The Baltic Sea region was involved in, and impacted by, several significant political transformations in the 1990s: The USSR had disintegrated; Estonia, Lithuania and Latvia had achieved statehood; Poland had regained sovereignty and joined NATO; and Sweden and Finland had become members of the EU. Conditions for developing cooperation in the Nordic-Baltic region were present, and the establishment of the CBSS in 1992 was crucial in this respect. Poland became a viable partner for the Nordic countries. The Nordic-Baltic region started to play an important role in the European Union, and in the foreign policies of Germany, the USA and Russia. Many regional initiatives have emerged. The author carries out an analysis of the international situation in the region. He points out the importance of the northern component of Polish foreign policy, and he describes conditions, priorities and risks of this policy. The issue of Poland’s northern policy today remains open for further consideration

The first meeting of the Baltic Sea Region Working Group concerning historical parks and gardens was held in Vilnius on 5 and 6 November 2008. The event was organised upon the initiative of Alfredas Jomantas, a representative of the Department of Cultural Heritage at the Lithuanian Ministry of Culture. The speakers included Piret Palm (Estonia), Maunu Häyrynen (Finland), Indre Kacinskaite (Lithuania), Kristine Veinberga and Gundega Linaare (Lativia) and Magdalena Lisowska (Poland), who presented the situation of historical parks, gardens and residences in particular countries. Their statements led to the conclusion that the cultivation of gardening and concern for valuable historical parks and gardens are not among the priority undertakings of the countries represented at the meeting. Moreover, the countries in question lack landscape architects specialising in the history of gardens and participating in re-valorisation, from the initial phase, studies, projects, and execution to continuous cultivation. The objective formulated by the working group involved the establishment of cooperation with the Baltic Sea region specialists concerning, i. a. an exchange of legislation experiences, work methods, endeavours aiming at the creation of a universal model of revalorisation, and a list of qualifications permitting work in historical gardens and parks. It was decided to inaugurate cooperation with a "TOP 10” list of gardens, parks and residences, accompanied by source information about the monuments in question. The participants of the meeting toured the historical gardens of Vilnius and its environs, including the Baroque garden adjoining the Sapieha residence and the Zatrocze and Landwarów parks designed by Edouard André, the celebrated European landscapist.

W artykule dokonano oceny prowadzonych w subregionie bałtyckim priorytetowych inwestycji energetycznych w kontekście założeń polskiej polityki energetycznej i interesów strategicznych państwa polskiego. Autor uznał, że regionalne inwestycje energetyczne mają charakter ekonomiczny oraz polityczny i w tym kontekście należy oceniać zasadność polskiego zaangażowania w projekty zwiększające poziom bezpieczeństwa energetycznego państw subregionu.
In the article, the Baltic investment in energy has been evaluated, in the view of Polish energy policy and Polish strategy system. The author claims that the regional energy investments have bought economic and political aspects and that the validity of Polish participation in the project, whose aim is to increase energy security of the countries in this region, should be measured respectively.

Głównym celem artykułu jest analiza zarządzania zrównoważonym rozwojem w regionie Morza Bałtyckiego. Sposoby osiągnięcia tego celu w regionie Morza Bałtyckiego obejmują zwiększenie instytucjonalnej efektywności zarówno na poziomie makroregionalnym, jak i narodowym. Na poziomie makroregionalnym zarządzanie obejmuje wytyczanie celów oraz sposobów rozwoju zrównoważonego rozwoju. Natomiast na poziomie naro-dowym główną rolę odgrywa wdrażanie i koordynowanie jego wprowadzania: rozumienie zasad zrównoważonego rozwoju, cele oraz zadania, podmioty zaangażowane w projekt, wprowadzanie w życie zasad zrównoważonego rozwoju oraz monitoring.
The general objective of this article is to analyse the governance capacity for Sustainable Development in the Baltic Sea Region (BSR). Ways to achieve this include increased institutional efficiency and coherence both on the macro-regional and national level in the BSR. Both governance levels are important. The macro regional level has many important functions which can show the way of developing SD. The national level has a key role as SD policy maker and coordinator of SD implementation: concrete goals, targets and actions, stakeholders engaged in SD, implementation structures and monitoring tools.

Настоящая статья посвящена явлению конвергенции и предпринимает попытку оценки влияния экономической трансформации 90-ых годов XX века на процесс конвергенции среди государств региона Балтийского моря. Главной целью статьи является определение, приблизились ли друг к другу показатели ВВП экономик стран Балтийского региона на душу населения или все-таки произошло совершенно иначе. В статье подвержены были анализу важнейшие макроэкономические показатели, с целью определения их соотношения между государствами балтийского региона.
This paper analyses the issue of convergence in the Baltic Sea Region countries and tries to assess the effect of economic transformation during the period of 90s in 20th century on the process of convergence. In other words it will consider whether the integration process in the European Union pulled the economies of the organization together or pushed them apart. It will analyse the most important macroeconomic data to establish the relationships between counties in the Baltic Sea Region.

