This paper presents the attitude of the European Parliament to those issues that fall within the scope of interest of the Eastern Partnership. In the analysis of this attitude, the author stresses the significant role the EP has played in developing EU Eastern policy, in particular as concerns the promotion of democratic ideas and values within the scope of this policy. It should be emphasised that the EP is exceptionally interested in the advancement of democracy in East European partner countries, whose geopolitical significance the EP appreciates, frequently calling for the tightening of relations with these countries, and even opening European prospects to them. The deepening of cooperation between the EU and East European countries is conditioned by the EP by their adoption of what is called European values (i.e. democracy, rule of law, protection of human rights, etc.). Acting as the ‘guard of democracy,’ the EP is an institution of political influence which allows it to shape Eastern policy in ways that go beyond the formal rights vested in it by the treaties.

The aim of the paper is to analyze how Europeanization is used as an instrument of the European Union’s foreign policy in the field of promoting democracy in the world . This first requires an indication that all EU activities, including its relations with the international environment, are based on specific normative foundations. They include the so-called European values regarding, generally speaking, the promotion of democracy and broadly understood human rights, as well as strengthening peace in international relations. “European values” are not only political and ideological guidelines, but also legal norms enshrined in EU treaties, so the promotion of democracy is one of the basic goals of the EU’s foreign policy. Analysis of the EU’s promotion of democracy requires the presentation of the main categories used to study this issue, i.e. showing what is understood by Europeanization, as well as by the associated concepts of democratization and socialization. Then mechanisms of Europeanization are examined, as well as its results and evaluation of its effectiveness is provided. In this respect the case study is very helpful, in that it examines the results of Europeanization in relation to the EU partner countries covered by the Eastern Partnership. The paper ends with final remarks constituting a summary of the studied issues.

The goal behind the Eastern Partnership programme was the development of political, economic, and social links between the European Union and the European states developed in the wake of the breakdown of the USSR (with the exception of Lithuania, Latvia, and Estonia). The author believes that the goal was achieved in the case of three Transcaucasian countries. On the one hand, EU standards began to be implemented in these countries by the implementation of EU’s acquis communautaire in the law of these states, which allows trade exchange and more extensive economic cooperation along the principles of the EU. On the other hand, in the case of these countries, the EU avoided any declaration concerning their future membership in the EU, which poses a fundamental problem in the relations with the remaining members of the Eastern Partnership programme.

Located in the heart of Europe, with a good geographical location and rich natural resources, Ukraine is a buffer between Russia and the ambitious Western world, forced to continuous use of double standards in its political activity under the influence of factors which are not always the Ukrainian national interests. National idea is the factor that protects the Ukrainians against denationalization, defines the nature and prospects of development of the Ukrainian nation. Poland supported Ukraine in its quest for the then EU and NATO, and monitor events and the course of the presidential elections in Ukraine in January 2010, has the side closer institutional cooperation of the EU with Ukraine. According to political scientists, Ukraine also had a chance to become one of the leaders of the Eastern Partnership in the former Soviet space and thus strengthen its role as a regional leader under the auspices of the EU. But the only possible way for Ukraine to acquire membership in the EU would be reforming social life as a result of the cooperation within the Eastern Partnership.

The aim of the article is to discuss the attitude of Polish republican circles to the issue of cooperation between countries in EastCentral Europe. The articles published in the “Rzeczy Wspólne” and “Nowa Konfederacja” magazines, which were published in 2010-2017, have been analyzed. The ideas of region integration have deep roots in Polish political thought. Their origins can be seen in the tradition of the old Polish-Lithuanian Commonwealth and the concepts of Marshal Piłsudski. The ineffectiveness of the activities of the politicians of the Third Polish Republic in this field became the reason for criticism in republican articles. An important role in the analyzed visions was played by countries located outside the EU - Belarus and Ukraine, for geopolitical reasons considered as desirable allies. The slogan of deepening the integration of the Visegrad Group and strengthening the Eastern Partnership initiative was also popular. However, this cooperation was to take place between fully sovereign states.

The purpose of the paper is to show the most important dimensions which shaped the German-Ukrainian relations in the years 2013-2014. Since the collapse of the Soviet Union and the end of the Cold War, the German-Ukrainian relations were strongly determined the German-Russian relations which were being seemed as a crucial cornerstone of the German foreign and security policy toward Eastern Europe in the 1990s and the early 2000s. The first signal for Germany to redefine its approach toward Russian Federation and other former Soviet republics was the 2008 Russo-Georgian War. However, a breaking moment was & nally brought by the 2013 Eastern Partnership Summit in the Lithuanian capital city, Vilnius, where Ukraine unlikely decided to deny the ability to sign the EU association agreement. Afterwards, Ukraine and its nation faced one of the most dramatic moments in the whole Ukrainian history, when President Viktor Yanukovych and his government were removed from their post by protestors and parliament due to street riots in Kiev in February 2014. In March 2014, the Crimean Peninsula was seized by Russian troops and was carried out the referendum in order to join Crimea to Russian Federation. Since the 2013 Eastern Partnership in Vilnius, the German diplomacy has taken steps to intensify bilateral ties with the new government in Kiev in order to interrupt one of the most danger security crisis in Europe since the bloody dissolution of the Socialist Federal Republic of Yugoslavia.

