In the light of the provisions of the set of new directives of 2014 that regulate public procurement issues, public procurement is bound to boost the innovativeness of the Union’s economy. Among the legal instruments set forth in directive No 2014/24, there is innovative partnership, which is a special procedure that allows contracting parties to establish a long term cooperation with contractors, based on partnership, and aimed at developing and purchasing a new innovative product, service or construction work. In his article, the author analyses legal solutions provided for innovative partnership, comprised in the said directive. Simultaneously, he discusses potential dangers and interpretation doubts that may influence the understanding of this solution. And – which is clear – national legislation in this area is defined by the European regulations that, when changed, make it necessary to transpose new legal solutions to the national law, and therefore can affect the proper implementation of innovative partnership to the national law.

In the author’s opinion, the proposed provisions – contrary to their nomenclature – introduce an institution of samesex marriages. Therefore they may be considered incompatible with Article 18 of the Constitution of the Republic of Poland. The proposed regulations regarding the dissolution of the partnership provide less protection to the children of partners than the children of one of them adopted by the other, what is inconsistent with the constitutional principle of equality. Besides the bills contain many legal shortcomings.

The content of the article concentrates around legal-organizational problems of an organization which are distinguished on the basis of incentives leading to start business - in this case we mean commercial enterprises. The aim of the article is to present the efforts of the Federal Republic of Germany toward NATO’s enlargement in the 1990s. The collapse of the Soviet Union and the political changes in Central-Eastern Europe triggered a necessity to establish an effective framework for multilateral cooperation among the NATO member states and the former members of Warsaw Pact as well as the old Soviet republics. The Federal Republic of Germany along the United States became the driving forces of these efforts to support the NATO’s initiatives such as the North Atlantic Cooperation Council (NACC), the Partnership for Peace (PfP), and the Euro-Atlantic Partnership Council (EAPC). These efforts brought to the first historical NATO enlargements in 1997 and 2004.

Statutory institutionalization of civil partnerships stirs up large controversies and considerable disputes in the public debate. Legal arguments appearing in the discussion regard Article 18 and Article 32 of the Constitution of the Republic of Poland. The author expressed a negative position concerning the possibility to institutionalize civil partnerships in compliance with the Constitution. In his opinion an appropriate and consistent with the Constitution legal solution is to strengthen or to extend the scope of rights of persons remaining in such partnerships (hetero-or homosexual ones) ensured by various legal acts, without statutory institutionalization of these partnerships.

The commented desicion mainly concerns on establishing the limits of the freedom of a commercial partnership agreement as regards the admissibility to depart from the principle of unanimous amendment. This issue is particularly important in the context of a limited partnership agreement, in which partners have different status.
Glosowane postanowienie dotyczy przede wszystkim ustalenia granic swobody kształtowania treści umowy spółki osobowej w zakresie dopuszczalności odstąpienia od zasady jej jednomyślnej zmiany. Zagadnienie to nabiera szczególnego znaczenia w kontekście umowy spółki komandytowej, w której wspólnicy mają zróżnicowany status.

In the opinion of the author, there are no obstacles to combine the mandate of a Deputy with the status of a limited partner in a limited partnership, in case, in addition to the Deputy the company is to include another limited partner (natural person) and the limited liability company as a general partner, and in a limited liability company the Deputy will neither be a partner, nor will perform any functions related to decision making, and such a limited partnership will be represented only by the general partner.

