There are two extremities in contemporary discussions on the role of random events in the evolution of the Universe: one extremity consists in reducing the evolution to a blind game of random events, the other extremity in seeing everywhere traces of the 'intelligent design'. Both these doctrines are based on misunderstandings. It is argued that casual or random events are not a 'foreign body' in the network of physical laws, but rather its indispensable element without which the laws of physics would be ineffective.

The article focuses on analysis of Germany’s stance as regards transatlantic cooperation in the 21st century, presenting successively 1) main elements concerning the evolution of the transatlantic cooperation with special regard to Germany’s stance toward the U.S.; 2) controversies in Germany around working out provisions of the TTIP agreement; 3) the attitude of Christian Democrat-Liberal government towards the prospects of successful negotiations as well as the significance of finalizing the TTIP agreement. In evaluating Germany’s attitude as to the Transatlantic partnership the biggest emphasis has been devoted to Germany’s determinants and interests in its relations with the U.S. in political and socio-economic grounds. As regards controversies around future shape of TTIP agreement positions of CSU/CDU/SPD government, opposition parties in Bundestag as well as economic circles, trade unions, experts, scholars and non-governmental organizations have been taken into consideration. Basing on conducted opinion polls in the U.S. and in Germany in the final part of the study the attitudes of public opinion in both these states as for the crucial questions of Transatlantic cooperation have been presented between the EU and the U.S. There is ambivalence because generally supporting the signing of TTIP agreement between the EU and the U.S. the German society expresses stringent opposition to importing American genetically modifi ed food to European markets. Changing social moods among German society on TTIP agreement’s provisions force CDU/CSU/SPD to declare enhanced readiness to European standards and the EU’s interests.

It has been more than thirty years since, in the pages of “Państwo i Prawo” (State and Law), together with Professor Andrzej Stelmachowski, who is not with us anymore, we formulated the principles of agricultural law for the young, developing discipline of Juridical Science, i.e. for the agricultural law. Dynamic development of the agricultural law in the previous political formation (also continued in the free–market economy) required the formulation of specific guiding principles of this discipline of Juridical Science. The passage of time, the political transformation that took place in Poland after 1989 as well as Poland’s membership in the European Union require verification of the formulated principles of agricultural law. Existing agricultural law as well as the legislation of the European Union and national legislation allow the formulation of new principles of agricultural law and ranking them according to the importance of legal regulation. They include: 1. The principle of intervention impact on agriculture and rural areas by the European Union and nation states in accordance with the objective of the EU Common Agricultural Policy. 2. The principle of productivity including the stimulation of technical and agricultural as well as biological progress by the state. 3. The principle of protection of the productivity of land within the frameworks of the protection of natural resources in conjunction with development of spatial rural areas. 4. The principle of protection of the farm as a farmer’s workshop and of the protection of other forms of land management.

Bram Stoker’s "Dracula" (1897) is the most important and most renowned vampire novel, which inspired entire generations of filmmakers. The vampiric count, “with figure of eternal desire – and what’s more, both male and female, homo- and heterosexual” (to quote Maria Janion), had an influence on mass imagination of readers and spectators. In the twentieth century, Friedrich Wilhelm Murnau, Tod Browning, Werner Herzog and Francis Ford Coppola created the most important film adaptations of the Irish writer’s novel. By analyzing these four cinematic images, we can see the evolution of the vampire: how human features were attributed to him and how his sexualization proceeded (particularly in the F.F. Coppola’s movie). Four movie interpretations of Dracula’s character – vampire-monster, vampire-dandy, suffering vampire, vampire-tragic lover – were far from the actual image of the title character from Bram Stoker’s work. There are clear differences between the hero of the novel and his movie equivalents.

Opis:
In evolution of a language, words, occasionally, are affected by a more pejorative or ameliorated effect on their meaning, i.e. deterioration or improvement of their content. The mechanism of these phenomena is not completely clear, and their causes have not been explained in sufficient detail. This article focuses on several words whose meaning has become significantly more pejorative under the influence of factors which were both external or internal with respect to the language. Among the latter ones attention was predominantly paid to the effect of words of similar structure carrying negative features.

In his philosophical opus Marek J. Siemek not only revisited Hegelian two-stage developmental model of the law. He also created his own legal philosophy which is rooted in the tragic conflict of Greek Sittlichkeit. Siemek, however, clearly demonstrates how can an abstract legal system achieve its ethical (sittliche) qualities at modern times, as being mediated by the structures of reciprocal recognition. Siemek’s unique proposal belongs to the neo-positivist and, at the same time, to the post-positivist approaches of the law. The author focuses on the intellectual potential of Siemek’s legal and social thinking as well as on his concept of philosophizing in the era of permanent crisis we experience again today.

