny itp. Niestety, rozwój przemysłu, przy braku świadomości jego oddziaływania na środowisko oraz przy nieumiejętnym zarządzaniu odpadami towarzyszącymi wydobyciu i przeróbce, wpłynął na skażenie środowiska, którego skutki są odczuwane do dziś. Jednym z najbardziej toksycznych pierwiastków chemicznych, stwarzających poważne zagrożenie dla środowiska naturalnego i żywych organizmów, a który występuje w wyniku działań antropogenicznych w większych stężeniach właśnie na terenie Śląska, jest rtęć. Pomimo utrzymującej się tendencji zmniejszania się emisji zanieczyszczeń powietrza z zakładów szczególnie uciążliwych, takich jak zakłady energetyki zawodowej, województwo śląskie w dalszym ciągu zajmuje czołowe miejsce pod względem emitowanych do atmosfery pyłów i gazów, a w tym rtęci. Jako, że zanieczyszczenie rtęcią, stale emitowaną do gleb, wód i powietrza, ma bezpośredni wpływ na jakość życia ludzi i zwierząt, należy w sposób szczególny postępować z nią podczas całego „cyklu życia” tego pierwiastka.
Mining and processing of the different natural resources like the coal has been started in the end of 18th century. Unfortunately, industry development without knowledge about its influence on the environment has been caused pollution on the environment. Unskillful after-processing waste management has been responsible for environment condition going worse, too. Results of these activities are present until now. Mercury is one of the most toxic chemical element which is very dangerous for natural environment and living organisms. Concentration of mercury from anthropogenic activity is especially high in the Silesian region, despite the tendency to decrease gases emission from the active heat and power stations. Silesian Voivodeship is still on the top of the list of voivodeships emitting toxic gases with mercury. Because mercury from air, soil and water has a negative effect on the human and animals life quality, we must to proceed with it a special way during its whole life cycle.

Opis:
W Syr 1-19 mamy bardzo jasną i praktyczną naukę o tym, czym jest język i jaka jest jego rola w życiu człowieka. W Syr 4:24 język jest związany z mową, a ta z kolei świadczy o tym, jak ktoś jest wychowany. Mamy więc triadę: wychowanie - mowa - język. Jeżeli człowiek jest leniwy i gnuśny, to jest to znak mowy zuchwałej, a ostatecznie znak, że źle posługuje się językiem (Syr 4:29). Mowa człowieka, która jest znakiem braku wychowania, okrywa człowieka hańbą. U podstaw takiego zachowania leży język: „chwała i hańba w mowie i język (glossa) człowieka upadek jemu” (Syr 5:13). Właściwe użycie języka i mila mowa pomogą w pozyskaniu przyjaciół. To będzie znakiem dobrego wychowania. Fundamentem takiego zachowania jest właściwe posługiwanie się językiem (Syr 6:5). Język jest darem Boga Stwórcy. On pragnie, aby dzięki wolnej woli, oczom, uszom, sercu, człowiek dobrze kontrolował swój język (Syr 17:6). W Syr 19:16 mowa jest o grzechu, który może być popełniony za pomocą języka. Sposobem na uniknięcie go jest postępowanie zgodne z Prawem Bożym: „Upomnij bliźniego swego, zanim mu grozić będziesz, i daj miejsce Prawu Najwyższego” (Syr 19:17).
The article presents how the Old Testament views the nature of language in the sense of a tool which can be found in the Book of Sirach. The ethical and axiological aspect of language and speech is of utterly crucial importance. The author of article focuses on the triad language-speech-education and the influence of wrong use of the language on the quality of life.

Działalność przedsiębiorcza we współczesnych warunkach wymaga określonych uregulowań i tworzenia mechanizmów motywacyjnych dla efektywnego wzrostu małych i średnich przedsiębiorstw w dwóch sąsiadujących regionach: Obwodzie Kaliningradzkim i województwie warmińsko-mazurskim. Rozwój małej i średniej przedsiębiorczości w województwie warmińsko-mazurskim jest ściśle związany ze specyfiką i właściwościami rozwoju całej polskiej gospodarki. W Obwodzie Kaliningradzkim istotnym zagadnieniem jest stworzenie warunków dla rozwoju małych i średnich przedsiębiorstw w ramach realizacji czteroetapowego szczególnego systemu gospodarczego (w l. 1991–2031). Wspólną cechą charakteryzującą rozwój małych i średnich przedsiębiorstw w obu sąsiadujących regionach jest udział tych firm w strukturze podmiotów gospodarczych. Zarówno w Obwodzie Kaliningradzkim jak i województwie warmińsko-mazurskim największy udział w strukturze mają przedsiębiorstwa handlowe i naprawcze (34,4% w Obwodzie Kaliningradzkim i 27,9% w województwie warmińsko-mazurskim), a niewielki w przemyśle (11,7% w Obwodzie Kaliningradzkim i 9,0% w województwie warmińsko-mazurskim) oraz w budownictwie (10,7% w Obwodzie i 10,4% w naszym województwie).
At present entrepreneurial activities are desperately in need of specific regulations in order to supply motivating mechanisms conducive to a successful development of small and middle-sized business-establishments in the adjacent regions of the Voivodship of Warmia and Mazury and the Kaliningrad District. The expansion of small and middle-sized business companies in the Warmia-Mazurian voivodship is inseparably linked with the particular situation and the development of the Polish economy as a whole. In the Kaliningrad District, though, the central issue assuring the existence and expansion of the companies in question depends on the realization of the conditions implied by the specific four-stage economical development program1991–2031. A common characteristic of the development of small and middle-sized business companies in the neighboring regions is their contribution to the framework of economic subjects. In both regions the retail industry and repair services account for the lion’s share of the economic structure (34,4% in the Kaliningrad region versus 27,9% in the Warmińsko-Mazurian voivodship) followed by a rather modest industry sector (11,7% in the Kaliningrad. District, 9,0% in the Warmińsko-Mazurian voivodship) and the building trades (10,7% in the neighboring district, 10,4% in our voivodship).
