    The paper describes mathematical model of DVB-T receiver designed to verify its compatibility with other services by means of computer simulations. The model and the results of its implementation - calculated protection ratios compared to measured values are presented.

    W artykule przedstawiono zasadę działania toru odbiorczego dekodera DTV oraz podstawowe definicje dotyczące wybranych parametrów i wskaźników jakości sygnałów cyfrowych występujących w systemach DTV. Zaprezentowano strukturę systemu pomiarowego z krótką charakterystyką poszczególnych przyrządów, opis procedur pomiarowych, m.in. wyznaczanie stopy błędu (BER) w funkcji częstotliwości czy wyznaczanie granicznych parametrów sygnałów wejściowych przy zadanej stopie błędów. Oprogramowanie systemu zostało zrealizowane w środowisku LabWindows/CVI.
    This article describes the measurement system dedicated to quality assessment of the reception paths of digital television decoders. Due to the complexity of the problem - measurements in wide frequency bands of up to several gigahertz, and wide dynamic range of input signals power, with the coexistent presence of predefined interference sources - such systems require technically highly advanced and extremely expensive test equipment. The most significant parts of the system are the signal sources (Digital TV Test Transmitters), which enable testing of any digital television standard currently used throughout the world. Signal sources incorporated in the system allow for simulation of the interference and distortion occurring during transmission of digital signals in the real world (fading). The structure of the measurement system has been presented together with short characteristics of each particular device and a description of the test procedures including calculation of the Bit Error Rate (BER) in frequency domain or determining the parameters limits of the input signal for the defined bit error rate. The system's test software was developed in the LabWindows CVI programming environment.

    Ustawa o wsparciu gospodarstw domowych w ponoszeniu kosztów związanych ze zmianąstandardu nadawania naziemnej telewizji cyfrowej została uchwalona przez Sejm 24 lutego 2022 r., a już miesiąc później, 23 marca 2022 r., została znowelizowana, bowiem konieczne stało się doprecyzowanie absolutnie fundamentalnej z punktu widzenia tej ustawy kwestii kręgu osób uprawnionych do uzyskania wsparcia ze strony państwa. Treścią artykułu będzie ustalenie treści kompletu normatywnego, poprzez dokonanie takiej wykładni przepisów wskazanej ustawy, która uwzględnia wszystkie powiązania funkcjonalne badanych norm i jest oparta na wszystkich dostępnych źródłach informacji. Jednocześnie podczas analizy regulacji ustawowych autor dokona refleksji pod kątem ich zgodności z wyinterpretowaną przez Trybunał Konstytucyjny z konstytucyjnej zasady demokratycznego państwa prawnego zasadą określoności prawa.
    The Act on the Support to Households in Bearing the Costs Associated with the Change in the Digital Terrestrial Television Broadcasting Standard was passed by the government on 24 February 2022, only to be amended after a month, on 23 March 2022, as it became necessary to clarify the issue of the circle of people entitled to receive State support, which is absolutely fundamental from the point of view of this Act. The paper will therefore attempt to determine the content of the normative set by interpreting the provisions of the said Act so that it takes into account all functional relationships of the standards under study and is based on all available sources of information. At the same time, when analysing statutory instruments, the author will reflect on their compliance with the principle of specificity of law, as inferred by the Constitutional Tribunal from the constitutional principle of rule of law.

    The Act on supporting households in bearing the costs related to the change of the digital terrestrial television broadcasting standard was passed by the government on February 24, 2022, and a month later, on March 23, 2022, it was amended, because it became necessary to clarify the issue of the circle of people entitled to receive state support, which is absolutely fundamental from the point of view of this act. The content of the article will therefore be to determine the content of the normative set by interpreting the regulations of the aforementioned Act, so it takes into account all functional relationships of the standards under study and is based on all available sources of information. At the same time, when analysing statutory regulations, the author will reflect on their compliance with the principle of specificity of law, interpreted by the Constitutional Tribunal from the constitutional principle of a democratic state ruled by law.

    The article discusses the important subject of the public electronic media development in Poland, especially in the context of the discussion on the so-called second digital dividend. The current state of the television market in the context of the changes caused by the digitization of terrestrial TV are shown and possible scenarios for the development of this part of the market in Poland are discussed.

    The digitization of television signals in Poland is presented as one of the most important achievements of the media in recent years. The purpose of this publication is to present the opportunities and risks of digital technology at the regional level. The process of digitization has not resulted in a wider range of regional public television programming. After launching of Regional Television Centers, their dedicated band time lengthened by one hour. Money from the subscription only secure the production of about 40% of programs of the channel and are mostly news programs and current affairs. Other are provided with money from sponsors. In fact, digitization creates only a potential, does not give the guarantee that it will be used as financing is crucial for stable funding system. An example of the foregoing is Regional Television Katowice.

    Polskie i brytyjskie telewizje publiczne chętnie wykorzystują profi le na Facebooku do promocji swoich programów. W artykule przeanalizowano formę i treść przekazów, ich zasięg i efektywność na przykładzie BBC i TVP. Profi le kanałów ogólnych zapewniają informacje o serialach i widowiskach rozrywkowych, zaś kanały newsowe skupiają się przede wszystkim na ciekawostkach oraz ważnych wydarzeniach. BBC chętnie sięga po przekaz grafi czny, zaś polskie media skupiają się na wersji tekstowej i fi lmowej. Facebook to narzędzie do wspierania komunikacji dwustronnej z odbiorcami, które wykorzystuje się do promocji oferty programowej.
    Polish and British public television stations use Facebook profi les mostly to promote their programs. In this article the online performance of BBC and TVP are analyzed from the perspective of the content, scope and effectiveness of posts on Facebook. Generally, TV stations publish information on the series and entertainment programmes. News channels put the emphasis on facts and important events. BBC in keen on using graphic communication, while the Polish media focus on text and videos. Facebook is a tool to support two-way communication with customers, which is further used to promote the TV offer.

Nadawcy publiczni, przez lata kierujący uwagą milionów ludzi, poszukują dzisiaj nowych sposobów dotarcia do swoich odbiorców, którzy zwrócili się w stronę mediów społecznościowych. W artykule staram się pokazać, w jaki sposób media publiczne, wykorzystując nowe technologie (internet, serwisy społecznościowe, technologie mobilne, sztuczna inteligencja) adaptują się do funkcjonowania w erze posttelewizyjnej.
    The media world is now entering a post-TV era, marked by algorithms as the basis for regulating information flows, digital platforms organising societies around their specific practices and institutions, and artificial intelligence platforms and tools. The omnipotent dominance of mass media – radio and television, which were the organising axis of our imagination and daily functioning – is thus coming to an end. The public broadcasters who have for years commanded the attention of millions of people are today looking for new ways to reach their audiences, who have turned to social media. In this article, I try to show how public media using the new technologies (internet, social networks, mobile technologies, artificial intelligence) are adapting to function in the post-television era.
