Celem artykułu jest identyfikacja edukacyjnych aspektów realizacji programu Odnowa Wsi na przykładzie projektu zrealizowanego w gminie Nowosolna w województwie łódzkim (budowa świetlicy środowiskowej we wsi Byszewy) w ramach Sektorowego Programu Operacyjnego „Restrukturyzacja i modernizacja sektora żywnościowego na lata 2004–2006” oraz doświadczeń województwa opolskiego. Edukacja w Odnowie Wsi może, zdaniem autorki, przejawiać się w dwóch głównych aspektach. Przeprowadzone badania naukowe na terenie gminy Nowosolna pozwalają na ich dostrzeżenie i identyfikację.
This article aims to highlight the educational aspects of the implementation of the Rural Renewal basing on an example of a project implemented of Nowosolna community in łódzkie voivodeship (a creation of a community center in the village Byszewy) under the Sectorial Operational Programme Improving the Processing and Marketing of Agricultural Products 2004–2006 as well as showing the experience form opolskie voivodeship. According to the author there are two aspects of education in Rural Renewal. Research conducted in Nowosolna, presented in the article allows to distinguish and identify those.

RESEARCH OBJECTIVE: The purpose of this paper is to assess the state of entrepreneurship education in higher education institutions in Europe (which are not universities for Economics) comparing the academic developments in the field of entrepreneurship in Central and Eastern Europe (CEE) and Western Europe (WE). THE RESEARCH PROBLEM AND METHODS: To fulfil the objectiveof the paper such research methods as literature review and Internet research were applied. THE PROCESS OF ARGUMENTATION: The process of arguments presented in this paper was systemized in two parts. Firstly, there was discussed the theoretical background of academic entrepreneurship education. Secondly, based on own Internet research there was presented and discussed the educationalprogramme in the field of entrepreneurship at selected European universities. RESEARCH RESULTS: There are discrepancies in teaching entrepreneurship between universities in Europe. West-European universities offer a richer entrepreneurship programme than those in South-Europe. Moreover, universities in CEE lag behind those in WE in entrepreneurship education. Poland is an exception,which offers a range of specialist subjects in the field of entrepreneurship, which Polish academics seem to specialize in. CONCLUSIONS, INNOVATIONS, AND RECOMMENDATIONS:The paper focuses on examining the entrepreneurship as a single subject (compulsory or optional) of university curriculum. It is recommended to analyze, if universities have specialist chairs for entrepreneurship and entrepreneurship centres offering a comprehensive entrepreneurship programme.

Opis:
The self-governmental programme “Modernisation of Vocational Education in the Region of Małopolska”, co-financed with European Union funds, was addressed to secondary vocational schools for youngsters. The objective of the programme was to improve the quality of vocational education and to more effective link it with the needs of the labour market. The programme focused, in the first place, on obtaining additional qualifications through participation in specialist courses that can make the graduates more competitive. NIK has highly apprised the effectiveness and efficiency of the project realisation, and recommended the Ministry of National Education to develop a similar programme to cover the whole country.

The purpose of the study was to investigate what psychological variables contribute to the prediction of reducing overweight in women. 78 women with overweight (M of BMI = 31.27), aged 35–55 years (M of age = 46.8); were examined twice, before and after the programme of reducing overweight based on psychological actions. Eight methods were used in the study: Stress Perceived Scale, Coping Inventory for Stressful Situations, Generalized Self-Efficacy Scale, Rosenberg’s Self-Esteem Scale, Life Orientation Test, Multidimensional Health Locus of Control Scale, State-Trait Personality and Kuhl’s Action Control Scale. Self-efficacy beliefs, perceiving stress, coping with stress (task and avoidance oriented strategies) and optimism appeared predictors of reducing overweight in women.

The paper presents a few examples of implemented urban regeneration projects, the analysis and evaluation of their influence on the social and economic sphere of the city of Gliwice. Among all activities there were indicated smaller scale projects referring to adaptation of buildings for the needs of courts and one complex project referring to transformation of a post-industrial zone into an education and entrepreneurship area. As a result of the carried out analysis the added value of the projects may be precisely determined, namely, within the surrounding of the courts there was observed rapid growth of services offered to the public, i.e. the legal and consulting. In the neighbourhood of the post-industrial zone, on the other hand, there are perspectives for further investments undertaken by the city and private entities. In the latter part of the article, the authors present further plans and possibilities of  mplementing operational activities in the city of Gliwice.

