Internal security is one of the key aspects of state functioning. In the current legal system Police is one of the most important institutions responsible for producing security within the state. The definition of security constantly evolves, as well as social structures and threats. Therefore, the rulers should react accordingly to these changes and introduce necessary changes and reforms of institutions that produce security within the society. The article presents an analysis of the ideas of modification aimed at improving Police’s effectiveness proposed in various political programmes of Prawo i Sprawiedliwość. To systematize them, they are described in respective areas of organizational, staffand legal changes.

The article presents the political situation in Poland after the 2005 Polish parliamen-tary elections and describes key points of the political program of Law and Justice, which was titled “Czwarta Rzeczpospolita”. The elections in 2005 were won by Law and Justice, a conservative party, who were led by Jarosław Kaczyński. Civic Platform occupied second place. Both parties wanted to cooperate in creating a majority coalition in the lower House of Parliament but the victory of Law and Justice and the troubled negotiations along with the triumph of Lech Kaczyński in the presidential election brought an end to the collaboration between these parties. The victorious party had to look for a partners to govern among the remaining parties. Eventually, the chiefs of Law and Justice decided to sign a stabilization pact with League of Polish Families and Self Defense Party. The agreement, signed in February 2006, did not bring about an end to the crisis of politics in Poland, therefore political leaders decided to announce an early election in 2007.

The paper presents the political and social narratives of Law and Justice party in the context of the populistically understood concept of people. The paper firstly provides a critical analysis and reconstruction of main elements of the populist concept of the people, that are subsequently recognized in the rhetoric of the Law and Justice representatives and political agenda of this party.

The main purpose of the article is to present the unique authors researches related to press studies, which concern political leaders and the political groups involved in the socalled project of construction of the IV Republic. Researches covered the period after the parliamentary and presidential elections in 2005. The press analysis include the “Gazeta Wyborcza” and “Republic”, two all-Polish quality newspapers with the highest sales in this section of the press in 2005. The main purpose of this research is an analysis of the attitudes of chosen titles to politicians and political groups which co-create the authority camp of IV Republic of Poland, from the beginning and during the initial activity in 2005. For examinations the method of content analysis was applied.

The article presents the concepts proposed in 2006 and in 2014 by the Polish political parties to enhance energy security in Europe (the idea of the European Energy Security Treaty and Energy Union) and determines the role of these proposals for the energy security of the member states of the European Union. Formulated by Polish political parties (Law and Justice, Civic Platform), the concepts for energy cooperation between the EU resulted from the comparable importance of energy in modern international relations. Politicians from both political parties were aware of the dependence of many countries of the European Union on energy supplies from the Russian Federation and the nature of the foreign policy pursued by Russia. Consequently, they indicated the need for close political cooperation, both with the importers and exporters of energy resources. In terms of political science analysis of this issue it is important from both the theoretical and practical point of view, as it relates to the determination of the essence of understanding by policy makers of changes taking place in Europe, as well as the distinction between the measures and actions taken to ensure energy security in the EU. The concepts proposed by the two political party’s resulted from the need to pursue an active foreign and energy policy. Nevertheless, clear assessment of the concept of Law and Justice and Civic Platform is difficult to determine.

