    Opis:
    Advantages of automation in industrial vehicles and work machines are numerous. Even partial automation of work machine’s functions contribute to significant improvement in safety, efficiency and precision. For example, risk of accidental damage of power cables and water or gas pipes planted underground can be reduced by application of excavation control system with digging depth limiter. Industrial vehicles equipped with operator assistance systems, e.g. dozers and graders fitted with blade positioning systems, can be driven at higher speed then conventional ones, while performing the same duties. They are also able to accomplish particular task after smaller number of iterations. What is more, costs of surveyors’ and highly experienced operators’ salaries can be declined. Eventually, machines enriched by operator assistance systems, e.g. excavator having a grade control system onboard, can be involved in very unusual and precise works as slope grading, underwater digging and any works conducted after dusk. On the other hand, purchase and installation costs of operator assistance system are relatively high, especially when compared with prices of small industrial vehicles, e.g. so called mini excavators. Cost of said systems could be reduced in many different ways, for example, if cheaper electronic components, e.g. MEMS sensors, were used. Following article presents a contactless method and system for measurement of industrial vehicle’s bodies angular position. The method engages two Attitude and Heading Reference System (AHRS) modules which shall be attached to different work machine bodies. It was empirically verified using two self-made, inexpensive AHRS modules. Both of them consisted of STM32 F4 microcontroller and a triad of triaxial, MEMS sensors: a gyroscope, an accelerometer and a magnetometer. During tests first of modules was fixed to the frame and the second to the bucket of Avant 218 mini loader. Angular position of bucket with respect to vehicle frame was measured. Industrial grade, electronic GEMAC IS2A60P20-0 inclinometer and an optical instrument were used as reference tolls. Achieved results revealed overall error of examined system which is smaller than 1.05O . Further calculations, based on actual dimensions of IHI 35N3 and Komatsu PC750 LC-6 excavators’ arms, proved that the examined system is applicable for excavator arm bodies angular position identification. The distortion of bucket tip coordinates estimation using presented system was computed. In case of bigger Komatsu PC750 vertical and horizontal distortion equaled, respectively, 350 mm and 195 mm. In case of smaller IHI 35N3 both errors turned out to be at least 2.3 times smaller. Summing up, solution examined within the article fits small industrial vehicles particularly well. That is why an idea of a simple and readily available digging depth control system for mini excavators based on presented solution has been conceived. In order to embody said idea, presented system shall be enriched with two additional AHRS modules and operator-system interface, which would enable necessary adjustments. The system should be provided with dimensions of each body of excavator arm and maximum allowable digging depth. A LED or a sound signal could alert the operator in case of exceeding the established limit.

    Artykuł przedstawia opis rozwiązaą sprzętowych oraz standardów transmisji wykorzystywanych w pojazdach do zwiekszenia bezpieczeństwa ruchu. Druga część artykułu jest poświęcona implementacji programowo-sprzętowej systemu monitorowania temperatury oraz wilgotności panującej na zewnątrz pojazdów. Rozwiązania aktualnie stosowane w pojazdach opierają pomiary wyłącznie na bieżącej wartości opisanych parametrów, najczęsciej tylko temperatury. Artykuł proponuje rozszerzenie pomiarów o wilgotność w ciągu sześciu godzin dla dokładniejszej prognozy i uwzględnienia szybkozmiennych warunków pogodowych.
    The papers presents the hardware solution description and protocols used in automotive industry. Additionally, the paper proposes hardware-software model for black ice detection by external temperature and humidity level measurement. The solutions, used nowodays, are focusing mostly on current temperature reading. Paper proposes to extend the readings by humidity level. Moreover, the histories of features values are created within last 6 hours to define threats on road more precisely based on weather conditional variance.

    Celem artykułu jest identyfikacja czynników oddziałujących na koszty funkcjonowania zinstytucjonalizowanego systemu nieodpłatnego poradnictwa prawnego2 i próba ich kwantyfikacji na podstawie niejednorodnych danych uzyskiwanych z różnych opracowań lub badań. Zaprezentowana procedura analityczna stanowi egzemplifikację kosztów wynikających z wdrażania aktów prawnych normalizujących ten zakres publicznego rozdzielnictwa z wykorzystaniem danych subiektywnych (ankieta) i obiektywnych (statystyka publiczna). Przedstawiona metodyka analizy kosztów pozwala na uwzględnienie bardziej szczegółowych ustaleń prawnych dotyczących wdrożenia i funkcjonowania zreformowanego systemu pomocy prawno-obywatelskiej. Artykuł zawiera propozycje rozwiązań różniących się od tych, które wdrożono ustawą z dnia 5 sierpnia 2015 r., w zakresie źródeł finansowania zreformowanego systemu. Metoda ta może być zatem użyteczna do analiz alternatywnych wariantów reformy, wynikających z jej następstw dla finansów publicznych.
    This article aims to identify the factors affecting the operating costs of an institutionalized system of free legal guidance system (Act of 5 August 2015 on free legal assistance and legal education) and to attempt to quantify of them on the basis of heterogeneous data obtained from different studies or research. Presented analytical procedure is an exemplification of the costs resulting from the implementation of legislation for the normalization of the scope of the public distribution using subjective (survey) and objective data (official statistics). The presented methodology of cost analysis allows to obtain more detailed legal arrangements relating to the implementation and functioning of the reformed system of legal and civil guidance. The article contains suggestions proposing solutions differing from those implemented by the act of 5 August 2015, in terms of financing the reformed system’s operation. This method may therefore be useful for the analysis of alternative reform options, resulting from its consequences for public finances.

