UEFA Euro 2012 was the biggest organizational, sporting and business project in the Polish history. European Championships in football are an elite sporting event, which the richest and fastest developing countries try to be the hosts of. UEFA Euro 2012 was the first tournament located in Central and Eastern Europe. The aim of this article is to analyze UEFA Euro 2012 with accordance to economic and social benefits as well as cost-effectiveness of realized investments. Primary research methods were critical analyzes of reports and minutes of companies responsible for preparation of the tournament, the analyzes of literature, own observations and statistics. The European Championships in football which took place in Poland and Ukraine in June and July 2012 are the object of the study. In the range of preparation phase many investments were done, especially in transport infrastructure. Airports, train stations and bus stations were modernized. New, multifunctional sporting objects were built. As it is clear from the calculations, many investments exceeded planned costs. The costs of building the National Stadium were much higher than any other similar objects in Europe. On the other hand the transfer times between host cities and Cracow decreased which directly contributed to the increase of travelling comfort.

This publication presents the importance of the coordination of initiatives aimed to correct preparation and safety management events. Polish legislation covering the thematic range of issues, indicated since 1997 the  coordination process, as an important element of the construction of the security of mass events, which took the proper meaning just before the final tournament Euro 2012. Still, in the current regulations, there is no indicated coordinator of this process, thus also of his duties. Author of the paper tries to draw attention to the need to solve this problem in future regulations.
W niniejszej publikacji przedstawiono znaczenie działań związanych z koordynacją przedsięwzięć zmierzających do prawidłowego przygotowania i kierowania bezpieczeństwem imprez masowych. Ustawodawstwo polskie obejmujące ten zakres tematyczny zagadnień, wskazywało już od 1997 r. proces koordynacji, jako ważny element budowy bezpieczeństwa imprez masowych, który właściwego znaczenia nabrał dopiero przed turniejem finałowym Euro 2012. Nadal jednak, w obowiązujących regulacjach prawnych, nie wskazano koordynatora tego procesu, tym samym również jego obowiązków. Autor publikacji stara się zwrócić uwagę na konieczność rozwiązania tego problemu w przyszłych  regulacjach prawnych.

W artykule omówiona została problematyka dotycząca zagadnień związanych z organizacją imprez masowych. Przedstawiono zasady organizacji imprezy masowej jako systemu, w którym logistyka jest niezwykle ważnym elementem–przedstawiono zarówno istotę, jak i znaczenie wsparcia logistycznego w organizowaniu imprez o charakterze masowym. Celem artykułu jest przedstawienie procedury organizacji Air Show jako imprezy masowej. W części pierwszej przedstawiono wybrane zagadnienia teoretyczne dotyczące logistycznej obsługi imprez masowych. Przedmiotem rozważań ujętych w drugiej części artykułu jest organizacja imprezy masowej Air Show w Radomiu jako studium przypadku. Wskazano podmioty odpowiedzialne za organizację i finansowanie tego przedsięwzięcia. Przedstawiono szczegółowy harmonogram działań warunkujących prawidłowy przebieg imprezy. Położono nacisk na znaczenie służb odpowiedzialnych za bezpieczeństwo i porządek. Logistyczna obsługa Air Show wiąże się również z zapewnieniem dojazdu do lotniska ze stref parkingowych. Biorąc pod uwagę charakter, w tym rangę i wielkość tego rodzaju wydarzenia, w artykule uwzględniono wszystkie te elementy, które składają się na logistyczną obsługę imprezy masowej - Air Show. Artykuł składa się z dwóch części, teoretycznej - przygotowanej w odniesieniu do uregulowań prawnych stosowanych w zakresie organizacji imprez masowych i empirycznej - opracowanej na podstawie obserwacji i badań własnych przeprowadzonych przez autorki artykułu.
In the article there was discussed issues related to organization of the mass events. There was presented rules of organizing a mass event as an element of logistics development – presented both the essence and the importance of logistical support in the organization of the mass events. In the first part there was presented some selected theoretical issues related to logistic service of the mass event. The subject of reflection in the second part of this article is organization of the mass event Air Show in Radom as a case of study. There was indicated the entities responsible for organizing and financing this event. There was presented detailed schedule of activities that will determine the correct course of the event. There was emphasized on the importance of security and ordering services. Logistical service of Air Show is also related to the availability of access to the airport form the parking areas. All these elements make up the logistic service of the mass event, emphasizing the high importance and magnitude of this kind of event.