Na temat polityki historycznej Prawa i Sprawiedliwości i Obozu Zjednoczonej Prawicy napisano już sporo. Niektórzy wieszczą jej bankructwo i kompromitację, inni obawiają się skutków jej wdrażania zwłaszcza dla młodszych pokoleń Polaków, i widzą w niej zagrożenie dla polskiej humanistyki i nauk społecznych i ich pozycji międzynarodowej. Ze strony części historyków i politologów, polityków i mediów postrzeganych jako sprzyjające obozowi władzy i prawicowe, płyną głosy poparcia. Ta pierwsza grupa apeluje o pełną niezależność i traktowanie nauki jako sfery wolnej od nacisków i wpływów politycznych, druga politykę historyczną uznaje za jedną z wielu polityk prowadzonych przez państwo, przyrównując ją do polityki gospodarczej, społecznej czy zagranicznej. Niezależnie od ocen, sprawujące władzę w latach 2005–2007 Prawo i Sprawiedliwość urzeczywistniło pojęcie „polityki historycznej” rozumianej jako działanie publiczne zgodne z określonymi celami i instrumentami. Począwszy od 2015 r. związki między polityką i historią są bardzo wyraźne, a politycy coraz skuteczniej narzucają ton narracji i wskazują kierunki badań. Artykuł jest próbą komentarza na temat polityki historycznej/polityki pamięci po 2015 r., autor analizuje w nim wypowiedzi prasowe i komentarze pojawiające się na portalach internetowych i sygnalizuje najważniejsze obszary sporów w tej materii, wskazując na zagrożenia, jakie – w jego ocenie – niesie z sobą polityka państwa w tym zakresie.
Quite a lot has already been written about the historical policy of the Law and Justice Party (Prawo i Sprawiedliwość) and the United Right Camp (Obóz Zjednoczonej Prawicy). Some predict its bankruptcy and discredit, others fear the far-reaching consequences of its implementation both for younger generations of Poles and the international standing of the Polish humanities and social sciences. There are voices of support from some historians and political scientists, politicians and the media perceived as sympathetic to the ruling camp and the right-wing. The former calls for full independence and treatment of science as a sphere free of political pressure and influence, while the latter sees historical policy as one of many policies pursued by the state, likening it to economic, social or foreign policy. Regardless of the assessments, the Law and Justice Party in power between 2005 and 2007 gave reality to the concept of 'historical policy' understood as public action in line with specific objectives and instruments. As of 2015, the links between politics and history are very clear, with politicians increasingly effective in imposing the tone of the narrative and pointing the direction of research. This article is an attempt to comment on the historical policy/memory policy after 2015, analyses press statements and comments appearing on Internet and signals the most important areas of disagreement in this matter, also pointing out the risks that, in the author's opinion, state policy in this area entails.

Celem podjętej analizy jest z jednej strony rekonstrukcja rozproszonych cech, założeń i myśli dotyczących zarówno obecnego stanu Unii Europejskiej, jak i jej przyszłego kształtu oraz miejsca Polski w tej organizacji, charakteryzujących dyskurs prowadzony przez PIS, a z drugiej strony próba wsparcia tych cech i założeń konkretnymi określeniami, desygnatami i znacznikami, które nie tylko są składową tego dyskursu, ale także tworzą pewien mniej lub bardziej logiczny zbiór twierdzeń definiujących i określających Unię Europejską oraz proces integracji europejskiej, które były używane przez prominentnych przedstawicieli tej partii politycznej. Wiodącym teoretycznym systemem wyjaśniania jest poststrukturalizm, który w tak postawionym problemie badawczym daje możliwość zastosowania metody analizy dyskursu (discourse analysis) będącej zoperacjonalizowanym systemem oznaczania praktyki politycznej i realnego otoczenia politycznego, gdyż artykulacja konstytuuje przedmiot badań, a nie tylko go oznacza i wyjaśnia.
The aim of the analysis is, on the one hand, to reconstruct the difussed features, assumptions and thoughts concerning both the present state of the European Union and its future shape and place of Poland in this organization, characterizing the discourse conducted by PIS, and on the other hand, an attempt to support these features and assumptions with specific terms, designates and markers that are not only a component of this discourse, but also create a certain more or less logical set of statements defining the European Union and the process of European integration, which were used by prominent representatives of this political party. The leading theoretical paradigm of explanation is poststructuralism, which in such a research problem gives the possibility of using the method of discourse analysis, which is an operationalized system of marking political practice and the real political environment, because articulation constitutes the subject of research, and not only signifies and explains it.

