Foreign direct investment (FDI) plays an extraordinary and growing role in global business. It can provide a firm with new markets and marketing channels, cheaper production facilities, access to new technology, products, skills and financing. For a host country or the foreign firm which receives the investment, it can provide a source of new technologies, capital, processes, products, organizational technologies and management skills and as such can provide a strong impetus to economic development. The sea change in trade and investment policies and the regulatory environment globally in the past decade, including trade policy and tariff liberalization, easing of restrictions on foreign investment and acquisition in many nations, and the deregulation and privatization of many industries, has probably been the most significant catalyst for FDI’s expanded role.

The effects of FDI inflows to the region are the subject of many theoretical considerations, both quantitative and qualitative. Opis:
The aim of this paper is to explore interdependence between foreign direct investment (FDI) inflows and competitiveness of national economy. The relationship between these two macroeconomic variables is analysed for Poland for the period between 2005 and 2016. The author discusses the structure, dynamics and drivers behind the competitiveness of Polish economy based on the methodology of the World Economic Forum. The conclusions are drawn from an investigation of over 270 rank correlations. Several statistically significant relationships were identified for the variables, suggesting that certain causal links in both directions between FDI inflows and competitiveness existed. The concluding remarks consist of several recommendations for the policymakers.

The main goal of the paper is to investigate the impact of foreign direct investment (FDI) in advanced business services sector on economic development. We analyse the topic on the regional level as FDI in Poland is not equally distributed across the country. In order to investigate the research problem we estimate linear regression model using panel data. The dependent variable is the value of GDP per capita as the indicator of economic development. The most important independent variable from the point of view of the main objective of the paper is the number of foreign-owned advanced business services firms. This variable will be also lagged to control time necessary for investment to materialise and influence the economy. The main conclusion of the analysis of data over the period of 10 years is that there is a positive influence of operations of foreign-owned firms in the analysed sector on the economic growth of particular regions in Poland.

Poland in recent years is the leader in attracting foreign investment among the countries of Central and Eastern Europe. Investment attractiveness of our country, according to many studies, is assessed very high (according to the Ernst & Young European Attractiveness Report in 2016 Poland’s economy 2 place in the ranking), mainly due to a highly skilled workforce. An important component of the investment attractiveness, often emphasized by the investors themselves, is legal and transparency of the Polish legal system in recent years, and the answer to the question whether the Polish legal system is a improving element or rather a threat to the investment attractiveness of the country. The research is based, interalia, on the analysis of the Worldwide Governance Indicator index assessing the institutional environment of countries.

The author looks at foreign direct investment in Estonia and discusses its implications for the country’s economy. The analysis covers the 1994-2004 period and is based on a combination of analytical and descriptive methods. To obtain a more complete picture of foreign capital involvement in Estonia, which was once part of the Soviet Union, the author discusses factors that influence the country’s investment attractiveness. She concludes that Estonia’s market transformation has contributed to a major acceleration in the inflow of FDI to this country. FDI in Estonia has been characterized by a strong concentration, both in terms of the investors’ country of origin and the sectors in which they become involved, Sobańska notes. Scandinavian companies, primarily those from Sweden as well as Finland, have dominated among foreign direct investors in Estonia, while the role of investors from Central and Eastern Europe in Estonia’s overall FDI performance has been marginal. Since 1998 the financial sector has been the main focus of foreign direct investment in Estonia. Foreign investors have also contributed to the restructuring of the country’s corporate sector. The inflow of foreign capital has enabled Estonia to join the international trade system. However, despite the generally positive role of FDI in the country’s development, the strong concentration of foreign capital leads to worries about the permanence of Estonia’s economic achievements. A potential economic crisis in Scandinavia could easily lead to a situation in which FDI would bring negative market trends to Estonia’s fledgling economy.

European Union is one of the United States of America’s most important economic partners. The article aims to analyze the causes, value and directions of the trade policy as well as direct foreign investments of the USA. The USA had several reasons to invest abroad that changed over time. These included: the strong appreciation of the high rate of growth of real wages, the Chinese trade surplus, which put pressure on foreign partners to reduce exports and undertake the production in their countries, the abundance of capital in the domestic market, the low level of real interest rates and finally the search for less expensive direct investment in the USA. The value of trade between these entities began to grow rapidly in 2007, and the trend continues today. The peak occurred in 2015, when the annual value of the stream exceeded 300 billion dollars.

