The CSCE Final Act, signed in Helsinki in 1975, opened a new chapter in the search for the optimal security system in the Euro-Atlantic area, stretching from Vancouver to Vladivostok. It established a cooperative security system introducing a supra-bloc negotiation mechanism of political and economic cooperation, as well cooperation in such humanitarian fields as culture, education, exchange of information and interpersonal contacts. After the Cold War, CSCE organs were created and equipped with new competences in the field of preventive diplomacy and conflict resolution, but the evolution of the international order in Europe meant that, contrary to the original intention of the CSCE (renamed at the beginning of 1995 as the OSCE), it has not become the central institution of European security. As a result of the Eastern enlargement of NATO and the European Union, the principle of equal security for all participating states was abandoned. The OSCE remained a secondary institution specialising in what is called the soft aspects of security. The Ukrainian crisis, which broke out in the autumn of 2013, accompanied by other challenges and threats to security originating in other regions showed the need to revitalise the OSCE and create a Euro-Atlantic and Eurasian security community.

The subject of the article is an analysis of the EULEX Kosovo mission’s role, as an example of international cooperation in combating the organized crime in the area of former ethnic conflict. The above mentioned mission is considered as one of the most important acts of realization of the EU Common Foreign and Security Policy, and it has been playing both important and positive role in term of combating organized crime, which belongs to the crucial problems hindering the normalization of situation in Kosovo. The analysis being carried out shows that the presence of international entities in this country is still required for mini mizing the threat from the organized crime.

Opis:
Human trafficking is one of the modern forms of slavery and the most dangerous crime against freedom and human dignity. This practice is often associated with the phenomenon of illegal migration and smuggling of migrants, which are particularly intensified in the period of various types of conflicts (armed, ethnic, etc.). The international scale of the problem forces the cooperation of authorities and services responsible for security and public order in many countries. The article presents activities undertaken by the SELEC organization in combating this type of international organized crime in South-Eastern Europe. The source of the data are annual reports on the organization’s activities, published on its official website.

Witelona w Legnicy w partnerstwie z Państwowym Pedagogicznym Uniwersytetem im. Iwana Franki w Drohobyczu oraz Państwowym Historyczno-Kulturowym Rezerwatem „Nahujowice”.
Nowadays, projects constitute opportunities for scientific development and bring a number of benefits resulting from the research and scientific activities performed by institutions of higher education. Their implementation contributes to the solution of specific problems, enables the undertaking of many initiatives with a wide range of activities, and stimulates international cooperation. On the example of a completed project financed by the PZU Foundation, the article shows the effects of actions undertaken by the Witelon State University of Applied Sciences in Legnica in partnership with the State Pedagogical University of Ivan Franko in Drohobycz and the State Historical and Cultural Reserve "Nahujowice".

Monitoring graniczny wód podziemnych na obszarze Polski funkcjonuje w kilku typach sieci. Badania obejmują pomiary położenia zwierciadła i oznaczenia składu chemicznego wód w otworach badawczych, a ich zakres i częstotliwość są określane indywidualnie dla każdej sieci. Celem badań jest ustalenie zmian chemizmu wód i położenia zwierciadła wody zachodzących pod wpływem działalności gospodarczej, a czas i miejsce pomiaru są tak dobrane, by minimalizować wpływy czynników naturalnych i sezonowych, a identyfikować presję wywieraną działalnością gospodarczą na terytorium państwa sąsiedniego, mającą charakter transgraniczny.
The groundwater monitoring in the boundary areas of Poland is developed in several monitoring networks. The groundwater investigations cover cyclic groundwater level measurements and chemical analyses of groundwater samples for selected observation wells. The scope, form and frequency of monitoring observations is determined individual for each network. The groundwater monitoring research conducted in the Polish border zone are focused on present groundwater chemical composition recognizing and groundwater level fluctuation trends influenced by human impacts. The times at which monitoring is undertaken shall be selected so as to minimise the impact of seasonal variation on the results and so that results reflect changes in the GWB as a result of changes due to anthropogenic pressure (WFD).

