The author analyses the relationship between regional disparities and economic efficiency. He also examines the efficiency of regional policy tools in the context of regional disproportions and economic efficiency. In the first part of the paper, the author discusses the main areas of controversy concerned with the regional distribution of business activity and its influence on economic growth. Then, using a graphic model to present the theory of endogenous growth and the New Economic Geography-and additionally considering social capital-Gajewski analyzes the economic effects of interregional transfers, subsidies for enterprises, investment in transport infrastructure and innovation policy. The author concludes that regional policy measures designed to support the regional diffusion of innovation and reduce its costs are the most effective instrument of regional policy, from the perspective of economic efficiency and the need to level out regional differences. Subsidies to enterprises seem to be the least beneficial, if not harmful, regional policy tool, Gajewski says. His research findings indicate that the use of various other regional policy instruments leads to an “equity-efficiency tradeoff,” or a conflict between economic and social objectives.

The effect of globalization is not only an improvement of living conditions in many developing countries, but also a widening of development disparities and economic inequalities between countries of the rich North and the poor South. Fair trade can be considered as a response to emerging problems of development. Therefore it is a form of assistance directed to the marginalized producers in the Global South by enabling them to manufacture, sell and distribute goods to markets in developed countries. This is an alternative to the existing formula of international trade, whose aim is to help producers in the South by integrating them into the current trading system under certain conditions. The idea is to create a new business relationship between producer and consumer, where the production and consumption are bound together in a new supply chain and where the economic benefits are distributed more fairly. It means that the prices of fair trade products are set at a level that would ensure a steady income to the producer and would lead to raising their living standards and prosperity. The ethical aspects of the fair trade system are clear, the problem is whether the fair trade standards can be used on a wider scale in the global economy, where there is a clash of certain ethical values with market economy rules based on maximizing profits and increasing efficiency.

Za główny cel pracy przyjęto określenie zróżnicowania rozwoju społeczno-gospodarczego na obszarach wiejskich województwa małopolskiego, jak i określenie dynamiki jego zmian w przyjętym okresie. Wykorzystano dane statystyczne dla 168 wiejskich jednostek przestrzennych – gmin wiejskich oraz obszarów wiejskich gmin miejsko-wiejskich. Podstawowym źródłem danych był Główny Urząd Statystyczny (dla lat 2002–2017) oraz Urząd Komunikacji Elektronicznej (dla roku 2017). Pozyskane dane posłużyły do obliczenia wskaźnika syntetycznego rozwoju społeczno-gospodarczego dla obszarów wiejskich, który składa się z następujących grup wskaźników: społecznych, demograficznych, rynku pracy, sektora rolniczego, warunków mieszkaniowych i infrastruktury. Łącznie, na potrzeby analizy, wykorzystano dwadzieścia sześć wskaźników. Stały się one podstawą do określenia obszarów wiejskich charakteryzujących się najwyższym poziomem rozwoju, tych będące na etapie stagnacji oraz jednostek wyróżniających się regresem społeczno-gospodarczego. Jednocześnie zbadano dla analizowanego obszaru, dynamikę poszczególnych grup określając cztery typy jednostek, uwzględniając relację wartości danych grup wskaźników i ich dynamikę w przyjętym okresie. Z przeprowadzonej analizy wynika, że narastają dysproporcje pomiędzy gminami bardzo słabo i bardzo wysoko rozwiniętymi gospodarczo, zwłaszcza w zakresie wskaźników opisujących rynek pracy. Jednocześnie widać zmniejszanie dysproporcji rozwojowych wśród wskaźników opisujących cechy demograficzne, jak i warunki mieszkaniowe.
The main purpose of the work was to determine the diversity of socio-economic development in rural areas of the Malopolska province and to determine the dynamics of changes in the adopted time range. Statistical material was used for 168 rural spatial units i.e. rural communes and rural urban-rural communes (data of the Central Statistical Office for 2002–2017 and data of the Office of Electronic Communications for 2017). On the basis of these data it was calculated synthetic indicator of socio-economic development for rural areas, which consisted of the following groups of indicators: demographic, social, labor market, agricultural sector, infrastructure and housing conditions. A total of twenty-six indicators were used. Then rural areas characterized by the highest level of development being at the stage of stagnation and communes characterized by socio-economic regression were determined. In addition, the dynamics of individual groups of indicators in the analyzed years were examined for rural areas and 4 types of spatial units were determined due to the relation of indicator values and their dynamics in the adopted period. The conducted research shows that disparities are growing between underdeveloped and economically developed municipalities, especially in the field of indicators characterizing the labor market. However, there is a slight reduction in development disparities in the field of indicators describing demographic characteristics and housing conditions.