The paper reviews empirical studies on how various location factors influence foreign direct investment (FDI). The author focuses on some recent research and takes into account determinants such as market size, market growth, labor costs, labor quality, openness to trade, geographic distance, taxes, country risk, and corruption. These factors do not represent a closed set of factors that affect FDI location decisions, but are most frequently considered, Wawrzyniak says. Research theories list many factors that can influence the location of FDI. These include economic determinants (that depend on the type of FDI) as well as the policy framework for FDI and business facilitation. Moreover, these FDI determinants tend to change over time, Wawrzyniak says, and some of them, such as privatization of transition economies, are particularly important to some countries and regions. Empirical studies on the impact of various determinants on the location of FDI are inconclusive because different authors have reported different results. Some researchers say that a specific factor has a positive influence on FDI, while others argue the opposite. Still others believe that this particular factor is statistically insignificant. However, not all the potential determinants of FDI are equally controversial, Wawrzyniak says. The results of empirical research on different location factors show a varying level of consistency. They are generally more consistent in the case of factors such as market size and less consistent in the case of labor costs, for example.

The paper offers a comprehensive analysis of direct investments made by Polish companies abroad. Such investments have intensified in recent years, especially since Poland joined the European Union on May 1, 2004. Foreign expansion is an important part of the development strategies of many Polish companies today. The empirical research described in the paper identifies the factors that determine direct investment by Polish companies abroad, with a special focus on barriers to such projects. The studies in question were carried out at the Foreign Trade Research Institute (IKiCHZ) in 2006 and involved two groups of businesses: those that have already invested abroad in recent years, and those that may carry out such projects in the future. The latter group comprises potential investors who stand out in the corporate sector because of their market position, financial condition and the fact that exports account for a large part of their sales. The analysis involved the following aspects of direct investment abroad: an evaluation of the financial condition of investors and their prospects for the coming years; the possible determinants and barriers to investment on foreign markets; investment plans; the financial, organizational and legal conditions involved; feasibility studies; and the expected benefits and forms of public assistance to Polish companies investing abroad. The empirical studies discussed by the authors reveal that Polish entrepreneurs are interested in direct investment abroad and see it as an opportunity for the further development of their companies. The research shows that Polish investors on foreign markets primarily include large companies that export their products and are doing well financially. Poland’s EU accession has had a positive influence on Polish companies’ direct investment abroad. Still, the authors conclude that direct investment by Polish companies on foreign markets is still in its infancy. This is confirmed by the scope and forms of these projects as well as by the considerable caution displayed by the analyzed businesses in undertaking such operations.

The goal of this paper is to present the results of the empirical analysis of the role of emerging Asian economies in the global market for business services. The focus is on India, as the leader in advanced business services in the region. The method applied in this paper is the quantitative analysis of data related to trade and foreign direct investment in services. The novelty of the paper lays in focusing on business services through their international exchange and activities of multinational corporations. This papers aims to focus on broader economic perspective rather than usual offshoring. The main conclusion of the paper is the rising role of services in economies that were previously focused on manufacturing and merchandise trade. Both due to the structural changes in foreign markets and home governments’ policies the process of tertiarisation is taking place. Special focus is on advanced business services which require and create vast amount of knowledge.

The aim of the article is to point to the role played among other countries by the United States as an exporter and importer of direct investment. The USA are ranked as number one in the world with regard to the value of the outward and in ward FDI stock. In the context of categories of the relation of investment to the economic potential the rank of the country is decidedly lower. The main area of investment for the USA are services, and the balance of direct investment is a debit one. The most important place of investment as well as the most important foreign investor is Great Britain. Significant bilateral partners also include Canada, Japan, France, Netherlands and Germany. Along with the transformations of the world economy changes occur in the structures of American investment, however, the USA have remained one of the most important “players” in the world market of foreign investment for years.