    Problem bezdomności występuje w każdym państwie i nawet najbogatszym nie udało się go wyeliminować. Kraje mające silnie rozbudowany system pomocy ludziom bezdomnym odnotowują w swoich statystykach największą ich liczbę. Liczba osób bezdomnych w Niemczech na początku 2023 r. wynosiła 372 tys. osób. Celem podjętych badań była diagnoza funkcjonowania osób bezdomnych w Niemczech oraz ukazanie ich indywidualnych doświadczeń życiowych. Za metodę posłużył wywiad narracyjny według Mayringa. Badania prowadzone były na terenie Westfalii, a w sensie instytucjonalnym terenem badań był Dom Opieki Społeczno-Pedagogicznej. Okazało się, że wśród przyczyn bezdomności znajdują się m.in. zaleganie z opłatami czynszowymi i związane z tym eksmisje, bezrobocie, a także rozwody, śmierć partnera oraz uzależnienia. Osoby bezdomne są raczej zadowolone z tego, że mieszkają w Domu Opieki Społeczno-Pedagogicznej, który zapewnia bezdomnym mężczyznom wyżywienie, mieszkanie i wszelką pomoc w zakresie wsparcia.
    The issue of homelessness exists in every county and even the wealthiest have not managed to eliminate it. Countries with a highly-developed system of homeless people assistance record the largest number of them in their statistics. At the beginning of 2023, the number of homeless people in Germany amounted to 372,000. The purpose of the research was to diagnose the functioning of homeless people in Germany and to show their individual life experiences. The method used was a narrative interview according to Mayring. The research was carried out within the territory of Westphalia, and in the institutional meaning, the research area was the Social and Educational Care Home. As a result of the research, it turned out that the causes of homelessness, among others, include: arrears in rent payments and related evictions, unemployment, as well as divorces, death of a partner and addictions. Homeless people are rather satisfied with the fact that they live in the Social and Educational Care Home, which provides homeless men with food, housing and all kinds of support services.

    The main aim of social system is to reduce poverty and minimizing social problems. The adequate social infrastructure and human resources are necessary to accomplish this goal. One of the most important group among social services are social workers. The quality of their work has strong influence on the effectiveness of the social assistance system. The article presents the results of a survey conducted among 378 social workers from the Podkarpacie Province. The results of empirical research has identified some conditions of the profession of social workers. The article is also an attempt to identify the level of burnout among social workers in Podkarpacie Province.

    The subject of discussion in the article is the problem of changes in the functioning of the deposit guarantee scheme in Poland in the context of covering with guarantees cooperative and credit unions’ sector. Particular attention will be devoted to instruments of financial assistance that Bank Guarantee Fund may use to support unions which are in a difficult financial situation.

    W niniejszym artykule podjęto temat determinantów readaptacji społecznej byłych osadzonych. Podjęto rozważania tematyczne dotyczące wskazanego zagadnienia, jak również aspekt kary pozbawienia wolności zarówno w systemie izolacyjnym, jak i wolnościowym. Ponadto wskazano również aspekt marginalizacyjny i stereotypizajcę byłych osadzonych jako czynniki utrudniające prawidłową readaptację społeczną. Określono głównych realizatorów pomocy postpenitencjarnej, a wskazane zagadnienia zostały opracowane na podstawie literatury przedmiotu oraz przedstawione w świetle badań własnych, przeprowadzonych na podstawie percepcji społecznej.
    This article reflects on the determinants of social readaptation of former prisoners. Thematic considerations on the indicated issue were explored, as well as on imprisonment in both the custodial and non-custodial systems. In addition, the marginalization and stereotyping of former prisoners as factors that hinder social readaptation was noted. The main implementers of post-penitentiary assistance were identified, and the indicated issues were explored based on the literature on the subject and presented in the context of the author’s own research on the social perception of former prisoners

