Celem artykułu jest analiza poziomu i wybranych uwarunkowań partycypacji społecznej młodzieży oraz odpowiedź na pytanie, jak badani wartościują dobrowolne inicjatywy i działania proponowane na terenie szkoły. Teoretycznym punktem odniesienia są ustalenia przedstawicieli nauk społecznych na temat współczesnej sytuacji ludzi młodych, ich społecznej partycypacji i bierności, a także zagadnienie edukacji obywatelskiej. Przedmiot refleksji stanowią wyniki reprezentatywnych badań socjologicznych zrealizowanych w latach 2020 i 2021 wśród pełnoletnich uczniów szkół ponadpodstawowych na terenie archidiecezji lubelskiej. Tekst zawiera omówienie ich deklaracji dotyczących udziału w fakultatywnych grupach i inicjatywach organizowanych w szkole oraz w organizacjach i działaniach prospołecznych poza nią. Przeprowadzane analizy statystyczne uwzględniają zmienne niezależne: płeć, miejsce zamieszkani i religijność, mierzoną stosunkiem do wiary. Zastosowano również testy chi-kwadrat i V Cramera. Konkluzje wskazują na znacząco niski poziom partycypacji społecznej badanej młodzieży, ale też na potencjał tkwiący w jej pozytywnym wartościowaniu rożnych form zaangażowania oraz w gotowości do działań ukierunkowanych na pomoc innym w przyszłości.
The aim of this article is firstly to analyse the levels of young people’s social participation, along with its selected determinants. Secondly, the aim is to answer the question: how do the research participants value voluntary initiatives and actions proposed at school? Research findings by representatives of social sciences concerning the situation of modern-day young people, their social participation, passive attitudes and on the issue of civic education constitute a reference point for the discussion. Subject to analysis are outcomes of representative sociological research conducted among adult young people attending secondary schools in the Archdiocese of Lublin in 2020 and 2021. The paper discusses the declared statements of the respondents on their participation in non-compulsory groups and initiatives organized at school, as well as in extra-curricular, pro-social organizations and actions. The statistical analyses included the following independent variables: sex, place of residence and religiosity measured by attitude towards faith, chi-square and Cramer’s V tests. The conclusions show among others that the respondents exhibit a low level of social participation. They highlight the potential to be found in their positive valuation of various forms of engagement as well as their willingness to take part in actions that aim at helping others in the future.

Wielokrotnie wskazywano już przy różnych okazjach ułomności obecnego systemu gospodarki przestrzennej. Miejscowe plany zagospodarowania przestrzennego okazują się nieskuteczne w ramach ochrony ładu przestrzennego i łagodzenia konfl iktów przestrzennych, ale decyzje o warunkach zabudowy mogą być raczej traktowane jak narzędzie destrukcji przestrzennej, niż związane z ochroną ładu przestrzennego. Również z tych powodów bardzo pozytywnie należy ocenić wszelkie działania ustawodawcy, mające na celu poszukiwanie nowych rozwiązań i nowych możliwości organizacyjnych dla władz publicznych. W takim kontekście oceniać należy znaczną część regulacji zawartych w Ustawie z 3 listopada 2015 r. o rewitalizacji. Można bowiem zauważyć, że zarówno rozwiązania związane z partycypacją społeczną, jak również miejscowym planem rewitalizacji uwzględniają znaczną część zgłaszanych przez środowiska naukowe postulatów, w tym zwłaszcza tych powiązanych z koncepcją współzarządzania publicznego. Celem opracowania jest ocena wprowadzanych rozwiązań i instytucji, przede wszystkim na podstawie kryteriów związanych z zastosowaniem koncepcji współzarządzania publicznego.
The aim of the chapter is to assess introduced by revitalisation instruments and rules from the perspective of selected methods of co-ordination –governance. An attempt was made to determine the extent to which the view of governance and social paticipation is, and what ultimately should be taken into account in the analyzed law regulations, which are part of the system of spatial planning system.

The article is aimed at showing the theoretical model of civic activity understood as a social activity in the context of being a citizen in a democratic state. Humans as social beings take actions as members of their own group and in the interest of other people. In the context of democratic system it is justified to distinguish civic activity as a separate kind of social activity. Theoretical analysis of the presented activity allows to differentiate and describe four forms of it, such as social commitment, social (civic) participation, individual political activity and participation in governing. This model can be used as a benchmark in interdisciplinary research and theoretical as well as empirically-based analyses, which describe the activities of humans realizing social interests.

Opis:
Local democracy is considered one of the most important parts of the democratic system. It enables the articulation of civic needs and preferences. Creating grounds for active participation in creating local law for residents of local government units is one of the basic instruments for building a civil society. The aim of the article is to analyze legal provisions guaranteeing the inclusion of citizens in the creation of local law acts. The right to establish local law is expressed in social participation and is based on an appropriate system of values. The law-making activity of local self-government regulates the functioning of local self-government communities and creates the legal framework for its operation. The concept of local law and social participation institutions such as public consultation and legislative initiative are discussed in the paper.