The aim of this study is to analyze the transformation and different approaches towards “the St. Petersburgtheme” in selected works of Russian writers at the end of the first part of the 19th century. This theme is known as the St. Petersburg text. The main focus of the study is put on the evolution of the St. Petersburg text in the literary historical process and the way it is presented in the literature of particular writers of the period. Furthermore, an attempt has been made to analyze how historical events and personal experiences of the writer affected the metamorphosis of the St. Petersburg text in the author’s literary works. In this paper, we shall confine our attention to Gogol’s Petersburg tales, a series of stories connected with the city ofSt. Petersburg of the 1830s and 1840s, as well as the poetry of that period.

Adam Redzik: Poniższy artykuł Rafała Lemkina ukazał się w 1933 r. na łamach „Palestry” (nr 3-4, s. 158-180). W następnym zeszycie „Palestry” (nr 5/1933, s. 289-313) ukazał się artykuł pt. Specjalizacja sędziego karnego, stanowiący kontynuację rozważań przedstawionych w poniższym tekście. W tym czasie prokurator dr Rafał Lemkin wykładał w Wolnej Wszechnicy Polskiej, współtworzył Instytut Kryminologiczny tej uczelni i przygotowywał rozprawę na temat sędziego karnego, która jeszcze tego roku ukazała się (Sędzia w obliczu nowoczesnego prawa karnego i kryminologii, Wydawnictwo Instytutu Kryminologicznego Wolnej Wszechnicy Polskiej”, nr 1, Warszawa 1933, ss. 142). Artykuły wskazane na wstępie stanowią fragmenty owej książki, która ukazuje Rafała Lemkina w nieco innym świetle niż jest znany powszechnie. Książka stanowi najobszerniejsze i jedno z najciekawszych opracowań naukowych Rafała Lemkina sprzed II wojny światowej. W tekście dokonano minimalnych zmian w zakresie ortografii i interpunkcji, a także objaśnienia niektórych pozycji w przypisach.
Reprint of one of Rafał Lemkin’s article from 1933 concerns an issue of the creation and evolution of the authority of a coroner and, more broadly, of a judge. This article was published by Lemkin in the monthly “Palestra”. Not long after that he published a book entitled Sędzia w obliczu nowoczesnego prawa karnego i kryminologii (Judge in the face of the modern criminal law and criminology) (Institute of Criminology Press, Free University of Poland). This article is redacted with a small interference into the original text.

The focus of the author’s interest is the overwiev of various problems within the field of inlection. The author differentiates between the internal and external inflection and highlights paradigmatics and the descriptions of inflectional catergories. According to her, the research perfomed by Jerzy Kuryłowicz marked the breakthrough in the field and resulted in the introduction of the term: isomorphism. Structural descriptions were particularly important (the approaches of I. Bajerowa, M. Honowska,W.Rzepka), as well as normative ones (H. Satkiewicz and W. Książek – Bryłowa). The author compiles also the works concerned with literary language and inflectional categories in the history of the Polish language.

The subject of Krasiński’s Non-prayer Prayer Poems is a number of his works which although fit the structural characteristics of the genre, are not in fact prayers. There are some other reasons for using this literary forms.. For instance, Daj jej o Panie… (Give Her Oh Lord...) is an instruction for the beloved one on how to behave in difficult life situations, and on the other hand a treatise on philosophy and religion. Another example is Boże, wysłuchaj modlitwę moją serdeczną… (God, Hear my Cordial Prayer…) which is a classic erotic poem addressed to Joanna Bobrowa. O Boże, błogosław tym… (Dear God bless those…) is yet another example of this phenomenon since it is a courtesy gesture towards the Ankwicz family and at the same time a personal and unlikely fantasy about the end of the world. The article reveals both Krasiński’s genealogical awareness of the prayer poem form as well as his religious attitude.
Przedmiotem pracy Niemodlitewne modlitwy Krasińskiego jest grupa utworów poety które, mimo że spełniają cechy strukturalne tego gatunku, w rzeczywistości modlitwami nie są. Mamy tu bowiem do czynienia z użyciem tej formy literackiej do innych celów. I tak np. Daj jej o Panie… to z jednej strony swoisty instruktarz dla ukochanej, jak postępować w trudnych biograficznie sytuacjach, a z drugiej strony traktat filozoficzno-religijny. Boże, wysłuchaj modlitwę moją serdeczną… to z kolei klasyczny erotyk kierowany do Joanny Bobrowej. O Boże, błogosław tym… to natomiast swego rodzaju gest kurtuazyjnej wdzięczności wobec rodziny Ankwiczów, połączony z osobistą i dość oryginalną fantazją o końcu świata. Artykuł ten ujawnia zarówno świadomość genologiczną Krasińskiego w zakresie modlitwy poetyckiej, jak też jego postawę religijną.

