    Opis:
    Exclusion phenomenon denotes processes in which some group of people or individuals is permanently blocked from resources (mostly considered as social exclusion). The discussed phenomenon can be considered in many aspects: identifying exclusion as a process, multidimensional research in this area and presenting solutions useful in solving problems. Real support of the processes in overtaking exclusion phenomenon can be offered from Information and Communication Technologies area. The aim of this paper is the presentation of smart city portals content in order to support services devoted to exclusion processes neutralization. Several existing portals of selected smart cities are taken into account. The contents of the research sample will be analysed to investigate the state of the art solutions in the area and confronted with the concept of knowledge portal. The paper consists of five parts, including Introduction and Conclusions. The three merit parts describe exclusion phenomena, then general concept of knowledge portal devoted to services is presented and the last part demonstrates existing solutions in this area.

    Celem niniejszego artykułu było rozpoznanie nowych możliwości i obszarów rynku dla przedsiębiorczości wykorzystującej współczesne technologie komunikacyjne oraz rozwiązania organizacyjne mieszczące się w ramach pojęcia ekonomii współpracy. Celem stało się również skonfrontowanie tych obszarów z modelem miasta inteligentnego (Smart City). W związku z deskryptywnym charakterem artykułu zaprezentowano w nim przykłady obszarów działalności podmiotów gospodarczych ekonomii współpracy. Naszkicowano rolę tego typu ekonomii w rozwoju miast, a także jej znaczenie we wdrażaniu koncepcji miasta inteligentnego. Zarysowany został także stojący przed włodarzami miast oraz regulatorami problem dynamicznego rozwoju ekonomii współpracy (sharing economy - inne tłumaczenie na język polski to ekonomia współdzielenia). Stanowi on problem, gdyż ze względu na swój charakter i wykorzystywane kanały komunikacji w wymianie rynkowej (aplikacje, serwisy społecznościowe, smartfony) pozostaje poza pełną kontrolą. Podmioty działające według zasad ekonomii współpracy stanowią rosnącą konkurencją dla przedsiębiorców działających w tradycyjnych strukturach organizacyjnych i podlegających regulacjom prawnym oraz fiskalnym. Początkowo niedostrzegany alternatywny rynek usług opartych na komunikacji internetowej w wielu przypadkach rozrósł się i zdominował tradycyjne usługi, np. w centrach miast. Cele artykułu realizowane są przez przegląd literatury i doniesień internetowych - ze względu na specyfikę tematu najbardziej aktualnych źródeł informacji. W artykule treść uzupełniana jest własnymi obserwacjami autora.
    The aim of the article is to recognise the new opportunities for entrepreneurship and services development based on new technologies, application, Internet solutions, participatory culture of WEB 2.0 and to confront them with the Smart City concept. Due to the descriptive character of the article, the classification of these services will be presented together with the outline of their role in urban development, as well as the role in the implementation of the Smart City concept. The article touches upon the problem facing the city authorities and regulators, i.e. development of the sharing economy. It is a problem as due to its nature and the channels of market communication used by it, it remains beyond full control. It is also competitive for entrepreneurs operating in traditional organisational structures. Initially unnoticed, alternative services market based on Internet communication in many cases has spread and dominated traditional services, e.g. in city centres. The goals of the article is implemented through a review of literature and Internet reports - due to the specificity of the topic, the most current source of information. The content is supplemented with the author’s own observations.

    Today's cities face many challenges, including those related to the aging of the population, climate change, or broadly understood public safety and health. Examples from many places around the world show that without access to modern technologies, cities, companies, and public institutions could not function, provide services or care for the safety of billions of people living in urban areas. That is especially vital in conditions of the threat to many people's health and life and shutdown of economies caused by the coronavirus SARS-CoV-2. Therefore, the article aims to present selected examples of smart solutions used in cities in the face of the challenges related to ensuring security. Their functionality in pandemic conditions is also described both at present and if the state of emergency continued for the following years. The study proved that the importance of smart solutions for contemporary cities' functioning is growing in the face of the threat to the residents' health and life caused by COVID-19. That mainly applies to tools in the area of e-government, e-education, and e-services in the healthcare sector, including applications for reporting and informing about clusters of virus infections.

    Wykorzystanie technologii komunikacyjno-informacyjnych (ICT) odgrywa ważną rolę we wzroście przychodów z gospodarki w każdym kraju, jak i w ujęciu globalnym na świecie. Dobrym przykładem są usługi turystyczne, oferowane tą drogą jako jedne z pierwszych. Innym przykładem e-usług, które są dopiero w fazie początkowej rozwoju są usługi oferowane przez nowy rynek energii. Te stosunkowo nowe usługi, niezwykle istotne z punktu widzenia naszych domowych budżetów, mają szanse stać się jednymi z tych, z których będziemy korzystać najczęściej, np. planując zakupy sprzętu elektrycznego czy korzystając z urządzeń w najtańszych okresach doby. Celem badań była weryfikacja stopnia wykorzystywania wybranych e-usług przez osoby starsze w zakresie usług związanych z turystyką i usługami oferowanymi przez dostawców energii elektrycznej. Podstawą badań była przygotowana ankieta, która kierowana była do osób w wieku 50+ potrafiących korzystać z Internetu. Analiza wyników przeprowadzonych badań stała się podstawą do wyprowadzenia wniosków dotyczących badanej grupy.
    The use of information and communication technologies (ICT) plays an important role in the growth of revenue out of the economy in each country, as well as globally. Some e-services are at the mature level and are well known to the customers. A good example is the tourist market, which was one of the first to offer its services in this way . On the other hand some e-services are in the initial stage of development, like those offered by the new energy market. These relatively new solutions, important for sustainable growth, ecology and for household budgets, are expected to be widely used, but now seem to be unknown to most energy customers. The aim of the study was to find out if the older generation (50+) currently use existing digital services and to research their attitude towards new e-services. Two types of e-services were briefly examined: e-tourism and new energy market offers. The study was based on a questionnaire which targeted people over 50, who currently use Internet services. The analysis of the obtained results were the basis for drawing conclusions about the group under examination.
