The opinion stresses that EU law requires that foreigners be able to buy real property in each Member State. This principle may, however, be subject to certain restrictions. Currently, under the Accession Treaty, Poland is entitled to apply restrictions on the acquisition of agricultural real estate by foreigners. This transition period ends on 1 May 2016. After this date it will also be possible to impose restrictions on the acquisition of agricultural real estate by foreigners, provided that the requirements laid down in the Treaty on the functioning of the European Union or in the case law of the Court of Justice of the EU are satisfied.

Berhard Waldenfels claimed that at the turn of 18th and 19th century “the alien explicitly and definitely penetrated the heart of the reason and the heart of the one’s own” in Western culture. Since then we no longer live in a world, where we could be fully ourselves. But the alien still haunts us and raises fear. A hundred years later, at the turn of 19th and 20th century, British literature presented two powerful images of confrontation with the alien, images that penetrated the imagination of the mass audience in 20th and 21st century: Martians from H.G. Wells’ famous novel and the iconic bloodthirsty count created by B. Stoker. Though they seemingly radically differ from humans at a close look they make us rethink our definition of humanity and of the alien.

We read The Odyssey as a lesson in “goodwill”. This is an indispensable concept, because it allows us to overcome the limitations resulting from the assumptions made by Carl Schmitt when he made the distinction between friends and ene-mies the original experience of the world. The “Greekness” of the attitude of goodwill, whose deficit has painfully affected us in Europe, consists in a reli-giousness transformed by the lesson of enlightenment, which in a secular world means the conviction that wisdom and the ability to survive, often granted to Homer’s protagonists by gods who are in conflict, may now be given to us through those who come to us from a world which is not ours. Since it is an alien that allows us to find out what we are like, it is worth cultivating the tradition of “hospitality”, which Derrida gives a new dimension seen from the point of view of contemporary migratory movements.

The article presents both European and international aspects related to the protection of biodiversity and ecosystem services against invasive alien species. The author also presents national regulations and assesses the fulfillment of the requirements of the Regulation of the European Parliament on the Prevention and Management of the Introduction and Spread of Invasive Alien Species both by the provisions of the current Nature Protection Act and the draft Alien Species Act. He also draws attention to the problems of communes regarding combating Caucasus hogweed, especially in connection with the rejection of the possibility of issuing order regulations aimed at their elimination.

The article provides an analysis of the legal aspects of expulsion of an alien suffering from a serious physical or mental illness to a country where treatment options for this illness are less accessible than those available in the country of residence (particularly in the case of HIV/AIDS, HCV, various forms of cancer, etc.). The article indicates the legal basis under European law (especially Article 3 of the European Convention on Human Rights on the prohibition of inhuman treatment), and the case law of the European Court of Human Rights relating to this issue. The author emphasizes that the ECHR has adopted a very restrictive approach concerning the expulsion of seriously ill non-nationals, and the national courts of States parties to the ECHR must ensure protection against expulsion to foreigners.

Opis:
The paper presents and characterizes alien tree species in Polish forests in the Nurzec Forest District in the Milejczyce Forest District (northeastern Poland). The history of the spread of synanthropic plants worldwide and their classification according to their origin, the intention of introduction, manner, history of spread, degree of establishment, and type of habitats occupied are briefly mentioned. Information on the causes and methods of preventing the spread of species of alien origin were also included. The main invasive alien species in the Milejczyce Forestry were: Prunus serotina, Quercus rubra, and Robinia pseudoacacia. After the analysis, general conclusions were made regarding the occurrence of invasive species and methods of their control in the forests of the Milejczyce Forest District.