Partnership and Cooperation Agreement is a document regulate the European Union external relations with third countries. Obligatory document between the European Union and Russia from 1999 (1997) expired in 2007 and haven’t been replaced by a new agreement up till now. Negotiate a new treaty which regulates the base relations should be in interest of both sides, according to a strategic partnership. Unfortunately, negotiations for a long time are in impasse. Both of subjects can’t reach a consensus as to scope and content of the document and on matters relating to energy dialogue, European security, policy towards the Commonwealth of Independent States (CIS ) and keep human rights. Conversation were breaking off very often because of the attitude and actions of Russia against individual EU Member States and countries of the (CIS). In the meantime, in the EU proposed to create together with the United States of America, Transatlantic Trade and Investment Partnership introducing free trade area through liberalization of both internal markets. This project obtained a big interest in the EU and then began negotiations which despite of many impediments will have a good prognosis for the future. To conclude, the article aims is to present scope of the new Partnership and Cooperation Agreement between the EU and Russia, indicate the causes and areas of negotiation impasse and to refer to the state of negotiations Transatlantic Trade and Investment Partnership.

The academic environment of Wrocław emerged and developed in particularly difficult conditions of the post WWII era. Thanks to continuation of the tradition, experience and contributions of leading scientists from the former Jan Kazimierz University of Lwów, it quickly achieved an important, internationally recognized position in particular in mathematics and chemistry. Two different sociological concepts of relations within the scientific community have developed simultaneously: (1) partnership between leaders and research team members, (2) hierarchical structure based on authority of a leader. History proved that both may be effective. Wrocław became a modern center of research management comparable to leading western universities. The general approach based on relationship „between master and a follower” has been replaced by the more effective relatioship „between a school and a follower”. Similarly to the Lwów tradition the Wrocław Scientific Society has played an integrative role in relations among scientists of different disciplines.

This paper presents the attitude of the European Parliament to those issues that fall within the scope of interest of the Eastern Partnership. In the analysis of this attitude, the author stresses the significant role the EP has played in developing EU Eastern policy, in particular as concerns the promotion of democratic ideas and values within the scope of this policy. It should be emphasised that the EP is exceptionally interested in the advancement of democracy in East European partner countries, whose geopolitical significance the EP appreciates, frequently calling for the tightening of relations with these countries, and even opening European prospects to them. The deepening of cooperation between the EU and East European countries is conditioned by the EP by their adoption of what is called European values (i.e. democracy, rule of law, protection of human rights, etc.). Acting as the ‘guard of democracy,’ the EP is an institution of political influence which allows it to shape Eastern policy in ways that go beyond the formal rights vested in it by the treaties.

Challenges that the EU had to face at the beginning of the 21st century have induced revision of its foreign policy. Unprecedented economic development, as well as political opening of China have created an attractive political and economic partner, desired by European states. From the very beginning the cooperation between the EU and China has been based on the economic field. Nowadays, thanks to demographic and economic potentials of both partners bilateral trade turnover equals to a third of global trade and is worth 1 billion euro a day. On initial economic platform of cooperation partners now develop a comprehensive political and social partnership. Despite ideological and political differences, as well as sometimes contradictory economic interests, strategic partnership is very likely to be continued.

The functional relationships between territorial units which make up a metropolitan area mean that the effective management of development requires cooperation of different stakeholders and co-ordination on the metropolitan level. This in turn requires that the approach towards managing development shifts in favour of governance. The paper aims at assessing whether the concept of governance is used in managing metropolitan area of Copenhagen. This article analyses the components of love and the stages of a love relationship in relation to the increasingly common phenomenon of divorce in society. The author underlines that the reason of filing for divorce may be the further development of love and – more specifically – the decline of passion and intimacy, of which the spouses may not be aware. Qualitative changes in love surprise the spouses and cause dissatisfaction. The availability and popularity of divorces, in turn, induce the spouses to resort to such tools. According to the author, an increase in the social awareness in this matter could make it possible to avoid many divorce processes.

An agreement on public-private partnership is concluded in order to carry out public tasks. The responsibility for their appropriate performance lies with the public entity that has been equipped with legal instruments which allow for influencing the private partner. One of these instruments is the right of the public entity to audit the realisation of the undertaking in progress. Such audits are an important element of the contract on public-private partnership, since they contribute to the protection of public interest by providing a guarantee of achieving the contract’s objective.