In his article the author presented the main directions of Polish-Swedish contacts in terms of adult education since the end of World War II to the decline of People's Republic of Poland in 1989. The entire publication was prepared basing on research in the archives and libraries on both sides of the Baltic. Special attention was paid to two issues: (1) development of educational offer for Polish people living in Sweden - inter alia, an educational complex in transition camp in Öreryd and educational concepts for solidarity emigration of the 1980s and (2) cooperation of the communities of Swedish and People's Republic of Poland's adult education - in particular the activities of Polish Committee in the 1960s, the involvement of Polish Club in the 1970s, the cooperation of the Council of Folk High Schools functioning within the Union of Socialist Polish Youth (ZSMP) with Swedish Union of Folk High School Teachers (SFHL) as well as common projects of 'Solidarity' Trade Union (NSZZ Solidarnosc) and the Swedish Workers' Education Association (ABF) of the 1980s. The paper also draws the readers' attention to certain exceptional character of the cooperation of Swedish adult education communities with Polish entities as compared with their relations with other countries. The author passed many judgements and drew a number of conclusions in summing up both the joint activities undertaken by institutions of culture and education for the adults of the Kingdom of Sweden and People's Republic of Poland as well as their short- and long-term effects.

Omówiono w nim przede wszystkim współpracę międzynarodową Węgrowa, ale także wskazano na podobieństwa do współpracy międzynarodowej innych polskich gmin. W podsumowaniu artykułu umieszczono propozycję określenia roli, jaką pełni współpraca międzynarodowa gmin.
The article discusses international cooperation of the urban borough of Węgrów and presents a case study of international cooperation of one of 303 polish urban boroughs. It describes the characteristics of international activity of a specific urban local community which has its foreign partners in Ukraine, Lithuania, Belarus and Italy. International cooperation of Węgrów has been discussed, indicating its similarities to international initiatives of other municipalities of Mazowieckie Voivodeship and the entire Poland. The summary contains a proposed definition of the role played by international cooperation of municipalities.

Since 1989, the transitions have been made in Central and Eastern Europe, in political science those changes are described and explained in terms of „sys-temic transformation”. One of the three main goals of transformation in the countries of Central and Eastern Europe was not only introducing a system of freedom, democracy, the country of law and market economy but also the crea-tion of civil society. The changes from 1990 to 1992 in the political and eco-nomic life of Lithuania and the building of a democratic system were based on the implementation of the principle of national sovereignty, separation of pow-ers, rule of law, political pluralism and providing democratic, stable govern-ment. Since 1990, the political system and legal elements shaping it in Lithuania have been constantly transformed. It is difficult to conclude when the political system and the building of civil society will have reached the level of a consoli-dated democracy.

В статье рассматриваются вопросы оптимизации системы внутренных кооперативных связей в многоцеховом предприятии мебельной промышленности. Представленные математические модели основаны на принципах линейного программирования и позволяют минимизовать стоимости кооперационного транспорта в многоцеховом предприятии мебельной промышленности. Рассматривается проблема минимизации стоимостей транспорта для случаев радиусного и окружного транспорта, а также для неоднородных транспортов и подбора используемого транспортного средства к спроектированной заранее оптимальной структуры транспортов. Результаты рассматриваемой работы могут использовываться в многоцеховых предприятиях мебельной промышленности пользующихся центрами электронной вычистительной техники.
The problem of optimization of the system of internal cooperation connections in many-factor works of the furniture industry is discussed in the paper. The presented mathematical models are based on the linear programming principles and allow to minimize the cooperative transport costs for the case of radial and circumferential transport, transport of unequal goods and to select the applied transport means for preliminarily designed optimal structure of the transport. The present work can be of use in many-factory enterprise of the furniture industry making use of the ECT centres.
