    The article investigates the potential of regional initiatives supporting business clusters. It begins with an overview of Michael E. Porter’s concept of clusters and the impact competitive clusters can have on productivity, innovation, and employment. The author also briefly examines the ways clusters might be supported by local government. Next, the trends of outsourcing and offshoring, which influence the growth of business and technology services sector worldwide, are described. The third section focuses on a business services cluster in Kraków, Poland, which is now a key outsourcing destination in Europe. The final section draws on interviews with employees of 15 cluster-based companies conducted between August and December 2016. The goal of this research was better understand Kraków’s strengths and weaknesses as an outsourcing location, gather insights on ways to improve the local business environment, and obtain information about predicted changes in companies’ activities and management over the next few years.

    Firmy z sektora kreatywnego coraz częściej podejmują współpracę w ramach klastrów, które umożliwiają im dostęp do brakujących zasobów. Klastry kreatywne, które dążą do dalszego rozwoju i pozyskiwania nowych członków, decydują się na szersze wykorzystanie technologii informacyjno-komunikacyjnych. Zastosowanie ICT prowadzi do częściowej wirtualizacji działań. Biorąc jednak uwagę specyfikę oraz cechy charakterystyczne klastrów, ich przekształcenie w organizację wirtualną wydaje się niemożliwe. Kluczowym wyzwaniem staje się natomiast identyfikacja tych procesów wewnątrz klastra, które mogą być usprawnione przy wykorzystaniu narzędzi informatycznych.
    Nowadays enterprises from creative industries more often decide to collaborate within clusters that enable them access to the missing recourses. Those clusters who are interested in further development and gaining new members over decide to implement information and communication technologies. In result the process of partial virtualisation of activities is taking place. Taking into account the creative clusters features the process of their transforming into fully virtual organisation seemed to be hard to achieve. Thus the key issue is to identify those areas in which technology use could profit the biggest benefits.

    Strategia warunkuje działanie przedsiębiorstwa, od jej prawidłowego wyboru zależy w dużej mierze sukces, jaki odniesie firma na konkurencyjnym rynku. Tworzenie strategii ma głównie na celu wskazanie najważniejszych kierunków rozwoju klastra w przyszłości oraz planu działań (dla inicjatywy klastrowej). Podstawowym celem niniejszego opracowania jest ocena znaczenia strategii dla procesów rozwoju i zarządzania różnorodnych form powiązań integracyjnych, w tym zachodzących w agrobiznesie. Dokonano krótkiej charakterystyki istoty strategii rozwojowych przedsiębiorstw oraz prezentacji koncepcji, atrybutów i korzyści klasteringu. Poddano rozważaniom określenie i znaczenie struktury oraz strategii działania inicjatywy klastrowej. Rozważania poparto wynikami badań własnych, jak również innych autorów, wzbogacając tym samym podjętą problematykę. Na podstawie analizy wykazano, że poprawnie sformułowana strategia wspomaga inicjatywę klastrową w elastycznym reagowaniu na dynamicznie zmieniającą się sytuację rynkową oraz tempo wdrażania innowacji. Ponadto, stanowić może doskonałe narzędzie efektywnego zarządzania całym układem zintegrowanym.
    The strategy determines the activity of the enterprise on its proper selection depends largely on the success we will refer the company in a competitive market. Developing a strategy is mainly aimed to identify the main directions of development of the cluster in the future and plan of action (for the cluster initiative). The primary objective of this study is to assess the relevance of the strategy for the processes of development and management of various forms of integration links, including occurring in agribusiness. Made a brief characterization of the essence of enterprise development strategies, and the presentation of concepts, attributes and benefits of clustering. It was considerations definition and significance of the structure and strategy of the cluster initiative. Considerations supported by their own research results, as well as other authors, thus enriching the issues taken. Based on the analysis it demonstrated that properly formulated strategy supports the cluster initiative in a flexible response to rapidly changing market conditions and the pace of innovation. In addition, it can be a great tool for effective management of the entire integrated system.
