The article compares three dominant theories of public management and discusses whether these theories meet the needs of public management practice in 21st century. The authors first discuss challenges related to public sector management, indicating the increasing role of public sector in modern economy. The next section focuses on the differences between organisations operating in public and private sectors. Next, the article outlines three main theories of public sector management: hierarchical approach (classical theory of bureaucracy), market approach (New Public Management) and network approach (New Public Governance). In the final section the authors present the comparative analysis of these theories and discusses their relevance to contemporary public management.

In the era of globalization, state and public organizations must be effective. One of the conditions of this effectiveness is the creation of intra-organizational trust. The author identifies factors, that affect this trust, and formulates a definition of public trust and intra-organizational trust. It was stated among others, that public trust to the organization can be reduced due to lower lever of intra-organization trust. It was also stated, that staff willingness to remain in the organization does not depend only on job satisfaction. A lack of willingness to sharing by employees the knowledge and skills with others can be considered as an indicator of the level of intra-organizational trust. A high staff fluctuation can be considered as an indicator of a lack of trust in the organization.

The present article is an attempt at systematizing the most important management conceptions concerning public management. The starting point for this was the determination of the significance of the “public management” term and pointing at its multidimensional character. Further on the author makes a review of the opinions regarding the genesis of the public management, and then he goes on to present briefly the development of this discipline from the historical perspective. The last part of the article contains the foundations of two contemporary streams of public management, i.e. new public management and public governance.

Purpose: The purpose of this article is to define the factors that contribute to the use of the category of accountability not only in the formal meaning (public finance discipline), but also for the needs of public management (effectiveness of public finances). Methodology and findings: The article indicates that one of the conditions to ensure the effectiveness of public finances in the fight against the crisis is the use of accountability rules relating to the process of public finance management. The article is based on the concept of quality of public finances and institutional arrangements used for the management of public finances Originality: This article presents two dimensions of accountability: first is the traditional approach to accountability equated with responsibility for public finance discipline; second is the modern approach in which accountability is a kind of public authority program built on the commitment to achieve the purpose and the need to account for the results. The article indicates that the category of accountability can be regarded as part of the public financial management system, both at the national and supranational level.

Information policy is an instrument of governance in the modern administration, which enables the achievement of public and strategic objectives. First stem of forming this policy would be considering the public information as a strategic resource, owned not only the local authorities, but mainly the local community. The scope of information policy should be compliant to the main purpose of the development strategy of local government units. Conscious of information policy is the foundation of the smooth and effective functioning of such units. In the longer term may signifi cantly increase the development potential of individuals and thus improve the quality of life of local communities.