The main goal of the EU cohesion policy is to reduce economic, social and territorial disparities within the European Union. The 27-Member-State EU still needs discussion about huge economic and social disparities among these countries and their regions. The article concentrates on the reasons underlying economic regional disparities (theoretical approach). Identifying the reasons of economic regional disparities is extremely important for determining priorities of the EU cohesion policy as well as for the proper administering of public spending within the programmes of European cohesion policy.

The article presents disparities in the socio-economic development of the Polish regions (voivodships). The analysis is carried out on the basis of four indicators: gross domestic product per capita, registered unemployment rate, average monthly gross wages and share of revenues in total revenues of local government units. The study confirms that Polish voivodship are characterized by a high degree of inequality in socio-economic development. In the years 2004–2015, regional disparities in Poland became stronger and the position of poorer regions has deteriorated. Two sets of economic divides are visible: gap between eastern and western Poland and the gap between Mazowieckie region and other regions.

Dysproporcje regionalne są przedmiotem działań w ramach polityki regionalnej prowadzonej na szczeblu krajowym i Unii Europejskiej. Celem polityki regionalnej obu szczebli jest ich zmniejszenie w zakresie rozwoju społeczno-gospodarczego. W Polsce występują znaczące dysproporcje regionalne, głównie między województwami Polski Wschodniej a pozostałymi regionami w kraju. Celem artykułu było przedstawienie zróżnicowań regionalnych w Polsce w latach 2009-2017 w odniesieniu do wybranych aspektów rozwoju regionalnego oraz polityki regionalnej UE i Polski. W celu zobrazowania dysproporcji regionalnych zbudowano syntetyczny wskaźnik poziomu rozwoju społeczno-gospodarczego regionów, według którego podzielono regiony na trzy kategorie: regiony o niskim poziomie rozwoju, regiony rozwijające się i regiony rozwinięte. Dodatkowo przeprowadzono analizę stanu zasobów endogenicznych w ujęciu statycznym i dynamicznym. Słowa kluczowe: dysproporcje regionalne, regiony problemowe, rozwój regionalny.
Regional disparities are the object of operations within regional policy conducted at national and European Union levels. The aim of regional policy of both levels is to reduce regional disparities related to socio-economic development. There are significant regional disparities in Poland, mainly between eastern voivodeships and the other regions of the country. The aim of the article is to show regional differentiations in Poland in the years 2009-2017 in relation to chosen aspects of regional development and regional policy of the European Union and Poland. In order to demonstrate regional disparities a synthetic indicator of socio-economic development of regions was built at which regions were divided into three categories: with low level of development, developing and developed. Additionally, the analysis of the state of endogenous resources in a static and dynamic way was carried out.

W artykule podjęto zagadnienie peryferyjności w kontekście problematyki rozwoju społeczno- gospodarczego regionu, ze szczególnym uwzględnieniem jej skutków w postaci nierówności i asymetrii w układzie relacji i zależności między centrum a peryferiami. W pierwszej części opracowania ukazano złożoność i wielowymiarowość zjawiska peryferyjności regionalnej, analizując jego najważniejsze kryteria i przyczyny. Następnie przedstawiono różnorodność koncepcji teoretycznych rozwoju regionów peryferyjnych, wychodząc od dychotomicznego podziału na teorie rozwoju egzogenicznego i endogenicznego. W drugiej części artykułu ukazano zmianę w podejściu do rozwoju regionów peryferyjnych, której istota polega na ewolucji myślenia (i działania w ramach polityki regionalnej) w kierunku uznania nadrzędności potencjałów i zasobów endogenicznych. Przedstawiono także wybrane aspekty peryferyjności polskich i europejskich regionów.
The paper discusses peripherality in the context of the issue of socioeconomics of the region. Its effects in the form of inequality and asymmetry in the relationship and dependence between the center and the periphery were particularly taken into account. The first part of the study shows the complexity and multidimensionality of the peripherality phenomenon, analyzing its most important criteria and causes. Then, the diversity of theoretical concepts of development of peripheral regions was presented, starting from the dichotomous division into theories of exogenous and endogenous development. The second part of the paper shows a change in the approach to the development of peripheral regions. Its essence relies on the evolution of thinking (and regional policy actions) towards the recognition of the supremacy of potential and endogenous resources. Selected aspects of the peripherality of Polish and European regions were also presented.