W niniejszym artykule rozważono zasadność obowiązywania art. 278 § 2 k.k. penalizującego przywłaszczenie programu komputerowego w odniesieniu do art. 117 ust. 1 ustawy z dnia 4 lutego 1994 roku o prawie autorskim i prawach pokrewnych. W artykule posłużono się metodą językowo-logiczną wraz z elementami komparatystycznymi. W pierwszej kolejności zanalizowano najważniejsze znamiona czynu z art. 278 § 2 k.k., a następnie znamiona czynu z art. 117 ust. 1 ustawy o prawie autorskim i prawach pokrewnych. W drugiej kolejności zbadano wzajemny stosunek zakresów norm wysłowionych w tych przepisach. Autor wskazał, że pomiędzy zakresami norm wysłowionych w art. 278 § 2 k.k. i w art. 117 ust. 1 PrAut zachodzi stosunek krzyżowania się. W związku z tym obowiązywanie art. 278 § 2 k.k. jest zasadne.
In this paper, the author discusses the validity of Article 278(2) of the Polish Criminal Code, which penalises appropriation of a computer programme, in reference to Article 117(1) of the Law on copyright and related rights. Linguistic and logical method as well as comparative elements are employed in the paper. First, the most important features of a crime set forth in Article 278(2) of the Polish Criminal Code are discussed as well as features of a crime under Article 117(1) of the Copyright Law. The author then examines the relationship of the scopes of legal norms expressed in these provisions towards each other. The author demonstrates that the scopes of these regulations cross. Thus, the functioning of Article 278(2) of the Criminal Code is by all means valid.

Opis:
The kindergartens audited by NIK, both state and private, provided appropriate conditions for children’s preparing for learning at primary schools. The kindergartens audited had qualified staff, proper teaching materials and equipment. Although some kindergartens have limited the number of optional classes, NIK observes first positive results of the governmental programme called Kindergarten for a Penny (Polish: Przedszkole za złotówkę) – a significant decrease in payments for kindergartens that parents make. Moreover, since September 2013, municipalities have had at their disposal an additional source of financing for fulfilling their tasks related to kindergarten education, in the form of an earmarked subsidy from the state budget.

Problem zanieczyszczenia wody w Polsce musi być jak najszybciej rozwiązany. Szczególnie duże korzyści może przynieść unowocześnienie gospodarowania zasobami wodnymi przez zarządzanie nimi w ramach zlewni, a nie województwa. Taka sytuacja ma miejsce na terenie dorzecza górnej Raby. Gminy z dorzecza oraz Miasto Kraków utworzyły związek, którego celem jest ochrona jakości wody w Rabie i Zbiorniku Dobczyckim. Jednak wśród społeczności lokalnej pojawił się opór w stosunku do budowy nowych oczyszczalni czy rozbudowy systemu kanalizacji, co hamuje inwestycje Związku. Dlatego edukacja i kształtowanie świadomości to ważne elementy gospodarki wodnej. We współpracy z Zespołem Edukacji Ekologicznej INOŚ UJ w latach 2003-2004 na terenie gmin dorzecza zrealizowano program informacyjno-edukacyjny oparty o innowacyjną technikę ,,doradców domowych". Podstawowym założeniem programu było odwiedzenie przez doradców jak największej liczby domostw, zbadanie ich nastawienia do planów rozbudowy infrastruktury wodno-kanalizacyjnej oraz promowanie zachowań prośrodowiskowych. W pierwszej fazie programu (2003) doradcy odwiedzili 1721 gospodarstw. Około 30% mieszkańców wyraziło sprzeciw wobec budowy nowych oczyszczalni ścieków w ich miejscu zamieszkania. W drugim etapie programu doradcy domowi wizytowali kolejne gospodarstwa wśród których było 24% tych, które wzięły udział w pierwszym etapie programu. Ewaluacja wykazała, że mieszkańcy, którzy spotkali się z doradcami po raz drugi, byli bardziej świadomi stanu czystości wód dorzecza, częściej wyrażali zgodę na odpłatne podłączenie gospodarstwa do kanalizacji oraz na budowę oczyszczalni ścieków w pobliżu miejsca ich zamieszkania. Aby efekty edukacji były długotrwałe, a działania podjęte na terenie dorzecza przyniosły oczekiwane zmiany w świadomości mieszkańców program powinien być kontynuowany i ewaluowany.
Water pollution in Poland needs an immediate solution. Water management seems to be most effective by using watershed rather province politics. Co-operation between various municipalities makes realization of various projects possible. Municipalities situated in the Upper Raba and the City of Krakow established the Association aimed at protection of water quality in the Raba River and Dobczyce Reservoir. First effects - building of sewage system and treatment plant - have been already seen. Further investigation is constantly halted by the local communities. Negative attitudes of inhabitants stem mainly from their lack of knowledge. That is why education and attitude shaping are important elements of water management. In the municipalities situated in the Raba River Watershed information and education program using home advisor technique was realized in two subsequent years (2003-2004). The main goal of the program was visiting local households by the home advisors in order to promote eco-friendly attitudes and behaviors. In the first phase of the program (2003), home advisors visited 1721 households. The first phase showed that ca. 30% of the population was against the water treatment plants establishment. In the following year, the evaluation of the program was conducted using the same technique. Amongst 500 households that took part in the second phase there were people, who participated in the first phase (24%). Evaluation proved that their awareness of water pollution in the Raba River Watershed was higher than of the other program participants. They also more frequently accepted the necessity of payable connection of their houses to the sewage system and building of treatment plants in their immediate vicinity. Educational activities resulted in a change of environmental problems perception among local residents. But they are most effective only when they are constant. Such a programs should be continuously monitored and advised. Those inhabitants who were included in the educational program however, most often changed their attitudes towards such investigations than the rest of the local population.