    Regulacje w zakresie uprawnień do wykonywania zawodu pracownika socjalnego określone zostały w art. 116 ustawy z dnia 12 marca 2004 r. o pomocy społecznej. W ocenie kwalifikacji uprawniających do zatrudnienia na stanowisku pracownika socjalnego kluczowe jest spełnienie wymogu odpowiedniego wykształcenia. Kwestie zatrudnienia w samorządowych jednostkach organizacyjnych pomocy społecznej regulują przepisy Rozporządzenia Rady Ministrów z dnia 15 maja 2018 r. w sprawie wynagradzania pracowników samorządowych. Pracownik socjalny ma możliwość podnoszenia kwalifikacji zawodowych przez udział w specjalizacjach w zawodzie pracownika socjalnego. W procesie reformy pomocy społecznej, który wydaje się trwać dalej, pominięto istotną kwestię rozwoju zawodowego pracowników socjalnych w kontekście awansu zawodowego. Ustawa o pomocy społecznej nie określa żadnej ścieżki umożliwiającej awans. Rozporządzenie w sprawie wynagradzania pracowników samorządowych również nie reguluje możliwości awansu zawodowego. Ustawa o pracownikach samorządowych też nie zawiera takich regulacji.
    The regulations on the entitlement to practice the profession of a social worker are set out in Art. 116 of the Act of March 12, 2004 on social assistance. When assessing qualifications for employment as a social worker, the key is to meet the requirement of appropriate education. Employment in local government social welfare units is regulated by the provisions of the Regulation of the Council of Ministers of May 15, 2018 on the remuneration of local government employees. A social worker has the opportunity to raise professional qualifications by participating in specialization in the profession of a social worker. In the process of social assistance reform, which seems to be going on, the important issue of professional development of social workers in the context of career advancement was overlooked. The Act on Social Assistance does not define any path to promotion. The regulation on remuneration of local government employees also does not regulate the possibility of professional promotion. The Act on Local Government Employees does not contain such regulations either.

    Artykuł jest próbę namysłu nad sposobem realizacji pomocy psychologiczno-pedagogicznej w szkole z perspektywy trudności i wyzwań, jakie mogą spotkać nauczycieli, pedagoga szkolnego, innych specjalistów oraz uczniów podczas organizowanej pomocy. Celem artykułu jest ukazanie, w jaki sposób praca z dokumentami przekłada się na faktyczne działania i pracę z dzieckiem. Autorka we wstępie odwołuje się do podstaw teoretycznych związanych z realizacją pomocy psychologiczno-pedagogicznej, następnie odwołując się do literatury przedmiotu, analizy wyników badań i raportów oraz doświadczeń własnych, podejmuje się próby rekonstrukcji wyzwań systemowych i relacyjnych w realizowaniu pomocy psychologiczno-pedagogicznej w szkole. Wnioski i rekomendacje odwołują się do zmian systemowych i teorii komunikacji. Podsumowanie nawiązuje do podstawowych założeń pracy nauczyciela, które wyznaczają sposób myślenia o uczniu jako o pełnoprawnym podmiocie w relacji w procesie edukacyjnym.
    The article is an attempt to refl ect on how to implement psychological and pedagogical assistance at school from the perspective of diffi culties and challenges that teachers, school educators, other specialists and students may e ncounter during organized assistance. The aim of the article is to show how working with documents translates into actual activities and work with children. In the introduction, the author refers to the theoretical foundations related to the implementation of psychological and pedagogical assistance, then referring to the subject literature, to the analysis of research results and reports as well as to her own experience, attempts to reconstruct system and relational challenges in the implementation of psychological and pedagogical assistance at school. Conclusions and recommendations refer to system changes and communication theory. The summary refers to the basic assumptions of the teacher’s work, which set the way of thinking about the student as a full-fl edged subject in the relationship in the educational process.

