    Opis:
    The Supreme Audit Office examined whether the public funds transferred on the basis of subsidy contracts for realisation of projects related to environmental protection and ecological education were appropriately used by beneficiaries. Twenty entities were audited that used the subsidies, which are not budget units established for this purpose. Among the auditees, there were 17 non-governmental organisations, two local self-government units and one higher education school. Sixty projects were audited altogether that had been implemented between 1 January 2013 and 22 February 2016.

    Opis:
    The article analyses public spending on education at the local level in Poland in the last 5 years. It begins with outlining the legal regulations and financial conditions of providing education by local government units. Next, the author compares budgetary and non-budgetary sources of financing education by local government, the cities with county rights, and the city Lublin. Special attention is given to the educational component of general subsidies from state budget as the main source of education funding in Poland. The article concludes that complicated system of financing education strongly determines local government units’ decisions.

    Opis:
    The paper investigates the issue of teachers’ remuneration system in Poland. The first section presents education as a public task of Polish municipalities, powiats and voivodeships, as well as cities with powiat status that fulfil the responsibilities of both communes and powiats. The next part discusses the criteria (especially those concerning teachers) for dividing the educational part of the general subsidy from the state budget among local government units. The following section covers the principles by which teachers’ salaries are calculated. The empirical part of the article presents the structure and dynamics of educational expenditure on salaries in the years 2004–2020 and compares its amount with the educational part of the subsidy. Then the difference between the minimum and average salaries of teachers is analysed. The last part is a case study showing the impact of teachers’ salaries on expenditure in Lublin’s budget.

    Prywatne placówki wychowania przedszkolnego odgrywają ważną rolę w polskim systemie oświatowym. Głównym celem niniejszej publikacji jest wskazanie czynników decydujących o wysokości transferów publicznych przekazywanych na funkcjonowanie tego rodzaju placówek. Przeprowadzone analizy wskazują, że o wysokości tych środków decydują głównie kwoty przeznaczane przez władze samorządowe na finansowanie wynagrodzeń nauczycieli zatrudnianych w placówkach publicznych. Dokonywane w minionych latach zmiany aktów prawnych nie wpłynęły znacząco na wysokość transferów publicznych kierowanych do tego rodzaju placówek. Jednocześnie umożliwiły one samorządom stosowanie jednolitych zasad naliczania dotacji dla podmiotów uprawnionych do ich otrzymania. Zagrożeniem dla funkcjonowania tego rodzaju placówek wydają się być niekorzystne prognozy demograficzne, które przewidują zmniejszenie liczby dzieci w wieku przedszkolnym.
    Private nursery schools are playing an important role in Polish educational system. Finding what determines the amount of public funds sent to these institutions is the main subject of this publication. These studies have shown that the amount of the grant for private nursery schools mostly depends on the remuneration of teachers employed at public nursery schools. Amended provisions of the law did not significantly affect the amount of transfers to non-public nurseries schools. At the same time they made significant facilitation in principles of granting the subsidy for non-public nursery schools. It is more transparent and predictable now. A threat for functioning of that kind of institutions seems to be the unfavourable demographic forecasts which provide for a reduction in the number of children at pre-school age.

    Oświata finansowana jest gównie ze środków budżetu państwa transferowanych do jednostek samorządu terytorialnego w formie subwencji i dotacji. Około 62% subwencji oświatowej otrzymują gminy. Niedostatek środków z budżetu szkoły uzupełniają z zasobów własnych oraz ze źródeł funduszy Unii Europejskiej, różnych fundacji i źródeł prywatnych. Wielkość subwencji oświatowej ustalana jest według algorytmu przyjmowanego dla konkretnego roku i dzielona między jednostki samorządu terytorialnego (JST) według liczby uczniów. Przy naliczaniu subwencji brany jest pod uwagę stopień awansu zawodowego nauczycieli, liczbę uczniów niepełnosprawnych, typ szkoły i in. W budżecie państwa ustala się także środki na wychowanie przedszkolne i inne cele takie, jak np. wyprawka szkolna. Poziom wykorzystania części oświatowej subwencji ogólnej przez samorządy jest zróżnicowany. Samorządy finansują z własnych źródeł szereg zadań oświatowych powierzając je organom obsługi ekonomiczno-administracyjnej szkół. Finansowanie zadań oświatowych z Programów Europejskich stanowiło znaczące wsparcie dla jakości oświaty i rozwoju kompetencji.
    Education is financed mostly by the national budget funds transferred to the local government units in the form of subsidies and grants. About 62% of those educational subsidies are received by communes. Schools compensate for the deficiency of budget funds with their own resources and with the resources from UE, from various foundations or private sources. The amount of the educational subsidy is determined according to an algorithm adopted for a given year and is divided between local government units on the basis of the number of schoolchildren. While calculating the subsidy, the teachers’ professional advancement degree, the number of disabled schoolchildren, type of school and other factors are taken into consideration. The resources for pre-school education and for different purposes, like school supplies, are provided for in the national budget. The extent to which local government units consume the educational component of the general subsidy is varied. Local governments finance educational activities from their own resources, by assigning them to bodies responsible for economic and administrative support of schools. The financing of educational tasks using EU funds has constituted significant support for the quality of education and development of competences.