Opis:
Microfungi relatively easily disperse and colonize a variety of substrates, withstanding various, often extreme environments. Therefore, they spread all over the world. The aim of this study was to determine whether propagules of fungi accidentally transported to biome of Antarctica were able to grow at low temperatures. In the studies were used seven isolates of fungi: Penicillium sp., Aspergillus flavus, Alternaria alternata, Cladosporium cladosporioides, Trichoderma viride, Geotrichum candidum and Botrytis cinerea. The isolates came from dust samples collected from tourists and members of scientific expeditions (their clothes, shoes and equipment) arriving at the station H. Arctowski on King George Island in the South Shetland archipelago. Fungal growth was measured at 0, 5, 10, 22°C (as a control) and 10°C, but after having frozen inoculum at -15°C for a period of 7 days. All tested species of fungi did not grow at the temperature of 0°C. A. flavus was the only one not grow at a temperature of 5°C. A. flavus and G. candidum haven’t also grown after a temporary freeze of inoculum. Fungi, which did not grow at a temperature of 0°C after moving to higher temperatures resumed their growth. Of the two species that did not grow after freezing, i.e. G. candidum and A. flavus, only the first resumed its growth at 22°C. Sporulation of the studied fungi in most cases was most abundant at 22°C. Some species (G. candidum, T. viride and B. cinerea) did not produce spores at lower temperatures.
Obecność człowieka w Antarktyce to przede wszystkim działalność naukowa, ale również w ostatnim czasie wzmożony ruch turystyczny. Sprzyja to inwazji obcych gatunków flory i fauny, a także mikroorganizmów, mogących zagrażać gatunkom rodzimym. Grzyby pleśniowe będące przedmiotem badań zaliczane są do organizmów kosmopolitycznych, łatwo rozprzestrzeniających się i zasiedlających różnorodne środowiska, w tym również ekstremalnie zimne, takie jak rejony polarne. Organizmy te, by skutecznie skolonizować nowe środowisko oprócz żywotnych propagul i skutecznych mechanizmów transportu muszą być zdolne do wzrostu i reprodukcji w ekstremalnych warunkach. Celem badań było określenie czy propagule grzybów pleśniowych zawleczone (przypadkowo przetransportowane) do biomu Antarktyki przez turystów i członków wypraw naukowych są zdolne do rozwoju w niskich temperaturach. Stwierdzono, że Penicillium sp., Alternaria alternata, Cladosporium cladosporioides, Trichoderma viride, Geotrichum candidum i Botrytis cinerea były zdolne do rozwoju w niskich temperaturach (5 i 10oC oraz po jednym cyklu zamrożenia do -15oC i odmrożenia do +10oC). Nie wytwarzały one makroskopowo widocznej grzybni w temp. 0oC, lecz nie była to dla nich temperatura letalna, ponieważ po przeniesieniu do wyższych temperatur podejmowały wzrost nawet po dosyć długim czasie od rozpoczęcia eksperymentu. Najbardziej wrażliwy okazał się Aspergillus flavus. Przy niższych temperaturach (od 0 do 5oC) nie rozwijał się, natomiast zamrożenie i odmrożenie było dla tego gatunku letalne. Niektóre gatunki (G. candidum, T. viride i B. cinerea) mimo rozwoju grzybni, w niższych temperaturach nie produkowały zarodników.

In this article, the opposition of the “own – alien” in the Russian-language press of the Slavic states is considered. The research is based on the hypothesis assuming the presence of the opposition “own-alien” in media texts, which may be due to mass migrations, frequent acts of terrorism, and complicated political relations between states in the modern world. The article presents ways of manifesting the opposition “own – alien” in media texts and discusses the features of the lexical expression of this opposition.

The ritual „Gramada” is a typical tradition of the  Bulgarian ethnic territories that appeared between the end of the 19th and the beginning of the 20th century. It represents a symbolic way of „escorting” (a sort of symbolic funeral) of a dead man, who committed an act unacceptable for the community, upon the world of the dead. The „Gramada” ceremony is observed as piling up some stones on a sacral place so  they can form (create) a barrier between the  sinner  and  the  righteous.  During  the ritual,  symbolic  words  and  acts are  performed  as a verbal and nonverbal act of magic. It reveals thebelief of the traditional Bulgarian people in the magical power of words.

Człowiek od zarania dziejów marzył o stworzeniu sztucznego życia, dając temu wyraz choćby w sztuce antycznej. Obecnie ludzkość posiada niedostępne wcześniej możliwości wykorzystania zdobyczy techniki, które mogą doprowadzić do przekształcenia się Homo sapiens sapiens w Robo sapiens. W tym celu jednak potrzebna jest głęboka integracja wiedzy, gdyż bez tego niemożliwe jest odtworzenie sztucznego życia, w formie znanej choćby z literatury popularnonaukowej. Autor jest zdania, że jedynie wykorzystanie zdobyczy różnych dziedzin wiedzy pozwoli na odwzorowanie rzeczywistości w modelach funkcji psychicznych, których następnie będzie można użyć do integracji w całość na drodze do stworzenia sztucznego życia.
The mankind always dreamt about creating artificial life. Humans can take advantage of technology that may lead to the transformation from Homo Sapiens Sapiens into Robo Sapiens. It requires integration of in various fields of knowledge to create artificial life in form which is well-known from science fiction.