Eastern Europe (especially Ukraine) struggles with a significant number of problems, both internal and external in character. Euromaidan in Ukraine complicated the situation of the country even further. Some researchers believe the aftermath of Euromaidan sent the strongest shockwave since the fall of the USSR. In addition, the conflict results in geopolitical changes in Eastern Europe, but also infl uences conditions the European Union’s eastern policy is implemented in. The Eastern Partnership (EaP) is quite frequently considered an ineffi cient policy. Some go as far as to claim it has lost its raison d’etre. Observations claiming a decline of the EaP project are also made. Is it really true that the EaP project has failed to meet its objectives? The present paper constitutes a general review of the situation the European Union’s Eastern Partnership countries are in with regards to the armed conflict in Ukraine (the so-called Ukrainian crisis). The paper attempts to offers answers to the following questions: Will the EU be able to consider the position of EaP states in such a predicament? Will Poland, supported by the countries of the Visegrad Group (the V4), be able to convince EU member states to become actively involved in the matters of the East? Will Russia’s actions towards EaP states prevent the objectives from being reached?

Polish accession to NATO (12 March 1999) and the European Union (1 May 2004) meant that the authorities in Warsaw have become part of international policy, the two structures of Western Europe and the United States. Belarus and began to approach closer to Russia, which cooled relations with Warsaw. In 2008, Sweden and Poland began to lay the foundations of the EU’s eastern pol-icy, hereinafter referred to as the Eastern Partnership. However, the violent actions of the regime of Alexander Lukashenko after the undemocratic presi-dential elections on 19 December 2010, resulted in further isolation of the Bela-rusian authorities. Violation of human rights is one of the main obstacles in the way of Belarus to establishing good relations with the European Union. Polish Politics and the European Union towards Belarus can be described as „democ-ratic crusade” of Western civilization.

The article regards the Polish policy towards Ukraine from the time of the first government of the Civic Platform and Polish People’s Party to the Polish Air Force Tu-154 crash. The main aim of the article is to present the most relevant political actions which were made in this time by Polish authorities not only in terms of bilateral relations but also in terms of multilateral ideas and concepts which were important from the Ukrainian point of view i.e. the Eastern Partnership. The conducted research also based on the internal and external determinants of Polish and Ukrainian policy as well as on the party platform of the Civic Platform at that time. Both determinants and party platform were briefly described in the article. According to the research, it is possible to indicate several general conclusions: between 2007 and 2010 Ukraine remained (however with a changed role) one of the most significant Polish partners; the government of the Civic Platform decided to transfer lot of tasks regarding the policy towards Ukraine to the European Union; the Eastern Partnership program which was established in 2008 could not been treated as an equivalent of membership in the EU; the most important goals from the Polish point of view including measurable integration of Ukraine with the EU and NATO were not reached.

After 10 years in action, the European Neighbourhood Policy is in shambles. The region of ENP, seen in 2004 as a future place of democratic transformation, appears to be in 2015/16 a hotbed of wars, ethnic – religious violence, terror and massive migration. Not a single factor contributed to ENP’s success – bad luck from the start! However, there were also internal clashes within the EU which madeENP less effective: – appeal to common values as a base of cooperation, was politically correct but hardly workable; – “conditionality” method revealed weaknesses while applied without a promise of membership; – process of ENP’s strategy planning was disturbed by transatlantic tensions over Iraq war, what had a negative impact on the quality of ENP’s strategic dimension. Russia counteracted openly, secretly and actively and continues to keep the political/military control over the region. ENP remains an essentialpillar of EU’s security but – definitely – time has come to reset the policy.

The article analyzes the significance of the Eastern Partnership Program for the wider systemic transformation of post-Soviet states, with particular emphasis on the situation in the Republic of Moldova. On the basis of indicators and statistical data published by the European Union institutions and American research centers, the implications of strategies realized towards six post-Soviet states were outlined. Against this background, the political and economic situation of Moldova and its trade relations with the European Union were shown.
Artykuł analizuje znaczenie programu Partnerstwa Wschodniego Unii Europejskiej dla szerszego procesu transformacji systemowej państw poradzieckich, ze szczególnym uwzględnieniem sytuacji w Mołdawii. W oparciu o wskaźniki i dane statystyczne publikowane przez unijne instytucje oraz amerykańskie ośrodki naukowo-badawcze nakreślono implikacje strategii realizowanych wobec sześciu państw byłego Związku Radzieckiego. Na tym tle ukazano sytuację polityczno-gospodarczą Mołdawii oraz jej powiązania handlowe z Unią Europejską.
