    Ethical behaviour is a key component in establishing the needed trust and reputation that Supreme Audit Institutions inspire in their stakeholders: citizens, public opinion, the media. That is why the International Organisation of Supreme Audit Institutions – INTOSAI adopted its own code of ethics in 1998. In 2013, the Steering Committee of the INTOSAI Professional Standards Committee took a decision to conduct an assessment of whether the extant code of ethics still met the needs of the public sector audit environment. For this purpose a team was established headed by NIK.

    Opis:
    The meeting, held on 27-28 May 2014, gathered representatives of twelve SAIs – members of the Subcommittee on Internal Control Standards and representatives of external partners that cooperate with the Subcommittee – the International Federation of Accountants (IFAC) and the Organisation for Economic Cooperation and Development (OECD), as well as of the ministries of finance of Lithuania and Poland – to represent the main addresses of the documents that the Subcommittee develops. The participants of the meeting discussed the Subcommittee’s work plan for the years 2014-2016 that comprises, among others, a revision of the guideline on reporting on internal control and the guideline on risk management in the public sector. At the bilateral meeting, President of NIK Krzysztof Kwiatkowski and Auditor General of Lithuania Giedrė Švedienė discussed, among others, ideas for further cooperation of the SAIs of the Baltic and Eastern European regions, the initiative of the SAI of Lithuania to conduct a parallel audit of municipalities, and the organisation of the European Court of Auditors’ visits to the EU Member States.

    More than 20 Heads of Supreme Audit Institutions and altogether 33 delegations met in Graz, Austria, at the 70th INTOSAI Governing Board meeting on 6 and 7 November 2017. President of NIK is a member of the Governing Board and represents the European Organisation of Supreme Audit Institutions – EUROSAI. At the meeting in Graz, the Governing Board adopted the themes of the next INTOSAI Congress, to be held in September 2019 in Moscow, and discussed the main issues of INTOSAI’s current interest: global contribution to the implementation of UN Agenda 2030 Sustainable Development Goals, as well as the standard setting process and the new framework of INTOSAI standards and guidance.

    In December 2016 in Abu Dhabi, the XXII Congress of the International Organisation of Supreme Audit Institutions – INTOSAI was held. The organisation gathers Supreme Audit Institutions from 194 countries. A delegation from NIK took part in the Congress, and actively participated in Congress events, and NIK representatives contributed to the development of several official documents of INTOSAI, including its Code of Ethics – ISSAI 30.

    Głównym zamierzeniem trwającej od 2016 r. reformy systemu standardów i wytycznych Międzynarodowej Organizacji Najwyższych Organów Kontroli (INTOSAI) jest zwiększenie użyteczności dokumentów w pracy kontrolera dzięki dostarczeniu spójnych wymogów, standardów postępowania i praktycznych wskazówek. Jednakże przeprowadzona w 2021 r. analiza wykazała, że zmiany dotychczas nie przyniosły istotnych korzyści. NIK, jako członek Komisji INTOSAI ds. Standardów1 (Professional Standards Committee, PSC) oraz przewodniczący Podkomisji ds. Standardów Kontroli Wewnętrznej (INTOSAI Subcommittee on Internal Control Standards, ICS), jest aktywnym obserwatorem tego procesu, a równocześnie krytykiem istotnej części założeń oraz niektórych rozwiązań organizacyjnych. Trzeba przy tym podkreślić, że wyraźne kłopoty INTOSAI z osiągnięciem zamierzonych celów, przy demokratycznej kulturze tej organizacji, pozwalają na dyskusję o podstawowych założeniach międzynarodowych standardów kontroli państwowej. Obecny czas otwartości na zmiany może okazać się bardzo ważny dla całego systemu.