Celem niniejszego artykułu jest ukazanie ewolucji pojmowania republikańskiej formy rządów w Rzeczypospolitej Polskiej. Analiza ta dotyczy nie tylko regulacji prawnej tej zasady ustrojowej, ale także zmian poglądów doktryny konstytucyjnej na kwestie postrzegania zasady republikańskiej, w tym elementów na nią się składających. Rozbieżności postrzegania zasady republikańskiej formy rządów wśród badaczy były i są znaczące, co pokazuje, że przez ponad 100 lat niepodległego państwa polskiego spory te w dalszym ciągu są aktualne. Wspomniane różnice w interpretacji zasady republikańskiej dotyczą przede wszystkim elementów materialnych tej zasady, ujawniających związek pomiędzy ustrojem republikańskim a innymi zasadami ustrojowymi, przede wszystkim zasadą suwerenności ludu (narodu), zasada podziału władzy oraz zasadą określającą system rządów. W tym celu konieczne staje się dekodowanie tych zasad z uwzględnieniem tradycji republikańskich, a co za tym idzie w sposób pozwalający na realizacje tych wartości, które legły u podstaw stworzenia ustroju republikańskiego, nie tyle jako negacji monarchii, lecz jako formy stanowiącej dla niej alternatywę.
The main purpose of this article is to show the evolution of the understanding of the republican form of government in the Republic of Poland. This analysis concerns not only the legal regulation of this constitutional principle, but also refers to changes in the views of the constitutional doctrine on the perception of the republican principle, including its components. Discrepancies in the perception of the principle of the republican form of government among researchers were and are significant, which shows that for over 100 years of an independent Polish State, these disputes are still vigorous. The aforementioned differences in the interpretation of the republican principle concern primarily the material elements of this principle, revealing the relationship between the republican system and other principles of the system, first of all the principle of the sovereignty of the people (the nation), the principle of the separation of powers and the principle defining the system of government. For this reason, it becomes necessary to decode these rules in a way that respects the republican traditions. and, consequently, in a way that allows the implementation of the values that underpin the creation of the republican system, not so much as a negation of the monarchy, but as an alternative form to it.

This paper entitled “On the Causes of Formal and Semantic Changes in the Names of Places (as Instanced by the Oiconisms from the Lvov Region)” collects and orders the linguistic and non-linguistic factors in the evolution of the map of names and settlements. One of the most important external causes that affected not only the differences of names in meaning, but also in their formal aspect, was the historical state of linguistic and ethnic relations. It decides about the distinction of names with regard to their linguistic appropriation that is very important for the Lvov Region. These are the following modifications: a) changes and alternations within the same semantic type as a manifestation of the clash between Polish and Ukrainian derivational models; b) the acquirement of Polish properties, especially in the period from the mid-fourteenth to the sixteenth century; c) addideations; d) the removal of typically Polish forms, most obvious after 1945; e) elimination of non-Polish and “foreign” names, mainly German; f) other directive changes that did not mean a change in linguistic qualification.

Opis:
Celem artykułu jest określenie zakresu cech osobowości oraz umiejętności, jakie posiadają specjaliści rachunkowości zarządczej zatrudnieni w przedsiębiorstwach w Polsce. Poprzez porównanie uzyskanych wyników z rezultatami analogicznego badania z 2015 roku, artykuł ten ma także na celu przedstawienie kierunku zmian w zakresie kompetencji wymaganych od controllerów w organizacjach w Polsce. Dla realizacji celu badawczego przeprowadzone zostało badanie przy użyciu kwestionariusza ankiety. Do analizy wykorzystano 143 poprawnie wypełnione kwestionariusze. Wyniki badania wskazują, że do najistot-niejszych cech osobowości i umiejętności, jakie powinien posiadać specjalista rachunkowości zarządczej, należą zaangażowanie, uczciwość i obiektywność oraz umiejętności analityczne. Wśród wymagań doty-czących przygotowania zawodowego największe znaczenie przypisano znajomości narzędzi informa-tycznych, wiedzy o rachunkowości zarządczej oraz szerokiemu rozumieniu biznesu. Porównanie wyników aktualnego badania z wnioskami badania z 2015 roku pozwala na stwierdzenie, że zmiany w zakresie kompetencji controllerów zatrudnionych w przedsiębiorstwach w Polsce w dużej mierze podążają zgodnie za światowym trendem wynikającym z ewolucji otoczenia biznesowego organizacji.
The purpose of the paper is to determine the scope of personal qualities and professional skills of man-agement accounting specialists in enterprises in Poland. By comparing the results obtained with the results of an analogous survey from 2015, this paper also aims to present the direction of changes in terms of competences required from controllers in organizations in Poland. To achieve the research ob-jective, a study was conducted using a questionnaire. 143 correctly completed questionnaires were used for the analysis. The results of the study indicate that the most important personal qualities that a man-agement accounting specialist should have include commitment, integrity and objectivity, and analytical skills. Among the requirements for professional preparation, the most important was the knowledge of IT tools, knowledge of management accounting and the broad understanding of business. Comparison of the results of the current survey with the conclusions of the 2015 survey allows to state that changes in the scope of competences of controllers employed in enterprises in Poland largely follow the global trend resulting from the evolution of the organization's business environment.