The current law, which regulates the functioning of local government designate their powers and tasks that aim to achieve the objectives. Such activities tend to be heavily supported institution of management control. In addition, the modern tool for the management of the local government in the effective management of all processes in the body - is the internal audit unit. Definition, based on article 272 (act on public finance) internal audit is an independent and objective activity, the aim of which is to support the Minister in charge of the department or manager in the implementation of goals and objectives through a systematic evaluation of management control and advisory activities. W opracowaniu podjęto próbę identyfikacji wpływu, wzorowanych na rozwiązaniach innych krajów, reform New Public Management na sposób funkcjonowania korpusu służby cywilnej z punktu widzenia kwestii etycznych. Problem ten ukazano przedstawiając wnioski płynące z literatury przedmiotu, analizy dokumentów wewnętrznych korpusu służby cywilnej i ustawodawstwa w tym zakresie. Dokonana analiza prowadzi do wniosku, że umocnieniu wzorców funkcjonowania służby cywilnej nie sprzyja doraźne konfigurowanie i rekonfigurowanie reguł i instrumentów oraz wdrażanie wyprowadzonych z różnych koncepcji, pozbawionych konceptualnych fundamentów, nieuporządkowanych i fragmentarycznych działań w obszarze modernizacji. Analiza ustawodawstwa wykazała, że problemy w zapewnieniu etycznego wymiaru funkcjonowania współczesnej służby cywilnej w Polsce trwają od okresu międzywojennego. Współcześnie modernizacja w oparciu o założenia New Public Management związane z deregulacją, debiurokratyzacją, prywatyzacją i urynkowieniem usług publicznych prowadzi do „erozji etosu i demontażu autorytetu służby publicznej”. W związku z implementacją złożeń NPM powstaje bowiem ryzyko zdominowania lub pominięcia wartości innych niż skuteczność i ekonomiczność oraz powstania zachowań sprzecznych z ideałem i wartościami służby publicznej. Instrumenty New Public Management, tj. zapewnienie otwartych i konkurencyjnych procedur rekrutacji, doskonalenie usług publicznych, korzystanie z metod oraz technik planowania i zarządzania strategicznego oraz kierowanie w sposób menedżerski przyczyniły się do ukształtowania wizerunku służby cywilnej. Koncepcja NPM uwypukliła istotność zarządzania etycznego w administracji publicznej. Warunkiem uzyskania korzyści w procesie modernizacji jest dostosowywanie instrumentów Nowego Zarządzania Publicznego odpowiadające etosowi służby publicznej.
The study attempts to identify the impact of the New Public Management reforms which are modelled on the solutions of other countries, on the functioning of the civil service from the point of view of the ethical issues. This problem is shown by presenting the conclusions arising from the literature, analysis of internal documents of the civil service and legislation in this area. The analysis leads to the conclusion that the temporary configuration and reconfiguration of rules and instruments as well as implementation derived from a variety of concepts, without conceptual foundations, disordered and fragmented efforts in the area of modernization does not favour strengthening of the civil service practice. Analysis of the legislation has shown that problems of ensuring ethical dimension to the work of contemporary civil service in Poland dates from the interwar period. Today, modernization based on assumptions New Public Management associated with deregulation, limiting bureaucracy, privatization and marketization of public services leads to an "erosion of the ethos and the dismantling of the authority of public service". The process of the implementation of NPM creates a risk of domination or omissions of values other than effectiveness and efficiency, and the creation of behaviour contrary to the ideal models and values of public service. New Public Management instruments i.e. ensuring open and competitive recruitment procedures, improving public services, the use of methods and techniques of strategic planning as well as managerial management contributed to shape the image of the civil service. NPM concept highlighted the importance of ethical management in public administration. In order to obtain the benefits of the process of modernization there needs to be adjustment of the instruments of the New Public Management corresponding to the ethos of public service.

The aim of this article is to analyze selected legal and economic aspects of the activities of a municipal administrator (wójt) in Poland. Based on the comparative method as well as on the latest expert studies in the field of law, administration, and economics, the author compares the changes that have taken place in the systemic status and in the activities of wójts. The most important legal acts regarding their powers have been examined. The influence of wójt on shaping the municipality’s budget and managing its assets have been analyzed. The effectiveness of management in the face of the diversity of Polish municipalities has also been compared. Empirical examples of effective public management by wójts have been used. The results of the local government elections in 2018 have also been analyzed as a test of the managerial competence of the wójts under consideration.

The article looks at the relations between the financial law in Poland and various public management theories. The author claims that institutional design of the Polish financial law seems to be rooted in administrative law and orthodox conceptions of bureaucracy, although new ideas and institutions that are implemented might stem from the New Public Management. The author argues that such implementation without prior substantial systemic changes may result in counter-productive effects. Although changes are unquestionably necessary, current reform proposals lack holistic vision of the public finance sector and aim at short-term political benefits.

Reorientacja systemu ochrony zdrowia w kierunku rozwiązań stosowanych z powodzeniem w krajach, gdzie realizowana jest liberalna doktryna ekonomiczna, oznacza konieczność dokonania usprawnienia zasad organizacji systemu ochrony zdrowia jako całości oraz organizacji i funkcjonowania poszczególnych jego podmiotów. Osiągnięcie celów stawianych przed dokonywanymi w ramach reformy działaniami, których wspólny mianownik można określić jako uzyskanie pożądanej efektywności systemu ochrony zdrowia jako całości oraz poszczególnych jego podmiotów, wymaga implementacji innych niż dotychczas sposobów zarządzania jednostkami świadczącymi usługi zdrowotne, a to takich, które stosowane są z powodzeniem w sektorze organizacji komercyjnych. Mając na uwadze różnice, jakie występują między sektorem publicznym a prywatnym, uważamy, iż możliwe jest zastosowanie w organizacjach metod i narzędzi zarządzania, jednak z uwzględnieniem specyfiki sektora ochrony zdrowia.
Reorientation of the healthcare system towards solutions successfully implemented in countries following a liberal economic doctrines signifies at need for reinventing both the healthcare system as a whole and its individual entities. Achieving the goals of reform orientated towards attaining the desired efficiency of the healthcare system and its organizations requires implementation of management methods used in commercial organizations. Taking into account differences existing between the public and private sector, we believe that it is possible to apply methods and management tools from the private sector, but their application must take into account the specifics of the healthcare sector.