The article presents an analysis of the activities undertaken by Poles in Lithuania following the parliamentary election of 2012. The Polish minority took an active part in the Lithuanian politics. Związek Polaków na Litwie [The Union of Poles in Lithuania] followed by Akcja Wyborcza Polaków na Litwie [Electoral Action of Poles in Lithuania] presented their programs for the coming elections. Their involvement in the Lithuanian politics at the national level enabled them to articulate issues important for the Polish community in Lithuania. AWPL participated in the governing coalition. The political circumstances made their proposed solutions not easy to implement. Some problems were temporarily resolved, while most of the important issues remained under discus-sion. The analysis is based on various documents: agreements, treaties, declarations, statements. Also, it uses press material available in the Internet editions.

The National Programme for Combating Cancer for the years 2006−2015 (NPZChN) has been implemented by the Minister of Health on the basis of Article 4 of the Act of 1st July 2005 on adopting the multiannual NPZChN programme. The objectives of the programme that have been set in the Act, have not been achieved so far. NIK has for a long time called for considering some new methods that would allow for increasing the number of women participating in cancer screening, and that would provide immediate access to treatment. The indicators for early cancer detection and effectiveness of treatment are still much lower than the European averages. The Minister of Health did not provide conditions for effective achieving of the programme objectives, he did not have sufficient information on the activities of various entities that deal with cancer prevention and treatment, and he did not create an effective system for cooperation and data exchange among these entities. The effectiveness of preventive tests was low due to the low turnout of women for smear tests and mammographic tests.

The presented programme is a part of the winning design for the Millennium Park in Wrocław. The programme proposes a flood control strategy and water quality improvement plan for the Ślęza River. By moving the eastern flood embankment within the park's boundaries away from the river, two polders will be created. In normal water conditions, the upper polder will function as a biological filter (damp meadow) and the lower polder as a flood retention basin (6 hectares), used for water sports and recreational purposes. Both polders could be flooded if necessary, retaining 1.5 million cubic metres of water. The author discusses the expected social and environmental benefits once the programme is implemented.

After 1989, the availability of higher studies in Poland increased. Historical studies also became more popular. After a few years, however, the problem of teaching quality decrease was noticed. Therefore, standards for every field of study, including history, were developed. It was not the endof changes. From 2007, two-cycle studies were introduced. Each modification resulted in the decrease of the number of hours assigned to subjects related to historical epochs and methodological ones. Consequently, historical studies became practical studies preparing graduates for work in certain professions.
