Opis:
The article addresses the economic theories that have arisen on the basis of development economics of the 20th century. The aim is to present the evolution of these concepts and to evaluate them. Historical, descriptive and comparative methods were used. The author argues that in face of current development issues a return to historical sources, combined with their proper reading and (re) interpretation, enables formulation of important conclusions for the present and setting more accurate targets for the future. Thanks to this reading and reinterpretation policy makers have a chance to avoid errors in managing the current socio-economic policy. The analysis led to the conclusion that (1) the understanding of economic development was at first narrowed to growth but with time has moved to (2) to the category of socio-economic development and in the 1950 s a new sub-discipline of economics - development economics - was developed. Its achievements helped to take into account in today's prevailing approaches the social determinants of economic growth, of which sustainable development is the most popular.

Property rights consideration is one of the most important matters which is discussed in the theory of economy. It is worth emphasizing that till the mid 20th century the property was not valued in the main stream of economy. From the 60s of the previous century property rights theoreticians (among them A. Alchian, H. Demsetz, R. Coase, S. Chenung, L. de Alessi, S. Pejovich, E. Furubotn) endeavored to put a property category in merited place in the economic science. In the opinion of modern economists, especially those related to institutional economy current property (understood as a type of rights) is one of the most significant elements of economic development – a problem which is still a fascinating research area, even on the grounds of its complexity. It is argued for constantly deepening development discrepancies between various social categories, among others, additionally more and more visible contrasts in the development of individual countries. Therefore, the aim of this article is to present a theoretical conceptualization of property rights in economy. Furthermore, it is attempted to describe how the property rights impact the level of the economic development. Property rights understood as a socially sanctioned relationships between people, which refer to the use of resources, have a significant impact on economic development. They are in fact one of the main architectural elements of the institutional environment of a developed country. Their primary function is to mitigate or eliminate the tensions which arise as a result of the management of economic potential. Constitutionally guaranteed property rights of exclusive, transferable and residual character limit the uncertainty of the management by establishing a stable structure for human interaction (e.g. highly-developed countries). Otherwise, when the adequate platform to respect property rights has not been created, we have to deal with more difficult business conditions (such as in underdeveloped countries). From the perspective of the theory of property rights, the economy which expanded in the highest degree is the one which is based on a private property – exclusive and fully transferable. In the economies where this type of property rights is dominant there are relatively good conditions for the best allocation of resources, in relation to the economies of the dominance of state or communal ownership. It is worth emphasising that as a result of well-defined property rights, a person can devote more effort to productive activities, which in turn contributes to the growth of social welfare – the main indicator of economic development. D. North and R. Thomas, D. Rodrik, D. Acemoğlu, S. Johnson and J. Robinson, J. Aron, H. de Soto in their studies of economic development field convince of the enormous role of property rights in the development of individual countries. They prove that the stability of property rights is the key to investment and business entities’ implementation

Agricultural real estate has always been a separate element in the functional plane. While assessing the character of agricultural production systems, it is important to pay attention to land use which can be defined as an essential means of production in the agricultural sector. Regardless of economic and organizational factors, land still remains a crucial component in agricultural production, which increases the importance of agricultural real estate. The fundamental attribute of ownership, especially in agricultural property rights, is a right to farm. Agricultural real estate is associated with farming which is understood as assets of the estate and stands for property in terms of civil law. Functional separation of agricultural real estate also relates to the concept of agricultural property which is a part of farming. Agricultural real estate refers to property and constitutes a set of rights and obligations. Organization of agricultural production activities within the cluster Key words: cluster, innovation, economic cooperation, socio – economic development In recent programs of socio – economic development of the European Union the issue of the organization of modern and innovative forms of economic cooperation, such as clusters gained special meaning. In literature, the term cluster is usually defined as a geographic cluster of interrelated companies, specialized suppliers, service providers, firms in related sectors associated with them institutions, in particular fields that compete and also cooperate with each other. Expanding cooperation within the so–formed network and implementing scientific institutions, local and regional authorities and other support organizations located in a certain proximity, allow to expand the sphere of influence, improve information flow, business operations and competitiveness and innovativeness of the business in a particular region. And these are the assumptions that are the essence of the European concept of the cluster as an innovative form of economic cooperation. The issue of rural clusters is discussed much less frequently than issues related to industrial clusters. Recent objective to improve the competitiveness and rural development policies adopted by the European Union in WPR to 2020: cope with future challenges related to food, natural resources and territorial aspects, involve improving the competitiveness and innovation activities through the creation and promotion of projects jointly implemented, including those fulfilled within clusters. In the Polish economic realities the development of clusters in rural areas faces a far–reaching difficulties. The essential difficulties result from the lack of tradition and willingness to cooperate among agricultural producers as well as producers and other subjects of agri – food market. Even more far–reaching are the legal uncertainties, which are concentrated in three areas. First, whether agricultural activity may be regarded as innovative activity. Second, whether on the basis of existing rules can agricultural entrepreneurs be regarded as producers and their manufacturing activity as a business activity, according to the requirements of forming a cluster and can agricultural producers benefit from financial assistance under the program of Innovative Economy. And thirdly, you should consider the importance of agricultural producer groups and their organizations in the creation and functioning of clusters associated with the agri – food production.