Human capital plays a significant role in stimulating growth of the innovativeness and competitiveness in the contemporary economy. Uneven spatial distribution of human capital strengthens thedivergence process among national and regional economies.The paper portrays the role of human capital in the contemporary economy and presents the analysis of the distribution of human capital in Polish regions. The results of the analysis, based onthe constructed synthetic regional human capital index indicate significant disparities in the examined field. Moreover, the high correlation between human and economic development on the regional level confirms feedbacks occurring between them.

W opracowaniu podjęto próbę określenia perspektyw osiągania spójności społeczno- -ekonomicznej w Polsce. Wskazano, że istniejące uwarunkowania rozwoju obszarów peryferyj-nych niosą zagrożenia dla urzeczywistniania spójności społeczno-ekonomicznej. Zarówno globali-zacja, jak i realizacja polaryzacyjno-dyfuzyjnego modelu rozwoju generują impulsy pogłębiające nierówności rozwojowe. Także narastająca nierównowaga finansów publicznych wprowadza utrudnienia – tak w sferze realnej, jak i regulacji – dla harmonizowania celów spójności społecz-no-ekonomicznej z efektywnością ekonomiczną. Rozstrzygnięcie strategicznego dylematu polityki rozwoju w zakresie alternatywnego wyboru między konkurencyjnością a spójnością terytorialną wymaga holistycznego podejścia do procesów rozwojowych.
The article attempts to assess the perspective of achieving socio-economic cohesion in Poland. There was indicated that existing determinants of development of peripheral regions are connected with threats to realization of socio-economic cohesion. Globalization as well as realization of polarized and diffusive development model generate impulses increasing developmental disparities. Increasing unbalance in public finances makes it more difficult – in both: real and regulation spheres – to harmonize aims of socio-economic cohesion with economic efficiency. To adjudicate a strategic dilemma of development policy concerning a choice between competitiveness and territorial cohesion it is required to adopt alternative, holistic approach to developmental processes.

Celem niniejszego opracowania jest analiza i ocena przestrzennego zróżnicowania poziomu rozwoju społeczno-gospodarczego obszarów wiejskich województwa kujawsko-pomorskiego. Do określenia poziomu rozwoju społeczno-gospodarczego wykorzystano metodę wzorcowej miary rozwoju Hellwiga oraz posłużono się hierarchiczną metodą grupowania Warda. Po szczegółowej analizie wykazano, że na poziom rozwoju obszarów wiejskich największy wpływ mają duże ośrodki miejskie, pełniące funkcje ośrodków centralnych względem otaczających je terenów wiejskich oraz mniejsze miasta, stanowiące często lokalne centra rozwoju dla sąsiadujących z nimi wsi.
The aim this paper is to analyze and evaluate the level of spatial differentiation of socio – economic development of rural areas in kujawsko-pomorskie voivodeship. To determine the level of socio-economic development the Hellwig’s development model and Ward's hierarchical clustering method were used. After a detailed analysis it was proved that the level of development of rural areas depends mostly on large urban centers acting as a central place for surrounding rural areas and smaller towns, which are often a local development centers for the neighboring villages.