W latach 2008–2012 otrzymano i oceniono pod względem męskiej płodności cztery grupy mieszańców pszenżyta ozimego: 16 mieszańców F1 pochodzących z krzyżowania 8 męskosterylnych linii z cytoplazmą T. timopheevi z 2 odmianami, 36 mieszańców F1 z krzyżowania 4 linii, każda w innej cytoplazmie (T. timopheevi, Pampa, Ae. sharonensis i Ae. ventricosa) z 9 odmianami, 21 mieszańców (pokolenia F1–BC4) 7 linii w trzech cytoplazmach (T. timopheevi, Pampa, Ae. sharonensis) oraz 55 mieszańców F1–BC3 w cytoplazmie Ae. ovata. Mieszańce wykazywały różny stopień męskiej płodności. Indeks restoracji wynosił od 0 do 100% w zależności od linii matecznej, rodzaju cytoplazmy i genotypu ojcowskiego. W każdej grupie mieszańców z cytoplazmą T. timopheevi, Pampa, Ae. sharonensis i Ae. ventricosa występowała interakcja matki ojcowie. Wszystkie mieszańce z cytoplazmą Ae. ovata były męskosterylne. Otrzymany materiał umożliwia wytworzenie odrębnych od cms-T. timopheevi systemów cytoplazmatyczno-genowej męskiej sterylności z udziałem cytoplazm Ae. sharonensis i Pampa.
In 2008–2012 four groups of winter triticale hybrids were obtained and evaluated for male fertility: 16 F1 hybrids obtained from crossing 8 male sterile lines having T. timopheevi cytoplasm with 2 cultivars, 36 F1 hybrids from crossing 4 lines, each with a different cytoplasm (T. timopheevi, Pampa, Ae. sharonensis, and Ae. ventricosa) with 9 cultivars, 21 hybrids (F1 to BC4 generations) of 7 lines with three cytoplasms (T. timopheevi. Pampa, Ae. sharonensis) and 55 hybrids F1–BC3 with Ae. ovata cytoplasm. The hybrids displayed various male fertility level. The restoration index was from zero to 100% depending on the maternal line, the cytoplasm and the male parent genotype. In each group of hybrids with T. timopheevi, Pampa, Ae. sharonensis and Ae. ventricosa cytoplasm an interaction of female male parent was found. All the hybrids with Ae. ovata cytoplasm were male sterile. The plant material obtained in these studies makes it possible to develop male sterility systems with Ae. sharonensis and Pampa cytoplasms, different from that with T. timopheevi cytoplasm.

Opis:
Aliens who are parties to expulsion proceedings have the right to view their files, make notes and copies, and demand that notes or copies of the case files be authenticated. In each case, this must be justified by the interests of the party (Article 73(1) and (3) of the Code of Administrative Procedure [CAP]). However, the legislator stipulated that the law provided for in Article 73 of the CAP shall not apply to case files which contain classified information (‘secret’ or ‘top secret’), neither shall it apply to other files that the public administration body has excluded due to their being contrary to State interests (Article 74(1) the CAP). This means that records of the proceedings are available neither to the party nor the counsel. The aim of this paper is, therefore, to examine whether the Polish legal order includes procedural mechanisms which  accommodate, on the one hand, legitimate State security considerations regarding the nature and sources of the information taken into account in the adoption of decision obliging foreigners to return and, on the other hand, the need to ensure sufficient compliance with an aliens’ procedural rights, such as the right of access to the files and the right to a defence.
Cudzoziemiec będący stroną postępowania w przedmiocie zobowiązania do powrotu ma prawo dostępu do swoich akt, sporządzania notatek, kopii lub odpisów, jak również prawo żądania uwierzytelnienia odpisów z akt sprawy, co musi uzasadnić ważnym interesem (art. 73 ust. 1 i 3 Kodeksu postępowania administracyjnego [k.p.a.]). Ustawodawca zastrzegł jednak, że prawa wynikającego z art. 73 k.p.a. nie stosuje się do akt sprawy zawierających informacje niejawne o klauzuli tajności „tajne” lub „ściśle tajne”, a także do innych akt, które organ administracji publicznej wyłączy ze względu na ważny interes państwowy (art. 74 ust. 1 k.p.a.). Oznacza to, że w takim postępowaniu ani pełnomocnikowi, ani tym bardziej stronie nie są udostępniane dokumenty, których dotyczy postępowanie. Celem artkułu jest zbadanie, czy w polskim porządku prawnym istnieją mechanizmy procesowe, które umożliwiają pogodzenie uzasadnionych względów bezpieczeństwa państwa w odniesieniu do charakteru i źródeł informacji branych pod uwagę przy wydawaniu decyzji o zobowiązaniu do powrotu z koniecznością zapewnienia cudzoziemcowi korzystania z uprawnień procesowych, takich jak prawo dostępu do akt oraz prawo do obrony.

Opis:
Niniejszy artykuł ma na celu przygotowanie badacza literaturoznawcy do prowadzenia dociekań imagologicznych. Tekst ma więc z jednej strony charakter wprowadzający i instrukcyjny, z drugiej zaś przeglądowy i syntetyczny. Składają się nań cztery części: 1) wyjaśnienie trzech podstawowych pojęć imagologicznych: innego/obcego, obrazu oraz etnotypu; 2) omówienie sposobu doboru materiału źródłowego do badań imagologicznych; 3) charakterystyka możliwych sposobów opracowania wyselekcjonowanego materiału tekstowego, a zatem możliwych profili badań imagologicznych; 4) prezentacja kilku najważniejszych ustaleń imagologii i wskazanie związanych z nimi momentów analizy imagologicznej, w których badacz winien zachować szczególną ostrożność.
The aim of this study is to prepare the literary researcher to conduct imagological research. The text is therefore introductory and instructional on the one hand and reviewing and synthetic on the other. It consists of four parts: (1) an explanation of three basic imagological concepts: other / alien, image, and ethnotype; (2) a discussion of the way in which source material for imagological research is collected; (3) the characteristics of the possible ways of developing the selected text material and therefore possible profiles of imagological research; (4) a presentation of some of the most important findings of imagology and an indication of the related moments of imagological analysis, in which the scholar should exercise particular caution.