Głównym celem artykułu jest analiza stanowiska partii Prawo i Sprawiedliwość wobec zapłodnienia in vitro na poziomie założeń ideowo-programowych, wyników głosowań parlamentarnych, poglądów elektoratu. W związku z tym przeanalizowano następujące kwestie: stereotyp doktrynalny Prawa i Sprawiedliwości, stanowisko polityczne partii wobec in vitro, projekty ustaw, stanowisko klubu partii w parlamencie wobec tychże i wyniki głosowań sejmowych, poglądy elektoratu wobec in vitro. Zastosowano metody badawcze: jakościową analizę założeń ideowo-programowych, instytucjonalno-prawną, ilościową, analizy danych zastanych.Uznając, że godność człowieka zaczyna się od chwili poczęcia, Prawo i Sprawiedliwość opowiada się za zakazem zapłodnienia in vitro, nałożeniem sankcji karnych za jego przeprowadzenie, eksperymenty na embrionach i ich niszczenie. W celu określenia stanowiska elektoratu partii wobec zapłodnienia in vitro przeanalizowano komunikaty Centrum Badania Opinii Publicznej (CBOS).
The main aim of this article is to analyze the position of Law and Justice party (PiS) towards in vitro fertilization (IVF) at the level of ideological and political agenda, results of parliamentary votes, and views of the electorate. Therefore, the following concepts were analyzed: the Law and Justice party doctrinal stereotype, the party's political stance on IVF, draft bills, the position of the party's club in the parliament towards the aforementioned and the results of parliamentary votes alongside the views of the electorate on IVF. Recognizing that human dignity begins with conception, the Law and Justice party is in favor of banning IVF and imposing criminal punishments for carrying it out, experimenting on embryos, and destroying them. These methods include: qualitative analysis of ideological and political program assumptions, institutional and legal assumptions, quantitative analysis of existing data. In order to determine the position of the party's electorate towards IVF, the announcements of the Public Opinion Research Center (CBOS) were analyzed.

The aim of this article is to present the election campaign in the by-election to the Senate in the Subcarpathian voivodeship called by the President of the Republic of Po-land Bronisław Komorowski for 8th September, 2013. The main reason for calling the by-election was the fact that the mandate of Władysław Ortyl, elected as the Marshal of the Subcarpathian voivodeship, terminated. Ultimately, seven candidates supported by their own parties or electoral committees endeavoured to win the support of the local electorate and entered the campaign. A visit paid by top representatives of Law and Justice, Civic Platform, Polish People’s Party and United Poland to the region of the Subcarpathian voivodeship was an essential element of the election campaign. The representatives finally did battle for Subcarpathia. The by-election to the Senate in Subcarpathia in 2013 showed that in electoral competi-tion the political parties performed a decisive role, not their candidates, as evidenced by the election result achieved by the Law and Justice candidate in relation to his political opponents.

This article presents the main assumptions and attributes of the Law and Justice (PiS) policy towards Russia, included in the party’s 2019 election program – “Poland – a model of the welfare state”. The article aims to answer the following questions: What policy assumptions towards Russia were presented by Law and Justice in its 2019 election program? What elements does PiS’s policy towards this state consist of? What are the features of this policy? What are the reasons for the approach and policy of PiS towards the Russian Federation? the 2019 PiS election program or subject to a qualitative analysis is the source and starting material for showing the main goals, elements and features of PiS’s foreign policy towards Russia.
В данной статье представлены основные положения и атрибуты политики «Право и справедливость» (ПиС) в отношении России, включенные в предвыборную программу партии на 2019 год – «Польша – модель государства всеобщего благосостояния». Статья призвана ответить на следующие вопросы: Какие политические установки в отношении России были представлены «Правом и справедливостью» в предвыборной программе 2019 года? Из каких элементов состоит политика ПиС в отношении этого государства? Каковы особенности этой политики? В чем причины подхода и политики ПиС по отношению к Российской Федерации? Предвыборная программа ПиС 2019 года является исходным материалом для демонстрации основных целей, элементов и особенностей внешней политики ПиС в отношении России.

Negative television political advertising has become an instrument commonly found in election campaigns in most democratic countries around the world. This article is intended to show the functioning of this element of political marketing, focusing in par-ticular on its presence on Polish soil. This article indicates the genesis of negative televi-sion political advertising, its nature, significance, and provides an analysis that included sample ads by the campaign staffs of Law and Justice, Civic Platform and Democratic Left Alliance, which were broadcast during the election campaign before the election to the European Parliament in 2009.