The aim of this article is to analyze the impact of economic growth on socio-economic development in China. The secondary objective is to answer the question whether economic growth can be associated with the increase of poverty in the society. To achieve the objectives there was used the analysis of social welfare indicators such as: the level of poverty in the society, the GDP per capita, inflation level and access to particular goods and services in the People’s Republic of China and the Republic of India. The paper describes differences between economic growth and socio-economic development. The analysis of mentioned indicators has allowed to determine how fast the prosperity in China develops, and has answered the question posed as a secondary aim, i.e. economic growth in India is unfortuanely accompanied by the increased poverty of the population.

This paper discusses the issue of Poland’s future economic performance in the case of either adopting the euro or remaining outside the eurozone. The author claims that irrevocable fixing of the exchange rate deeply affects the economy. On the one hand, it allows for the microeconomic gains that, if fully exploited, may lead to faster growth and modernization. One the other hand, it brings about multiple risks, including challenges related to the adjustment to external shocks in the absence of monetary policy tools, as well as a risk of “the Southern eurozone countries’ trap”, namely excessive debt caused by easy access to inexpensive capital. Nevertheless, the key factor determining final outcome is the efficiency of functioning of the Polish economy, its economic policy, and institutions.

The article presents an assessment of the level of social and economic development of all 153 towns and cities of the Eastern Region in the years 2005 and 2009. It also determines the changes in ranking of the towns and cities within the researched area according to classes of social and economic development. The research took into account 42 variables, analysed as a whole and within three research areas: social resources, economic potential and living conditions. The analysis allows for conclusions concerning diversity of the levels of development among the towns and cities from the spatial perspective and enables planning of development of the towns and cities both within each province and for the entire Eastern Region.

The purpose of this article is to identify potential sources of failure of the development of economics and new institutional economics in solving problems of economic development, and to present arguments that development economists use the simplified concept of institutions. For this reason they recommend economic policies that do not include the complexity of the process of institutional change. The first part of the article is devoted to outline the current state of research on economic development in the new institutional economics. The elements of the institutional theory of economic change are presented here. The second part presents the impact of the new institutional economics on dominant discourse on economic development, and how the development consensus has evolved. The new consensus has strong institutional character, but in fact, this institutional analysis is quite different from the analysis of the new institutional economics. The third part of the article shows how development economists use institutional analysis in their research. Most of them use the simplified concept of institutions. The economics policy, that they recommend, assumes that institutions could be easily changed, if the local specificities were taken into account. Policy makers want clear guidelines that they could use in practice. New institutional economists often indicate that the process of economic development is complex and, therefore, economic policy would probably not be effective. Moreover there is no workable general theory of institutions available to us. Therefore, it seems that in the case of solving problems of economic development, we should devote less attention to the general theory, and focus more on institutional microanalysis. In this way, it may be easier to create guidelines for a successful economic policy.