The article describes mass events and programs of spatial transformation in the selected European costal metropolises in statu nascendi, as well as the impact of these activities on the development potentials of the metropolises. Coastal metropolitan areas, due to their unique conditions, are particularly predisposed to the organization of the sporting and cultural events related to the marine identity. As the analyses carried out in the article show, these cities also host other events, such as Football European Championships and the World Cups, and are often given the status of the European Capital of Culture. These events, although they are not determined by the coastal location, often use the attributes related to it. With the organization of sporting and cultural events, different types of spatial regeneration programs are often associated. They have impact on the residents’ life quality, but also indirectly increase the development potential of the metropolis. In the case of coastal metropolises, these programs usually include areas with specific marine functions as the old shipyard areas or port districts. Material cultural heritage associated with marine identity, particularly postindustrial legacy, and the genius loci of these areas, is the important determinant for the further development of the metropolis.

The article presents an ecological aspect of organization of mass sporting events. The issues related to waste management and reducing a negative impact of sporting events on the environment are presented. Raising awareness of the importance of environmental protection shows that new methods and conceptions like reverse logistics, ecologistics and “green” logistics are searched for. The example of London Olympic Games and EURO 2012 shows that due to ecological actions we can achieve measurable benefits.

Woodstock Festival is one of the largest mass events organized in Poland. It is organized by the Great Orchestra of Christmas Charity, which thus would like to thank all the volunteers supporting it during rebounds in the January. Every year to Kostrzyn nad Odrą it arrives hundreds of thousands of people, which should be provided security. In numerous media reports Woodstock Festival is known as the safest mass event in Poland. The purpose of this article is to answer two questions: whether the Festival are met all the requirements specified in the act on safety of mass events and implementing acts, and whether the festival has rightly deserves to be called a safe mass event.

W artykule omówiona została logistyka w ratownictwie podczas imprez masowych z uwzględnieniem możliwości dokonania zamachu terrorystycznego, z użyciem środków chemicznych, biologicznych. Ze względu na szeroki zakres wymogów, procedur oraz technik reagowania, w szczególności zwrócono uwagę na przeprowadzanie dekontaminacji osób poszkodowanych oraz neutralizacji skażonego terenu, budynków i sprzętu. Zaprezentowano także typy urządzeń służących do wczesnego wykrywania substancji niebezpiecznych, oraz systemy umożliwiające wyznaczanie stref skażenia. Analizą objęto proces neutralizacji czynników zagrażających życiu, odbywający się w modułach mobilnych stacji dekontaminacyjnych.
The article discusses the logistics of rescue during mass events including the possibility of a terrorist attack using chemical or biological weapons. Due to the wide range of requirements, procedures and response techniques, in particular attention was paid to carry out the decontamination of the victims and neutralization of contaminated land, buildings and equipment. It also presents the types of equipment used for early detection of hazardous substances, and systems that enable determination of zones of contamination. The analysis includes the process of neutralizing the factors threatening the life held in the mobile station modules decontamination.

(udaremnianie lub utrudnianie kontrolowania (...) w systemie dozoru elektronicznego, orzeczonego (...) obowiązku).

The problem of mass events was regulated by the provisions of the Act of 20 March 2009. on the security of mass events (i.e., Dz. U. of 2015. pos. 2139). Such events have become very popular today because of the ease of fast-moving large groups of society, both within countries and between countries, the existence of better opportunities to communicate at a distance and not high cost of participation in such events for many participants. In accordance with the provisions of Article 3 of the said Act for mass events is considered mass events artistic entertainment and mass sports events, including football matches. Events art and entertainment to events of artistic, entertainment or organized public viewing television broadcast on screens or devices which can produce the image, and sporting events are events to competitive sport or popularizing physical culture, a football match is a sports event aimed at competition in the discipline of football. To recognize these events for the mass must be provided for at least 1,000 people if held in stadiums or other open places, or 500 people for events, arts and entertainment, or 300 people for sporting events if they are held in buildings. The author presents the most important legal provisions in force in the Republic of Poland governing the organization and security of mass events within the meaning of these provisions. He also analysed the other laws and regulations, which do not apply to mass events but govern the organization as large-scale events, whose definitions do not fall within the law on mass events like. Opis:
This article aims at analysing the punitive measure in the form of a ban on participation at mass events in the view of the criminal law. The study refers to not only the ratio legis of implementing that institution but also to the statutory prerequisites determining the justifiability of adjudicating that measure. Further, the article also presents possible forms of the said ban, as well as the legal consequences related to the infringement thereof. In the end notes, the study highlights the basic interpretation diffi culties related to the application of the discussed regulation. Furthermore, the article expresses the view that ensuring security during mass events requires, in fact, the application of a number of mechanisms, both of a legal and an extralegal nature.
Celem niniejszego artykułu jest prawnokarna analiza środka karnego w postaci zakazu wstępu na imprezę masową. W opracowaniu tym odwołano się nie tylko do ratio legis wprowadzenia tej instytucji, lecz także do ustawowych przesłanek determinujących zasadność orzeczenia tego środka. W dalszej kolejności wskazano również możliwe postacie omawianego zakazu, a także konsekwencje prawne związane z jego nieprzestrzeganiem. W ramach uwag końcowych zasygnalizowano z kolei podstawowe trudności interpretacyjne, które wiążą się ze stosowaniem omawianej regulacji. Ponadto, wyrażono pogląd, iż zapewnienie bezpieczeństwa podczas imprez masowych wymaga w istocie zaangażowania szeregu mechanizmów zarówno o charakterze prawnym, jak i pozaprawnym.