The purpose of the paper is to analyze the issue of the relations between being consumers and being citizens in the consumer society. Many researchers point to deepening crisis of mature democracy and a decrease in social and civil participation, which entails most developed and developing countries, including Poland. The phenomenon present in a context of consumer society and its culture are often indicated among causes of this state. Based on the analysis of social changes in modern world, Zygmunt Bauman arrives at a conclusion that as an individualized entity, the consumer is an enemy of the citizen. The citizen and the consumer have different interests, hierarchies of values and ways of perceiving the world. The Zygmunt Bauman’s thesis is being analyzed in the paper on the basic of author’s research results. In the first part of the study, the typical characteristics of “model” members of a consumer society in the liquid modernity era are discussed (with reference to Bauman’s and other authors’ views). The way a consumer society affects the mentality of its members (the consumers) and their relations with groups, or larger communities (especially civil participation) is addressed. The second part is devoted to the issue of relations between being consumers and being citizens and is based on the research results of author’s research results. The relationships between consumer orientations of AMU students and chosen elements of their civic and social participation are discussed. Finally, the study is concluded with an attempt at explaining the results of research with reference to Bauman’s concept.

The paper aims at presenting the conclusions of research encompassing: an analysis of the social participation of Poles living abroad alongside with a diagnosis of crucial determinants of that involvement, a diagnosis of their opinions concerning the functioning of Polish diaspora organisations, and the identifi cation of Poles’ readiness to become involved in such organisations. The analysis is based on empirical data collected during an internet survey among Poles living in 11 Western European countries and the USA and a qualitative study conducted among Polish diaspora elites in those countries. Results of the empirical research show that the surveyed Poles living abroad were characterised by: relatively low knowledge of Polish diaspora organisations, a low level of involvement in Polish diaspora organisations, and a low level of readiness for future involvement in such organisations. Moreover, the research proved low levels of the survey participants’ general involvement in three distinct aspects of social life: political, cultural and civil. The article also presents the main determinants of the diagnosed social phenomena.

The sense of community is recognised as a key category favouring the development of local communities, conducive to the growth of social activity, supporting the activation of internal resources of the group in the field of solving social problems. Artykuł wskazuje, na tle badań własnych, narzędzia informowania, konsultacji oraz uczestnictwa publicznego w procesach rewitalizacji. Istotną częścią tekstu jest, zawarty w Aneksie, raport z badań, przeprowadzonych w 2009 r. w postaci internetowej kwerendy lokalnych programów rewitalizacji 190 miast z wszystkich województw (ponad 20% ogółu polskich miast). Wyniki badań ujawniają, że polskie gminy realizują głównie nałożone na nie obowiązki związane z udostępnianiem informacji publicznej. Na poziomie konsultowania podejmowane są także głównie działania obligatoryjne w zakresie wynikającym z przepisów ustawowych. Tylko nieliczne z badanych gmin wdrażają instrumenty, które uznać można za przejaw zapewniania aktywnego uczestnictwa mieszkańców w podejmowaniu decyzji. Także nieliczne miasta posiadają rozbudowane, aktualizowane portale dotyczące rewitalizacji, w większości przypadków informacje na stronach www pojawiają się incydentalnie i nie tworzą spójnego i przystępnego kompendium wiedzy nt. działań rewitalizacyjnych. W artykule przedstawiono systematykę narzędzi partycypacyjnych oraz propozycję modelowego ujęcia partycypacji społecznej w zarządzaniu procesami rewitalizacji. Na podstawie doświadczeń zagranicznych – wskazano praktyczne propozycje podjęcia odpowiednich sekwencji działań we wdrażaniu uczestnictwa społecznego. Autorzy podkreślają, że kluczowym problemem w konstruowaniu zestawu działań są: otwartość partnerów procesu na współpracę i wzajemna gotowość do zrozumienia ich sytuacji i potrzeb. Bez owej otwartości i pełnej gotowości do współpracy – instrumenty partycypacji stają się martwe.
This paper is based on the author’s own research to indicate the tools of information and community consultation and participation in the revitalization processes. The 2009 research report, enclosed as an annex, constitutes an essential part of the paper. The report refers to the internet study of the local revitalization programmes conducted in 190 Polish towns of all the Polish regions (or more than 20% of all Polish towns). Research results revealed that the Polish municipalities concentrated mainly on the fulfilment of the mandatory tasks associated with making public information available. At the level of consultations, also mainly mandatory activities were adopted as required by statutory regulations. Only several of the studied municipalities had implemented the instruments which could be recognized as indications of assuring active community participation in decision-making processes. Few towns operated large, regularly updated portals dedicated to revitalization. In most cases such details appearing on websites were incidental, without being coherent and plain collection of data on revitalization activities. The paper presents a list of participation tools and a proposal of model treatment of community participation in revitalization process management. Based on international experience, the author indicated some practical proposals of implementation of proper sequences of operations in the attainment of community participation. The author emphasized that the following constituted key issues in the adoption of a selection of activities: openness of the partners participating in the process and their mutual readiness to understand the partners’ situation and needs. Without such openness and readiness to co-operate, participation instruments would be useless.

