The article examines the origins of Gospodarka Narodowa and the magazine’s evolution from 1931 to 2011. The author analyzes press reports and archival materials to trace the publication’s history over the past 80 years. Gospodarka Narodowawas started in 1931 as an initiative by economist Czesław Bobrowski. The magazine was initially published every two weeks. It quickly became one of the most influential economic periodicals in Poland in the period between World War I and II. At the time, Gospodarka Narodowa focused on general economic topics and was run by a team of young editors who targeted a mostly young audience. One of the magazine’s characteristic features was its considerable independence and an apolitical approach. The magazine brought together a number of up-and-coming Warsaw economists, who set up a prestigious organization known as the National Economic Club. In the postwar period, Bobrowski, who was chairman of the no-longer-existing Central Planning Office (CUP), came up with the idea of reviving the magazine. The new biweekly publication, renamed Gospodarka Planowa, initially followed up on what its predecessor did in terms of form and content, however it was controlled by the Central Planning Office. In the late 1940s, the magazine found itself completely dependent on the decision makers at the time and became a mouthpiece and propaganda tool of the country’s communist authorities. As a result of political changes in Poland in 1956, Gospodarka Planowa was transformed into a scientific and economic monthly whose contributors included top Polish economists at the time. In 1990, the magazine reverted to its original title. Today Gospodarka Narodowa is one of the most highly rated Polish magazines dealing with economic issues.

The author discusses the socioeconomic views of onetime Polish economist and military leader Józef Maria Poniatowski (1897-1995) and his ties to Gospodarka Narodowa (National Economy) magazine, which was published every two weeks in the 1930s. Although Poniatowski was considered to be one of the leading economic policy makers of his time, no attempts were made to discuss his economic views in Polish scientific literature up to now, according to Jarosz-Nojszewska. She analyzes Poniatowski’s publications and presents his views about the most important economic problems of interwar Poland, on the basis of documents from the Central Archives of Modern Records (AAN) in Warsaw as well as the archives of the Warsaw School of Economics (SGH) and Warsaw Agricultural University (SGGW). The author highlights some of the key facts from Poniatowski’s life as well as his family ties, which had a huge impact on his views, especially in issues related to agricultural policy. Józef Poniatowski came from a family of landowners. He graduated in economics from the Warsaw School of Economics, and also had a degree in agriculture from Warsaw Agricultural University and a degree in law from the University of Paris. In the 1920s and 1930s, Poniatowski worked as a researcher and also dealt with politics. He was one of the co-founders and most active members of a business association known as the National Economy Club. He published dozens of articles in Gospodarka Narodowa, most of them focusing on the problems of the countryside and agricultural issues as well as government economic policies. For example, he frequently criticized stopgap measures and short-term arrangements in the government’s agrarian policy. He called for an increased role of the state and government intervention in the agriculture sector and the economy as a whole, and advocated more decisive and far-reaching steps in various areas. He argued that an agrarian reform and related changes in the agrarian structure of the country were critical to reducing the Polish economy’s vulnerability to fluctuations in economic trends. Poniatowski pointed out that a land reform could alleviate the country’s economic problems by expanding the internal market. He highlighted the dramatic debt problem of Polish agriculture. He also wrote about cartels, a topic that was directly related to his work as a Cartel Court judge. However, his best known works were dedicated to the issue of agrarian overpopulation. A few years before World War II, he was appointed director of a government economic bureau, a position of key importance to the Polish economic policy of the time and one that enabled Poniatowski to take part in government economic policy making. World War II interrupted his career. After the war Poniatowski did not return to the country from exile, and continued his scientific and political pursuits while living abroad.

In this paper an attempt has been made to show the essence and the role of knowledge for the development of national economy in the context of globalization and integration, with particular focus on Poland. Knowledge – in its broad meaning – and especially science and technology have always decided about the economic development of various countries and about the conditions of existence of their respective nations. At the same time, the pace of economic development has been one of the main factors having influence on economic, social and political independence and sovereignty as well as security of every country and its position on the international stage. On the other hand, ensuring economic and civilization development and internal peace is a duty of each state and its authorities also nowadays, in the context of globalization and integration. The author has made an attempt to answer numerous questions concerning globalization and its impact on national economy and, in general, on the situation and future of national states. Among others, a question has been put whether globalization and integration pose a threat to national economy or, vice versa, whether they contribute to their development, imposing a necessity to introduce organizational, modernization, ecc. changes in economic policies of these states. There are several theories concerning the image of national economy at the end of the globalization process. However, no answer has been given yet to the question whether complete globalization – i.e. globalization with no economic borders, without “global government” and without a single currency for the whole world – is at all possible. There is no doubt, however, that the scale of the impact of globalization and integration on the development and functioning of national states and their economies will increase continually. In result, the future of many states and their economies, including Poland, will change considerably. We need to prepare ourselves carefully so that this change can be positive. Poland as well as the whole European Union have to race with the world and not to run on the spot, fearing globalization. First of all, economic policy should favour scientific research, education of infrastructure development (telecommunications, the Internet, transport, ecc.) We have to develop modern economy based on knowledge and new technologies. If we fail to do it soon, we will waste one of the chances, rare in our history, to shorten the distance which separates us from the developed countries in Europe and in the world. Looking into the future, we can make a hypothesis that the Polish economy will be able to quickly go through another transformation and achieve a modern economy, based mainly on such services which contribute to the creation and spreading knowledge, technology and information, but also culture. Otherwise, Poland could be pushed to a marginal position. Transformation will be quick because we must first complete restructuring of our industry and agriculture. This does not mean that industrial or agricultural activity should disappear. To the contrary: we mean here the key links, that is creating technologies of manufacture and design and – in my opinion – essential in the future – technologies of security management as well as management of stability of information flow and material service carriers.

Poznanie charakteru gospodarki narodowej jest istotne ze względu na różnego rodzaju turbulencje, wewnętrzne i zewnętrzne, jakim ta gospodarka podlega. Kooperują i konkurują w niej ze sobą mikropodmioty i makropodmioty. Działają one w otoczeniu zewnętrznym, bliższym i dalszym o bardzo zróżnicowanym charakterze (instytucjonalnym, prawnym, kulturowym itp.). Relacje między elementami gospodarki narodowej, tj. między podmiotami, infrastrukturą prawną, polityczną, społeczną, rodzą sprzężenia zwrotne, których znajomość stwarza przesłanki do niezakłóconego funkcjonowania tej gospodarki. Autor artykułu stawia hipotezę badawczą, że jest to możliwe dlatego, że gospodarka narodowa jest bytem strukturalnym.
Understanding the nature of the national economy is important due to the various types of internal and external turbulence that this economy is subject to. Microentities and macro-entities cooperate and compete in this economy. They operate in an external environment, closer and further of a very different nature (institutional, legal, cultural, etc.). Relations between elements of the national economy, ie between entities, legal, political and social infrastructure, generate feedback that requires scientific research to ensure the economy national undisturbed functioning. The author of the article puts forward a research hypothesis that this is possible because the national economy is a structural entity, subject to structural analysis, as chemists do, researching various kinds of chemical compounds.