The aim of the article is to measure the human capital resources defined in the area of health and to diagnose its structure. It was attempted also to assess its spatial distribution, as well as to examine the relationship between the health capital and the level of socio‑economic development. The selected taxonomic hierarchisation methods (pointless) and classification of multi‑feature objects were used. The assumption about spatial disproportions in the level of health capital (HCSIH) was verified, as well as the positive relation between the level of health capital (HCSIH) and the level of socio‑economic development (LHDI) was also examined. The results confirm the spatial disproportions of the health capital in Poland, and the differentiation its structure, visible between regions. Also noticeable are the effects of polarization: center‑periphery. The results of statistical tests positively verify the tested hypothesis about the existing positive relation between the level of health capital of the (HCSIH) and the level of development (LHDI) of a given unit, whereby the strength of the relationship is assessed at the level at most medium. The analysis was carried out at the poviat level in Poland. The Central Statistical Office Local Data Bank, National Census 2011 (NSP) and data on LHDI from the National Report on Social Development Poland 2012 UNDP were the main data source.
Celem artykułu jest pomiar i diagnoza struktury zasobów kapitału ludzkiego definiowanego w obszarze zdrowia. Podjęto próbę oceny jego przestrzennego rozmieszczenia, a także zbadano związek między kapitałem zdrowotnym a poziomem rozwoju społeczno‑gospodarczego. W badaniu wykorzystano wybrane taksonomiczne metody hierarchizacji (bezwzorcowe) oraz klasyfikacji obiektów wielocechowych. W efekcie każdemu obiektowi (jednostce terytorialnej) przypisano miarę syntetyczną – tzw. względny wskaźnik poziomu kapitału ludzkiego definiowanego w obszarze jakości zdrowia (WSKLz). Weryfikacji poddano założenie o występujących dysproporcjach w poziomie kapitału zdrowotnego WSKLz i o jego zróżnicowanej strukturze oraz o istniejącym dodatnim związku między poziomem kapitału zdrowotnego WSKLz a poziomem rozwoju społeczno‑gospodarczego danej jednostki wyrażonego miarą LHDI. Wyniki badań potwierdzają, że przestrzeń społeczno‑ekonomiczna w Polsce wykazuje cechy zróżnicowania zarówno pod względem samego poziomu kapitału zdrowia, jak i jego cech strukturalnych. Zauważalne są pewne prawidłowości w rozkładzie przestrzennym tego zasobu w układzie międzyregionalnym i w układzie centrum–peryferie. Wyniki testów statystycznych pozytywnie weryfikują hipotezę o istniejącym dodatnim związku między poziomem kapitału zdrowia WSKLz a poziomem rozwoju danej jednostki LHDI, przy czym siłę związku ocenia się na poziomie co najwyżej średnim. Analizę empiryczną przeprowadzono na poziomie powiatów w Polsce. Główne źródła danych to: Główny Urząd Statystyczny, Bank Danych Lokalnych, Narodowy Spis Powszechny 2011 (NSP) oraz dane dotyczące poziomu rozwoju lokalnego LHDI pochodzące z Krajowego Raportu o Rozwoju Społecznym. Opis:
In this paper we study the role of social factors in development of international trade using a generalized gravity model. In existing studies of determinants of bilateral trade flows only economic factors were taken into account such as their economic size, factor endowments and technology levels as well as tariff and non-tariff barriers and distance between them. Our contribution to the literature lies in extending the previous studies to include also factors measuring the level of development and social inequalities as well as civil liberties. In particular, we study the role of the aggregate index of social development - HDI and its components as well as income inequality and civil liberties.

Opis:
The aim of the paper is to measure and forecast concentration of regional development potential on a regional basis. The study covered 14 GUS features, which measure the development potential. The forecast, nominal values and processes’ dynamics were calculated for data from 2010 to 2020, using author made method. The study reveals that key factors determining the diversification of the distribution of the potential include the relation of large agglomerations to their regional surroundings. Therefore, we are dealing with growth poles with different impact levels. Since 2010, the process of concentrating potential in Poland has taken different directions. In poorly developed regions, we observe constant distribution values. Most regions, especially those with medium and high levels of economic development, are characterized by a dynamic increase in the level of concentration 5% to 6% annually. This means that the growth poles «move away» from their surroundings and strengthen their position. Simultaneously, they slightly reduce the distance to the strongest developed region in Poland (Mazowsze). By 2020, these trends will remain unchanged, however regions with a moderately low level of development will observe the fastest growth.