Conscientiousness as a personality trait has been recognized as a predictor of students’ academic achievements in numerous empirical studies. The aim of the study was to determine the role of life orientations, moratorium and transitive orientation, in the relationship between conscientiousness and academic achievement. The study was conducted using Social Participation Questionnaire and the NEO-FFI Personality Inventory among 111 full-time students aged 20-25. Conscientiousness turned out to be a predictor of both academic achievement and life orientation, but these orientations did not mediate the relationship between conscientiousness and academic achievement.

The statutory framework of revitalization in Poland clearly indicates that local cogovernance constitutes a context for the rehabilitation process. This primarily means using mechanisms and tools of revitalization that are based on engagement (participation) of citizens and other local actors. Such measures may be described as directed at the community, and their implementation should be preceded by a diagnosis of the participatory potential of the local community. The article aims to show the importance of co-operation and social participation in the revitalization process. The author presents theoretical assumptions of the co-governance model, the legal context for participation and co-governance in revitalization, as well as the GUS (Central Statistical Office) statistical data on revitalization in counties, the purpose of which was to diagnose social consultations on revitalization between 2015 and 2016.
Ustawowo określone ramy rewitalizacji w Polsce wyraźnie wskazują na współzarządzanie samorządowe (governance) jako kontekst procesu odnowy. Chodzi tutaj przede wszystkim o stosowanie w rewitalizacji mechanizmów i narzędzi opartych na zaangażowaniu (partycypacji) obywateli i innych aktorów lokalnych. Działania takie określić można jako rewitalizację nakierowaną na wspólnotę, przy czym ich implementację powinna poprzedzać diagnoza partycypacyjnego potencjału lokalnej społeczności. Celem artykułu jest wskazanie znaczenia współdziałania i partycypacji społecznej w procesie rewitalizacji. W tekście zostaną zaprezentowane teoretyczne założenia modelu governance, prawne uwarunkowania partycypacji i współzarządzania w rewitalizacji oraz wyniki badania GUS: „Dane statystyczne z zakresu rewitalizacji na poziomie gmin” w zakresie diagnozy procesu konsultacji społecznych w rewitalizacji w latach 2015-2016.

The article presents issues related to the implementation of the landscape audit procedure, resulting from the adoption by Poland of the European Landscape Convention. The procedure of social participation was assessed in two variants, resulting from the applicable legal provisions and methodology proposed in the audit. The assessment allowed to conclude that such an innovative tool as an audit may prove to be an unused opportunity to introduce important social innovation.
W artykule zaprezentowano zagadnienia dotyczące wprowadzania procedury audytu krajobrazowego, wynikającego z przyjęcia przez Polskę Europejskiej Konwencji Krajobrazowej. Autorki za wiodące zagadnienie uznały partycypację społeczną i jej rolę podczas wdrażania audytu. Dokonano oceny procedury partycypacji społecznej w dwóch wariantach, wynikającej z obowiązujących przepisów prawnych oraz zaproponowanej w metodyce wykonywania audytu. Wnioski z przeprowadzonej oceny pozwalają stwierdzić, że tak nowatorskie narzędzie jak audyt może okazać się niewykorzystaną szansą na wprowadzenie ważnej społecznej innowacji.

Niniejsze opracowanie stanowi próbę odpowiedzi na pytanie o charakter, pozycję i znaczenie procedury budżetu obywatelskiego w kontekście zasad określających ustrój jednostek samorządu terytorialnego w Polsce. Czy procedura budżetu obywatelskiego stanowi szczególny rodzaj konsultacji społecznych, czy też powinna zostać ujęta, jako specyficzny rodzaj referendom lokalnego, w przepisach odnoszących się bezpośrednio do tej formy demokracji bezpośredniej? Konkluzją opracowania jest stwierdzenie, że budżet obywatelski, który wykazuje cechy rozstrzygnięć o charakterze referendalnym, powinien znaleźć się docelowo w katalogu narzędzi przewidzianych Ustawą o referendum lokalnym oczywiście przy uwzględnieniu jego specyficznego charakteru. Za takim umiejscowieniem budżetu obywatelskiego przemawia przede wszystkim wiążący dla jednostek samorządu terytorialnego rezultat głosowania mieszkańców.
This study is an attempt to answer the question about the character and position and the importance of the civic budget procedure in the context of the principles defining the system of local government units in Poland. Is the civic budget procedure a special kind of public consultation or should it be included, as a specific kind of local referenda, in the regulations relating directly to this form of direct democracy? The conclusion of the study is that the civic budget, which shows the features of referendum decisions, should ultimately bein the catalog of tools provided for in the Local Referendum Act - of course taking into account its specific nature. This placement of the civic budget is supported primarily by the result of voting by the inhabitants, binding on local government units.