Forms of leather footwear shaped in the early Middle Ages were being developed over the course of the next centuries. It was related to the development of tanning technologies and manufacturing techniques. It also resulted from the need to adjust the footwear to a ceremonial dress, emphasizing the user’s prestige. The large amount and diversity of archaeological sources provide information revealing the process of transforming footwear into an important element of dress.

Eco-innovations unites competitiveness and sustainable development. Their creation and implementation improves the environmental state and the level of technological advantage. There are various rankings presenting innovativeness of national economies. In the article, results concering eco-innovativeness of the BSR countries were presented, according to the rankings and reports presented by EIO.
Ekoinnowacje są elementem łączącym konkurencyjność oraz rozwój zrównoważony. Ich tworzenie i wprowadzanie pozwala zarówno na poprawę stanu środowiska, jak i poziomu zaawansowania technologicznego. Istnieją różne rankingi przedstawiające innowacyjność gospodarek narodowych. W artykule zaprezentowano wyniki dotyczące ekoinnowacji w krajach RMB, zgodnie z rankingami i raportami EIO.

Creation of the Territorial Defense System (TDS) in Poland is a very serious step in military, political and economic terms. Therefore, it is important to understand if this decision is an effective response to Russian threat or a politically motivated populist mistake. Article explains, why military conflict between NATO and Russia is not realistic. At the same time, some interest groups in American elite (mainly, the so called “hawks”) are interested in construction of the “geopolitical wall” between Russia and the EU, creating artificial “Russian threat” for Europe and twisting spiral of confrontation between two sides with the help of Baltic states and Poland (concept of “Intermarium”). Contemporary Polish ruling elite follows this strategy, because sees America as a main guarantor of Poland’s security and wants to be its main ally in Europe. Also exploits “Russian threat” to strengthen its popularity internally. Creation of TDS – one of the populist steps in this direction. But it can be paradoxically useful in case of possible disintegration of Ukraine.

In the paper basic premises, aims and scope of Rail Baltica Growth Corridor (RBGC) project in the context of Polish logistical services development are presented. The RBGC Project is an initiative in the framework of Baltic See Region Programme 2007-2013. The aim of the Project is the development of the infrastructure along the Rail Baltica corridor - rail connection between Helsinki and Berlin - through Estonia, Latvia and Lithuania - with Warsaw, Poznan and Bialystok in Poland. The concept of Rail Baltica, as an element of transeuropean transport corridor, aims at increasing the rail transport usage, in the framework of North-South international passenger and freight transport and at the development of high quality connections between Baltic countries and Poland. In this context the RBGD priority is to create metropolitan and regional strategies of Rail Baltica corridor development.

All countries form the Baltic Sea Region are strongly economically connected with each other. International trade inbound the Region is usually realized by shipping lines, especially ro-ro and ferry lines. Ferry traffic on the BSR shows specific features, which draw distinctions between other regions. In this article was tried to analyzed quantity and directions of maritime traffic in the BSR in years 2006 – 2008. That period was excellent time for market growing for all owners. And more over – the analysis was made for main directions in the Baltic Sea Region – between Norway, Sweden and Finland – versus Polish and German Baltic sea ports.

Opis:
The article deals with economic and social effects of the Reformation. One of them was secularisation, i.e. the transformation of the ecclesiastical estates into new latifundia (German: Territorien), and similarly enlarging rulers’ domains and landed estates of the gentry. In towns the ideas of the Reformation were well received and provoked social revolts and demands for the right to vote. Migrations, especially of the Dutch Mennonites and Calvinists, brought about an innovation jump in the sphere of agriculture, crafts, trade and art. The supranational culture that started to flourish may be called ‘Netherlandisation of the Baltic Sea Region’.
Przyczynek dotyczy ekonomicznych i socjalnych skutków reformacji. Należała do nich sekularyzacja, to znaczy przemiana kościelnych posiadłości ziemskich i tworzenie nowych latyfundiów (Territorien), podobnie jak rozszerzanie dominiów władców oraz szlacheckich gospodarstw wiejskich. W miastach myśl reformatorska padła na podatny grunt i przyniosła ze sobą rewolty socjalne oraz żądania politycznego prawa głosu. Migracja przede wszystkim holenderskich menonitów i kalwinistów przyniosła skok innowacyjny w obszarze rolnictwa, rzemiosła, handlu i sztuki. Rozwijała się ponadnarodowa kultura, którą można określić jaki „niderlandyzację strefy Bałtyku”.