W artykule, w części teoretycznej przedstawiono istotę pojęcia lokalizacji bezpośrednich inwestycji zagranicznych (BIZ). Zdefiniowano również atrakcyjność inwestycyjną oraz scharakteryzowano jej podstawowe czynniki, które wpływają na zakres i poziom ryzyka lokalizacji BIZ. Są to takie czynniki jak: dostępność transportowa, koszty pracy, wielkość i jakość zasobów pracy, chłonność rynku zbytu, poziom rozwoju infrastruktury gospodarczej i społecznej, poziom rozwoju gospodarczego, poziom bezpieczeństwa powszechnego, aktywność obszaru względem inwestorów. W części empirycznej przedstawiono wyniki badań firmy doradczej Ernst & Young, dotyczące ryzyka lokalizacji BIZ w Polsce w kontekście przepływów kapitałowych w Europie i na świecie.
The theoretical part of the paper presents the essence of the concept of the location of foreign direct investment (FDI). Investment attractiveness is defined and the basic factors thereof affecting the extent and level of risk related to the FDI location are characterized. The factors include transport availability, labour costs, the size and quality of labour resources, the product marketability, the level of the economic and social infrastructure development, the level of economic development, the level of general security and the investor oriented activity of the area. The empirical part presents the results of the study conducted by the Ernst & Young consultancy company on the risk related to the FDI location in Poland in the context of capital flows in Europe and worldwide.

Ogromne rezerwy dewizowe posiadane przez Chiny dotychczas wykorzystywane były przez ten kraj głównie do finansowania inwestycji portfelowych w USA i w krajach członkowskich UE. Celem niniejszych rozważań jest pokazanie przesłanek i potencjalnych skutków przechodzenia Chin od zagranicznych inwestycji portfelowych do bezpośrednich inwestycji zagranicznych. Jest to stosunkowo rzadko poruszany aspekt dokonującej się obecnie reorientacji chińskiej polityki rozwoju, którego skutki mogą mieć bardzo znaczące konsekwencji zarówno dla gospodarek wielu państw jak i w skali gospodarki światowej. Istotną przesłanką procesu przechodzenia Chin od zagranicznych inwestycji portfelowych do bezpośrednich inwestycji zagranicznych, do czego istotnie przyczynił się kryzys finansowy z 2008 roku, są oceny agencji ratingowych odzwierciedlające rosnące ryzyko dla chińskich inwestycji portfelowych w papiery dłużne bardzo zadłużonych krajów. W artykule przedstawiono m.in. mało jeszcze znane oceny utworzonej w Chinach nowej agencji ratingowej Dagong. Skutkami odchodzenia przez Chiny od dotychczasowych inwestycji portfelowych będą z jednej strony rosnące trudności w dostępie do kapitału zadłużonych krajów rozwiniętych gospodarczo, ale z drugiej strony będzie wzrost możliwości rozwojowych dla krajów przyjmujących chińskie BIZ. W Polsce chińskie inwestycje bezpośrednie są pożądane, gdyż tworzą one miejsca pracy i zwiększają eksport. Niestety okazuje się, że napotykają one na trudności i tworzą napięcia między Polską i bogatymi krajami członkowskimi UE, gdyż stanowią one zagrożenie dla miejsc pracy w tych krajach.
Huge foreign exchange reserves possessed by China have so far been used by this country mainly to finance portfolio investments in the USA and in the EU member countries. An aim of these considerations is to show the premises and potential consequences of the China’s move from foreign portfolio investment to foreign direct investment. This is a relatively seldom brought up aspect of the currently accomplishing reorientation of the Chinese developmental policy whose effects may have very significant consequences both for economies of many states and worldwide. Important premises of the process of China’s move from foreign portfolio investment to foreign direct investment, what has been significantly caused by the 2008 financial crisis, are the opinions of rating agencies illustrating the growing risk for Chinese portfolio investment in debt securities of highly indebted countries. In his article, the author presented, inter alia, the yet little known evaluation of the established in China new rating agency Dagong. The consequences of China’s departure from the previous portfolio investment will be, on the one hand, growing difficulties in access to capital of the economically developed indebted countries, but, on the other hand, there will be growth of developmental opportunities for the countries receiving Chinese FDI. In Poland, Chinese direct investments are desirable as they create jobs and increase exports. Unfortunately, it appears they face obstacles and cause tensions between Poland and rich EU member countries as they form a threat to jobs in those countries.
