Redefinition of the role of central administration in the policy of support for cluster development Clusters are perceived as accelerator of progress and competitiveness. Thus, the stimulation of their development has become a signifi cant element of EU countries’ policy. The selection of proper instruments that support cluster development poses a peculiarly signifi cant problem. In Poland for a couple of years clusters have become the object of special interest of public authorities of different levels as well. Validity of public administration getting engaged in cluster initiatives’ development is undisputed. Principally it should consist in the stimulation of business environment to take up various forms of cooperation and creation of proper support instruments. In regional policy it plays a strictly qualitative role. However, although this problem has been given a high rank, Polish policy faces numerous restrictions here.

The first stage of each audit conducted by authorised bodies is to identify the standards related to the audit subject. Subsequently, audit bodies verify the compliance of those standards with the actual state. A problem arises when it is not possible to clearly define the scope of the audit subject. It may be the case when one attempts to determine the scope of the definition of the sector of micro, small and medium-sized enterprises (SME). Due to increasing importance of the support policy for this sector, the problem will be growing. The article is devoted to an analysis of the legal scope of the definition of SME set out in the regulations of the European Union against the specificity of enterprises in Poland.

Opis:
The article addresses key challenges in socio-economic policies caused by the growing share of self-employed without employees in the total workforce in developed market economy countries. It starts with the presentation of statistical data documenting recent trends in solo self-employment in Europe. Next, it discusses the policy implications of the growing population of solo self-employed, particularly the need for re-examination of the basic foundations of entrepreneurship and labour market policies. Key characteristics and pitfalls of the current public pension scheme for the self-employed in Poland are described in the second part of the article. It concludes with the recommendations regarding the reform of retirement benefits for this segment of the workforce.

Opis:
This article presents the results of pilot study carried out in July 2011 among 180 small and medium-sized enterprises who were beneficiaries of Measure III.2 Raising innovativeness and competitiveness of enterprises of the Regional Operational Programme for the Lodz Region for the years 2007–2013. Preliminary results show a significantly positive impact of investment subsidies on innovativeness and competitiveness of the enterprises.
Niniejszy artykuł prezentuje wyniki sondażowego badania zrealizowanego w lipcu 2011 roku wśród stu osiemdziesięciu małych i średnich przedsiębiorstw będących beneficjentami Działania III.2 Podnoszenie innowacyjności i konkurencyjności przedsiębiorstw Regionalnego Programu Operacyjnego Województwa Łódzkiego na lata 2007–2013. Wstępne wyniki wskazują na jednoznacznie pozytywny wpływ dotacji inwestycyjnych na innowacyjność i konkurencyjność przedsiębiorstw.

Poland as well as many European countries is facing demographic crisis. Aging society, changing model of the family and reduced birth rate are serious issues that demand a reaction. Above matters are beyond doubt. However, there is a doubt answering the question what do we do in order to prevent those trends and if we are effective. This paper analyses demographic threats Poland is facing, factors which have impact on birthrate, as well as pro-family and pro-social policy of state. In pursuit of alternatives, solutions from USA shall be presented. Differences in redistribution level, and relation to it will be a subject of analysis, as they should become the source of reflection and inspiration in order to find solutions for problems in Poland and Europe.

The aim of the study is to show discrepancies between the intention of the legislator and the actual functioning of solutions contained in the law on family support and foster care adopted in 2011. The article confronts selected system solutions of the Act on Family Support and Foster Care binding from 2012 on secondary institutional sources as well as research results based on literature sources. Analyzing selected legal and organizational solutions, they showed their unsatisfactory social effectiveness. The biggest problem of the current system of foster care is the failure of the available instruments as the result of the lack of a coordination mechanism and, in part, also the will to introduce them. It is all the more incomprehensible that we have not only well diagnosed needs in terms of instruments for family support and foster care, but also recommendations allowing effectively eliminate systemic dysfunctions by implementing adequate coordination mechanisms.