Abstract: T aking up the position of the Foreign Minister by Anna Fotyga meant a significant change in the directions, objectives and the nature of Polish activity in the international arena. Fotyga, as one of the President Lech Kaczyński’s most trusted and loyal people, was for him a guarantee of the implementation of foreign policy, in line with the concepts of Law and Justice party. Fotyga’s activity, during holding the ministerial office, focused on the challenges related mainly to the increase in the activity of Poland in the European Union, the elaboration of the new model of the eastern policy, improving energy security and strengthening the subjectivity of the Republic in the international arena. The new foreign policy led by Fotyga and President Kaczyński caused strong opposition from, at that time influential, diplomats, thereby aggravating the fundamental conflict about the shape of the Polish diplomacy.
Objęcie stanowiska ministra spraw zagranicznych przez Annę Fotygę oznaczało ważną zmianę w kierunkach, celach oraz charakterze polskiej aktywności na arenie międzynarodowej. Minister A. Fotyga, jako jedna z najbardziej zaufanych oraz lojalnych osób prezydenta Lecha Kaczyńskiego, stanowiła dla niego gwarancję realizacji polityki zagranicznej, zgodnej z koncepcjami Prawa i Sprawiedliwości. Aktywność A. Fotygi w czasie sprawowania przez nią funkcji szefowej dyplomacji koncentrowała się wokół wyzwań związanych głównie ze zwiększeniem aktywności Polski w Unii Europejskiej, wypracowaniem nowego modelu polityki wschodniej, poprawie bezpieczeństwa energetycznego oraz wzmocnienia podmiotowości Rzeczypospolitej na arenie międzynarodowej. Nowa polityka zagraniczna prowadzona przez A. Fotygę oraz prezydenta L. Kaczyńskiego spowodowała silny opór ze strony ówczesnych wpływowych środowisk dyplomatycznych, pogłębiając tym samym fundamentalny konflikt o kształt polskiej dyplomacji.

Celem artykułu było ukazanie sytuacji, jaka miała miejsce po przegranych wyborach parlamentarnych w 2011 r., w Prawie i Sprawiedliwości oraz powodów dla których część polityków tej partii zdecydowała się na odejście z ugrupowania i założyła nową formację polityczną, co niewątpliwie osłabiło Prawo i Sprawiedliwość. Nie ulega wątpliwości, że partia Jarosława Kaczyńskiego była i jest dominującą siłą po prawej stronie sceny politycznej, zdolną do konkurowania o władzę z Platformą Obywatelską. Wszystkie rozłamy, do jakich dochodziło wewnątrz Prawa i Sprawiedliwości, powodowały osłabienie tego ugrupowania, a powstałe w ich wyniku nowe formacje polityczne nie miały większych szans na odniesienie wyborczego i politycznego zwycięstwa.
The aim of the article was to show the situation after the 2011 lost parliamentary election in the "Law and Justice" and why some politicians of this party decided to leave the group and set up a new political formation, which undoubtedly weakened the "Law and Justice". There is no doubt that the party of Jaroslaw Kaczynski was and is the dominant force on the right side of the political scene, capable of competing for power with the Civic Platform. All the divisions within in the "Law and Justice" have weakened this group, and the resulting new political formations did not have a greater chance of winning political and electoral victory.

Comparative Phraseology and Paremiology. Selected Studies on Slavic and Romance Languages, by Piotr Sawicki and Jitka Smičeková, is a collection of texts which have previously appeared in the columns of philological periodicals and post-symposium publications in Poland, Spain and the Czech Republic and have since been modified. They constitute the fruits of unceasing international research which was originally launched in 1996. The book is divided into two sections, grouping material relating to Czech and Polish cultural stereotypes and proverbs and the language of Polish politics together in the first part, with the transcreation of proverbs constituting the second part. This innovative work contains a compilation of proverbs and sayings in Polish, Czech and, occasionally, Slovakian; and in Spanish, with some in French. It is enriched by a discussion of the problems relating to the translation and interpretation of certain linguistic phenomena which bear culturally distinctive features. The discussion takes as its examples the writings of František Čelakovský and Jaromír Nohavica, as well as popular Spanish and French sayings. Addressed to expert paremiologists, linguists and students engaged in Slavic, Romance and Iberian studies alike, as well as to anyone interested in matters linguistic, the book now and again departs from the solemn, scholarly form to pursue a discourse more popularised in nature.