W naukach społecznych i ekonomicznych pod pojęciem „rozwój społeczno-gospodarczy” rozumie się całokształt zmian, względnie przemian, jakim podlegają zarówno społeczeństwo, jak też gospodarka. Rozwój społeczno-gospodarczy, chociaż ma złożony, a do tego strukturalny charakter, interpretować można także w kategoriach zmian konkretnych właściwości poszczególnych składników systemu społeczno-gospodarczego. Celem opracowania jest odpowiedź na pytanie, jak kształtował się rozwój społeczno-gospodarczy, ustalony na podstawie wybranych wskaźników, dla lat 2015-2020 w województwie małopolskim, czy znacząco odbiegał od średniego poziomu ustalonego dla całego kraju oraz w którym województwie występuje najwyższy, a w którym najniższy poziom. Na podstawie przeprowadzonej analizy stwierdzono, że w większości wskaźników (siedmiu) ich poziom w województwie małopolskim był zbliżony do średniego poziomu w kraju, ale sytuacja była nieco gorsza w województwie niż w skali kraju. Rozwój społeczno-gospodarczy województwa mazowieckiego był znacząco wyższy od rozwoju pozostałych województw w kraju. Najniższy poziom stwierdzono w roku 2015 w województwach: świętokrzyskim i warmińsko-mazurskim, a w roku 2020 w województwie świętokrzyskim.
In the social and economic sciences, socio-economic development is understood as the totality of changes or transformations that both society and the economy undergo. Socio-economic development, although complex and structural in nature, can also be interpreted in terms of changes in the specific characteristics of individual components of the socio-economic system. The purpose of the study is to answer the question of how socio-economic development, determined on the basis of selected indicators, was shaped in the years 2015-2020 in the Małopolskie province and whether it significantly deviated from the average level determined for the whole country and which province has the highest and the lowest level. On the grounds of the conducted analysis it was stated that in most indicators (seven) the level in the Małopolskie province was close to the average level in the country, but the situation was slightly worse in the province than on the national level. Social and economic development in the Mazowieckie province was significantly higher than in other provinces in the country. The lowest level was observed, in 2015, in Świętokrzyskie province and in Warmińsko-Mazurskie province in 2020.

The paper presents selected theories of regional development. The first one is the concept of “top-down” development, according to which the region is understand as an “object” of development: the processes taking place in the region are the consequence of external conditions of development. Subsequently, selected “bottom-up” regional development theories, in which the leading role is attributed to the differentiated activities of the region which is the “subject”, not the “object”, of the development processes, are presented. Finally, the paper points out the references to regional development in the concepts of “new economic geography” and evolutionary economics, which show the complexity of modern regional development processes.

Uneven economic development of Polish regions is located in the centre of interest of many researchers from various scientific disciplines. Among many macrosocial determinants among others the varying density of the persons living in the area and belonging to the creative class, i.e. people working in the creative industry shall be formed. Their creativity can indeed be a factor in attracting new investors, especially those who work in the high-tech industry or encourage extension for existing companies. This can lead to improved standards of living of the inhabitants of these areas and thus contribute to the economic development of these regions. The purpose of the article is to evaluate the regions diversification of economic development that describes Polish gross domestic product and employment structure by branch of the economy, but falling within the creative industries. The author is also interested in the interlinkages between these characteristics. This description will allow to verify the following theses: 1) Polish regions characterised by similar levels of economic development make up spatially compact areas; 2) voivodeships with similar involvement of people working in the creative industries have a common border; 3) the more working people and belonging to the creative class reside in the area, the higher its economic development. To distinguish the creative class we used the proposal presented by R. Florida , which due to the availability of statistical data was slightly modified. To distinguish regions similar on the grounds of the level of economic development and density of creative class we used one of the taxonomic methods, i.e. agglomeration method. In assessing the importance of the relationship between the discussed phenomena, i.e. economic development and the degree of concentration of creative class in a region, we used hypotheses verification procedure for the cross-correlation coefficient. The results of carried out tests have not confirmed considerations adopted at the outset, but have found that some of the elements that make up the creative class are indeed correlated with economic development region.

Official dollarization is a strategy for monetary and exchange rate policy, which means resignation from national currencies. It is a solution which can be used for different purposes, both offensive and defensive, as evidenced by the examples of Ecuador, El Salvador and Panama. The description of the meaning and effects of dollarization may be important both in the context of developing countries as well as in terms of the issue of global monetary order, an element of which is among others monetary integration in the form of the euro area. The official dollarization literature includes Berg and Borensztein’s work [2000] about the pros and cons of official dollarization, Chang and Velasco’s [2002] on the consequences of dollarization for prosperity, Barro’s [1999] which is the official dollarization recommendation for South America countries, Edwards’ [2002] and Edwards and Magendzo’s [2003] containing empirical testing of the effects of official dollarization for the economic growth. The description and assessment of the effects of monetary policy is an important issue which fits into a much larger current issues of global monetary order determining the significance of currencies of particular countries and currency areas and thus their economies in the international division of labor. Official dollarization and the entry to the euro zone despite their differences contain common elements, such as the abandonment of the exchange rate policy and the reduction of the importance of monetary policy, which confirms the usefulness of this study.

The economic development is a consequence of the innovation procedure. This paper is about the innovation procedure in Brazil and in Poland. Both nations were redemocratized in the end of the 20th century. The similarities of both countries do not reflect the development of IP since Brazil has got difficulties as a consequence of its economic crisis. This crisis did not allow the establishment of R&D centres. The paper also analyses the Polish integration in the European Union and how it has enabled the establishment of R&D centres through the franchising.