It has been 10 years of Polish membership in the European Union, and the acquisition of Polish agriculture rules of the Common Agricultural Policy. Such an anniversary induces us to reflect on the changes taking place in agriculture. The aim of the study was to: a) show the amount of funds paid to farmers under the Common Agricultural Policy and the sources of their origin, b) the presentation of changes in agriculture in terms of: inputs, crop area and production of major crops in total and per capita, livestock farming and the production of major animal products in total and per capita, productivity (land, labor and fixed assets), marketability and profitability (land and labor), self-sufficiency in the production and consumption: basic cereals, potatoes, cow’s milk, hen eggs, and meat and offal. As the base period for comparison one adopted the years 2001-2003, i.e. three years before the Polish accession to the European Union, and the last period is 2011-2013, due to the availability of validated statistical data. In agriculture, there are variations in the cultivation of various crops, animal husbandry and productivity of plants and animals caused by natural factors and economic considerations. There are also variations in the prices of means of production and the production itself. The adoption of three-year periods allows for the elimination of annual fluctuations and provides a more comparable performance. Poland moving to a market economy in the nineties of the twentieth century did prepare its whole economy to join the EU, especially in rural areas and agriculture. With the adoption of the EU there were Polish institutions and legal solutions allowing for the adoption of appropriate management and financial support directed to the country and to agriculture. This support contributed to the need to increase investment in agriculture also from national resources (co-financing). Finally, funding for agricultural production increased from less than 9% in the pre-accession period to 60% in 2009-2010. Appropriations for direct payments and complementary targeted at farmers account for about 61% of all funds directed to rural areas by the EU. In addition, Poland obtained without tariff barriers an access to the EU market, resulting in increasingly higher volumes of products and an increase in trade surplus. Obtained funding for farmers, the organization of the agricultural market and legal infrastructure stimulate multiple transformations in Polish agriculture, and the main ones are: –– Changes in the factors of production; reduction of arable land resources and the increase in capital assets and the change of their structure (reducing the share of buildings and structures and increase the share of machinery, equipment and means of transport). Labor resources have a high degree of stability to the amount due to the low possibility of their use in non-agricultural activities, while changes to the structure of these resources: increase the participation of young people, women and those with higher education. –– Changes in acreage of individual crops, harvest and production of plant products per capita. These changes are shaped by the market: demand and profitability of production, –– Changes in the size of herds of livestock (cattle, pigs, sheep, horses, poultry) and meat animal production. Here, too, very much evident operation of the market: demand and profitability of production. –– Increased economic efficiency: increase in productivity of all factors of production, –– Increased food self-sufficiency: food self-sufficiency ratios improved with increasing trade flows in agricultural products abroad. In conclusion, after encompassing Polish agriculture in the Common Agricultural Policy of the EU, there were a lot of structural changes in the factors of production, the organization of production, management efficiency and food self-sufficiency.

Opis:
The aim of this paper is to provide a description of “examples of good practice” in the area of local forms of support for the elderly as represented by the Northwest Indiana Community Action (NWICA) in the United States. The content of the article includes the characteristics of NWICA and its place in the social support system in US. It also includes a detailed presentation of the kinds of support that are available to older people and their families through the agency of NWICA, such as access services, in-home services and community-based services, and their efficiency in creating conditions for “aging with dignity where in the place of residence.” Also the issue of the application of social support solutions developed in US to the Polish environment has been examined. The main outcome of the presented material is to provide direction for social policy that supports the role of the local community in supporting the elderly, and limits unnecessary institutionalization.

Coraz więcej ośrodków miejskich podejmuje działania mające na celu wzmocnienie rangi działalności twórczych (creative industries), w tym sektora kultury w gospodarce miasta. Celem opracowania jest sporządzenie zestawienia praktykowanych form wsparcia działalności twórczych wraz z zaprezentowaniem przykładowych miast, w których takie działania są podejmowane. Autorka w podsumowaniu formułujewnioski dotyczące każdego z rodzaju analizowanych działań, które dotyczą m.in. wsparcia finansowego, programów społecznych, podejmowania inicjatyw klastrowych oraz znaczenia przebiegu procesów rewitalizacyjnych.
In recent years, more and more often urban centers take steps to strengthening their role in creative industries in the city economy. The aim of the work to describe the most common actions aimed at the development of creative industries in various cities of Europe. Based on collected data and case studies the author presents conclusions, grouped according to financial aid for entrepreneurs, social actions, initialing creative clusters and revitalization of urban areas.

After the initial characteristics of the state of science and higher education in Poland the paper discusses the general missions (increasing civilization level, educational and social impact) and the aims of science support in Poland. Next, the problems are outlined that surfaced in applications for international research projects, and activities supporting such applications carried out by institutions established for this purpose, such as NCN and NCBIR.