Wybrane aspekty bezpieczeństwa kibiców piłkarskich podczas rozgrywek Ekstraklasy – ocena poziomu bezpieczeństwa, Numer tematu S/E-422/5/15, realizowanej w Szkole Głównej Służby Pożarniczej. Uwzględniono w nim charakterystykę metody sondażu diagnostycznego. W konsekwencji tychże treści przedstawiono wyniki badań w postaci graficznego zestawienia wraz z ich opisem. Następnie przedstawiono najważniejsze konkluzje z nich wynikające. W podsumowaniu odniesiono się do postawionego celu badań i problemów badawczych. Tę część artykułu stanowią streszczone wnioskowania odnoszące się do bezpieczeństwa kibiców piłkarskich pochodzące z poszczególnych przedsięwzięć badawczych, celem przedstawienia pożądanych zmian w obrębie tematyki imprez masowych.
This article presents the chosen aspects of football fans safety during the Premier League Games –the research results, number of topic S/E 422/5/15. The same methods, techniques and research tools making the characteristics of the respondents methods and expert interview are included. Accordingly, the content of these test results are shown as a graphical summary with the description. Then, the most important conclusions resulting from them have been shown. In conclusion, the reference is made to the objective of the pursued research and research problems. This part of the article is the summarized conclusions from individual research projects, in order to present the desired changes.

Zbiorowości ludzkie wraz z ich wieloma cechami są obiektami i mogą być traktowane w systemach informacji przestrzennej GIS tak samo jak obiekty infrastruktury lub przyrody. Można je opisywać statycznie lub jako zmienne w czasie, można analizować ich zmienność w relacji do sytuacji lokalnej. Problematyka analizy zmiennej zbiorowości ludzkiej występuje między innymi w czasie imprez masowych, gdzie występują trzy fazy: gromadzenie się ludzi, statyczny udział w imprezie oraz rozproszenie zbiorowości. Faza rozprowadzenia zbiorowości po imprezie masowej jest przedmiotem rozważań logistycznych w niniejszej pracy, z wykorzystaniem narzędzi GIS. Wstępnym zadaniem logistycznym są studia dróg i wyznaczenie korytarza dla potoku pieszych. Zaproponowano cztery sposoby wizualizacji tego potoku: obraz lokalny potoku, obraz w relacji do istniejącej zabudowy w wersji 2D i 3D oraz kompleksowy obraz łączny obejmujący sekwencję kolejnych ulic. Niniejsza praca udowadnia, że system informacji przestrzennej GIS może pełnić podstawową rolę w zapewnieniu bezpieczeństwa ludzkich zbiorowości.
People may be treated in GIS as objects of infrastructure or objects of nature. They may be described as static or time-varying, their variation can be analyzed in relation to the local situation. The problem of their analysis appears, among others, during mass events, where three phases exist: gathering of people, their static participation in the event and their dispersion at the end. From the three above mentioned phases – the dispersion of population is most important. This phase of the population after the event is the subject of logistical considerations in the present study, using GIS tools. The initial task is to study the routes and designate a corridor for the stream of pedestrians. Four ways of the stream visualizing was proposed: a picture of a local stream, picture in relation to existing buildings in 2D and 3D and an integrated picture comprising the sequence of streets. This study shows that GIS can play a useful role in ensuring safety and security.

W opracowaniu poruszono zagadnienia bezpieczeństwa imprez masowych w epoce starożytnej, podstaw prawnych organizacji takich przedsięwzięć w antycznym Rzymie. Przedstawiono w nim także kalendarium imprez masowych w Imperium Rzymskim, kwestie kolejności zajmowania miejsc na widowni oraz problem odpowiedzialności pomysłodawców wydarzeń społecznych, a także źródła finansowania. W dalszej części przedstawiono aktualny stan bezpieczeństwa imprez masowych i wskazano tragedie na stadionach, które doprowadziły do obecnego stanu systemów prewencji.
The publication discusses the security issues of mass events in the ancient era, the legal basis for the organization of such ventures in ancient Rome. It also shows the calendar of mass events in the Roman Empire, the issues of the order of occupying seats in the audience and the problem of the responsibility of the originators of social events, as well as the sources of financing. The next part presents the current state of safety of mass events and shows the tragedies in stadiums that led to the current state of prevention systems.