    Opis:
    W ustawie z dnia 2 marca 2020 r. o szczególnych rozwiązaniach związanych z zapobieganiem, przeciwdziałaniem i zwalczaniem COVID-19, innych chorób zakaźnych oraz wywołanych nimi sytuacji kryzysowych wprowadzono preferencyjną wysokość zasiłku chorobowego w odniesieniu do niektórych ubezpieczonych (ubezpieczeni zatrudnieni w podmiotach leczniczych; ubezpieczeni zatrudnieni w jednostkach organizacyjnych pomocy społecznej świadczących usługi całodobowo, noclegowniach oraz innych placówkach zapewniających całodobową opiekę osobom niepełnosprawnym, przewlekle chorym lub w podeszłym wieku; ubezpieczeni wykonujący zadania członka ochotniczej straży pożarnej). Artykuł analizuje wprowadzone zmiany w regulacji prawnej, wskazuje na różnice pomiędzy nimi (np. prawo do wynagrodzenia chorobowego i zasiłku chorobowego lub prawo tylko do zasiłku chorobowego). Zwraca także uwagę na pewne nieprawidłowości w praktyce stosowania tych przepisów.
    The Act of 2 March 2020 on special solutions related to the prevention, counteraction and combating of COVID-19, other infectious diseases and crisis situations caused by them introduced a preferential sickness allowance for certain insured persons (i.e. insured persons who are employed in medical entities; insured persons who are employed in social assistance organisational units providing twenty- -four-hour services, night shelters and other facilities providing twenty-four-hour care to persons with disabilities, the chronically ill or the elderly; insured persons carrying out the tasks of a member of the voluntary fire brigade). The article analyses the changes made to the legal regulation and the differences between them (e.g. right to sick pay and sickness allowance or only to sickness allowance). The article also draws attention to certain irregularities in the practical application of these provisions.

    Celem artykułu jest analiza zmian normatywnych i charakterystyka działalności Bankowego Funduszu Gwarancyjnego w Polsce w latach 1995-2020. Analizy prowadzone są na podstawie aktów normatywnych i dokumentacji BFG, ze szczególnym uwzględnieniem Raportów rocznych za kolejne lata analizowanego okresu. W ocenie jakościowej działalności Funduszu i jego organów wykorzystuje się przede wszystkim wieloletnią obserwację uczestniczącą autora w związku z wykonywaniem obowiązków członka Rady Funduszu, a ponadto konsultację z byłymi członkami Zarządu Funduszu. Artykuł kończy sformułowanie 15 cech lub tendencji w działalności BFG w minionym ćwierćwieczu.
    in Poland in the years 1995-2020. The analyses are based on normative acts and BGF’s documentation, including in particular annual reports of the given years under scrutiny. Qualitative assessment of the activities of the Fund and its bodies is based in substantial part on the author’s participant observation as a member of the Fund’s Council and consultations with former members of the Fund’s Management Board. The article finishes with formulating 15 qualities, or tendencies, of the BGF’s activity over the past 25 years.

    Opis:
    Celem artykułu jest charakterystyka zmian w regulacjach dotyczących gwarantowania depozytów. Ewolucja regulacyjna ukazana jest na tle historii Bankowego Funduszu Gwarancyjnego, który jest instytucją gwarantującą od 25 lat depozyty w polskim sektorze bankowym. Dla pełniejszego zobrazowania miejsca systemu gwarancji depozytów w infrastrukturze stabilizującej sektor bankowy, w artykule przedstawiono także skróconą syntezę historii sektora bankowego w Polsce. Przypomniano procesy towarzyszące odradzaniu polskiej bankowości w warunkach gospodarki rynkowej po 123 latach braku państwowości oraz działalności w niesprzyjających warunkach w II RP, a także w gospodarce nakazowo-rozdzielczej po II wojnie światowej. Zarysowano także uwarunkowania międzynarodowe, a w szczególności rolę USA we wdrażaniu w życie idei gwarantowania depozytów oraz rozwój systemów gwarancyjnych na świecie. Szczególną uwagę poświęcono rozwojowi systemu gwarantowania depozytów w Polsce i roli BFG w tym systemie. Ukazano dylematy regulacyjne i kolejne nowelizacje przepisów dyrektywy w sprawie gwarantowania depozytów. Artykuł omawia także korekty infrastruktury stabilności systemów bankowych i ochrony depozytów, zarówno na poziomie Unii Europejskiej, jak i na poziomie krajowym.
    The aim of the article is an analysis of the changes in regulation on deposit guarantees. The evolution of the regulation is shown against the background of the history of the Bank Guarantee Fund, an institution which has been responsible for deposit guarantees for the past 25 years in the Polish banking sector. In order for a fuller picture of the role deposit guarantees schemes play in stabilising the banking sector to emerge, the article also presents a short summary of the history of the banking sector in Poland. It describes the rebirth of the Polish banking sector in market economy after 123 years of lack of state independence and its subsequent operation in unfavourable conditions in the interwar period, as well as in planned economy. International circumstances are also taken into account, in particular the role of the United States in implementing the idea of deposit guarantees and the development of guarantee schemes in the world. Particular focus is put on the development of deposit guarantee schemes in Poland and the role of the Bank Guarantee Fund in that system. The article also shows regulatory dilemmas and subsequent novelisations of the directive on deposit guarantee schemes. It also discusses improvements of the banking systems’ stability and deposit protections, both on the level of the European Union and of the state.
